高职高专图书馆开架阅览管理与服务

近几年,高职院校为了与社会发展同步,图书馆开架阅览已经成为图书馆管理的主要模式。笔者结合多年图书管理经验,从高职高专图书馆开架阅览的利弊以及必要性着手,对加强高职高专图书馆开架阅览管理与服务的措施做了简单介绍。

Alternative Policies for Preserving Farm and Open Areas: Analysis and Evaluation of Available Options

A bstract . Rapid urban growth disrupts land use patterns on the urban-rural fringe , increasing development pressure on nearby farm and open lands. Many public agencies have attempted to moderate these development pressures through intervention in the local land market in order to preserve remaining open areas. There are essentially five ways that governmental units can act to preserve farm and open lands: public purchase of these lands; restrictive zoning laws ; public purchase of the development rights to open lands; programs of transferable development rights, and preferential assessment property tax programs. Each of these methods imposes burdens on different groups and creates winners and losers among property owners, taypayers and others. This paper analyzes the economic impacts of these open space preservation programs and evaluates their effectiveness in achieving their goals. None of the programs evaluated is judged to be perfect in preserving open space, but the public purchase of development rights is seen to be an equitable second-best solution.     

慕课环境下高校图书馆应对的策略

面对慕课所引发的现代教育的重大变革,高校图书馆在这样的新形势下该如何重新定位?合理配置图书馆的信息资源,应对慕课的挑战,是高校图书馆此时面对的重要课题,高校图书馆可以从以下四个方面考虑,进行服务创新:多途径嵌入信息素养教育,提供慕课课程;深化教学参考系统的建设,提供课程资源导航;在版权范围内,最大程度地获取教学资源;倡导知识共享和资源共建。     

Purchasing: a necessary partnership

According to a recent survey published in Hospital Purchasing News, a Mcknight Medical Communications publication, the average hospital in the United States spent $16.7 million, not including equipment purchases, in 1994. This represents an increase of 41.6 percent over the amount spent in 1990, $11.8 million. The hospital's objective of having year-end revenues exceed expenses largely depends on the ability to purchase materiel at the best price, not necessarily the lowest cost. This goal can be achieved by partnering with suppliers and customers (hospital administrative and surgical staff, as well as patients) through open communication and trust. Reducing costs by a percent on the dollar could return $167,000 to the average hospital. Partnering can assist in achieving these savings!     

艺术类实验的特征及其实验室建设定位

艺术类实验有别于理工科实验:实验要求不求量化,实验过程不求统一,实验评价不求标准,因此就要求学校在实验室建设中做到以下几点,整合共享实验室,注重实验教学方法,优化实验教学内容,注重实践基地建设,重视个性发展,变封闭型为开放型。只有明确了实验的特征与实验室建设的定位,才能培养出个性鲜明的艺术人才。     

Robust monetary policy in a small open economy

We study how a central bank in a small open economy should conduct monetary policy if it fears that its model is misspecified. Using a new-Keynesian model of a small open economy, we solve analytically for the optimal robust policy rule and the equilibrium dynamics, and we separately analyze the consequences of central bank robustness against misspecification concerning the determination of inflation, output, and the exchange rate. We show that an increase in the preference for robustness makes the central bank respond more aggressively or more cautiously to shocks, depending on the type of shock and the source of misspecification.     

车牌自动识别系统的嵌入式设计

科技正以前所未有的速度改变着人们的生活,从而影响到了交通系统的发展。为了组建更加智能化、人性化的交通系统,车牌自动识别系统应运而生。本文采用了嵌入式系统作为车牌自动识别系统平台。通过对硬件和软件的探讨,搭建出车牌自动识别系统的框架。使用Linux作为操作系统平台,使用OpenCV开源函数库进行图像的分析与处理,在这些基础上完成了车牌识别系统的整体模型。首先对车牌进行灰度变换,然后选取阈值使图像二值化,接着进行车牌的定位,获得车牌图像后进行车牌字符的切割,使单个字符分开,最后对分割后的字符和标准的字符模板进行匹配,从而获得车牌信息记录下来并传输到需要的主机上。     

The impact of the low income housing tax credit program on local schools

The low-income housing tax credit (LIHTC) program has developed over two million rental homes for low-income households since 1986. The perception of deterioration in school quality has been a main reason for community opposition to LIHTC projects in middle- and upper-income areas. In this paper, we examine the impact of LIHTC projects on the nearby school performance using data on all LIHTC projects and elementary schools in Texas from the 2003–04 through 2008–09 academic years. We employ the longitudinal structure of the data to control for school fixed effects and estimate the relationship between the opening of nearby LIHTC on campus-level standardized test scores and performance ratings. We address the potential selection biases by controlling for preexisting trends in school performance prior to the study period. We find no robust evidence that the opening of LIHTC units negatively impacts the performance of nearby elementary schools.

图书馆危机具有长期性、复合型、难恢复性以及隐蔽性的特点,因而图书馆危机管理工作是一项长期而艰巨的任务,我们只有充分认识图书馆危机的含义、类型,并制定科学有效的图书馆危机管理计划和对策,才能更好地规避风险,提升图书管管理工作的成效。本文就上述问题进行了探讨,以期为图书馆危机管理的研究和时间做出一定的借鉴。     

Quantification of preferences in markets

In this paper we quantify agent preferences in a market. In our framework every agent has a utility level associated with each transaction, and we assume that the probability of a feasible market transaction increases with an increase in total utility. It is surprising to observe that this simple behavioral principle induces a usually unique probability measure that can be constructed by a fast numerical algorithm. This unusual combination of a rigorous model and a fast numerical algorithm makes it possible to construct a well-defined set of preferences that implies a set of observed commodity prices.
