The EU Directive on informing and consulting employees (I&C Directive) is now established on the employment relations agenda with the provisions coming into force in the UK in April 2005. The I&C Directive potentially has far reaching consequences for the way UK employers inform and consult employees over a wide range of organizational issues, with the potential to transform the UK industrial relations environment. The initiatives contained in the I&C Directive and the subsequent introduction of the Information and Consultation of Employees (ICE) Regulations will take place in an employment relations environment in a period of significant change. Pressures of globalization have intensified competition in product and labour markets, emphasizing the need for greater efficiency and productivity. This has led to a greater focus on the link between employee participation practices and business strategy and organizational performance in search of an elusive (or illusory) fit? This paper is a commentary on the origins and rationale of this new legislation in the UK context, drawing on existing knowledge and academic debates in the area. In addition, the paper discusses the potential implications of the I&C Directive and the likely impact of the ICE Regulations on UK representative voice arrangements.  相似文献

On 23 June 2016, a referendum was held in the United Kingdom (UK) to decide whether the country should leave or remain a member of the European Union (EU). The ‘Leave’ vote won by 52 per cent to 48 per cent of voters, leading to the EU–UK Withdrawal Agreement that came into force in 2020 and the Trade and Cooperation Agreement that came into force in 2021. Brexit is not exclusively a European matter; it affects third parties as well. In this article we examine the presence of Japanese affiliates in Europe during 2000–21 by analysing data obtained from the Toyo Keizai's Overseas Japanese Companies database. While the UK has been a major beneficiary of Japanese investments in Europe, its share of Japanese affiliates in Europe has decreased, especially during 2000–10. Brexit has had no negative impact on direct employment created by Japanese affiliates in the UK in the short term, but its impact in the long term could be exacerbated by any further policy divergence between the UK and the EU.  相似文献

The first decade of monetary policy independence saw a period of low and stable inflation, but over the past six years this has given way to higher, and more volatile, inflation. The increase in inflation rates has both external and domestic origins. Higher commodity prices, in particular food, and rising prices of manufactured goods imported from emerging markets have been important. In both cases the sharp depreciation of the pound in the aftermath of the financial crisis has compounded the impact on the UK. There has also been a marked step upwards in domestic inflationary pressures which has largely come from administered & regulated prices, such as domestic energy prices and university tuition fees. These categories account for just 10% of the inflation basket, but over the past six years they have contributed 0.9ppts to an average CPI inflation rate of 3.1%…  相似文献

While Japanese manufacturing investment burgeoned in the UK in the 1980s and 1990s, its relative size remained small. Nevertheless, its impact was greater than its size. At its extreme it was championed by the 'new right' as the way forward for industrial practices, while manufacturing organizations in the UK were quick to attempt to emulate Japanese management practices. Core to these practices was the management of human resources. Coincidentally in the 1980s a new model of personnel management was being championed, namely human resource management (HRM). This was eagerly embraced by UK academics and was translated into two distinct forms, 'hard and soft'. Despite appearing mutually incompatible, the hard and soft forms were forged into a unified model. This paper, drawing on an empirical analysis of personnel practices in Japanese manufacturing plants in the UK, searches for a conjuncture between the HRM model and 'Japanese' models. It concludes that, while there are similarities between the two, there are also distinct differences. Moreover, where similarities exist they are with the hard variety of HRM.  相似文献

As the total cost of clinical negligence claims has grown in the UK in recent years, calls for reform have resurfaced. The government now plans a White Paper on the subject next years. This paper assesses some of the economic arguments surrounding such reform. It suggests that the principle of negligence performs a useful economic function, that there is sum uncertainty surrounding the precise costs of the UK's clinical negligence, and that costs of alternative systems may sometimes be larger than they first appear.  相似文献

At a time of global economic and environmental crisis, academic and policy debates are re-emphasizing the potential of the social economy in providing an alternative development model that reconnects communities with their resource-base and enhances their ‘resilience’. The goal of this paper is to explore this potential through a focus on the practices and values of those who are concretely involved in the social economy. Based on data collected on five community food enterprises in Oxfordshire, UK, the analysis focuses on the perceptions of social entrepreneurs in relation to the ‘alternativeness’ of the social economy, its potential for expansion and its resilience. The research highlights the capacity of social entrepreneurs to empower local communities through a process of collective mobilization of local resources. Theoretically, this study generates new insights into the nature and meanings of resilience as a process of creation of more self-reliant communities of people, places, tools, skills and knowledge. From a policy and practice perspective, the paper raises the need for regional development strategies that capture the gains of these isolated initiatives, particularly in relation to their innovative capacity to create a shared vision that fosters synergies between local ecological, social and economic resources.  相似文献

Consumer spending has consistently disappointed since the onset of the financial crisis, hampered by a severe squeeze on real wages and the need to deleverage. Spending is currently more than 3% lower than the late‐2007‐peak, a marked contrast with previous recoveries when spending had risen well above previous peaks by this stage.   • Social marketing has grown from a fledgling discipline to one recognised as an established means of eliciting behaviour change. Concomitant with the maturation of social marketing has been an increasing focus on expansion into new and untapped areas for behaviour change. This paper examines the utility of applying social marketing to problem gambling in the UK by briefly detailing the development of social marketing and evidence of its effectiveness with traditional public health issues, and its applicability with emerging areas; outlining the situation in the UK regards problem gambling, and why this represents such a fertile testing ground for social marketers and proposing a broad agenda highlighting the potential applications of social marketing in relation to problem gambling, whilst considering the challenges that could encumber the effectiveness of such interventions.

Wage inequality has increased across most developed nations; this has been manifested in a wide range of organisations and sectors, with implications for well‐being and sustainability; within UK universities, this has become increasingly visible. There is increasing pressure on universities to deliver social and economic impact in an increasingly market‐driven and metric‐driven environment. In the UK context, increasing financial pressure has led to both an escalation of student fees and constrained wage growth for faculty. In contrast, most Vice Chancellors have secured substantive pay packages raising concerns that regulatory failures may be contributing to the rise. We show that Vice Chancellors use their internal power within organisations to extract a disproportionate amount of the value created by the institution. However, we encountered much diversity according to the quality of governance, highlighting the extent to which not only contextual but also internal dynamics drive wage inequality.  相似文献

This paper examines changes in the audit fees of quoted public limited companies in the UK during the period from 1991 to 1995. After controlling for changes in the size, complexity and risk of auditees, it is shown (based on a logarithm audit fee model) that the audit market experienced a 9.7% reduction in inflation-adjusted fees over this five-year period. The results also provide evidence of overall fee reductions by each of the Big Six. On closer examination, a mixture of fee increases, decreases and no changes were observed for auditees of the Big Six and for the groups of medium-sized and small audit firms investigated. These results, which pertain to a period when market concentration increased markedly (Beattie and Fearnley, 1994; Peel, 1997; Pong, 1999), offer some amelioration of the concerns of the purchasers of audit services that, in general, audit fees will rise in response to an increase in dominance by a few large firms.  相似文献

This article estimates peer influences on the alcohol, tobacco and cannabis use of UK adolescents. We present evidence of large, positive and statistically significant peer effects in all three behaviours when classmates are taken as the reference group. We also find large, positive and statistically significant associations between own substance use and friends' substance use. When both reference groups are considered simultaneously, the influence of classmates either disappears or is much reduced, whereas the association between own and friends' behaviours does not change. The suggestion is that classmate behaviour is primarily relevant only inasmuch as it proxies for friends' behaviour.  相似文献

Using a rich data set for the UK for over a century, we find that the relation between the equity risk premium and the government bond maturity premium is nonlinear and subject to stochastic regime switching. We identify a regime in which both premia are jointly characterized by low volatility and another regime in which both premia are characterized by high volatility. The occurrence of the high volatility regime chronologically coincides with major changes in the pound exchange rate. The low volatility regime has a higher probability of turning up over two consecutive years than the high volatility regime, but it is not perceived by investors to be an absorbing regime. The lagged maturity premium is a strong predictor of the equity risk premium only in the regime of low volatility. In addition, the lagged equity premium is a predictor of the maturity premium also in the low volatility regime. This result on regime-dependent bidirectional predictability is robust to alternative definitions of the equity premium, and to the inclusion of real interest rate and real growth effects.

Narrative strategy-making is useful in the mobilization of strategies because narratives impart coherence and linearity to our understanding of organizational events. Our paper examines the relation between narrative strategy-making and the flow of events. We present a longitudinal, participatory study of a software company seeking global growth. Specifically, we followed events preceding and succeeding construction of the strategic ‘success stories’ used by the software company’s managers in investor negotiations. We conceptualize the point of illusion and disillusion underlying the temporal construction and use of strategy narratives and show how the former enables strategy-making, while the latter constrains it. We add to narrative strategy research by elaborating the relation between the construction of strategy narratives and the flow of organizational events.  相似文献

This has been no ‘normal’ consumer recovery. The emphasis on rising employment levels, rather than wage growth, to drive the improvement in real incomes means that while the collective spending power of UK households has strengthened, many individual households continue to feel squeezed. A tightening labour market and emerging skills shortages will improve workers' wage bargaining power, but progress will be gradual and, for many workers, limited by the impact of further strong growth in the labour supply. Therefore, with little scope for households to further reduce the share of income saved, consumer spending growth is likely to remain relatively subdued, lagging well behind the growth rates achieved over the decade prior to the financial crisis.  相似文献

  • The Autumn Statement saw the Chancellor reaffirm his objective of achieving a budget surplus in the next Parliament and he followed this by introducing a binding target to balance the structural current budget by 2017–18.
  • But this places even more policy weight on the ‘output gap’ – a variable which cannot be measured with any certainty and which, as a concept for dictating policy, has serious flaws. If the OBR is too pessimistic on spare capacity, the outcome will be an unnecessarily tight fiscal squeeze.
  • Meanwhile, a fiscal surplus requires that another sector of the economy runs a deficit. So committing to this objective implies more control over the public finances than governments actually enjoy.
  • Returning the public finances to the black would be positive for fiscal sustainability. But it could have some undesirable consequences if the counterpart to a stronger fiscal position is, as expected, the household sector moving further into the red.
  • Furthermore, our detailed analysis of the government's latest spending plans concludes that the scale of the planned cuts to departmental spending will be impossible to deliver, particularly given the commitments to protect spending on health, international development and parts of the education budget.
  • As such, in a departure from our normal practice, our UK macroeconomic forecasts assume that the planned spending cuts will be reined back, regardless of who wins the next election.
