How much economic value did broadband Internet create? Despite the importance of this question for national policy, no research has estimated broadband's incremental contribution to U.S. GDP by calibrating against historical adoption and incorporating counterfactuals. This study provides benchmark estimates for 1999 through 2006 and finds that broadband accounts for $28 billion of the $39 billion observed in 2006. Depending on the estimate, households generated $20-$22 billion of broadband revenue and approximately $8.3-$10.6 billion was additional revenue created between 1999 and 2006. Consumer surplus accounted for $4.8-$6.7 billion of this amount, which is not measured in GDP. An Internet-access Consumer Price Index would have to decline by 1.6-2.2% per year for it to reflect this unmeasured value. These estimates differ from existing benchmarks by an order of magnitude and relate to several policy debates.  相似文献

This paper examines the policy issues surrounding residential broadband technology, discusses how broadband extends Internet capabilities and at what cost, and makes recommendations for future applications of broadband. It focuses on residential broadband access, and in examining the future of broadband, it identifies three areas of concern: regulatory tendencies and tensions in the US, international diffusion of broadband, and the overall consumer appeal of broadband content. Specific policy recommendations center on providing regulation that guarantees open access, enforces reasonable pricing plans, and encourages innovative content.  相似文献

This research focuses on supplier-buyer relationships in a distribution channel. It uses a contingency theory to claim that, under different environmental conditions, logistics flexibility and relationship flexibility for a focal firm (a manufacturer in this study) will have distinct effects on logistics service quality (when treated as a controllable mediator) and the firm's satisfaction in its relationship with its key downstream account. Using data from a survey of manufacturers in China, it uses structural equation modeling to test the main effects and moderated regression together with moderated path analysis to examine the contingent effects of environmental uncertainty. The results show that, as distinctive capabilities, both logistics flexibility and relationship flexibility have significant positive effects on the level of logistics service quality that the manufacturer offers, which, in turn, enhance how much it values and is satisfied with its relationship with its key account. However, the direct effect of logistics flexibility on relationship satisfaction is stronger under an uncertain environment, while the direct and total effect of relationship flexibility on relationship satisfaction is stronger under a stable environment.  相似文献

This paper deals with the efforts of firms to tailor their products to the needs of individual customers. The overall aim is to analyse the features of the evolving activity structures where customized offerings are created with ‘near mass production efficiency’. The paper begins with a literature review outlining modularity and build-to-order production as key features of customizing. The empirical setting of the case study is Volvo Cars' activity structure for build-to-order production. This structure is compared with previous means of making products available. The conclusion of the study is that activity structures for build-to-order production require extensive coordination, exchange of information, and interaction across company boundaries. The analysis shows that these structures rely on flexibility in some dimensions, while in others they build on rigidity. The paper concludes with implications for suppliers regarding how to combine flexibility and rigidity in order to be able to customize at reasonable costs.  相似文献

This paper presents a model of competition between an incumbent firm and an Other Licensed Operator (OLO) in the broadband market, where the incumbent has an investment option to build a Next Generation network (NGN) and it can do so by making an investment sharing agreement with the OLO, or alone. Two different kinds of investment sharing contractual forms are analyzed, a basic investment sharing, where no side-payment is given for the use of the NGN between co-investors, and joint-venture, where a side-payment is set by the co-investing firms. Results show that investment sharing can potentially be beneficial in terms of competition and investments, but the number of firms involved matters and so does the choice of the NGN access price, for insiders and outsiders of the agreement. Even when the presence of firms outside of the agreement force insiders to compete more fiercely, there might be a concern with the potential exclusion of the outsiders from the NGN.  相似文献

As broadband use has grown over the past few years, scholars and policymakers have turned some of their attention to the urban-rural broadband divide. While existing research offers important insights into this divide, no research has fully explored the differences in broadband deployment patterns among various types of telecommunications providers, including both large and small telephone and cable providers. Through data collected from interviews with telecommunications company representatives, this research assesses the extent to which different types of providers are deploying broadband in urban and rural areas. The interviews are also used to ascertain factors shaping the broadband deployment decision-making process for different types of providers. Both the quantitative and qualitative elements of this research demonstrate clear patterns among different types of providers in relation to rural broadband deployment, as different types of companies are influenced by somewhat unique regulations, competitiveness concerns, resource levels, and existing infrastructure conditions.  相似文献

Developed and developing countries alike areprivatizing or corporatizing state owned enterprises(SOEs), often citing the flexibility to hire and shedlabor as an advantage. However, there is littleempirical evidence on the extent to which thisimproves firm performance. This paper investigates thelinkage between labor flexibility, ownership and firmperformance using China as a case study. We find thatSOEs are much less able to adjust quickly to demandshocks than are other ownership forms and that thedegree of worker input into hiring and firingdecisions slows the ability of firms to adapt,negatively affecting firm performance.  相似文献

During this phase, it became evident to ESA and other observers that insufficient attention was being given to the role that satellite technology could play in the introduction and development of Integrated Broadband Communications in Europe. Broadband telecommunication service is growing rapidly and its economic impact is likely to vary considerably around the globe. Considerable interest is being shown in wireless broadband, especially in low income and rural areas. This study focuses on the direct effect (broadband penetration as an input), and separately, the productive efficiency effect of broadband (as an information network externality), using a model developed in Thompson and Garbacz (2007). Aggregate fixed and mobile broadband usage and their effect are analyzed and compared first on a sample of forty-three countries with sufficient data. The same models are used on samples of high income and low income countries. It is hypothesized that the rapid growth of broadband could have a stronger effect for low income countries and their initial levels of network development. Key variables are adjusted to a per household basis, using information on household size. Due to the endogeneity of key variables, instrumental variables are employed to estimate separate equations for mobile broadband and fixed broadband. Predicted values for these variables are used in the final equations in order to adjust for endogeneity and omitted variable bias. The results of the model estimated for the full sample indicate that mobile broadband has an important direct effect on GDP, but fixed broadband has an effect no different than zero. In the models with high and low income samples it is apparent that low income countries derive significantly more benefit from mobile broadband. Estimates from the Stochastic Frontier Model find mobile broadband to be a significant driver of growth via a reduction of inefficiency.  相似文献

Aggregate models of innovation diffusion do not capitalise on valuable consumer adoption dynamics that may be useful to policy makers and market planners. The non-diffusion choice literature shows quite clearly that these dynamics may indeed be very important factors in the diffusion process. The authors present a segmental broadband diffusion model that is estimated from consumer survey data that measure the effect that household income has on its propensity to adopt this technological product. The results suggest that early broadband adopters are mostly made up from wealthy households and only as time progresses do less well off households adopt. The findings presented in this paper will be important to market planners and policy makers requiring a relatively simple technique that forecasts segmental innovation diffusion.  相似文献

This paper discusses the role of governments in broadband. It is divided into five sections. Following an introduction in section one, section two discusses the diffusion of broadband Internet. Section three deals with competition-based and public-goods views on regulation and the corresponding roles and issues for governments. To gain deeper insights into the role of government in broadband, section four analyses market regulation and public activities in furthering broadband deployment in the US, Korea and Europe. These insights are evaluated in relation to the theoretical considerations established in section three. Section five closes with a discussion of our results and some conclusions. It becomes obvious that national broadband strategies benefit from considering both public good and competition-related aspects.  相似文献

This paper investigates the contributions of digital infrastructure policies of provincial governments in Canada to the development of broadband networks. Using measurements of broadband network speeds between 2007 and 2011, the paper analyzes potential causes for observed differences in network performance growth across the provinces, including geography, Internet use intensity, platform competition, and provincial broadband policies. The analysis suggests provincial policies that employed public sector procurement power to open access to essential facilities and channeled public investments in Internet backbone infrastructure were associated with the emergence of relatively high quality broadband networks. However, a weak essential facilities regime and regulatory barriers to entry at the national level limit the scope for decentralized policy solutions.  相似文献

This article contrasts the flexibility of Chinese and Indian urban hospitals and the security of nurses. The study draws on a survey of 55 urban hospitals, and finds that national context generates different flexibility–security outcomes even when workers with similar skills are considered. Our findings support claims that China is constructing a flexibility–security regime that aims to promote both security and flexibility, and that India remains attached to employer‐based social protection, but challenges the claim that economic growth is higher in China because India's employers have relatively less capacity to utilize labour‐time as they wish.  相似文献

A large body of research has pointed out the need for a contingent approach in the design of new product development processes, highlighting the risk of simply accepting a normative perspective that leads to the identification and diffusion of decontextualized “best practices.” In the literature there are contrasting views regarding the identification of the characteristics of product innovation processes in extremely uncertain and dynamic conditions. Some studies propose a fascinating dichotomy: the contraposition between flexible processes and Stage‐Gate® processes. They maintain that Stage‐Gate® processes are characterized by “early and sharp” product definition and clear separation between concept development and implementation (detail design and production ramp‐up), whereas flexible development models seek to delay the concept freeze point and overlap product development stages going beyond concurrent engineering. Other studies have arrived at seemingly conflicting results; the suitability of the early and sharp product definition approach in turbulent environments is debated without supporting the dichotomy between flexible processes and Stage‐Gate® processes. Moreover, additional reasons for questioning the contraposition between Stage‐Gate® and flexible processes come from a series of studies on the management of discontinuous innovation. The aim of the present study was to develop a conceptual framework that can overcome this widely accepted but controversial dichotomy. The framework is based on the recognition of the orthogonality among three analytical dimensions: organizational, informational, and temporal. The organizational dimension refers to the structuration of the process. The informational dimension deals with classifying the development activities and investigating the firm's product definition approach (early and sharp mode vs. late freeze mode). The temporal dimension relates to the execution strategies of development tasks. The three‐dimensional framework enables us to better understand the complex relationships between the degree of structuration in process design (organizational dimension), the degree of intersection between problem‐formulation and problem‐solving in product definition (informational dimension), and different types of execution strategies (temporal dimension).  相似文献

This paper reexamines the effect of the regulatory regime on both penetration and coverage of broadband access to the internet. The framework allows for an evaluation of policy initiatives, guidelines and measures to bridge the digital divide and to promote investment. A welfare analysis compares service-based with facilities-based competition and asks whether and how high-speed access to the internet should be subsidized. Using an approach similar to Valletti, Barros, and Hoernig (2002), the paper highlights the importance of population density for whether firms invest to provide internet access. The analysis reveals a trade-off between coverage and penetration.  相似文献

This paper extends the analysis of the relative impacts of socioeconomic factors on households’ decision to subscribe to dialup Internet access [Chaudhuri, A., Flamm, K., & Horrigan, J. (2005). An analysis of the determinants of Internet access, presented at the Telecommunications Policy Research Conference, Washington, DC, October 1–3] to the decision to subscribe to broadband. A simple cumulative utility (ordered logit) model is rejected in favor of a partial proportional odds model, and the authors found that the decision to purchase any access at all, and the decision to upgrade to broadband, may be affected differently by various socioeconomic factors. The own-price elasticity of broadband demand is statistically significant and has a substantial coefficient value. The cross-price sensitivity of broadband demand with respect to dialup price is also statistically significant, and supports the notion of the two services being substitutes.  相似文献

The year 2000 represented the real year of delivery on Labour's proposals for industrial relations and employment rights. This review focuses on the content of the government's legislative programme, taking account of the impact of public policy at European level and its relationship with national legislation. The government's programme included a number of measures designed to target discrimination and promote equality, and the review examines the form and significance of these changes, in the light of continuing discrimination in the labour market.
