中国等发展中国家经常因低劳工标准而被指责为“社会倾销” ,而发展中国家则反对将劳工标准问题与贸易挂钩。本文提供了一种解释发展中国家劳工标准演进的框架。本文认为发展中国家的劳工标准必然经历一个逐步提升的过程 ,在此过程中市场机制对于劳工标准的改变有重要作用。发展中国家的劳动力由于劳动边际生产率低而向国外流动 ,同时外国资本也进入发展中国家 ,在此过程中劳工标准得到提高 ,而并不需要国际组织的外力干预。这个分析具有重要的政策含义。  相似文献

Asymmetric Labor Markets, Southern Wages and the Location of Firms   总被引:1,自引:0,他引:1  
This paper studies the behavior of firms towards weak protection of labor standards in developing countries (South). A less than perfectly elastic labor supply in the South gives firms an oligopsony position in the labor market tempting them to strategically reduce output to cut wages. In an open economy, competitors operating where labor standards are recognized meanwhile enjoy less aggressive competitors and raise output. Delocation also increases Southern wages and triggers a competition effect, lowering ex post output and hence potential profits of a relocating firm. These effects reduce relative profitability of moving production to the South casting doubts on traditional beliefs that multinationals are attracted to regions with lower wages. Moreover, adopting a minimum wage policy in the South eliminates the oligopsony distortion and improves competitiveness of Southern firms in the world product market. It also enhances consumer and wage surplus in the South and hence unambiguously raises Southern welfare.  相似文献

This paper examines international competitiveness of China’s manufacturing industry during the period of 1980–2004 from a multilateral perspective in terms of purchasing power parities, relative price levels, labor productivity and unit labor costs. The various measures of PPPs in China’s manufacturing industry are found to be approximately 3.7 RMB per international dollar in the base year 1997. Since the mid-1980s, the relative price of China’s manufacturing products has been declined and is the lowest compared with the US, UK, Germany, Japan and South Korea. The unit labor cost is found to show a declining trend with some fluctuation. The effect of democracy on different categories of economic freedom   总被引:2,自引:1,他引:2  
Many empirical studies conclude that democracy increases economic freedom. However, these studies use highly aggregated indices of economic freedom, which eliminates interesting information. The purpose of this paper is to study empirically how in developing countries different categories of economic freedom are affected by democracy, measured either as political rights or civil liberties. Democracy appears to have a positive effect on the economic freedom categories Government Operations and Regulations and Restraints on International Exchange, but no effect on the categories Money and Inflation and Takings and Discriminatory Taxation. That a high level of democracy would have a negative effect on economic freedom reform receives no support in this study. The robustness of the results to the model specification and extreme points is tested.  相似文献

In recent years, a number of governments and consumer groups in rich countries have tried to discourage the use of child-labor in poor countries through measures such as product boycotts and the imposition of international labor standards. The purported objective of such measures is to reduce the incidence of child-labor in developing countries and thereby improve children’s welfare. In this paper, we examine the effects of such policies from a political-economy perspective. We show that these types of international action on child-labor tend to lower domestic political support within developing countries for banning child-labor. Hence, international labor standards and product boycotts may delay the ultimate eradication of child-labor.  相似文献

Abstract

Capitalism is market-regulated production for profit. Net profit depends on net investment spending. Net investment spending ultimately requires rising mass incomes. Both the transition to capitalism and its continued existence require social embeddedness and labor having negotiating power. Such a configuration is not an inevitable nor automatic result of history. Rather, this configuration is regularly threatened, because capitalists are not interested in preserving labor’s strength. Labor supports said configuration indirectly by the wage struggle. Where negotiating power of labor does not exist, market relations do not lead to capitalism but instead to the shedding of labor, to marginality, and to relations of rent appropriation. Today’s marginality-ridden economies of the Global South have become competitive in lines of production which are important for the leading industrial countries; however, they are competitive not on the basis of low real wages but on the basis of enhanced opportunities for currency devaluation. The tendency of wage restraint, in both the Global South and West, increases the danger of global underconsumption. There are considerable residual difficulties in bringing labor with different historical and cultural backgrounds in the West and in the South together in order to strengthen labor against international big business  相似文献

How do people value freedom of choice? Drawing on economics and psychology the paper provides an hypothesis and empirical evidence on how individuals may value freedom of choice and derive utility from it. It is argued that the degree of perceived control that individuals have over choice – a construct known as the locus of control in psychology – regulates how we value freedom of choice. People who believe that the outcome of their actions depends on internal factors such as effort and skills (the ‘internals’) have a greater appreciation of freedom of choice than people who believe that the outcome of their actions depends on external factors such as fate or destiny (the ‘externals’). We find some evidence in support of this hypothesis using a combination of all rounds of the World and European Values Surveys. A variable that measures freedom of choice and the locus of control is found to predict life satisfaction better than any other known factor such as health, employment, income, marriage or religion, across countries and within countries. We show that this variable is not a proxy of happiness and measures well both freedom of choice and the locus of control. ‘Internals’ are found to appreciate freedom of choice more than ‘externals’ and to be happier. These findings have important implications for individual utility, social welfare and public policies.  相似文献

近年来,发达国家与发展中国家就国际贸易中劳工、环境标准问题的争论愈加激烈.本文分劳工、环境标准的"公平贸易"之争、WTO引入劳工、环境标准的"合理性"之争两方面对此进行了评述,并预测了其发展趋势.文章认为,劳工、环境标准与国际贸易挂钩是迟早的事.我们一方面需防止贸易伙伴国出于贸易保护需要对劳工、环境标准的滥用;同时应积极主动地运用国际公认的劳工、环境标准,以提升我国产品的国际竞争力.  相似文献

When people immigrate to the United States from countries with less economic freedom, they do not dampen economic freedom in their destination states. We use the Economic Freedom of North America report to rate the economic freedom of US states, and we group immigrants by how far below the United States their origin countries score in the Economic Freedom of the World report. Our major findings hold true even when states receive immigrants from countries with far less economic freedom. Most relationships between immigration and the US states' economic freedom scores are neither statistically nor economically significant.  相似文献

Germany has committed itself toreducing its carbon emissions by 25 percent in2005 as compared to 1990 emission levels. Toachieve this goal, the government has recentlylaunched an environmental tax reform whichentails a continuous increase in energy taxesin conjunction with a revenue-neutral cut innon-wage labor costs. This policy is supposedto yield a double dividend, reducing both, theproblem of global warming and high unemploymentrates. In addition to domestic actions,international treaties on climate protectionallow for the supplementary use of flexibleinstruments to exploit cheaper emissionreduction possibilities elsewhere. One concreteoption for Germany would be to enter jointimplementation (JI) with developing countriessuch as India where Germany pays emissionreduction abroad rather than meeting itsreduction target solely by domestic action. Inthis paper, we investigate whether anenvironmental tax reform cum JI providesemployment and overall efficiency gains ascompared to an environmental tax reformstand-alone. We address this question in theframework of a large-scale general equilibriummodel for Germany and India where Germany mayundertake JI with the Indian electricitysector. Our main finding is that JI offsetslargely the adverse effects of carbon emissionconstraints on the German economy. JIsignificantly lowers the level of carbon taxesand thus reduces the total costs of abatementas well as negative effects on labor demand. Inaddition, JI triggers direct investment demandfor energy efficient power plants produced inGermany. This provides positive employmenteffects and additional income for Germany. ForIndia, joint implementation equips itselectricity industry with scarce capital goodsleading to a more efficient power productionwith lower electricity prices for the economyand substantial welfare gains.  相似文献

We study the relationship between income inequality and economic freedom for a panel of 100 countries for the 1971–2010 period. Using a panel Granger non-causality approach, we reject the null hypothesis of Granger non-causality running from income inequality to economic freedom, but not vice versa. From a series of dynamic panel estimations we show that the effect of income inequality on economic freedom is negative and robust to the inclusion of additional controls. In particular, inequality is negatively associated with those components of economic freedom related to international trade, domestic market regulation as well as the rule of law and property rights protection. We argue that the negative effect of inequality on economic freedom is due to the economic elite converting its economic power into de facto political power to defend its economic interests; these interests run counter to economic freedom, discouraging innovation and competition as well as protecting the elite's rents. Finally, we show that economic freedom decreases with income inequality even in democratic countries, suggesting that democratic institutions do not prevent economic freedom from eroding. We argue that the latter finding corresponds to a system of political capitalism or captured democracy, where a powerful economic elite can nevertheless exercise de facto political power by cooperating with politicians and other decision-makers for their mutual benefit.  相似文献

The relations between economic growth and international labor standards are explored in a panel of 121 countries from 1974 to 2004. A large literature has empirically tested the neoclassical and endogenous growth models using cross-sectional or panel regressions. Here, the growth model is augmented with labor standards. A dynamic panel data model is used to account for the endogeneity of the determinants of economic growth and labor standards. Two measures of labor standards are used: the rate of work injuries and the rate of strikes and lockouts . The estimation results show that higher levels of labor standards are associated with higher rates of economic growth.  相似文献

This paper challenges the idea that a “social clause” to enforce global labor standards through international trade agreements serves the interests of women export workers in poor countries. Drawing on fieldwork in Bangladesh and empirical studies, the author argues that exploitative as these jobs appear to Western reformers, for many women workers in the South they represent genuine opportunities. Clearly, these women would wish to better their working conditions; yet having no social safety net, and knowing that jobs in the informal economy, their only alternative, offer far worse prospects, women cannot fight for better conditions. Moreover, global efforts to enforce labor standards through trade sanctions may lead to declining employment or to the transfer of jobs to the informal economy. Lacking measures that also address the conditions of workers in this informal economy, demands for “the social clause” will reinforce, and may exacerbate, social inequalities in the labor market.  相似文献

Approaches to economic development have overemphasized negative economic freedom for multinational corporations at the expense of a majority of the population in developing countries. An inevitable outcome has been the growth of informal sector and "vulnerable" employment in developing countries and entrenchment of existing inequalities. We argue that rather than an emphasis on negative freedom, an emphasis on using labor standards to facilitate positive economic freedom must occur. Labor standards do this not only through the "core" rights of union membership and collective bargaining, but also in addressing substantive ("non-core") rights at work (wages, working-time, etc.), thereby facilitating positive freedom.  相似文献

In this article, we explore how characteristics of the domestic financial system influence the international allocation of consumption risk in a sample of OECD countries. Our results show that the extent of risk sharing achieved does not depend on the overall development of the domestic financial system per se. Rather, it depends on how the financial system is organized. Countries characterized by developed financial markets are less exposed to idiosyncratic risk, whereas the development of the banking sector contributes little to the international diversification of consumption risk.  相似文献

Many countries promote participation in physical activity among its citizens. We undertake an international comparative analysis of participation using data from 34 countries in the 2007 International Social Survey Programme Leisure Time and Sports module, augmented with country‐specific characteristics capturing economic freedom and national sport policy. Gross domestic product per capita and economic freedom are associated with higher physical activity participation; past success of the national team in the Olympics is associated with lower participation, but hosting sports mega‐events is associated with higher participation. Our findings indicate that participation in sport and physical activity falls with age and rises with education and income. (JEL H59, I12, I18, J22, L83)  相似文献

One of the principal arguments for inclusion of core labor standards in the WTO is that weak labor standards provide an illegitimate boost to competitiveness and may result in a "race to the bottom" in labor standards worldwide. This paper shows that, if the violation of labor standards results from discrimination against particular workers in export industries, employment, output, and competitiveness will be reduced since employment is determined by the short side of the market. If the problems arise from abuse of market power by employers, competitiveness will be similarly reduced. Only if freedom of association and collective bargaining were intended to allow workers in some sectors to restrict output and drive up wages would the absence of these standards raise competitiveness. However, if product markets are competitive, it is likely that association rights would increase output and competitiveness by raising productivity. The competitiveness argument seems either to reflect analytical confusion or to represent a cover for protectionist interests.  相似文献

Economic relations between the countries of ASEAN and Australia have developed rapidly in the past 25 years. All countries in the region share a powerful interest in the maintenance of a liberal international trading environment. There is also confineable scope for an expanded. mutually beneficial bilateral relationship if a range of barriers to commercial contact are removed. Abstract

In one of the longest lasting debates in economics, mainstream economists still basically rest their position regarding trade and development policies on the static principle of comparative advantage, while relying on fancier econometric techniques to find empirical support. This paper draws attention to dynamic considerations, first emphasizing Smith's observation that there was more scope for division of labor in manufactures than in primary production. Prebisch noted that primary products generally have lower income elasticity of demand than manufactures. In a global context where some countries undertook industrial development ahead of others, these would generate the trade patterns that Ricardo predicted. Investment would flow from the industrial center to the periphery to augment primary production as Mill anticipated. Through the dominance of backwash over spread effects, international inequalities would widen à la Mrydal. International dualism, especially in a technological sense, would be aggravated à la Singer. To counter such uneven development, developmentalists such as Hamilton, List, Prebisch, Myrdal, and Singer advocated technological acquisitions and industrial development on the part of the less-developed countries or regions. Contrary to mainstream portrayal they did not simply advocate protectionism. Instead, their policy suggestions were nuanced and sophisticated, and included both non-trade and trade instruments, means of building technological capabilities, and (for those writing after World War II) considerations of how to sensibly direct and regulate the activities of multinational corporations. These policy ideas appear to neatly link up with those drawn from case studies of East Asian development undertaken by some researchers that are outside of the economics mainstream.  相似文献

An implication of two-country international real business cycle models is that total factor productivity should be an exogenous stochastic process. Economic theories which feature labor hoarding, variable capacity utilization, and increasing returns predict that measured productivity shifts are not exogenous; instead, expansionary aggregate demand shocks should lead to an increase in measured productivity. For each of the G-7 countries, this paper measures quarterly aggregate total factor productivity for the domestic country and its rest-of-world (G-6) counterpart. In each case the domestic productivity measures are not strictly exogenous: expansionary U.S. monetary policy shocks, as well as other G-6 monetary policy shocks, lead to productivity expansions.
