世界贸易的发展加速了市场和竞争的整合.要想取得长期的成功,必须在操作有效性(将事情做正确)和战略策划(做正确的事情)中取得突破性的进展.任何两者孤立于另一方都不会取得圆满的成功.     

“多规融合”的实践探索及其存在问题研究

多规融合是新时期破解多规矛盾和提升空间治理水平的重要突破口。从多元利益主体的视角入手,系统分析了多规融合的政策演变过程,并根据推动主体将其划分为理念的萌芽阶段、单一部门主导的探索阶段和多部门联合、上下戮力的实践阶段。提出了多规融合的地方实践主要包括部门合并、规划事权整合和技术融合等。发现目前多规融合缺乏对各部门权力边界的界定、为地方政府寻租提供可能和缺乏法律保障,并据此提出以多规融合为契机界定各部门权力、加强对地方政府行为的监管和以法律保障多规融合实施等建议。

Christopher Mabey is Head of the Centre for Human Resource and Change Management at the Open University Business School and Paul Iles is Professor of Human Resource Development at the Liverpool Business School and Director of its Centre for Human Resource Development.

Strategic Delegation and Vertical Integration

This paper proposes a game‐theoretic model to analyze owners' vertical integration choices if they delegate pricing decisions to their managers. We find that all three vertical structures are possible Nash equilibrium outcomes. If the products are weak substitutes, then the outcome is that both owners adopt vertical integration. When the products are close substitutes, both owners adopt vertical separation in equilibrium. When substitution between the products is medium, the coexistence of vertical integration and vertical separation is the equilibrium outcome, and the owner corresponding to vertical separation offers exactly a profit‐maximization contract to his or her manager under this situation. 知识整合对企业具有重要意义,文章首先研究了知识的整合的概念,然后着重探讨知识整合的流程以及整合机制。知识整合流程是由知识搜索、过滤、诊断、编码最后建立新的知识体系一系列过程组成。知识整合流程是一种过程机制,除了这种过程机制可以促进建立完整的知识体系外,还可以通过任务机制、组织机制、和人才培养机制来保证知识的重组与整合。     

Strategic Practice Drift: How Open Strategy Infiltrates the Strategy Process

This paper builds theory on the process of open-strategy infiltration through an ethnographic study investigating how open strategy entered a financial services firm's strategy process behind the backs of top managers. Based on our analysis, we show how open strategy infiltrates the strategy process through a ‘strategic practice drift’, i.e., a gradual and partly unnoticed shift towards open strategy that occurs through ‘accommodating’ and ‘legitimizing’ the performance of transparency and inclusion in the strategy process. We show how the ‘goal-based ambiguity’ and ‘procedural certainty’ of initiatives that latently imply the performance of transparency and inclusion in the strategy process enable open-strategy infiltration. Furthermore, we show how top managers' ‘goal-based rationalization’ and ‘procedural renegotiation’ of practising transparency and inclusion contribute to the eventual reproduction of open strategy in the strategy process. Our model generates an understanding of how and why open strategy can enter the strategy process behind the backs of top managers and adds nuance to extant understandings of the role of top managers in this process. In addition, our findings contribute to research on strategy as practice by theorizing ‘strategic practice drifts’ and extending our understanding of the role of ambiguity therein.     

中国城镇化发展的战略性规划与可行性方案

一直以来,中国城镇化发展在完全意义上的战略性规划领域存在缺失。因此,如何构建城镇化稳健快速推进的宏观调控组织结构体系及整体推进方案,在新时期具有重要意义。基于城镇化稳健快速推进的货币供给与投放模型、投入—产出质性评估等的分析表明,城镇化推进规划聚焦于用扩大的充裕的货币资金,优先解决农村富余人口彻底转移入城的基本生活保障问题,抓住了以人为核心的户籍城镇化命题的关键环节。推进方案总体上实现总产出大于总投入,方案总体特征体现为安全稳健快速。从区域维度来看,中国疆域广阔,各地经济社会发展不平衡,各地政府公信力和执法能力相差较大,而那些经济社会发展水平高、政府财力充裕、公信力较好、执法能力较强的地方,则更适宜采用这种城镇化推进方案,反之亦然。

Buying Back Subcontractors: The Strategic Limits of Backward Integration

In a model where a monopolistic downstream firm (assembler) negotiates simultaneously with each of its n subcontractors the prices of the complementary components which enter its product, we show that backward integration is limited by a strategic negative effect: the prices and profits of independent suppliers increase when a merger reduces their number. Mergers are profitable only if the downstream firm buys at least two thirds of its suppliers. In an endogenous acquisition game à la Kamien and Zang (1990) the only merged equilibrium occurs when there is only one subcontractor. In a sequential acquisition game full integration is not an equilibrium when the number of suppliers is at least five.

Contextual Determinants of Strategic Planning Processes

This paper extends the study of contextual determinants of planning processes in three important directions. First, we present a comprehensive conceptualization of planning processes along six design dimensions. Second, in addition to examining the effects of environments, technology, and organizational complexity, we assess the effects of the organization's strategic orientation on the design of planning processes. Third, we move towards a configurational approach and explore the effects of concurrent presence of multiple contingencies. The study uses data from a large sample of North American corporations. The results suggest that the forces of context govern the design of planning processes. Furthermore, exploration of the effects of concurrent presence of multiple contingencies provides interesting illustrations of situations where the forces of context are aligned in the same direction as well as situations where the forces pull in opposite directions.
