This paper offers a comment on Jacobs (2012) published previously in this journal. Particular attention is paid to how theoretical pluralism may be defended on paradigmatic grounds whilst being mobilised as a vehicle of generating practice‐relevant insights. My critique of Jacobs focuses on his ambiguous positioning of multi‐paradigm research and the possibilities of developing some ‘indigenous’ accounting theory to render research relevant for practice. As an alternative mode of addressing these issues I propose a position based on critical realism and elaborate on how it may be used to stimulate and defend theoretical pluralism in public sector accounting research.  相似文献

This Special Issue is based on papers initially presented at the ‘Accounting for the Public Sector at a Time of Crisis’ Conference at the Centre for Not-for-profit and Public-sector Research, Queen's University Belfast, UK in 2018. The public sector consists of organizations that are owned and operated by government; organizations that exist to provide goods and services for a country's citizens. What is particularly distinctive about such organizations, and what makes them different from businesses, is that they are (or, at least perhaps, should be) not-for-profit. In addition, they frequently have wide social and cultural goals that are central to what they do. They are pervasive in most societies. Yet, it is argued, they face crisis on a number of fronts: in terms of the influence of potentially inappropriate, business-like new public management ideas related to performance management and the embracing of related accounting and budgeting approaches; and in terms of the impact of austerity, following the Great Recession in 2008. In such a context it is suggested that public sector governance, accounting, and accountability systems are heavily involved. The papers included in this Special Issue present an opportunity to reflect on aspects of this crisis in terms of how it connects with accounting systems and accounting changes. Key arguments of these papers, and overarching themes of this Special Issue, are explored in this editorial.  相似文献

Accounting can both shape and be shaped by organisational reality (Nahapiet, 1988). This paper focuses on the shaping of an ABC (activity based costing) system in a public sector authority during a period of rapid change from 1993 to 1998. The reasons why management invested substantially in such a system are outlined, and are compared and contrasted with the views of the employees. Over time the ABC system became locked in as the transfer pricing system to meet the needs of a new style of business unit accountability where quasi–profit centres were set up within a public sector authority. A new CEO eliminated the profit–centre concept and returned to budgetary control as the primary form of financial accountability. At this stage ABC became side–lined but was still useful for strategic decisions relating to out–sourcing and improving lines of business, more in line with its initial objectives. Finally, the paper explores why ABC ceased to exist. It is a rare case of a longitudinal study of an accounting technology in a public sector organisation and provides insights into the moulding of accounting by organisational change.  相似文献

This study explores the role of standard or generally accepted accounting and reporting methods in the public sector. It differs from prior studies that address public sector accounting issues in that it considers more directly how the political process influences decisions to report financial information. The primary contention is that adopting standard reporting methods reduces costs to public officials that arise from factors that characterize political markets. Empirical evidence based on data from the state governments is consistent with this contention, but theoretical and methodological problems restrict our ability to ascertain which specific factors are relevant.  相似文献

A broad debate about the harmonization of public sector accounting standards in Europe is underway. The authors provide arguments in favour of harmonization, but they also acknowledge the existing pluralism and diversity by taking stock of the state of play in 14 European countries. The paper makes a proposal for a way forward for policy-makers and standard-setters, in which the benefits of harmonization can be obtained without obliging EU member countries to necessarily abandon their current public sector accounting systems.  相似文献

Public sector or government accounting has been the subject of many research endeavors. However, scholars have repeatedly criticized the lack of a consistent and well-defined theoretical basis for international research. So far, most researchers have drawn from various streams of theoretical perspectives with often unsatisfactory results. The goal of this paper is to put forward the International Public Sector Accounting Standards Board’s (IPSASB) Conceptual Framework as a point of reference for establishing a better-fitting theoretical basis for public sector accrual accounting research.  相似文献

This special issue focuses on the interactions between accounting, public sector organisations and the socio-economic and political environments in which they operate, with a specific focus on the critical analysis of policy and practice in the fight against corruption. The aim of the special issue is to disseminate knowledge to enable a more sustainable, accountable and less corrupt public sector, regardless of where it is located in the world. It presents the work of a global community of scholars engaged in research projects on policies and strategies related to accountability, transparency, auditing, regulatory disclosure, governance, investor protection and anti-corruption initiatives in public sector organisations. The papers presented here address many different angles of corruption and aspects of the way in which it is reported using a broad range of methodologies, theoretical frameworks and research locations. Collectively, these papers demonstrate that more attention needs be given to investigating the human cost associated with illegal activity that leads to human suffering, inequality, and lifetime costs. They further emphasise that we have much to learn about regulatory disclosure and jurisprudential practice in the fight against fraud and corruption.  相似文献

The paper engages with Laughlin's 1995 and 2004 contributions to the literature on accounting research methodology, seeking to critique and thereby extend his insights. It does so at a time when the discussion of methodological issues appears less important to many empirical accounting researchers than demonstrating a familiarity with the growing range of theoretical perspectives available to pursue such enquiries. The paper initially outlines Laughlin's original and revised frameworks, following which a number of the resultant attributions of specific schools of thought are questioned. The original categorisation exercise is concluded still to offer an insightful basis on which to compare and contrast empirical research approaches. For this reason, the same exercise is extended to locate three further, currently popular ways of seeing: institutional theory, actor network theory and practice theory. The focus then shifts to a more detailed exploration of the relationship that exists between Laughlin's idea of middle range thinking and Merton's characterisation of middle range theory and theorisation. Informed by the resultant insights, the middle range or substantive theory credentials of a range of schools of thought currently widely subscribed in interdisciplinary accounting research are then examined.  相似文献

This paper reviews alternative management accounting research in AOS from 1976 until 1999. We highlight seven different research perspectives that have flourished under this label: a non-rational design school; naturalistic research; the radical alternative; institutional theory; structuration theory; a Foucauldian approach; and a Latourian approach. It is contended that these different approaches have assumed an important role in raising a number of significant and interesting disciplinary insights. As a form of collective non-positivist enterprise, alternative management accounting research has demonstrated: the many different rationalities of management accounting practice; the variety of ways in which management accounting practice is enacted and given meaning; the potency of management accounting technologies; the unpredictable, non-linear and socially-embedded nature of management accounting change; and the ways in which management accounting practice is both constrained and enabled by the bodily habitudes of its exponents. In conclusion, we consider how alternative management accounting research may sustain its distinct contributions in the future.  相似文献

This paper explores how research in accounting history can contribute to the important public policy debate regarding investors' need for disclosure regulation. Accounting, finance, and economics researchers and practitioners argue for, as well as against, disclosure regulation. The debate remains theoretical, however, because empirical studies are virtually nonexistent. This paper reviews five contexts in which accounting historians can begin a search for empirical insights concerning the costs, benefits, externalities, and effects on stakeholders of disclosure regulation. The paper's investigation of the accounting history literature suggests that accounting historians could improve the quality of the debate and help accommodate broader interests or alternative solutions to financial crises.  相似文献

This paper seeks to contribute to the ongoing discussion of the value of structuration theory as ‘an ontology of potentials’ for empirical research in accounting. In engaging with the two main papers in this issue, it considers issues of methodological bracketing and the extent to which the work of Coad and Glyptis (2013) offers an agency focus rather than an institutional focus for analysis. Further to Englund and Gerdin's (2013) analysis, it also considers in more depth the limited use in the literature of many of the concepts Giddens, 1976, Giddens, 1984 identifies as central to change, suggesting there exists potential to further develop this area, rather than necessarily seeking to supplement structuration theory with insights from other theoretical frameworks in order to analyse and understand how accounting is implicated in organisational change.  相似文献

This article explores and discusses the key IPSAS definitions and reviews the national accounting frameworks of some countries as regards their criteria for recognizing these assets. There have been numerous studies of the transformation of the public sector. This paper has a different focus: the dissemination and adoption of management accounting practices within the new public sector. The aim of the paper is explore the manner and means of diffusion, the obstacles to adoption and to establish a research agenda. The paper discusses findings of a survey on diffusion sent to public sector financial managers. The results of the survey indicate, inter alia, that adoption of accounting innovations by public sector organisations is largely affected by government influence. This study has interesting findings, but also points to the need for a new research agenda on the diffusion of management accounting practices in the public sector.  相似文献

This paper presents a longitudinal interpretive case study on the development of healthcare costing in China over the period 2002 to 2015. Adopting a middle-range theory lens, the study explores dynamic interactions in the use of cost information among societal institutions and organizations. It reports the successful internalization of costing systems in public hospitals in Beijing, which supports the effectiveness of a hybrid steering mechanism combining both transactional and relational features; however, such successful internalization does not indicate the success of steering the lifeworld of institutions and organizations towards change. Notably, hospitals' responses to steering alter over time, from passive absorption to active manipulation, revealing how cost information may underpin hospital beliefs in marketization. At an institutional level, the paper provides empirical evidence for relational steering among societal institutions, where a reaction of ‘rebuttal’ is observed. It offers insights on how accounting can be a powerful tool in legitimizing such rebuttal, while keeping political considerations as hidden agendas. The findings suggest the importance of understanding lifeworld complexity at both societal and organizational levels, and cross-institutional collaboration in using accounting as a steering mechanism. The findings have important policy implications for public sector reform, both in China and worldwide.  相似文献

Using an explanatory case study, this paper presents an in-depth analysis of a Malaysian public utility which was required to transform itself into a self-financing, efficient and profitable organisation through a process of corporatisation. Despite attempts to enhance profitability by imposing new rules of budgeting, and by recruiting new accounting graduates, the case reveals that although accounting changes were enacted, over time they became separated from, and only loosely coupled to, other organisational activities. Concepts from institutional theory were used as sensitising devices to inform the research, but alone they were unable to fully explain the case. Consequently, an extended framework, which treats loose coupling as both a process and an outcome, and which recognises the intertwining of trust, resistance and power was developed. This theoretical framework provides a possible explanation for the mixed findings about the effectiveness of public sector financial reform which have been revealed in a wide array of research studies.  相似文献

Abstract: This paper argues for the value of engagement research in order to encourage public sector accounting academics to take such an approach. Given that there is little evidence about the practice or value of engagement research, however, we set out to explore, evaluate and establish the lessons learned from a specific episode of engagement research. In outlining a project carried out between 2003 and 2005 by Amanda Ball and Vernon Soare, which sought to promote sustainability reporting in public service organisations, we argue that this form of research may positively impact government, public policy, professional accounting institutions and others involved in regulating or otherwise standardising public sector accounting practice.  相似文献

This paper surveys the recent agency literature, emphasizing its managerial accounting implications. The paper first describes and compares three branches of the agency literature. Attention is paid to the assumptions, focus, contributions and criticisms of each branch. Empirical tests of implications of the agency model are reviewed. Recent theoretical agency papers with managerial accounting implications are then discussed. The last section of the paper discusses possible directions in future research which may increase the insights which the agency paradigm can bring to managerial accounting research.  相似文献
