This article argues for the importance of social imagination in the understanding of urban infrastructures, especially those designed and built by engineers. It begins by defining social imagination as image‐based systems of representation and values that are shared by various collective stakeholders concerned with infrastructure, such as engineers, but also politicians, administrators, operators, maintenance technicians and indeed users, and then introduces a tripartite model of infrastructure. Infrastructure is interpreted as the result of the interactions between a material basis, professional organizations and stabilized socio‐technical practices, and social imagination. The notion of network is interpreted from such a perspective. Its dependence on imagination is outlined. Through two case studies, the nineteenth‐century networked metropolis, epitomized by Haussmann's Paris, and the rise of the contemporary smart city perspective, the role of social imagination in the conception of urban infrastructure is analyzed further. What seems at stake in the transition towards the smart city is the increased importance given to occurrences, events and scenarios as the basis for urban infrastructure regulation. 相似文献

Climate change governance is increasingly being conducted through urban climate change experiments, purposive interventions that seek to reconfigure urban sociotechnical systems to achieve low‐carbon and resilient cities. In examining how experiments take effect, we suggest that we need to understand not only how they are made and assembled, but also how they are maintained within specific urban contexts. Drawing on literatures from urban political ecology and the specific debate on urban repair and maintenance, this article examines maintenance in two case studies of climate change experiments in housing in Bangalore (India) and Monterrey (Mexico). We find that maintenance is a crucial process through which not only urban obduracy is preserved, but also the novel and innovative character of the experiment is asserted and reproduced. The process of ‘maintaining’ experiments is a precarious one, which requires a continuous external input in terms of remaking the experiment materially and discursively. This process causes further reconfigurations beyond the experiment, changing the patterns of responsibility attribution and acceptability that configure the urban fabric. 相似文献

Private capital has become a significant feature of infrastructure public–private partnerships (PPPs) on the premise that it incentivizes diligent risk management among private partners. This paper evaluates this claim by examining the PPP programme in Ontario, Canada, where the amount of long-term private capital in PPPs has been reduced. The paper shows that decreasing the amount of private capital after construction does not undermine performance, while producing cost savings for governments. This was achieved by deploying sophisticated procurement and monitoring strategies. These findings suggest that private capital is one of several tools available to achieve positive value for money in PPPs. 相似文献

Governments are increasingly using public–private partnerships (PPPs) to deliver public infrastructures and facilities. The prime motivation to embark on these partnerships is often to deliver products and services on time and on budget. It is generally assumed that by transferring project risks and responsibilities to private‐sector actors, governments can achieve better value for money. This article provides a novel perspective on the standards applied in PPP endeavors as it examines the tensions between the public management rationale behind value for money on the one hand, and conceptions of design and city building on the other. We focus on planning practice in the Canadian province of Ontario to show that governments apply different understandings of value in PPPs which, in turn, affect the way the design process is run. Architects, who are used to playing the role of master builder in a traditional public infrastructure project, are shifted into a less influential position and struggle with their new role. Furthermore, a different set of priorities applies in the new procurement process. The increasing use of PPPs can thus have significant consequences for city building. 相似文献

Juxtaposing the empirical findings of a qualitative research study of an urban transformation project in the Kadifekale squatter district of Izmir with the changed nature of urban politics in a neoliberal context, this article aims to trace the manifestations of the regime of informality in Turkey. Ethnographic consideration of the motives behind these projects, the way they have been carried out and their consequences for the lives of the inhabitants points to an extended space for informal politics tactically manoeuvred by state officials of various ranks. Particularly during the last two decades, neoliberal urban policies have triggered an intensification of power discrepancies in both the vertical and horizontal dimensions and a fragmentation of community structure in the localities — mainly along socioeconomic divides. This research reveals a transition from positive/passive to negative/active uses of informality in the disposition of the state towards the urban poor when the fast and efficient conduct of urban transformation projects is in question. The characteristics of the locality as a landslide zone, the already fragmented socioeconomic structure in the neighbourhood and the dense presence of Kurdish immigrants facilitate the putting into practice of informal strategies. The immigrants who cannot define a place for themselves in the simultaneously formal and informal context of the project have been seriously disadvantaged. 相似文献

In sub‐Saharan African (SSA) cities like Maputo, land commodification is predictably fueled by plans for aspirational infrastructure serving elites. What is rather more peculiar, however, is the way in which the promotion of some fiscal policy reforms can also inadvertently support land commodification and the uneven development it (re)produces. This article describes how efforts to host both democratic fiscal reforms (via localized exercises like participatory budgeting) and to tap into international capital circuits to stir economic development (via aspirational infrastructure and urban redevelopment plans) can produce a Sisyphean dilemma. While gains in ordinary infrastructure investments (e.g. wells, water pumps) were achieved democratically in Maputo's KaTembe district with the participatory budget, these material (and political) improvements have been rendered irrelevant by better funded aspirational infrastructure projects for KaTembe (e.g. bridges, high‐rise residential buildings, tourist facilities) supported by more opaque decisions made by the national government without residential input. Given the wide embrace of participatory budgeting in contexts of weak democracy across SSA cities and elsewhere, Maputo's experience serves as a timely alert of the risks run when this popular exercise is prematurely promoted, especially when wider‐scaled property tax reforms could better redress uneven and undemocratic urban development. 相似文献

Under advanced capitalism, gentrification converges with the post‐Keynesian ‘unhinging' of the state from the project of social reproduction, including its responsibilities for collective consumption (e.g. housing, schools). Gentrification research scrutinizes this convergence through the ongoing assault on social/affordable housing, and yet anaemic housing welfare is not its endpoint. The social contract is further fractured through the ongoing discreditation and dismantling of the full gamut of legacies of the publicly regulated Keynesian inner city, including essential social infrastructure. Focusing on public schools, as an essential site for social reproduction, this article explores how the struggle for the city under neoliberal gentrification may be emerging along additional (non‐housing) vectors. Based on a qualitative study of families' experiences of poor public education provision in central Melbourne (Australia), this article argues that the exclusionary effects of gentrification likely exceed residential encroachment as state subsidization of residents continues to yield to the subsidization of capital. In particular, this article identifies life‐stage specific, infrastructure‐related displacement pressures wrought by a state failure to provide adequate public primary schools in the ‘regeneration' of central Melbourne, and it illustrates how these pressures prompt housing strategies that unevenly divest families of the locational advantages secured in the inner city. Highlighting the role of public school deficits in the reluctant suburbanization of lesser‐resourced families assists in foregrounding state complicity in displacement dynamics and the potential for these to magnify socio‐economic, gendered and socio‐spatial inequalities across the city. 相似文献

There is a small but growing literature on the financialization of housing that demonstrates how housing is a central aspect of financialization. Despite the varied analyses of the financialization of housing and the importance of housing to financialization, the relations between housing and financialization remain under‐researched and under‐theorized. The financialization of housing is not really a specific form of financialization, transcending as it does a number of different forms of financialization. Housing systems, in particular, vary widely across the globe, which implies that housing financialization will be inherently variegated, path‐dependent and uneven. In this introduction to the symposium, I will discuss how the articles to follow contribute to the literature on the financialization of housing. Housing has entered a post‐Fordist, neoliberal and financialized regime. Increasingly, both mortgaged homeownership and subsidized rental housing are there to keep financial markets going, rather than being facilitated by those markets. There is little evidence that the global financial crisis has resulted in any de‐financialization of housing. There are common trajectories within uneven and variegated financialization, rather than radically different and completely unrelated forms of housing financialization. 相似文献

In Sweden, local governments’ practice of the ‘municipal land instrument’—that is, the use of public land ownership as a tool for facilitating urban development—has a long tradition. In the post‐war era, public land ownership constituted an important component of state‐led housing production, which had both a productive and a redistributive purpose. Departing from a political economy perspective, this article demonstrates how the redistributive aspect of the municipal land instrument has been dissolved under neoliberalization, and discusses why the use of this instrument is problematic from both a democratic and ethical point of view. Based on a case study in Helsingborg, the article argues that, in using public land to leverage private investment in urban development, local decision makers adopt an interest in supporting rent extraction from tenants and housing owners, while subsidizing investment costs for developers. The dual role that municipalities assume as landowner‐developers and planning authorities enable them to facilitate urban development effectively, but it is also problematic because it transgresses the public–private law divide inherent to Swedish law. Assuming this dual role, municipalities place themselves in a biased position that risks undermining the legitimacy of governmental actions in general, and the planning system in particular. 相似文献

In the context of debates about the epistemological and ontological coherence of concepts of critical urban studies, we argue that urban concepts should be conceptualized problematically. We do so by aligning Michel Foucault's genealogical work on problematization with John Dewey's pragmatist understanding of problem formation and responsiveness. This approach brings into view the degree to which debates about urban futures are shaped by a variety of critical perspectives that extend beyond the academy and activism. We elaborate this argument through examples of global urban policy formation and practices of neighbourhood change. Approaching urban concepts problematically suggests a move away from the idea of critique as a form of scholastic correction towards an appreciation of the contested fields of practice in and through which critical understandings of urban problems emerge. 相似文献

Cities with small populations tend not to receive as much attention in housing hedonic studies as do large metropolitan areas despite their similar economic development goals (quality of life improvements for their citizens, etc.). However, small cities, with their relatively smaller number of amenities and features, tend to have fewer numbers of variables that operate to determine house prices. Therefore, hedonic prices can be estimated adequately for a single neighborhood in a small city with publicly available data, particularly for local officials who do not have the time or financial resources to complete detailed studies of their cities. In this study, a general model is estimated that uncovers the impacts of airport-related noise, local recreational amenities, public transportation services, and schools on housing prices in a small city in metropolitan Atlanta, Georgia, USA. The implications and usefulness of this approach to local economic developers and city planners will be discussed. 相似文献
