The presence of depersonalised bullying during organisational change, highlighted through empirical research on lay‐off procedures in India's information technology sector, underscores the rhetoric of unitarist human resource management and reinforces the importance of union action and co‐worker mobilisation. This article compares the judicial regimes for resolving individual employment rights disputes in Germany, Great Britain and Japan. First, we consider the form of institutional change; second, we examine the lay judge's role; and third, we assess the effectiveness of the three judicial regimes. We find that Japan made the least institutional change, layering a new procedure on top of an existing one. Paradoxically, however, its lay judges have a more extensive role than their counterparts in Germany and Britain, which established new institutions. As to effectiveness, there are several criteria. British labour courts are currently the least informal and speedy, but the cheapest. In both Britain and Germany, legal norms are publicised as adjudicatory hearings are open to the public and judgments are available for public scrutiny, unlike in Japan.  相似文献

This article examines the willingness and capacity of public sector unions to mobilise action against changes in the labour process in order to maintain some measure of control at the point of production. Taking as an instance an extended dispute in Her Majesty's Revenue and Customs over the introduction and impact of Lean processes, it marshals evidence gathered from documentary sources, branch representatives and national lay full‐time officers to engage with the notion of a trade union bureaucracy. In taking a union with a left‐wing leadership and a section with 80 per cent membership with an expressed willingness to escalate industrial action, the article tests Hyman's 1979 contention that, rather than a concentration on a bureaucratic caste, a much better explanation for conservatism centres on the nature of social relations within the union that encompass a wider layer of representatives.  相似文献

Although national arts service organisations in the United States existed prior to the establishment of the National Endowment for the Arts in 1965, the real growth and development of the arts service field owes a large debt to the emergence of government as an official supporter of the cultural industry. As the number of arts organisations multiplied at a frightening pace throughout the mid 'sixties and early 'seventies, the need for concrete data and for new insights into funding and audience development techniques grew quickly. As the need for arts funding increased, private foundations felt a growing strain on their resources. Many larger foundations discovered that in order to make a significant impact with a far-reaching programme in a key area of concern, involving scores of grantees, the logistics could be staggering. An answer to this problem lay in the use of conduits, as potential grant recipients that could best serve the programme's needs. In turning to national arts service organisations to help them administer some of their key programmes foundations found more than willing partners. The following paper surveys some of the interesting, cost-effective and productive programmes that have linked foundations and arts service organisations to meet the needs of the arts industry.  相似文献

Disability Champions are a new type of lay workplace trade union activist, whose role is to encourage employers to audit and improve disability policies and offer independent advice and guidance on disability issues to employees. Drawing on a survey of the population of Disability Champions, this article assesses Disability Champion influence on employer disability policy and practice. While the majority of Disability Champions report having had a positive impact, they report greater influence on employer willingness to conduct disability audits and to amend and improve employer equal opportunities practices with regard to disability than employer willingness to make reasonable adjustments. The analysis also identifies several factors that are likely to be important in improving Disability Champion effectiveness. Overall, the results suggest Disability Champions have the potential to enhance the ability of unions to represent disabled people and help manage disability issues within the workplace. The article makes a theoretical contribution to Disability Champion roles by further developing the ‘Activity‐Support‐Characteristic’ framework for the antecedents of new union representatives' effectiveness.  相似文献

This article analyses the effects of job loss on the occupational identities of a group of United States pilots, laid off (or ‘furloughed’) twice by their employer in the decade following 9/11. Using a narrative methodology, the paper examines how the childhood dream of flying, referred to as the Phaëthon dream, serves as an identity anchor that sustained their occupational identities. When the circumstances of the aviation industry (restructuring, outsourcing, and downsizing) led to extensive lay‐offs, this identity anchor functioned in two contrasting ways. Some pilots moved on to retrain and start new careers, without abandoning their occupational identities or relinquishing the dream of flying. Another group of pilots, however, were stuck in occupational limbo waiting to be recalled by their employer, unwilling to forsake this dream and refusing to contemplate a move that would decisively take them out of their pilot seats. The paper's contribution lies in theorizing how a dream originating in childhood, linked to a long‐standing archetype of flying and subsequently hardened into a shared occupational fantasy, acts as an identity anchor and how this shapes responses to the trauma of job loss. The paper concludes by linking the Phaëthon dream to its mythological counterpart in order to highlight its enduring, shared, and unconscious character.  相似文献

While consultants have crept into various aspects of municipal governance, a selected few have transcended the others reaching the status of urban gurus. Although consultants are often perceived as depoliticizing urban affairs, research shows that the urban guru often instigates politicization. Research on urban gurus does thus highlight distinctions between gurus and ‘lay’ consultants, but it has paid insufficient attention to describing how, through their interaction with cities, politicization occurs. Moreover, the literature often portrays this interaction as an authority relationship in which the guru is superior, while in fact cities play an important role in bestowing ‘guru’ status. Using fieldwork, I examine the long-term interaction between Richard Florida and the City of Toronto, explaining how Florida's elevation to guru status by being brought to Toronto ended with him self-describing as ‘persona non-grata’. To explain the anomaly of this interaction and the way in which gurus instigate politicization, I differentiate between consultants’ ‘substance’ and ‘process’ roles in policy formulation processes. I show that, regarding substance, the guru offers a policy paradigm rather than policy instruments and, regarding process, their strength is in performing ideas rather than pulling strings behind the scenes—in both respects making the policy process more public and contested.  相似文献

This article begins by providing insights from the research literature on the union and nonunion grievance processes in the United States. We then take a look at the status of “voice” in the American workplace and identify both inherent and practical implementation problems in providing employee “voice” regarding workplace rules. 道路声屏障是目前许多国家广泛使用的降低公路交通噪声的一项有效措施,近年来也在我国各地大量兴建,但由于该项技术在我国起步较晚,在其设计和施工方面还缺乏一套完整、统一的认证标准。作者针对此项研究空白,通过大量调研,对我国城乡常用声屏障的材料及构造形式进行了合理分类,将其分为五大类、三十九种构造形式;并通过实测和专家访谈,确立了适于中国国情的十二个评价指标;采用层次分析法,求得各项评价指标的权重值,并根据调查表进行统计计算,给出了各类材料构造的各项评价指标量化得分,为道路声屏障设计迈向科学化、规范化奠定了基础。  相似文献

Advocates and critics of partnership have advanced a series of theoretical arguments in respect of the potential consequences for unions working under partnership arrangements. These include centralised decision–making and the alienation of lay activists. In the case study examined here partnership involved centralised decision–making, but this did not result in serious conflicts or lead to the rejection of joint arrangements. We argue for a theoretical approach focusing on the contingencies that shape relations between union officers and lay activists under partnership.  相似文献

研究目标:研究中国出口增长推动力的阶段性演进及地区分布差异。研究方法:基于中国1978~2014年的省级面板数据,采用超越对数形式的随机前沿模型进行分析。研究发现:在经济转型期,市场化改革与对外开放的发展是中国出口增长的首要推动力;在“入世”准备期,中国出口增长由制度因素、物质要素投入协同推动;在“入世”增长期,物质要素投入成为中国出口增长的首要来源;在全球引擎期,物质要素投入协同贸易潜力主导中国出口贸易的发展;地区间出口贸易差距主要源于贸易潜力、资本与制度因素的三重差异。研究创新:对改革开放以来至2008年金融危机以后中国出口增长推动力的阶段性演进进行系统研究。研究价值:针对中国贸易可持续发展面临的主要挑战,提供政策建议。  相似文献
