We aim to contribute to a better understanding of the dynamics that are driving EU politicization and the rising Euroscepticism of workers and unions in the public sphere. One explanation frames the rise in Euroscepticism in cultural terms, emphasizing workers’ alleged primordial attachment to their nation. A second uses socioeconomic frames, linking growing Euroscepticism to the increasingly neo‐liberal direction of the EU. The weight of these competing frames in the referendum campaigns on the EU Constitution in France and the Lisbon Treaty and the Fiscal Treaty in Ireland cannot be measured easily, as the categorization of a phrase as socioeconomic or cultural is in itself subject to political classification struggles. We therefore presents the findings of an inductive lexical analysis of all Irish Times, all Le Monde and all worker‐ or union‐related articles published in almost all national media outlets during the mentioned referendum debates. This was made possible by the Alceste software package that allowed us to analyse very large corpuses of articles inductively. Our analysis reveals that socioeconomic terms dominated policy debates in both countries. The findings question existing EU politicization studies that were measuring the salience of different frame types by deductive analysis. 相似文献

In 1995 Unison implemented a National Recruitment Plan, and, in 1997, a National Organizing and Recruitment Strategy, with the objective of reversing the decline in union density in the public sector. This article traces the development of these initiatives and assesses their results. The article shows that there is limited involvement of lay representatives in the National Organizing and Recruitment Plan, but that there is a positive relationship between participation in union programmes intended to promote organizing and the performance of individual branches. 相似文献

The period of Tony Blair's leadership preceding the 1997 general election saw a transformation of the Labour Party. This was of immense importance to the political role of trade unions. The emergence of New Labour can only be understood through analysis of developments in both party and unions. This paper discusses the recasting of the party's industrial politics and reform of party structure, locating its provenance in electoral, representational and governmental strategies. It examines the unions' response, rooted in their industrial predicament but shaped by political reaction to it. Union politics intersected but did not coincide with the policies of New Labour. Political differentiation in the unions and opposition to New Labour is considered. It is concluded that change represents restructuring rather than termination of the link, but it will be further tested with New Labour in government. 相似文献

This article deploys comparative historical data on 14 OECD countries to examine the significance of predominant union structure for the impact of union strength on the (medium‐term) growth in hourly labour productivity in manufacturing. The analysis shows that where craft and general unionism predominates, union strength has a deleterious impact on productivity growth. Where enterprise unionism predominates, union strength is irrelevant. However, where industrial unionism predominates, union strength promotes productivity growth. These effects exist independently of established economic influences on aggregate productivity growth. The findings are interpreted as displaying the importance of the character of the governance that unions provide for their productivity impact. 相似文献

Migrants form growing proportions of national workforces in advanced capitalist societies. Yet little is known about their attitudes towards the principal agents of worker representation in their host countries, the trade unions, much less via cross-national research. Using European Values Survey data, we redress this imbalance by examining migrants’ levels of trust in unions, compared to native-born. We find higher levels of trust in unions by migrants (compared to native-born) in general and especially by migrants during their first decades after arrival and whose countries of origin are characterized by poor quality institutions. These findings have significant implications for unionization strategies towards migrants, especially given received wisdom portraying migrants as indifferent or distrustful towards unions. 相似文献

This article focuses on the responses of British trade unions to the arrival of Polish workers since the 2004 enlargement of the European Union. It is argued that existing definitions and explanations of UK trade union engagement with migrant workers do not capture the strategies that have been used to engage with these migrant workers. We suggest that there have been two sets of responses. First, recruitment and organization activity has centred on inclusion and has been undertaken on new terrains using innovative strategies. Second, we point to the importance of new linkages locally, regionally, nationally and internationally in organizing these new labour market entrants. 相似文献

The task framework has focused on employee survey data to analyze how computer use changes the content of jobs. In this article, we add another factor of work design, namely trade union presence. Using data from the UK Skills and Employment Surveys for the period 1997–2012, we find that union presence is associated with more Tayloristic jobs involving less autonomy, lower relevance of problem solving, and more control. In line with theory, the union effect moves in the opposite direction to the effect of computer use. The article has two important general implications. First, the Tayloristic/holistic distinction is an instructive dichotomy to evaluate changes in work design. Second, the presence of unions may induce managers to design jobs in Tayloristic ways in order to curb union bargaining power. 相似文献

Most of the literature on strikes has addressed one of four issues: causation, variation between sectors and countries, trends over time and the relationship between strikes and other forms of collective and individual protest. Very little research has addressed the equally important questions of strike outcomes and trade union membership despite the substantial body of research on the causes of trade union membership decline and strategies for membership growth. In this paper we reverse the usual sequence of trade union membership as a causal factor in the genesis of strikes and examine the impact of strikes on trade union membership levels. After setting out the relevant theory and hypotheses, we use a unique seven‐year dataset of trade union membership joiners and leavers from a major British trade union with a substantial record of strike activity. Controlling for other possible determinants of trade union membership, we find that months in which there is strike action, whether national or local, are associated with a significantly higher rate of membership growth, measured both by the number of joiners and by the ratio of joiners to leavers. Data from new union members suggest that perceived injustice and perceived union effectiveness both motivate the decision to join. 相似文献

Reflecting debates about whether statutory workforce‐wide consultation arrangements are likely to undermine or underpin trade union representation, unions' approaches towards the UK's Information and Consultation of Employees Regulations 2004 have been ambivalent and their engagement with the legislation limited. Evidence from longitudinal case studies in 25 organizations suggests that the introduction of information and consultation bodies did not have the effect of marginalizing trade union representation and collective bargaining, and in some cases reinforced unions' standing within the organization. The article highlights the implications for union strategies and legislative reform, and suggests a research agenda. 相似文献

The paper examines the effects of union membership on individual political attitudes using panel data for Swiss and British workers. Considering union membership as an on/off switch (member vs. non-member), as it is often done, it is only possible to distinguish between a selection effect (unions attract like-minded individuals) and a molding effect (the experience of membership has a transformational impact on the individual). Exploiting the longitudinal structure of the data reveals that union membership is best characterized not as a switch, but as a dynamic process involving anticipation effects (which start well before becoming affiliated) and maturation effects (which become noticeable only after a certain duration of membership and may not dissipate after leaving the union). Empirically, the selection effect appears the most important in the two countries we focus on, while the molding effect is less pronounced. To meet the 2 °C climate target, deep cuts in greenhouse gas (GHG) emissions will be required for carbon dioxide from fossil fuels but, most likely, also for methane and nitrous oxide from agriculture and other sources. However, relatively little is known about the GHG mitigation potential in agriculture, in particular with respect to the combined effects of technological advancements and dietary changes. Here, we estimate the extent to which changes in technology and demand can reduce Swedish food-related GHG emissions necessary for meeting EU climate targets. This analysis is based on a detailed representation of the food and agriculture system, using 30 different food items.We find that food-related methane and nitrous oxide emissions can be reduced enough to meet the EU 2050 climate targets. Technologically, agriculture can improve in productivity and through implementation of specific mitigation measures. Under optimistic assumptions, these developments could cut current food-related methane and nitrous oxide emissions by nearly 50%. However, also dietary changes will almost certainly be necessary. Large reductions, by 50% or more, in ruminant meat (beef and mutton) consumption are, most likely, unavoidable if the EU targets are to be met. In contrast, continued high per-capita consumption of pork and poultry meat or dairy products might be accommodated within the climate targets. High dairy consumption, however, is only compatible with the targets if there are substantial advances in technology. Reducing food waste plays a minor role for meeting the climate targets, lowering emissions only by an additional 1–3%. 相似文献

This paper investigates contextual factors which impact on how business lobbying is carried out in radio spectrum policy in the European Union (EU). Based on the empirical evidence collected by means of ten expert interviews, the following considerations are drawn: first, the European Commission (hereafter “the Commission”) weighs highly information provided by corporate stakeholders which is in line with the EU objective to promote EU-wide coordinated use of radio spectrum. Second, the way the Council of the EU (hereafter “the Council”) is lobbied at EU level is unclear because of lack of transparency in the Council. Third, radio spectrum policy issues require niche expertise to be addressed because of high degree of complexity. Fourth, radio spectrum policy issues are characterised by low degree of salience as they are too technical for the wider public. Although centred on the EU context, the issues raised in this study, such as lack of transparency and civil society underrepresentation, are not unique to the EU system. In this respect, comparative studies between the EU and other institutional contexts may contribute to a better understanding of variation in business lobbying. 相似文献

Trade unions are frequently criticized for excluding women from skilled crafts by denying them training. This article examines this argument by eestimatin the retention and attrition probabilities of men and women in the joint union‐management and the unilateral employer‐sponsored apprenticeship programs. While men, on average, have higher retention and lower attrition rates than women, joint sponsorship raises women's graduation probability above (and lowers their quit probability below) those of men or women apprentices in unilateral programs. 相似文献

This article explores the differences in unionization rates between migrant and native‐born workers in 23 European countries. It explores whether individual characteristics or contextual factors explain the variation across countries in the degree of trade unions’ inclusion of migrant workers. The analyses show that individual characteristics cannot explain the variation in the difference between migrant and native unionization rates. Characteristics of the industrial relations regime in the country of destination, in particular the institutional embeddedness of trade unions, affect the likelihood that migrants join trade unions as compared to native workers. 相似文献

Motivated by the policy discussion in the EU whether to impose non-discrimination obligations for dominant online platforms, we analyse whether such regulation is warranted from an economic point of view. Our contribution is threefold. First, across several platform contexts, we identify (i) (paid) prominence of some third parties over others and (ii) the favouring of a platform's integrated services over independent entities as common discriminatory conducts of online platforms. Second, within this scope, we review the economic literature and find that discrimination in the form of paid prominence may often be in the interest of consumers. However, smaller or low-quality content providers are likely to be worse off, which gives rise to concerns regarding dynamic efficiency and long-term variety in those markets. Additional problems may arise if platform operators are vertically integrated with content providers. Third, based on these theoretical insights, we recommend that EU policy makers should not adopt a neutrality regulation for platforms prematurely. Instead, we recommend to impose new proportionate transparency rules for dominant platforms in order to facilitate the identification of actual misconduct and legal enforcement. 相似文献

Although professional associations argue that the only goal of professional licensing is to protect the public, occupational regulation may also reduce competition: for example, by reducing entry. This paper reviews the recent literature and policy developments on the subject, with a focus on the European Union.

Small-scale farming involves millions of households in the EU and plays an important role in the rural economy. A significant percentage of these farms produce commodities for the market. This productive dimension is often overlooked, however, as is the technical support needed by these farms. The privatization of national farm advisory systems (NFAS) has an impact on small-scale farming that should be better assessed. This paper, which looks at the characteristics of intangible services, helps demonstrate how the privatization of advisory services may have unexpected adverse effects on small farms. The dismantling of coordinating authorities has made these farms less visible as a target client. Less direct interaction with advisors makes it more difficult to co-produce knowledge that is relevant to their needs. In addition, back office activities such as scientific monitoring, building and updating databases and scientific experiments have been restructured in a way which does not support their interests. 相似文献

The increasing usage of mobile communication and the declining demand for fixed line telephony in Europe make the analysis of substitutional effects between fixed and mobile networks a key aspect for future telecommunication regulation. Using a unique dataset which contains information on all 27 European Union members from 2003 to 2009, we analyze substitutability between fixed and mobile telecommunication services in Europe by applying dynamic panel data techniques. We find strong empirical evidence for substitution from fixed to cellular networks throughout Europe. In addition, the paper reveals resulting policy implications. 相似文献

This article studies the effect of labour unions on policy-making in six different parts of the welfare state (passive and active labour market policy, employment protection, old-age pensions, health care and education) in OECD countries after 1980 with a two-level strategy: At the micro-level, we investigate union members’ preferences. Ordered logit regression analyses indicate that union members favour generous social policies more strongly than non-members. Moreover, this effect is stronger for programmes closely related to the labour market than for programmes without a strong labour market link. At the macro-level, we investigate the conditional effect of unions on left parties expecting the former to push the left towards more generous labour market-related (but not towards less-labour market-related) programmes. Regression analyses essentially provide evidence for such a relationship. Overall, unions have been powerful in promoting their members’ social policy preferences via left parties in government but their power is recently vanishing. 相似文献
