Unemployment in South Africa has multiple causes. This article uses a district pseudo-panel to estimate the elasticity of labour demand, labour supply and unemployment with respect to wages. We assess whether hiring decisions are more sensitive to increases in wages of low-paid workers than high-paid workers, and whether wage growth prompts entry into the labour market. These channels combine to result in the positive causal effect of wage growth on unemployment. The research investigates whether these effects are dominated by districts in which unionisation rates are high and employment is concentrated in large firms. Wage growth of middle-paid to highly paid workers – as opposed to low-paid workers – reduces local labour demand and raises local unemployment. Bargaining arrangements correspond closely to the spatial wage distribution; in turn, a large part of the impact that wage growth has on labour market outcomes is determined by these wage-setting institutions.  相似文献

A logit model is used to examine the extent of liquidity constraints relative to other constraints inhibiting small‐scale farming in KwaZulu‐Natal. These other constraints include poor access to land, labour and information, and high transaction costs. Data for the analysis were sourced from two rural districts in the former KwaZulu. The results suggest that liquidity is important, while imperfect land markets, information costs and high transaction costs are also significant inhibiting factors. Investments in literacy and language skills, vocational training, and business and financial management skills may improve income opportunities for rural people and hence enhance their ability to invest, save and borrow. Better roads, telecommunications and legal institutions are also required to realise the full benefit of investment in extension and credit services.  相似文献

This paper uses two employer-employee linked data sets to investigatethe interactive role of labour market institutions and firmwage policies on the gender earnings gap. Extending the Juhnet al. (1991) decomposition methodology, a new decompositionmethodology is proposed to investigate the role of firm wagepolicies on the gender earnings gap. Two countries with differentwage bargaining systems, Australia and France, are used to conducta comparative study. It is found that firm wage policies inAustralia play a much larger role in narrowing the gender earningsgaps than in France. This is mainly due to the fact that Australiahas a more decentralised wage bargaining system and that suchsystem is operated under an environment where there is a strongunion presence.  相似文献

One of the distinguishing characteristics of the Australian economy over most of the past century has been its labour market institutions and organizations. Recently these institutions have changed to become more decentralized. Douglas North has argued that examining and explaining institutional change through time is an important and comparatively unresearched topic facing economic historians. In this paper, changes to Australia's labour market institutions are examined from the perspective of the New Institutional Economics. Following North, it is argued that further research should be directed to identifying the role ideological beliefs have played in shaping Australia's labour market institutions over time.  相似文献

The commercial agricultural sector in South Africa has historically been dominated by large-scale operations run by white owners and managers. In redressing this imbalance, black farmers classified as ‘emerging’ are being encouraged to engage in high-input agricultural production in order to obtain ‘commercial’ status. Since existing practices in commercial agriculture rely heavily on pesticides, emerging farmers aspiring to become commercial are pressured to adopt and/or increase the use of pesticides. However, problems of access to land, finances, resources, skills and markets overshadow the health and safety of these farmers and their labour force that may be affected by exposure to pesticides. This paper presents the results of a policy study based on primary interview data with key stakeholders and secondary documentary review data, to illustrate how pesticides are used in an occupational health and safety vacuum because the focus of key institutions is rather on economic productivity.  相似文献

The paper reviews the literature on labour markets in the region with special emphasis on the impact of economic growth and structural change on employment and wages. It deals with labour supply trends, employment creation outside agriculture (especially export orientated industrialization and new high-tech industries), labour absorption in agriculture, wage differentials and the functioning of rural and urban labour markets.
The creation of efficient and equitable labour market institutions and labour market flexibility have emerged as dominant issues in the NIEs. In the ASEAN-4, because of concentration of employment in low productivity and low wage jobs and underutilization of labour, the rate of modern sector labour absorption remains the major policy concern.  相似文献

ABSTRACT

Nominal wage stickiness is a popular explanation for the greatness of the Great Depression. According to the sticky-wage explanation, the slow adjustment of nominal wages raised real wages above the market-clearing level, causing a reduction of output and labour, thus increasing unemployment. Explanations for nominal wage stickiness are usually sought within the labour-market institutions and their changes after the First World War. This paper examines the role of labour-market institutions by comparing manufacturing labour markets in Finland and Sweden. These two countries had quite similar economic structures, trade patterns, and exchange rate policies, but different systems of industrial relations. Results indicate that stronger trade unions and collective bargaining made nominal wages stickier in Sweden, while in Finland, where collective agreements did not exist, unions were weaker, and wage adjustment was more flexible. As a result, real product wages rose in Sweden but fell in Finland. This created in Sweden stronger pressure for reducing labour input than in Finland. Our results show on one hand that labour market institutions clearly influenced the course of the Great Depression, but on the other hand that they alone do not explain the different economic outcomes during the depression and the recovery.  相似文献

This paper investigate the relationship linking investment (capital stock) and structural policies. Using a panel of 32 OECD countries from 1985 to 2013, we show that more stringent product and labour market regulations are associated with less investment (lower capital stock). The paper also sheds light on the existence of non-linear effects of employment protection legislation (EPL) on the capital stock. Several alternative testing methods show that the negative influence of EPL is considerably stronger at higher levels. Finally, and importantly, the paper uncovers important policy interactions between product and labour market policies. Higher levels of product market regulations (covering state control, barriers to entrepreneurship and barriers to trade and investment) tend to amplify the negative relationships between EPL and the capital stock and ETCR and the capital stock. Equally important is the finding that the rule of law and the quality of (legal) institutions alters the overall impact of regulations on capital deepening: better institutions reduce the negative effect of more stringent product and labour market regulations on the capital stock, possibly through the reduction of uncertainty as regards the protection of property rights. This result also implies that the benefit from product and labour market reforms may be smaller in countries with weaker institutions.  相似文献

This paper analyzes the effects of informal finance on formal finance in West African Economic and Monetary Union (WAEMU) countries. To this end, it uses a Probit model with a binary endogenous regressor and data from the Global Findex database, 2021. The findings indicate that having already saved informally positively affects the behavior of individuals to save formally. They also indicate that informal financial credit positively affects formal financial credits in the WAEMU. These findings indicate that formal finance is complementary to informal finance in the WAEMU. On the other hand, the findings show that labour force participation, mobile banking use and online banking use increase the likelihood of use of formal and informal services in the WAEMU. This paper suggests that formal financial institutions (mainly banks and microfinance institutions) should strengthen their collaboration with actors (money keepers, itinerant bankers, tontines systems) involved in the provision of informal financial services to populations in order to improve formal financial intermediation in the WAEMU.  相似文献

This paper analyses empirically the response of labour market indicators to changing financing conditions in a panel of 15 euro area countries from 1999Q1 to 2015Q4. Using a local projections approach, we estimate impulse responses of three margins of sectoral labour market adjustment – employment, hours worked and real wages. Consistent with recent results in the literature, we find contractionary financing shocks to depress all three indicators of the labour market. Furthermore, responses are asymmetric depending on the sign of the shock, different in magnitude depending on the sectoral composition, and sensitive to labour market institutions such as employment protection legislation and union density. Finally, labour market institutions seem to mainly affect the relative strength of the adjustment margins and not so much the overall response of the wage bill.  相似文献

Chinese entry to the WTO in December 2001 marks a new phase in agricultural trade, both nationally and globally. After a context review of Chinese agriculture and WTO-related policy issues, this paper first uses a Balassa index approach to examine China's relative competitiveness in some major food products over the period since 1985, followed by an analysis of price-cost ratios and production cost structures for these products. It is found that China has revealed comparative advantages in meat products but disadvantages in cereals. With limited land resources, its production and trade competitiveness has declined despite rapid substitution of capital for labour, due to a marked rise in relative labour price in agriculture. In the long run, it is expected that WTO membership will boost Chinese agricultural trade, but its impact on competitiveness will probably depend more on production costs, and will differ between crops and animal products.  相似文献

This paper discusses the inability of successful land claimants to enjoy livelihood benefits from their newly acquired land rights. Based on long-term field observation, interviews and analysis of secondary material, the paper uses a case study of the Dwesa-Cwebe Nature Reserve in the Eastern Cape Province of South Africa to explore why it is that an agreement, as part of the land claim settlement, to allow local villagers regulated access to natural resources is not being implemented. The paper draws from the environmental entitlements framework to argue that full land rights that could allow livelihood benefits to be enjoyed are restricted by ineffective and conflicting institutional arrangements, such as the Land Trust, the Communal Property Association and traditional authorities. The paper calls for the empowerment of institutions to deliberately benefit local livelihoods.  相似文献

Empirical evidence on the effect of minimum wages on youth employment is inconclusive, with studies pointing to negative, positive or insignificant effects. In trying to explain some of the conflicting evidence, this research paper examines synergies of minimum wages with other labour market institutions using an unbalanced panel dataset of 19 OECD countries over 1985–2013. Institutions that enforce labour market rigidity, such as unemployment benefits and union density, are found to exacerbate the negative effect of minimum wages on youth employment, while government expenditure on training programmes for the unemployed dampen it. This finding of significant synergy effects indicates that panel data models which omit interactive terms between minimum wages and institutions might be misspecified. In addition, the analysis suggests that the negative effect of minimum wages is most severe in rigid labour markets with high unemployment benefits and union density. Therefore, policymakers need to consider the full spectrum of institutions they face before adjusting minimum wages.  相似文献

This article examines rural settlement in Constantine, a département in French Algeria, at the beginning of the 1900s. By taking into account the timing of colonial settlement for almost 100 municipalities, it shows how the changing geographical conditions and the relative quantities of land and labour shaped the colonial land policy and settler modes of production. As fertile land grew scarcer on the settlement ‘frontier’, the ability of settlers to participate in the export market was increasingly dependent on the capacity to make use of modern agricultural techniques that required larger fields and intensive labour. Thus, the outcome of rural settlement was determined by the relative abundance of indigenous labour and the adaptation of the land policy to Algeria's agricultural needs. The results demonstrate that—even within a country itself and during the settlement process—the colonial land policy and settler modes of production change significantly, depending on the region being occupied.  相似文献

This paper studies the impact of outsourcing on individual wages in three European countries with markedly different labour market institutions: Germany, the UK and Denmark. To do so we use individual-level data sets for the three countries and construct comparable measures of outsourcing at the industry level, distinguishing outsourcing by broad region. We discuss some possible intuitive reasons for why there may be differences in the impact of outsourcing across the three countries, based on labour market institutions.  相似文献

The paper examines the wage structure in the Chinese state enterprise sector between 1981 and 1987. This period is of particular interest given the introduction of major labour market reforms in China during the early 1980s. In essence the reforms represented a movement away from administratively determined prices towards a market–oriented system combined with a relatively flexible system of labour allocation. The Juhn, Murphy and Pierce (1991) decomposition is employed to shed light on the role of changing labour market institutions over the period.

This study examines the effect of remittances inflow to Nigeria on labour force participation in the country using the propensity score matching and Heckman two‐step benchmark model. With data sourced from Nigeria's 2015/16 General Household Survey, results reveal that receipt of remittances increased both labour force participation for non‐farm economic activities and labour force participation in urban areas, perhaps as a result of investing received remittances in new business ventures. In addition, remittance inflows raised economic activeness of the younger members of the labour force who constituted a greater percentage. The study recommends the proper functioning of institutions aimed at facilitating remittance inflows as well as enhancing the utilization of such remittances in industry‐based business start‐ups.  相似文献

Standard trade theory, as invoked by political scientists and economists, would anticipate that workers in Belgium, a small Old World country, rich in labour relative to land, were in a good position to benefit from the wave of globalization before 1914. However, wage increases remained modest and ‘labour’ moved slowly towards adopting a free‐trade position. Beginning in 1885, the Belgian labour party backed free trade, but its support was conditional on more and better social legislation. Belgian workers' wellbeing improved in the wave of globalization, but the vehicle was labour and social legislation and not rising wages.  相似文献
