Integrating tourism to rural development and planning in the developing world

In the past few decades, rural areas have experienced major socioeconomic changes. Due to modernisation and deepening globalisation, the economic and employment potential of many traditional livelihoods has decreased. Currently tourism is increasingly seen as a relevant tool for addressing rural problems in developing countries and tourism is actively used for economic diversification and opening up new ways to generate income and employment. However, many development models, such as integrated rural tourism (IRT) with emphasis on co-planning, learning and participation, originate from the Global North. This calls for careful considerations when such models are applied to the Global South's rural contexts. This research note discusses some of the key challenges of rural tourism development, especially related to the integration of the tourism industry and rural communities in developing countries, and overviews the applicability and conditions of the IRT framework as a potential approach for rural tourism development in the developing world.     

农村电商赋能乡村特色产业高质量发展——以武威市农村电商为例

高质量发展理念强调量与质的协调,追求经济、社会效益并存,而农村电商既可以促进农村经济转型升级,又可以推动社会和谐稳定发展,因此乡村特色产业高质量发展离不开数字经济的支持作用。以武威市案例为切入点,聚焦具体特色产业对农村电商赋能乡村特色产业高质量发展的过程进行剖析,以期为乡村特色产业转型升级,实现乡村振兴提供合理性的路径参考。通过案例分析,从武威市农村电商大户发展实际出发,以经济、社会生态效益作为乡村特色产业高质量发展多维视角,探究农村电商赋能乡村特色产业高质量发展的赋能情况。研究发现,农村电商能够提高农民效益水平,激励产业创新升级,提升生产管理效率,优化相关要素融入,进而赋能乡村特色产业高质量发展。论证了农村电商对经济、社会、生态三方面的作用,证明农村电商赋能乡村特色产业高质量发展作用。     

三峡库区农村公路对农村经济社会发展的影响研究

三峡库区经济发展水平较低、区域发展极不平衡、农村经济社会发展水平落后,其特殊的地形地貌特征使农村公路的发展具有独特的重要性。论文通过对三峡库区农村经济社会及农村公路现状的分析,提出要加强农村公路建设以适应并促进库区农村经济社会的发展。     

Rural E-commerce and County Economic Development in China

With the proliferation of information and communication technology in rural areas, rural e-commerce has gradually become a new economic phenomenon in China. Using the national rural e-commerce comprehensive demonstration policy as a quasi-natural experiment, this study examines the causal linkage between rural e-commerce and county-level economic development in China. Its findings, which draw on county-level panel data from 2011 to 2018, indicate that the policy had a positive effect on the county-level economy in China, resulting in an overall increase in county GDP by 3.5 percent (0.7 percent annually). Our analysis further shows that the impact of the policy differed along the region and human capital dimensions. Further analysis reveals that industrial structure and nonagricultural employment were the main channels for the policy to exert a county-level economic impact. Infrastructure improvement in China also plays an important role. The findings emphasize the importance of advancing e-commerce in rural areas to stimulate county-level economic development.     

Rurality as a choice: Towards ruralising rural areas in sub-Saharan African countries

Rural development practices in sub-Saharan Africa are still based on modernisation approaches. This has led to distortion in rural identity in most sub-Saharan communities. This article embeds this issue in the development discourse. It calls for developing rural areas rurally – rather than urbanely. The paper argues that improvements in rural conditions should aim to make rural lives and the environment sustainable, while preserving rural identities. Drawing from literature, it presents a conceptual framework for understanding rurality and shows how planning can serve as a tool for achieving rurality focused development. It provides six suggestions that could lead to integrating rurality-as-a-choice in development policies and practices. The suggested measures include the heritagisation of rural areas, introduction of rurality-focused vision in planning, and organisation of campaigns for the protection of rural heritages, among others. It contributes to emerging literatures on identifying problem-generating issues in rural development in sub-Saharan Africa.     

整理农村宅基地启动农村土地资本化运作探析

我国城乡二元结构现状严重,发展农村经济迫在眉睫。农村土地这一极具配置能力的资源被闲置或低水平利用,严重制约我国农村经济发展。通过整理农村宅基地启动农村土地资本化,既实现农村土地集约化,又推动农民转变落后的生产方式以及粗放式经济发展模式,提高农民收入水平。本文探析了该模式的依据、意义、具体运作及保障机制。保障该模式的机制有:深化农村土地制度的改革,加强城乡劳动力就业一体化,完善招商引资机制。     

我国北方农村经济发展的战略研究——以河北省为例

随着我国经济的飞速发展,农村经济发展面临新的要求和挑战。农业经济是衡量我国总体经济水平的重要部分之一。以全面促进农民的收入和发展乡镇企业为首要目标,在加强和巩固农业地位的基础上,对我国各地方农村经济进行综合治理和改善成为重中之重。文章以河北省农村经济发展战略为例,在我国社会主义经济的大背景下,从河北省农村经济的发展现状和背景出发,总结了河北省农村经济发展战略出现的问题,提出了加强农村基础设施建设、调整产业结构、合理开发利用农村人力资源等应对措施。     

呈贡城乡经济协调性发展分析与对策

本文首先通过建立系统协调模型分析呈贡城乡经济的协调发展状况,再根据分析列出当前呈贡城乡经济发展存在的问题点,最后从4个方面提出贡城乡经济协调发展的对策.     

农村经济精英与村域发展

随着市场经济的发展，农村经济精英逐渐成为农村众多精英中的主流精英，也成为村域发展的一支新型带动力量。文章运用文献的方法，在综述基础上指出了目前中国农村经济精英的概念、类型、发展现状及在村域发展中的作用，总结提出村域发展不同阶段农村经济精英的不同作用，并在此基础上指出了目前该方面需要加强研究的问题域。     

论农村教育与农村人力资源开发

农村劳动力整体素质低是影响我国农村经济社会发展的最关键因素。文章在简要分析我国农村教育发展现状和农村人力资源开发存在问题的基础上,探讨了发展农村教育对于促进农村人力资源开发的必要性,提出了大力发展农村教育,实现农村人力资源深度开发的几点对策和建议。     

公平与效率均衡理论研究

文章指出在发展我国农村经济过程中，应加强经济增长理论的科学指导作用，指出重点发展乡镇企业和农业二、三产业是农村经济发展和农民收益提高的关键，并提出了相应的国家扶持政策。     

我国农村金融发展历程及对策研究

农村金融是我国农村经济发展的中心,是推动农村经济稳健发展的重要保障,是建设社会主义新农村的有力支撑。如何在金融危机冲击下做好我国农村金融的创新,促进农村经济发展,成为摆在我们面前的一个重要课题。新形势下,农村金融必须做好组织体系、金融体制和金融产品等方面的创新,不断构建和谐的农村经济发展模式,加快社会主义新农村建设步伐。     

国内外乡村旅游发展比较与启示

乡村旅游是新世纪我国经济发展、乡村地区发展的重要组成部分。本文以国内外乡村旅游研究为背景,对国内外乡村旅游发展特点以及发展模式进行了研究,报告了国内外乡村旅游的发展现状。在此基础上,总结并提出了我国乡村旅游更好发展的政策经验借鉴。     

福建省农村金融发展与农村经济增长的相关性研究

基于金融发展与经济增长理论,本文运用协整分析和格兰杰检验方法,运用福建省1980—2007农村经济金融与农村经济的相关数据,对二者的关系及依存度进行了实证分析,实证结果表明福建农村金融发展对农村经济增长有一定的促进作用,因而本文建议当前应积极采取有效的政策措施促进农村金融发展,以加快福建的新农村建设步伐。     

The impact of financial development on the income and consumption levels of China’s rural residents

In this paper, we investigate the impact of financial development on rural residents’ income and consumption levels in China. We discover that the development of traditional financial services has little impact on the income and consumption levels of rural residents. In contrast, the development of emerging financial services has a significant positive impact on the income and consumption levels of rural residents. Traditional financial services, as is well known, require collateral and high expected future cash flows from customers, making financial inclusion difficult. Emerging financial services in China are special financial services promoted by financial regulators to support technological innovation, cultural development, environmental protection, and rural development. Our findings suggest that these emerging financial services are effective in increasing the income and consumption levels of rural residents. Interestingly, while emerging financial services that directly target rural development have no significant impact on rural residents' income and consumption, financial support for technological advancement and cultural development appears to be more effective in increasing rural residents' income and consumption.     

“十四五”时期的农业农村现代化:形势、问题与对策

当前是“十三五”收官和“十四五”谋划的重要时期,恰逢“两个百年目标”交接、精准脱贫与乡村振兴衔接、供给侧结构性改革深化“五期交汇”的重要历史节点。我国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾,体现在农业农村现代化所面临的问题上,则事关消费、技术、业态、成本、要素、制度、供需、基建、生态、民生等多个方面。未来应把握政策改革的方向,在顶层设计上转向城乡融合发展,政策支持更多地向农村发展倾斜,实现财政支农资金集约化和市场化使用,坚持保供给、调结构、转方式并行,统筹国际国内两个市场、两种资源,更加依靠信息化技术促进政策落地,科学制定农业农村现代化“十四五”规划。     

城乡统筹视角下扩大农村消费的对策研究

扩大农村消费是我国扩大内需、协调拉动经济增长新局面所亟待解决的问题。扩大农村消费,必须更新发展观念,树立统筹城乡发展的思路。以统筹城乡发展的思路指导扩大农村消费的进行,将扩大农村消费纳入统筹城乡发展的进程中,不仅有利于扩大农村消费目标的实现,从而保证经济的平稳较快发展,也有利于三农问题的解决,从而缩小城乡差距、促进经济社会和谐发展。     

地方政府在农村人力资源开发中的作用探析

做好发展农业、建设农村、开发农民（农村人力资源）这项“综合工程”，是今后一个时期我国经济社会发展的重大战略任务之一，也是各地全面推进社会主义新农村建设的客观要求。在剖析农村人力资源开发战略意义的基础上，明确地方政府在农村人力资源开发中的职能定位，提出地方政府推动农村人力资源开发的基本任务，为相关部门决策提供参考。

乡村振兴背景下黔东南州农村物流发展水平评价

农村物流作为联系农村和城市的纽带，在加快城乡资源要素流动、促进农村经济增长和实施乡村振兴战略中发挥着重要作用。运用数理统计方法，从农村经济发展水平、政策支持、运输基础设施、物流货物运输能力、农村市场规模5方面分析黔东南州农村物流发展水平。最后对黔东南州农村物流发展提出对策建议。
