The paper adopts a single-country regional panel dataset to analyse the long-term relationship between agricultural greenhouse gases (GHG) emissions and productivity growth and, consequently, to assess emissions sustainability. The hypothesis of emission sustainability is assessed by estimating alternative panel model specifications with conventional and GMM estimators applied to the highly heterogeneous Italian regional agriculture, whose methane and nitrous oxide emissions are properly reconstructed for the periods 1951–2008 and 1980–2008. The modelling approach and the empirical specification include the environmental Kuznets curve (EKC) as one of the possible outcomes. Results suggest that, when a significant relationship between agricultural GHG emissions and productivity growth occurs, it is often monotonic and, though sustainability is accepted for some GHG, no univocal robust evidence of the EKC emerges across the different specifications, estimators and periods. Policy implications of this empirical evidence are finally drawn.  相似文献

Under risk of abrupt climate change, the occurrence hazard is added to the social discount rate. As a result, the social discount rate (1) increases and (2) turns endogenous to the global warming policy. The second effect bears profound policy implications that are magnified by economic growth. In particular, we find that greenhouse gases (GHG) emission should be terminated at a finite time so that the ensuing occurrence risk will vanish in the long run. Due to the public bad nature of the catastrophic risk, the second effect is ignored in a competitive allocation and unregulated economic growth will give rise to excessive emissions. In the long term, the GHG emission paths under the optimal and competitive growth regimes lie at the extreme ends of the range of feasible emissions.  相似文献

China joined the Paris Agreement, and the global 2°C and 1.5°C warming targets will be supported by China. In order to achieve these targets, China's CO2 emissions need to be cut deeply by 2050. The present paper presents studies from the integrated policy assessment model for China (IPAC) team about the impact on China's economic development of deep cuts in greenhouse gas (GHG) emissions, in order to realize the Paris climate change targets. With the requirement of deep cuts in GHG emissions in China, China's economic development will also be impacted in moving toward a low‐carbon or zero‐carbon emission‐based economy by 2050. This means the Chinese economy needs a strong transition over the next three decades, a relatively short time. All sectors in the economy need to seek ways to reduce GHG emissions, and this could change activities, industry processes and technologies in order to make the deep cuts in GHG emissions happen. This is the meaning of the economic transition toward to a low‐carbon economy. The findings of the present paper include: a significant transition in the energy supply sector; a high rate of electrification in all end‐use sectors; and a technology transition in the transport sector. Transitions will also occur in the traditional industrial sectors, including steel making, cement manufacture, and the chemical sector. The availability of low‐cost renewable energy could change the allocation of industries, which could potentially have a strong impact on regional economic development. Deep cuts in CO2 emissions in China need not be a burden for economic development, as the IPAC results show there will be a more than 1.5% increase of gross domestic product by 2050 in the deep cut scenario compared with the baseline scenario.  相似文献

The environmental Kuznets curve (EKC) has been the dominant approach among economists to modeling aggregate pollution emissions and ambient concentrations over the last quarter century. Despite this, the EKC was criticized almost from the start and decomposition approaches have been more popular in other disciplines working on global climate change. More recently, convergence approaches to modeling emissions have become popular. This paper reviews the history of the EKC and alternative approaches. Applying an approach that synthesizes the EKC and convergence approaches, I show that convergence is important for explaining both pollution emissions and concentrations. On the other hand, economic growth has a strong positive effect on carbon dioxide, sulfur dioxide, and industrial greenhouse gas (GHG) emissions, but weaker effects on non-industrial GHG emissions and concentrations of particulates. Negative time effects are important for sulfur and industrial and non-industrial GHG emissions. Even for particulate concentrations, economic growth only reduces pollution at very high income levels. Future research should focus on developing and testing alternative theoretical models and investigating the non-growth drivers of pollution reduction.  相似文献

The new age of trade wars could simultaneously affect the worldwide distribution pattern of the economy and environmental emissions. However, previous studies have focused on economic impacts, and on trade liberalization, while little is known about the equilibrium effects of trade barriers on the environment. Using a global computable general equilibrium model and taking the recent anti-trade policies of the Trump administration as an example, this study investigates the possible socio-economic and environmental effects of trade friction. Specifically, this study explores how the implemented six rounds of China–US trade friction and its different long-term development trends affect regional economic output, GHG and air pollutant emissions. Results show that trade barriers harm both countries’ economies and such losses have a certain permanence, while non-participants can benefit indirectly. Trade friction decreases participants’ GHG emissions, modifies global GHG emission distribution patterns, and leads to improved air quality in most countries. If governments continue to impose tariffs, global GHG emissions could counterfactually decrease by up to 5%. However, the change in trade patterns is not conducive to clean energy development in the less-developed regions, including the Middle East, Africa, and Latin America, and emission reductions from trade friction are insufficient to avoid catastrophic climate change.  相似文献

With the increased interest in the ‘carbon footprint’ of global economic activities, civil society, governments and the private sector are calling into question the wisdom of transporting food products across continents instead of consuming locally produced food. While the proposition that local consumption will reduce one’s carbon footprint may seem obvious at first glance, this conclusion is not at all clear when one considers that the economic emissions intensity of food production varies widely across regions. In this paper we concentrate on the tradeoff between production and transport emissions reductions by testing the following hypothesis: Substitution of domestic for imported food will reduce the direct and indirect Greenhouse Gas (GHG) emissions associated with consumption. We focus on ruminant livestock since it has the highest emissions intensity across food sectors, but we also consider other food products as well, and alternately perturb the mix of domestic and imported food products by a marginal (equal) amount. We then compare the emissions associated with each of these consumption changes in order to compute a marginal emissions intensity of local food consumption, by country and product. The variations in regional ruminant emissions intensities have profound implications for the food miles debate. While shifting consumption patterns in wealthy countries from imported to domestic livestock products reduces GHG emissions associated with international trade and transport activity, we find that these transport emissions reductions are swamped by changes in global emissions due to differences in GHG emissions intensities of production. Therefore, diverting consumption to local goods only reduces global emissions when undertaken in regions with relatively low emissions intensities. For non-ruminant products, the story is more nuanced. Transport costs are more important in the case of dairy products and vegetable oils. Overall, domestic emissions intensities are the dominant part of the food miles story in about 90 % of the country/commodity cases examined here.  相似文献

This paper reports the results of a major modelling exercise to gain insights into the possible economic and environmental effects of a large-scale environmental tax reform (ETR) in the UK. ETR involves a shift in the target of taxation away from labour or firms towards pollution or the use of natural resources, in such a way that overall tax revenues are unchanged. It is hoped that such a tax shift will deliver environmental improvements while having a neutral or positive effect on the economy. The modelling was set up to explore the extent to which this would be the case. The paper starts with a brief literature review identifying the theoretical hypotheses relating to ETR and summarising the results of some of the evaluations of ETRs that have been implemented. It then briefly describes the model used for the analysis in this paper. The main body of the paper then describes the scenarios set up to explore the main impacts and the results of modelling these scenarios. These results suggest that substantial reductions in greenhouse gas (GHG) emissions can be achieved with minimal impacts on output and an overall increase in employment, such that ETR emerges as a very attractive policy for GHG emission reduction.  相似文献

The Congo Basin encompasses the second largest rainforest area after the Amazon but the Congo Basin rainforest has been more preserved during the last decades with a much lower deforestation rate. At the same time, the region remains one of the least developed in the world. We use the partial equilibrium model GLOBIOM for the global agricultural, forestry and bioenergy sectors that seeks to find optimal land use options by spatially representing land qualities. We show the trade-offs between achieving agricultural growth at the expense of forests and protecting forests at the expense of agriculture development in the Congo Basin. The realization of the transportation infrastructures, which are already planned and funded, could multiply deforestation by three. In contrast, a global agreement on reduction of total emissions from deforestation could achieve important cuts in GHG emissions from deforestation in the Congo Basin. However, it could lead to substantial increases in food imports and food prices, which are in contradiction with the food security objectives.  相似文献

Computable general equilibrium (CGE) models are the premier analytical platform for assessing the economic impacts of climate change mitigation. But these models tend to treat physical capital as “malleable”, capable of reallocation among sectors over the time-period for which equilibrium is solved. Because the extent to which capital adjustment costs might dampen reallocation is not well understood, there is concern that CGE assessments understate the true costs of greenhouse gas (GHG) reduction policies. This paper uses a multi-region, multi-sector CGE model to investigate cap-and-trade schemes, such as the European Union Emission Trading System which cover a subset of the economy, elucidating the effects of capital malleability on GHG abatement, the potential for emission leakage from abating to non-abating sectors, and the impacts on welfare. To simplify the complex interactions being simulated within the CGE model, that analysis is complemented with an analytical model. A partial climate policy results in negative internal carbon leakage, with emissions declining not only in capped sectors but also in non-regulated ones. This result is stronger when capital is intersectorally mobile. Interestingly, in partial climate policy settings capital malleability can amplify or attenuate welfare losses depending on the attributes of the economy.  相似文献

This paper analyzes the relationship between a firm??s greenhouse gas (GHG) emissions and its profitability in Japanese manufacturing. Defining the difference between the marginal revenue and cost of reducing GHG emissions as the ??net benefit,?? which is endogenously characterized by various factors, we estimate a switching regression model where the sign of the net benefit determines the relationship between GHG emissions and profitability. Our empirical analysis focuses on ISO 14001 adoption, market competition, uncertainty, financial flexibility, and share ownership structure as the factors, and indicates that firms with low firm-specific uncertainty, high financial flexibility, and a high proportion of large shareholders tend to have a nonnegative net benefit, so that the positive relationship between their GHG emissions and profitability is mitigated. On the other hand, although ISO 14001 adoption is generally considered to be an indicator of a firm??s stance on environmental proactiveness, it does not provide a sufficient incentive to reduce emissions. Factors such as uncertainty, financial flexibility, and share ownership structure are more important to GHG emission reductions.  相似文献

Despite worldwide policy efforts such as the Kyoto Protocol, the emission of greenhouse gases (GHG) remains a negative externality. Economic equilibrium paths in the presence of such an uncorrected externality are inefficient; as a consequence, there is no real economic opportunity cost to correcting this externality by mitigating global warming. Mitigation investment using resources diverted from conventional investments can raise the economic well-being of both current and future generations. The economic literature on GHG emissions misleadingly focuses attention on the intergenerational equity aspects of mitigation by using a hybrid constrained optimal path as the “business-as-usual” benchmark. We calibrate a simple Keynes-Ramsey growth model to illustrate the significant potential Pareto improvement from mitigation investment and to explain the equilibrium concept appropriate to modeling an uncorrected negative externality.  相似文献

This study empirically examines the relationship between free trade agreements (FTAs) and greenhouse gas (GHG) emissions. For this purpose, we use three different FTAs: the Southern Common Market, the North American Free Trade Agreement, and the Australia–United States Free Trade Agreement. These FTAs are between developing, both developing and developed, and only developed countries, respectively. Panel unit root, panel cointegration, and fully modified ordinary least squares estimations are employed to examine the long‐run relationship between GHG emissions and trade liberalization. The results indicate that the environmental effects of FTAs depend on the different agreement types. When FTAs are between only developed or developing countries, overall there is no environmental damage, and these types of FTAs can be beneficial for the environmental quality in the long run. However, when developing and developed countries are in a trade agreement, overall environmental quality decreases due to increased GHG emissions.  相似文献

Although the greenhouse effect is by many considered as one of the most serious environmental problems, several economic studies of the greenhouse effect, most notably Nordhaus's DICE model, suggest that it is optimal to allow the emissions of greenhouse gases (GHG) to increase by a factor of three over the next century. Other studies have found that substantial reductions can be justified on economic grounds. This paper explores into the reasons for these differences and identifies four (partly overlapping) crucial issues that have to be dealt with when analysing the economics of the greenhouse effect: low-probability but catastrophic events; cost evaluation methods; the choice of discount rate; the choice of decision criterion. The paper shows that (i) these aspects are crucial for the policy conclusions drawn from models of the economics of climate change, and that (ii) ethical choices have to be made for each of these issues. This fact needs wider recognition since economics is very often perceived as a value neutral tool that can be used to provide policy makers with “optimal” policies.  相似文献

The convergence of air pollutants is a major concern for policymakers since all the countries pursue the goal of allocating the emissions equally internationally in the future. Hence, the examination of the existence of convergence is important for the climate change protection of the earth. In this article, greenhouse gas (GHG) emissions convergence among the G7 countries for the period between 1990 and 2011 is examined using the pairwise testing technique proposed by that aims to analyse probabilistic convergence across a large number of cross-sectional units. Next, we proceed with multivariate tests for stability and the existence of unit roots. Finally, the analysis is complemented by the use of the panel stationarity test accounting for structural changes as proposed by Carrion-i-Silvestre et al. (2005) test. Overall, the results do not confirm the hypothesis of convergence for the countries in question, although, more recently, the countries have shown a small decline in their GHG emissions.  相似文献

CDM is an offset mechanism designed to reduce the overall cost of implementing a given global target for greenhouse gas (GHG) emissions in Annex B countries of the Kyoto Protocol. A problem with CDM is that it provides incentives to increase, if possible, the baseline emissions for CDM projects, to optimize the value of CDM credits. Under a “relative baselines” crediting rule, the CDM may also unduly increase energy consumption even during the CDM implementation phase. Less than full offset of emissions is then likely, and the CDM will lead to increased global GHG emissions. We show that this is a potentially serious problem, due to asymmetric information between project hosts and the regulator, the CDM Executive Board, and to the basic rules for crediting CDM quotas. In certain cases, the use of “relative baselines” to credit CDM quotas could fully eliminate any emissions reductions achieved by CDM projects. Remedies to overcome the problems are discussed. They may involve setting the baseline independently of initial energy intensity and final output for the project; or involve information revelation mechanisms that minimize policy losses and net rent capture by project sponsors.  相似文献

We examine whether climate benefits warrant policies promoting biofuel production from agricultural crops when other environmental impacts are accounted for. We develop a general economic-ecological modelling framework for integrated analysis of biofuel policies. An economic model of farmers' decision making is combined with a biophysical model predicting the effects of farming practices on crop yields and relevant environmental impacts. They include GHG emissions over the life cycle, nitrogen and phosphorus runoff, and the quality of wildlife habitats. We apply our model to crop production in Finland. We find that under current biofuel production technology the case for promotion of biofuels is not as evident as has been generally thought. Only reed canary grass for biodiesel is unambiguously desirable, whereas biodiesel from rape seed and ethanol production from wheat and barley cause in most cases negative net impacts on the environment. Suggested policies in the US and the EU tend to improve slightly the environmental performance of biofuel production.  相似文献

An important human welfare implication of climate involves effects of interannual variation in temperature and precipitation on agriculture. Year-to-year variations in U.S. climate result from El Niño-Southern Oscillation (ENSO), a quasi-periodic redistribution of heat and momentum in the tropical Pacific Ocean. The study described here represents a preliminary assessment of the value to the entire U.S. agricultural sector of improved ENSO forecasts in the southeastern United States. This interdisciplinary assessment combines data and models from meteorology, plant sciences, and economics under a value of information framework based on Bayesian decision theory. An economic model of the U.S. agricultural sector uses changes in yields for various ENSO phases to translate physical (yield) effects of ENSO changes into economic effects on producers and on domestic and foreign consumers. The value of perfect information to agriculture is approximately $145 million. The economic value of an imperfect forecast is $96 million. These results suggest that increases in forecast accuracy have substantial economic value to agriculture.  相似文献

发展低碳农业对于当前有效应对气候变化、实现农业绿色低碳循环可持续发展具有重要的实践和理论意义。从农业经济社会发展、要素减量投入、能源低碳利用、资源环境安全四个维度构建广西低碳农业发展质量评价指标体系,在测算广西农业碳排放量的基础上,运用因子分析法测度和评价广西2000—2018年低碳农业发展质量。结果表明,广西农业碳排放量呈上升趋势,其中化肥和翻耕是广西农业碳排放的两大主要碳源,两者合计约占农业碳排放总量的75%;低碳农业发展质量指数随时间推移而逐年递增,主要受农业经济社会发展公因子的推动。在此基础上,分析了制约广西低碳农业发展质量的因素,并提出优化广西低碳农业发展质量的建议。  相似文献
