The welfare challenges in post‐apartheid South Africa are best represented by the triumvirate of poverty, income inequality and unemployment. In turn, the one generally accepted mechanism for overcoming these challenges is for an economy to realise sustained levels of high economic growth. Herein lie the essential coordinates of this article. We attempt first to describe the post‐apartheid experience with economic growth and its determinants. Secondly, we describe the nature of the welfare challenges that the society faces in terms of poverty, income inequality and unemployment. Finally, and perhaps most critically, we explore the various constraints on economic growth that may be hindering the realisation of higher standards of living amongst the population.  相似文献

In the aftermath of the Great Recession 2008/2009 European youth unemployment rose sharply from below 4.2 m in 2007 to more than 5.6 m young people under 25 unemployed in the EU28 countries in 2013. The youth unemployment rate expanded from 15.5 in 2007 to 25.5 in 2013. Beyond the consequences for individuals youth unemployment as a mass phenomenon is potentially menacing the stability of democratic societies. Hence there are good reasons to fight youth unemployment by any means. The paper analyses the specific structure and causes of youth unemployment. Although youth unemployment is also influenced by individual factors like insufficient qualification, we show that country-specific factors - institutions, traditions and characteristic structures - are of high importance in explaining the huge disparities between European countries. Using panel data estimates with specific country and time fixed effects we show that especially the Mediterranean countries responded to the economic downturn in a specific way. However, the high correlation of changes in the youth and adult unemployment rates across countries points to the fact that not only structural factors but also business cycle effects are important for explaining the sharp increase in the youth unemployment rate in Europe. The rise in joblessness is in fact closely related to macroeconomic slackness. Therefore, we argue that a two-handed approach combining institutional improvements with growth stimulating measures is needed to overcome the problem.  相似文献

Social democratic governments in Australia and New Zealand adoptedpolicies of radical free-market reform, including financialderegulation, privatization, and public-sector reform in the1980s. Because of the absence of institutional obstacles togovernment action, reform was faster and more comprehensivein New Zealand than in Australia. The New Zealand reforms wereassociated with increasing inequality and generally poor economicoutcomes. There is nothing in the New Zealand experience tosupport the view that radical free-market economic policiesare consistent with social democratic welfare policies or withsocial democratic values of concern for the disadvantaged. TheAustralian reforms were less radical, and were accompanied bysome refurbishment of the welfare state. Economic performancedid not improve, as anticipated by advocates of reform, butwas considerably better than that of New Zealand.  相似文献

The economic convergence criteria adopted in the Maastricht Treaty and the fiscal discipline of the Stability and Growth Pact enforced nominal convergence, leaving aside real convergence indicators. In this paper, we use cluster analysis to examine the convergence patterns of income inequality, absolute redistribution (a measure of governments’ effectiveness in correcting for inequality) and unemployment. The expected outcome after years of economic integration was, ex-ante, convergence to a single cluster. Our results, however, uncover a variety of groups, implying that economic integration has not led to real economic convergence. Moreover, the existence of different patterns suggests: (i) that traditional classifications (Anglo-Saxon, Continental European, European Periphery, and Nordic models) remain broadly valid; (ii) that there is no unemployment-inequality trade-off to be exploited in terms of economic policy; and (iii) that the redistributive capacity of governments plays a pivotal role in coping with inequality without negative effects in terms of unemployment.  相似文献

理论分析表明,二元经济结构下人口老龄化能够通过要素禀赋结构调整和社会福利改善对城乡居民收入产生不同的收入效应和替代效应,进而影响城乡收入不平等。利用中国2000-2014年省际面板数据进行实证检验发现:中国人口老龄化显著的扩大了城乡收入不平等,但要素禀赋结构和社会福利水平对老龄化条件下的城乡收入不平等影响效应不同;随着对老年人口供养负担的加重,社会福利支出对老龄化条件下的城乡收入不平等主要表现为替代效应,城市偏向的社会福利支出使得农村因照料老人引起的劳动力供给减少扩大了城乡收入不平等;而要素禀赋结构的转变则使得老龄化主要表现为收入效应,劳动力相对资本的稀缺性导致转移劳动力工资上涨,从而缩小了城乡收入不平等;随着老龄化深化,通过社会福利改善和要素禀赋结构调整能够有效抵消老龄化对城乡收入不平等的负面影响;研究也证实了二元经济结构的优化和农业规模化经营对城乡收入不平等的缩小作用,而失业率上升和城乡投资差距却会加剧城乡收入不平等。  相似文献

VI. Summary and Conclusions The behavior of the U.S. income distribution over the business cycle has been the subject of several previous studies. However, a facet of these inquiries which has not been viewed is the geographical effects within the U.S. The diverse economic characteristics of the country have contributed to uneven inflationary and unemployment experiences among the respective regions during the national business cycles. The purpose of this study has been to model the regional income inequality responses to the distinct macroeconomic records for the years 1968–1976. One general consequence of this study is the conformation of earlier work suggesting that in some settings increases in the unemployment rate tend to increase the extent of income inequality and that inflation tends to reduce the extent of such inequality. Another result, however, has not been anticipated: namely, that regional inflation and unemployment had a waker impact on the income distribution the more unequal the distribution. For example, the weakest effects of the business cycle were observed for the South, and it was the Southern region which had the greatest income inequality. The North Central region, on the other hand, showed the greatest sensitivity to the business cycle, and it has the most equal income distribution.12 Such geographical disaggregation seems important in understanding the varied implicit distributional effects within the U.S. when macroeconomic policy is aimed at reducing unemployment and inflation.  相似文献

The U.S. is characterized by a longstanding pattern of large structural racial inequality that deepens further as a result of economic downturn. Although there have been some improvements in the income gap up until around the mid 1970s, the employment gap, and the racial wealth gap - two dramatic indicators of economic security - remains exorbitant and stubbornly persistent. We offer two race-neutral programs that could go a long way towards eliminating racial inequality, while at the same time providing economic security, mobility and sustainability for all Americans. The first program, a federal job guarantee, would provide the economic security of a job and the removal of the threat of unemployment for all Americans. The second program, a substantial child development account that rises progressively based on the familial asset positioning of the child??s parents, would provide a pathways towards asset security for all Americans regardless of their economic position at birth.  相似文献

This paper examines whether Taiwan’s economic inequality has worsened as Taiwan has evolved into an information economy, a transformation which began around 1980. The paper explores this relationship by investigating three specific research questions. First, has there been a rise in wage inequality in Taiwan since 1980; and if so, what are the sources of this rise in inequality? Second, has the transition to an information economy contributed to a rise in unemployment rates? And third, what type of occupational structural transformation occurred during this transition? The paper shows that since 1980, wage inequality, unemployment, and the white-collar–blue-collar worker employment ratio have all sharply increased in Taiwan. Furthermore, the reasons for these changes seem closely related to the relative growth of the information economy.  相似文献

This study investigates the potential impact of climate change and armed conflict on inequality in Sub-Saharan Africa (SSA). The system-GMM for a panel of 35 SSA countries is employed using annual data from 1997 to 2018. The empirical results indicate that armed conflict and climate are major drivers of inequality in SSA. The direct impact of the two determinants is more than the indirect impact. Also, the impact of armed conflict is more than the climate change. The coefficients of population growth, output growth, unemployment, natural rent, exchange rate and inflation rate are significant positive predictors of inequality in the SSA. The study advocates for a multidisciplinary inclusive growth strategy that prioritises the climate change reversal, de-escalation of armed conflict, population control, reduction of the unemployment rate and increasing informal sector productivity, to promote inclusive growth and reduce inequality. However, sequencing the policy targets relative to the magnitude of their impact on inequality is extremely crucial.  相似文献

This paper established a small open general equilibrium model to investigate the effects of the changes of consumers' unit private mitigation expenditure on the unemployment rate and the urban-rural wage inequality etc.. We found that (1) in the capital specific case, the increase of unit private mitigation expenditure will not only increase the urban unemployment rate but also expend the urban-rural wage inequality; (2) in the capital movable case, the conclusions are exactly opposite to that of the capital specific case. And under certain conditions, the increase of unit private mitigation expenditure may improve national income. According to the parameter calibration and numerical simulation results of the relevant macroeconomic data of China in 2017, we also found that (3) the effects of the changes of unit private mitigation expenditure on the urban unemployment rate is greater than that of the urban-rural wage inequality; (4) the influence degree of the changes of unit private mitigation expenditure on the unemployment rate in the capital movable case is greater than that of the capital specific case, but the influence degree of the change of unit private mitigation expenditure on the urban-rural wage inequality in the capital movable case is smaller than that of the capital specific case.  相似文献

ABSTRACT

South Africa is a paradox; on the one hand, it is one of the most unequal countries in the world. Half of all South Africans continue to live in poverty, economic growth has stagnated and inflation remains high, while the unemployment rate continues to climb towards 30%. On the other hand, it has one of the most progressive constitutions in the world, with a bill of rights that foregrounds expanded socioeconomic rights. We provide an overview of the latest statistics on poverty and inequality in light of overarching economic policies, and the socioeconomic guarantees of the Constitution. We argue that South Africa’s inability to meaningfully address the high levels of inequality is due to insufficient attention to the way power reproduces inequality. We present a definition of power that includes social and market power, and emphasise the importance of a theory of power in understanding the reproduction of inequality.  相似文献

This paper uses pooled time-series regressions of regional data to reexamine the link between poverty and the macroeconomy. The use of disaggregated data provides additional degrees of freedom and permits the inclusion of controls for demographic changes and increased income inequality. The results indicate a stronger relationship between poverty rates and the macroeconomy in the 1980s than that found in prior research and confirm that the dramatic reduction in unemployment during the late 1990s was instrumental in reducing poverty rates. The estimated results for the 1990s imply a 0.4-0.9% increase in the poverty rate for each 1% increase in the unemployment rate.  相似文献

This article finds that African American and Latino workers have borne a disproportionate share of employment costs associated with defense cuts in California’s aerospace industry. The data for this analysis come from administrative files, which contain demographic and employment-related information for everyone who collects unemployment-insurance benefits. The analysis shows that African Americans suffered higher displacement rates, longer unemployment spells, and poorer outcomes in new jobs than whites. Latinos were disadvantaged in several ways, but not consistently in all categories. Asian Americans, on the other hand, generally fared better than whites. These results show that economic dislocation, in the form of defense cuts, reinforces racial inequality in the labor market.  相似文献

This paper studies the issues of unemployment and poverty that have been appearing recently in urban China. It estimates the urban unemployment rate, poverty rate and income disparity using a new sample survey data set. Meanwhile, it analyzes the relationship between unemployment and poverty, and the effects of poverty on urban inequality. The main findings are that: (i) the urban unemployment rate reached 11.6% in 1999 and was a major cause of urban poverty; (ii) growing urban poverty is becoming the significant source of worsening urban inequality; and (iii) migrant households have an increasing influence on urban poverty and the pattern of urban income distribution. The paper concludes that urban income distribution has worsened since 1995, and urban unemployment and poverty are the major factors in this worsening.  相似文献

In this study we investigate the differences in income inequality among different racial/ethnic groups in the United States using both personal and household income. We find that income inequality is negatively related to the percentage of males but that the impact is muted for blacks as opposed to whites or Hispanics. In addition, we find income inequality among blacks and Hispanics is affected in vastly different ways, due to unemployment, than for whites. Finally, the impacts on inequality from the exclusion of given groups is significantly influenced by education and the percentage of males contributing to household income but not in a uniform manner for whites, blacks, and Hispanics.  相似文献

The purpose of this article is to examine some of the aspects of technological advancement as a source of economic development. Technological unemployment is discussed and arguments against its importance are reviewed. The suggestion that technological advancement will lead to a class division between those educated or trained in technical skills and those who are not is considered and rejected. The importance of free trade in both transmitting and utilizing technology is discussed. The role of democratic institutions and the upholding of human rights in the economic advancement of the postwar years is considered briefly. There is no automatic mechanism in a market economy to guarantee reduced inequality of income with growth. Some theories lead us to expect just the opposite. At best, there are self-limiting cyclical effects, associated with changes in unemployment. U.S. economic growth has actually been quite slow since the 1950s. Besides, there are structural barriers to reduced inequality that operate with or without growth. Historical evidence for different countries presents a mixed picture. For the U.S. economy, postwar growth has been associated with an upturn in measured inequality. Government intervention has been mildly equalizing, through transfers and expenditures but not through taxes.  相似文献

Previous research reveals that economic dislocation generates racial inequality because minorities suffer greater consequences from job displacement-longer unemployment duration and greater downward mobility. These outcomes, however, are conditional on being permanently laid off. This article examines the factors, including race, that influence whether or not a worker becomes displaced. More specifically, the article analyzes the probability of being rehired after an initial layoff using administrative data collected on workers laid off after the severe 1985 sectoral recession in Silicon Valley’s semiconductor industry. The results from logit regressions show that, after controlling for observable worker and firm characteristics, black workers are less likely to be rehired than other workers.  相似文献

This article provides a comparison of long-term changes in inequality in two key areas of preindustrial Europe: Central-Northern Italy and the Low Countries. Based on new archival material, we reconstruct regional estimates of economic inequality during 1500–1800 and use them to assess the role of economic growth, social-demographic variables, proletarianization, and institutions. We argue that different explanations should be invoked to understand the early modern growth of inequality throughout Europe since several factors conspired to make for a society in which it was much easier for inequality to rise than to fall. Although long-term trends in economic inequality were apparently similar across the continent, divergence occurred in terms of inequality extraction ratios.  相似文献
