Many developing countries grapple with high rates of farmland degradation and low agricultural productivity amidst increasing climate variability. Considerable efforts have been exerted to promote the diffusion of improved farmland management to address these challenges. Despite these efforts, adoption rates, especially of soil conservation and water harvesting technologies, are still low, which has been the subject of investigation in several studies in Ethiopia and elsewhere. Most studies on the adoption of these technologies, however, tend to focus on economic incentives only, paying little attention to the role of social capital. This article provides evidence of the effects of different dimensions of social capital on innovation adoption across households holding different levels of risk aversion. We address this issue by using cross section and panel data from Ethiopia. Results show that social capital plays a significant role in enhancing the adoption of improved farmland management practices. We also find evidence that the effect of social capital across households with heterogeneous risk taking behavior is different.  相似文献

The rate and extent of adoption of conservation practices by farmers is influenced, in principle, by characteristics of the practices and those of the farmers. Governments use policy instruments to increase the rate of adoption of practices which generate public benefits if it is deemed that privately optimal adoption rates will not lead to publicly optimal conservation outcomes. Recent nation-wide conservation programs in Australia have attracted criticism for low levels of effectiveness and efficiency. Could it be that program design has ignored key adoption factors, in particular characteristics of the target audience? If adoption is subject to personal factors, such as the motivations for farming, then it is likely that so are farmers’ responses to policy approaches and instruments. In this case study, surveys were conducted of farmers in three regions within the tropical savannas of northern Australia, where land-use systems are characterized by large-scale broad-acre beef grazing enterprises. Inter alia, these surveys collected data on graziers’ motivations, impediments to adoption of conservation practices, and perceived effectiveness of policy instruments in overcoming impediments. The research found that graziers had a very high level of conservation and lifestyle motivation and were motivated to lesser extents by financial/economic and social considerations, pointing to a strong stewardship ethic of graziers, or altruistic motif. Motivational profiles were significantly correlated with farmers’ perceptions about what constrained them from implementing conservation based management systems. Motivational profiles also explained differences in farmers’ perceptions of and stated propensity to interact with policy instruments, particularly at a regional scale and in the context of historical government interventions. On the basis of the empirical evidence presented, governments would be well advised to harness the diverse set of aspirations and motivations of farmers when designing conservation programs rather than. In particular, conservation programs need to take advantage of farmers’ stewardship ethic for maximum effectiveness and efficiency, and minimize the risk of crowding out intrinsic motivation and altruistic behaviours.  相似文献

Due to government financial incentives and falling prices of photovoltaic (PV) systems, solar power has become the fastest growing renewable energy source in Australia. As financial incentives are being reduced or phased out, there is a possibility that adoption of this technology will slow down, thus creating a need for improved policy instruments targeted at adoption of residential PV systems. One of the factors affecting adoption of solar technology in the residential sector is its capitalisation in property values. Yet, the awareness of the capitalisation of PV investments in the Australian property market is limited. Our data indicate that homeowners who anticipate selling their properties in the near future are reluctant to adopt PV systems. This paper presents the first empirical estimate of the property price premiums associated with residential solar PV systems in Australia using residential property sales data from the Perth metropolitan area of Western Australia. An estimated 2.3–3.2 per cent property price premium associated with the PV systems suggests that homeowners fully recover the costs of PV investments upon the sale of their properties. Effective government policy could use this information to encourage adoption of residential PV systems by homeowners.  相似文献

Adoptions of improved technologies and production practices are important drivers of agricultural development in low-income countries like Nepal. Adopting a broad class of such technologies and practices is often critical for meeting the multifaceted goals of efficiency, profitability, environmental sustainability, and climate resilience. This study aims to address the knowledge gaps that still exist concerning what determines the adoption of improved technologies and production practices, the factors affecting their diffusion, the impact of interventions on productivity and crops grown, and the variability of impact within a particular country context. In this paper we address these questions using data collected as part of the USAID-led Knowledge-Based Integrated Sustainable Agriculture in Nepal (KISAN) project. We adopted a multistage sampling technique and surveyed 988 beneficiary households and 997 non-beneficiary households in KISAN intervention districts and non-intervention districts. Our findings suggest that, in Nepal, adoption of improved technologies and practices is significantly increased by improved access to markets, private sector involvement in selling improved seeds and disseminating information, membership in progressive farmers groups and cooperative societies, participation in agricultural training and farm visits, provision of subsidies for seeds, and access to credit. We also found the probability of the adoption of improved practices to be affected by farmers’ sources of information; for instance, the adoption of improved practices was increased when farmers obtained information from informal sources, cooperatives/farmers organizations, and public and private extension programs. The effects of KISAN projects vary significantly across the different crops grown, based on the evaluation models that address self-selection of both project participation and crop choices. These implications may also apply to other parts of the world facing similar challenges as Nepal, where limited market access, insufficient knowledge and resource capacity of farmers constrain their adoption of improved technologies and practices in agriculture.  相似文献

This article presents an approach for simultaneously estimating farmers' decisions to accept incentive payments in return for adopting a bundle of environmentally benign best management practices. Using the results of a multinomial probit analysis of surveys of over 1,000 farmers facing five adoption decisions in a voluntary program, we show how the farmers' perceptions of the desirability of various bundles change with the offer amounts and with which practices are offered in the bundle. We also demonstrate an estimator for the mean minimum willingness to accept for the adoption of a practice conditional on the cost share offers for other practices.  相似文献

Weed control in the U.S. Midwest has become increasingly herbicide-centric due to the adoption of herbicide-tolerant (HT) crops in the 1990s. That integrated weed management (IWM) practices, including ecological and mechanical controls, are scarcely used is concerning. IWM would be a more sustainable form of farming for two reasons. First, it would reduce the negative health and environmental externalities associated with herbicide use. Second, it would reduce the selection pressure on weed populations and the development of weed resistance to some herbicides, thereby reducing the uncertainty of the long-term effectiveness of herbicidal weed control. In this context, we develop an economic framework to clarify the interplay among the different market failures that either contribute to the herbicidal ‘lock-in’ or make it problematic. We then analyse the evidence for and perceptions of these market failures based on twenty-four semi-structured interviews with farmers and experts conducted in 2017, as well as on discussions in the academic literature. To this end, we put into perspective the possible self-reinforcing effects in the adoption path of HT crops, such as increasing farm size, changes in farm equipment, increasing incentives for simplified crop rotations, and the loss of practical knowledge of IWM practices.  相似文献

Due to payoff uncertainties combined with risk aversion and/or real options, farmers may demand a premium in order to adopt conservation tillage practices, over and above the compensation for the expected profit losses (if any). We propose a method of directly estimating the financial incentives required for adopting conservation tillage and distinguishing between the expected payoff and premium of adoption based on the observed behavior. We find that the premium may play a significant role in farmers' adoption decisions. In an application to the state of Iowa, we find that if a uniform conservation tillage adoption subsidy program were offered in 1992, over 86% of the subsidy program payments would be an income transfer to existing and low‐cost adopters. Despite several environmental and economic benefits of crop rotation, the adoption of this agricultural practice is relatively low. Understanding the reasons for low adoption is important from a sustainability policy perspective. This study explores the motivation, challenges, and sources of information of agricultural producers who participate in crop rotation practices in South Dakota, North Dakota, and Nebraska. The findings of a mail survey of 672 producers in these three states show that producers are familiar with the crop rotation practice. Economic profitability is found to drive motivation for crop rotation adoption. The results of a binary logistic regression model show that a producer who perceives that crop rotation is beneficial to farm profitability is 1.83 times more likely to adopt it than the producer who does not believe in its profitability to the farm. The lack of time or resources is the primary barrier to the adoption of crop rotation practice. This study provides additional evidence in support of the importance of farm profitability for the adoption of the practice of crop rotation. Understanding the rationale and addressing the challenges faced by agricultural producers would be useful in planning and policy making of sustainable agriculture.  相似文献

Many agricultural practices are negatively impacting the environment and threatening the ecological foundations of the global food system. Therefore, agroecological practices are being proposed as viable and desirable alternatives. Biophysical, economic, social, and political factors, matched with farmers’ psychological attributes, may all be governing the choice of agricultural practices. Public policies can play a significant role as they can stimulate the adoption of innovative farming practices. The main objective of this research was the evaluation of farmers’ motivations for the adoption of agroecological practices in the viticulture sector in the province of Trento, Italy. A specific focus was laid on the influences from the European Common Agricultural Policy (CAP) measures. For the evaluation of farmers’ perceptions of their systems of practices, the Cognitive Mapping Approach for Analysing Actors’ Systems Of Practices (CMASOP) was applied. Based on information collected during in-depth interviews, Individual and Social Cognitive Maps were generated, representing the most frequently adopted agroecological practices and the major drivers of adoption of such practices, as mentioned by farmers. Drivers of adoption were categorized according to the self-determination theory of human motivations. Farmers reported that adoption of agroecological practices was mainly driven by existence of site-specific pedoclimatic conditions, followed with decreasing importance by requirements from wineries, availability of material, appreciation for aesthetics, health concerns, influence from irrigation consortia, and legal requirements, among which a local legislation for integrated pest management based on a CAP measure. Overall, results show that farmers reported to adopt agroecological practices mainly because of autonomous choices rather than coercion. Therefore, wineries and local policy-makers might incentivize the adoption of agroecological practices by promoting autonomy-supportive policies that foster farmers’ identified and intrinsic motivations.  相似文献

Extension programs to encourage farmers to reduce reliance on herbicides by adopting integrated weed management (IWM) practices have met with limited success. Studies aiming to understand the factors that influence farmers' choices of integrated control practices have faced difficulties in variable specification, and have not achieved high explanatory power. Using data from grain growers in Western Australia, where herbicide resistance in major crop weeds is common, this study tests the applicability of a framework for the IWM adoption decision in which herbicide efficacy is assumed to be a potentially exhaustible resource. Farmers' perceptions of multiple techniques and other variables are aggregated using principal components, and used in logistic regressions to explain the intensity of use of IWM practices. Eighty‐six percent of growers were correctly classified according to use of multiple IWM practices. Herbicide resistance and expectations of the future availability of effective new herbicides were significant in explaining IWM adoption. IWM adoption and herbicide‐resistance management are shown to be information‐intensive and involving an intertemporal resource management decision.  相似文献

The growing importance of economic factors in farmers' decisions to go organic has raised interest in characterizing the economic behavior of organic versus conventional farms. In general, published analyses so far have not considered differential uncertainties, abilities to control production risk, and farmers' risk preferences between conventional and organic practices when comparing these techniques. Our article attempts to assess this issue. We use a model of farmer decision under risk to analyze the differential values between organic and conventional Spanish arable crop farms and to assess the incentives for adoption of organic practices. Results show that organic and conventional farms do have different production risks as well as different aversions to risk. Organic price premiums and subsidies are found to be powerful instruments to motivate adoption of organic techniques.  相似文献

Nitrate pollution from agricultural drainage has caused water quality concerns worldwide, but there are several promising technologies to help mitigate this environmental degradation. While these practices primarily aim to improve water quality, they may also provide other ‘additive’ benefits or ecosystem services and the awareness of such benefits may influence their potential to be adopted by farmers. To investigate the impact that perceived ecosystem services has on a practice's adoption potential, we used a mixed methods approach consisting of a literature review, producer surveys, and a group discussion to explore farmer interest in and perceived benefits (on-farm and regional) of seven subsurface drainage nitrate reduction practices (controlled drainage, bioreactors, wetlands, nitrogen management rate, nitrogen management timing, cover crops, and diversified crop rotations). The nitrogen management practices were shown to be accessible and realistic options for water quality improvement as they elicited high interest and had the highest level of compatibility. However, these practices did not provide many other complementary ecosystem services. Conversely, wetlands had a high literature review-derived ecosystem service count, but were considered to have low compatibility, and survey respondents indicated less interest in this practice. The practice of cover cropping showed more moderate, yet consistently positive results for all factors.  相似文献

In New Zealand, local governments are tasked with both sustainably managing natural resources and supporting adoption of practices and technologies for environmental outcomes. Unfortunately, farmers in New Zealand lack trust in advice on environmental performance provided by local governments. Hence, local governments may seek to partner with others to disseminate information about environmentally friendly practices and technologies to farmers. Empirical evidence indicates that New Zealand farmers are more likely to adopt new practices after seeing them successfully demonstrated; therefore, local government would do well to partner with those who have tried the practices themselves and those with large farmer networks. In this paper, we use unique survey data to identify the characteristics of such “innovators” and “connectors”. We also identify the characteristics of individuals who trust environmental information provided by local governments. We find that sex, age, education level, financial robustness, farm size, and the number of distinct land uses are correlated with both innovativeness and connectedness. However, among these characteristics, only education and financial robustness predict trust in environmental information provided by local governments.  相似文献

Participatory research (PR) has been presented as an alternative to develop sustainable agricultural technologies more responsive to farmer needs. However, the institutionalization of PR methods is influenced by stakeholders' perceptions about incentives and disincentives. The study was conducted by gathering and analysing information from farmers, facilitators and institutional representatives involved in conducting potato-related PR in Bolivia, Ethiopia, Peru and Uganda between 2005 and 2007. Results indicate that at the farmer level the most important incentives are related to the benefits they can acquire (improving human and social capital, which is essential for more sustainable results). At the facilitator level, operational and organizational factors represent incentives, for example, perception of additional benefits, existing capabilities and skills, and access to logistic support. Some factors also represent disincentives such response to different types of demands, and instability of jobs within institutions. At the organization level, both financial and operational factors represent incentives or disincentives, such as the cost of PR methods, availability of skillful human resources, quality of technologies generated and the sustainability of financial support. These factors at both individual and organizational level need to be taken into consideration by organizations aiming at scaling up and out-of-PR methods and derived technologies in a sustainable way.  相似文献

The objective of this paper is to test the hypothesis that farmer perceptions of technology-specific characteristics significantly condition technology adoption decisions. Earlier adoption studies have not considered this in the analysis of the determinants of adoption decisions. The omission of farmers' evaluation of technology-specific attributes may bias the results of factors conditioning adoption choices. A Tobit model was used to test this hypothesis using a stratified random sample of 124 mangrove swamp rice farmers in Sierra Leone. The issue investigated is the adoption of improved mangrove swamp rice varieties. The estimated model results show that farmer perceptions of the technology-specific attributes of the varieties are the major factors determining adoption and use intensities. Indicators of adoption determinants traditionally used in adoption-diffusion studies were found not to be important in driving adoption decisions. Therefore, there is need for adoption studies to consider farmers' perceptions of technology-specific attributes in the assessment of technology adoption decisions.  相似文献

Limited empirical evidence exists on how multiple binding constraints influence the adoption of improved technologies by smallholder farmers. This article uses the case of groundnut variety adoption in Uganda to investigate the role of information, seed supply, and credit constraints in conditioning technology uptake. New data from a household survey in seven groundnut growing districts (n = 945) indicate that 8% of farmers lack information on new varieties, while 18% and 6% of farmers, respectively, cannot adopt mainly due to seed supply and capital constraints. A tobit‐type specification that considers all nonadopters as being uninterested in the technology (i.e., corner solutions) would lead to inconsistent parameter estimates and incorrect conclusions in this context. We therefore estimate a modified multi‐hurdle specification of demand for new varieties, taking into account how information, seed supply, and capital constraints jointly determine adoption probability and intensity. The study reveals new empirical insights on why agricultural technology adoption in Africa has lagged behind: slow uptake is not mainly due to a lack of economic incentives, but rather a reflection of information, seed supply, and credit constraints that prevent farmers from translating their desired demand into adoption of modern varieties. This paper explores the potential for farmers’ engagement on the issues related to greenhouse gas (GHG) emission mitigation in extensive low-input livestock farming systems. The framework used was based on Participatory Action Research. This involved integrating quantitative evidence on GHG emission impacts at the farm level and qualitative data on the obstacles to the adoption of innovation based on farmers’ perceptions and attitudes to climate change. The study aims at building social capital among 14 farmers in the South West and West Midlands regions in England, and it evaluates the potential for the adoption of emission mitigation strategies. The Rapid Farm Practices Appraisal (RFPA) tool was created to assess farm practices based on their mitigation potential. Practices were assessed twice over 6–9 months. Semi-structured interviews were used to assess barriers and opportunities to farmer engagement and on-farm innovation. Farmers were invited to a focus group meeting to network with other farmers and engage with researchers. All farmers participated in the 2 farm assessments, but only half the farmers adopted changes in farm management. All farmers appreciated the RFPA tool, the clearness of the information provided and the focus of the tool on practices directly. The main obstacles to innovation were limited financial capital, lack of trust in government action and confusion over the effectiveness of farm advice on mitigation. The lack of long-term flexibility of agricultural policies and the source of information greatly influenced the acceptance of advice. Results suggest the potential for the expansion of the RFPA tool to include economic assessment of farm practices and the engagement of a larger pool of farmers and farming systems. The tool could be used to support the GHG Action Plan and future environmental policies, and as an integrated self-assessment tool for farmers under Environmental Stewardship Schemes.  相似文献

To address critical water quality problems, significant public and private sector resources in the U.S. have been directed to promoting and supporting the adoption of conservation practices. Cover crops, in particular, have been a focus of outreach and policy efforts due to their multiple benefits for crop production, carbon sequestration, soil health, and water quality. We hypothesize that Indiana’s state and local agencies have emphasized a systems approach to conservation planning and farm management, which has been successful in reaching a subset of farmers and has established Indiana as a national leader in cover crop adoption. We contend that the systems approach to conservation adoption is not a salient message to farmers who have yet to implement conservation, thus adoption (particularly cover crops) may be stagnant. Early work on systems thinking (ST) in conservation is dominated by qualitative research. Here, we make a first attempt to quantify the relationship between ST and cover crop adoption through producer surveys administered in three Indiana watersheds – St Marys, Big Pine, and Upper White. We found that farmers who adopted cover crops were more likely to be systems thinkers than farmers who had not adopted cover crops. These results have significant implications for conservation planners and educators across the U.S. and internationally who are working to implement additional conservation acreage – a whole farm systems approach to conservation messaging may not be an effective method for farmers who have yet to implement conservation.  相似文献

The economic incentives facing people making decisions about infectious disease control have been given due theoretical consideration in the literature, based on principles of economic rationality. Such deductive models provide important tools for generating hypotheses. However, the application of such models in a predictive capacity has been criticised. Simultaneously, empirical studies aimed at quantitative exploration of farmer behaviour have relied heavily on social cognitive models, such as the theory of planned behaviour, without exploration of the epidemiological consequences of variability in behaviour within populations. Advances in other social sciences have revealed systematic biases in human reasoning which cast doubt on the validity of the rational economic model as a generalisation of human decision making. We review the characteristics of infectious disease and disease‐control interventions and the potential for bias in implementation decision making at primary producer level. Specific focus is given to the generation of externalities, both positive and negative; the perception of risk, relating to disease incidence, technology adoption and time preference; and finally uncertainty, and its potential to be moderated by trust in information sources. This information is then used to summarise supplemental psychological constructs which taken holistically may strengthen our ability to quantitatively explore human behaviour in this complex decision‐making environment.  相似文献

The current article explores the characteristics that distinguish early from late adopters of GM corn and measures the productivity impacts of early adoption, for a sample of farmers in Minnesota and Wisconsin. The results of the adoption analysis confirm that size, education as well as specialization are positively correlated with early adoption. In addition, these results also show that farms that are mostly worked by family labor but hire some off‐farm labor are more likely to adopt GM seeds earlier in the diffusion process. The productivity analysis demonstrates the superiority of stacked varieties. At the same time, we find no evidence of a direct impact of experience on yields. Given the previously documented impact of early adoption on the use of stacked varieties, we conclude that experience plays a role through the adoption of these new technologies but does not play a role in allowing the producer to use the technology more efficiently, once it has been adopted.  相似文献
