This paper examines whether government ideology has influenced the allocation of public expenditures in OECD countries. I analyze two datasets that report different expenditure categories and cover the time periods 1970–1997 and 1990–2006, respectively. The results suggest that government ideology has had a rather weak influence on the composition of governments’ budgets. Leftist governments, however, increased spending on “Public Services” in the period 1970–1997 and on “Education” in the period 1990–2006. These findings imply, first, that government ideology hardly influenced budgetary affairs in the last decades, and thus, if ideology plays a role at all, it influences non-budgetary affairs. Second, education has become an important expenditure category for leftist parties to signal their political visions to voters belonging to all societal groups.  相似文献

We study the Nash bargaining solution of a problem in which two agents bargain over an uncertain outcome. Under the assumptions of risk neutrality and of constant absolute risk aversion, we study the way that the solution varies, ex ante, when we vary the beliefs of one agent. This article explains voters‘ attachment to public education the public benefit of local schools accrues to adults, not children. Having children in local schools increases parents’ “community-specific social capital.” Through local school connections, parents get to know other adults in their community better, which in turn reduces the transaction costs of citizen provision of local public goods. Vouchers would disperse students from their communities and thereby reduce localized social capital. Empirical evidence supporting this also explains the rise and fall of Robert Putnam’s national indicators of social capital, which have moved in lock-step with the number of children per household. The article examines whether the US threat perceptions defined in terms of federal government national defense outlays in billions of constant (FY 2000) dollars change along with periodical changes in international politics between 1945 and 2007. Three different models affecting direction of the US defense expenditures are developed. The first model are estimated by using five link functions even though results of only two of them, complementary log–log and cauchit, are presented. As complementary log–log produced the best results, others models are predicted by using only this function. The parameter estimates of complementary log–log function for the first model indicate that four of these variables (Ford, Carter, Reagan and Bush Sr.) out of eleven are significant in the category of presidents. “Truman Docrtrine/Cominform”, “Korean War”, “Vietnam War”, and “Invasion of Iraq” also seem to be the important independent variables on empirical grounds for the first model. While “Party”, “Invasion of Iraq”, “Vietnam War”, “Korean War”, and “Cuban Missile Crisis” constitute the important independent variables on empirical grounds for the second model, “Korean War”, “Vietnam War”, “Invasion of Iraq”, “Truman Docrtrine/Cominform”, “The Cold War and New World Order”, and “Cuban Missile Crisis” are important independent variables on empirical grounds for the third model. Estimations based on these three models therefore suggest that aforementioned independent variables do indeed have effect on the US defense expenditures.  相似文献

This study of internal migration at the state level empirically investigates the Tiebout hypothesis (as extended by Tullock) of “voting with one’s feet.” In addition to its adoption of more current data (net migration from July, 2000 through July, 2008) than other related studies to date, the model differs from most previous comparable studies by including a separate cost of living variable and a measure of per capita state income tax burdens. We also test the hypothesis using two alternative specifications: one linear and the other semi-log. Finally, the analysis also provides both OLS and 2SLS estimates. The advantage of this multi-faceted approach is that it permits an assessment of how sensitive the results are to specification changes and to different estimation procedures. After controlling for economic factors and a quality of life/climate variable, migrants (consumer-voters) appear to prefer lower state income tax burdens, lower state plus local property tax burdens, and higher per pupil outlays on primary and secondary public education.  相似文献

We quantify the religious factor in private education in the United States by calibrating a political economy model of school choice—among public, private-nonsectarian and subsidized religious schools—in which parents differ in their incomes and in their preferences for religious education. This shows strong latent demand for religious schooling, conditioned on current subsidized tuition levels in parochial schools, which is suppressed by the need to “pay twice” for private education. Applying the results of the calibration to gauge the effect of means-tested school voucher programs on religious and nonsectarian private enrollment, we find that when the amount of the voucher is relatively small, including subsidized religious schools in such programs is necessary for providing low-income families effective access to private education.  相似文献

This paper examines the ways in which the number of item nonresponses is determined by social distance and/or interview rapport, with a focus on responses of “refusal” and “don’t know”, implying the respondent’s lack of willingness and ability to provide substantive responses to sensitive questions. The data analyzed were from 39 self- administered questions concerning sexual attitudes and behaviors in the 2002 Taiwan Social Change Survey for module “Family and Changing Gender Role”. Poisson Regression in 2-level Hierarchical Linear Model was employed to enhance the accuracy of the analysis of the accumulation of “don’t know” and “refusal” responses. The results showed that respondent cooperation significantly decreased the number of both “don’t know” and “refusal” replies. The decrease was not conditioned by any kind of social distance. Age and education distances have respectively negative and positive effect on the number of “don’t know” and “refusal” answers. The married–married interview produced more “don’t know” and “refusal” than other paired interview types. The larger the ethnicity distance is, the more “refusal” appears. The substantial findings imply that the effects of social-distance and rapport (respondent cooperation) on the number of item nonresponses deserve more attention in research on survey methodology. The divergent findings on gender-distance effect and marital-status effect, however, call for replication studies in the future.  相似文献

Fifty years ago, Richard Musgrave put forward the notion of a “merit good”—one that despite its virtue would be undersupplied and under consumed in a free market economy driven by traditional notions of consumer sovereignty. Higher education is considered by many to be a merit good because they believe it generates highly desirable spin-off effects. If higher education has been a merit good, then that status appears to be disappearing. Declining state funding for higher education, increasing tuition rates and highly successful fund-raising by independent institutions have diminished public flagship universities, at least relatively. Consequently, their rankings have declined.

The language in the Civil Rights Act of 1991 relating to “alternative selection practices equally effective in achieving legitimate employment goals” may require business schools to alter their traditional staffing and compensation practices. Because of market conditions, many business schools pay newer faculty members more than faculty members currently on staff. This practice may have an unlawful, discriminatory impact on older faculty. Exploring the financial consequences of the servitization of manufacturing   总被引:2,自引:0,他引:2  
Commentators suggest that to survive in developed economies manufacturing firms have to move up the value chain, innovating and creating ever more sophisticated products and services, so they do not have to compete on the basis of cost. While this strategy is proving increasingly popular with policy makers and academics there is limited empirical evidence to explore the extent to which it is being adopted in practice. And if so, what the impact of this servitization of manufacturing might be. This paper seeks to fill a gap in the literature by presenting empirical evidence on the range and extent of servitization. Data are drawn from the OSIRIS database on 10,028 firms incorporated in 25 different countries. The paper presents an analysis of these data which suggests that: [i] manufacturing firms in developed economies are adopting a range of servitization strategies—12 separate approaches to servitization are identified; [ii] these 12 categories can be used to extend the traditional three options for servitization—product oriented Product–Service Systems, use oriented Product–Service Systems and result oriented Product–Service Systems, by adding two new categories “integration oriented Product–Service Systems” and “service oriented Product–Service Systems”; [iii] while the manufacturing firms that have servitized are larger than traditional manufacturing firms in terms of sales revenues, at the aggregate level they also generate lower profits as a % of sales; [iv] these findings are moderated by firm size (measured in terms of numbers of employees). In smaller firms servitization appears to pay off while in larger firms it proves more problematic; and [v] there are some hidden risks associated with servitization—the sample contains a greater proportion of bankrupt servitized firms than would be expected.

Most of the literature on government intervention in models of voluntary public goods supply focuses on interventions that increase the total level of a public good, which is considered to be typically underprovided. However, an intervention that is successful in increasing the public good level need not benefit everyone. In this paper we take a direct approach to welfare properties of voluntary provision equilibria in a full blown general equilibrium model with public goods and study interventions that have the goal of Pareto improving on the voluntary provision outcome. Towards this end, we study a model with many private goods and non-linear production technology for the public good, and hence allow for relative price effects to serve as a powerful channel of intervention. In this setup we show that Pareto improving interventions generally do exist. In particular, direct government provision financed by “small” , or “local” , lump-sum taxes can be used generically to Pareto improve upon the voluntary provision outcome.  相似文献

The focus of this study is on the fit between the item content of scales measuring humorous coping and basic concepts of stress and coping theory. To investigate this fit 81 items from seven currently available humorous coping scales have been subjected to a facet analysis, using the tool of a mapping sentence. Three facets derived from stress and coping theory were part of this mapping sentence: external demands, humorous responses and coping aims. Because of the claim that humorous coping may be related to physical health dimensions, special attention has been paid to two health-related coping aims: cognitive reappraisal and response-focused coping responses. Five raters categorized the facets and their respective categories. Some humorous coping scales showed an underrepresentation of “external demands” and “humorous responses” and only a few scales covered the “aims” facet adequately. Reliability and agreement parameters varied considerably among scales, both on facet level and on category level. The Waterloo University Humor Inventory (WUHI) was a positive exception to this pattern. Findings are discussed in the light of specific characteristics of the scales included. Possible improvements of humorous coping measurement in health-related research are proposed, as well as adaptations to the rating procedures.  相似文献

Underpricing in the case of the initial public offerings of private (non-government) firms has been well documented. However, there does not appear to be any systematic study of the price performance of “government-linked” companies or GLCs, which have been “privatized” through public offerings in the stock market. This study examines the hypothesis that the initial public offerings (IPOs) of such companies in the United Kingdom, Singapore, and Malaysia will not only be underpriced, but their degree of underpricing will be relatively greater when compared to firms with no governmental links. 基于2011—2019年中国284个城市的面板数据,实证检验了公众环境关注度对绿色金融发展的影响。研究结果表明,公众环境关注度对绿色金融发展存在显著正向影响,这一结论在经过一系列稳健性检验后依然成立。传导机制检验表明,公众环境关注度促进政府提高环境规制强度,进而推动绿色金融发展。调节性效应检验表明,地区经济发展水平、地区绿色创新水平能够正向调节公众环境关注度对绿色金融的正向影响。异质性检验表明,在中西部地区、教育水平较高、污染排放量较高、环境信息公开的地区,公众环境关注度对绿色金融的促进作用更加显著。推进绿色金融发展必须激发公众对环境的关注,完善公众参与机制,提升绿色创新水平,制定差异化发展战略。  相似文献

Richard Musgrave introduced the notion of a public good after reading an obscure publication by Lindahl in German in 1910. His great contribution to knowledge was to provide a clear and comprehensive structure for thinking about the process of achieving an “optimal” allocation of resources across public and private goods based individual preferences and the role of government in that process. A number of ambiguities and issues in Musgrave’s vision remain only partially resolved including the need to incorporate “higher laws” or community values into the allocation process.   相似文献

Summary The so-called Exact Test of R. A. Fisher for comparing two probabilitiesp 1 andp 2 in a Fourfold-Table with small cell frequencies is known as a UMPU-Test. But in practice the test is used in a nonrandomized, often tabulated version. Given a certain level of significanceα it is shown: the critical region of this nonrandomized test, referred to as “Fisher 1”, can be enlarged considerably. For instance for all sample-size-sums up to 20 andα=0.01 the total number of points in the critical regions of “Fisher 1” is 552 whereas the analogous number of the new version “Fisher 2” is 788. The size of tables for “Fisher 2” can be reduced considerably because the main parts of the critical regions can be described by the aid of some Chi-square-test versions. In particular Yates’ continuity-correction turns out to be always conservative in the above mentioned region relative to “Fisher 2” whereas this is not strictly true relative to “Fisher 1”.   相似文献

Interruptions to the server in an outpatient clinic environment have received limited attention in the appointment scheduling literature. However, explicitly modeling interruptions on the part of the doctor may have an impact on the optimal appointment schedule and consequently, on patient waiting times. This is explored with a simulation optimization model that is based on data from time studies and interviews with medical professionals from multiple outpatient clinics. The results show a “plateau-dome” scheduling rule for practical implementation to be robust for low interruption rates and a traditional dome pattern for higher levels of interruptions. In addition, if clinic operations are such that doctors are able to adjust their behavior to complete all work during the session, then the schedule is invariant to changes in the interruption rate.  相似文献

Reasonable accommodation of religious practices continues to be a problem in the workplace. Recent Supreme Court decisions have enabled employers to exclude employees from the decision-making process of what constitutes a reasonable accommodation of their religious beliefs through the de minimis standard. In this article it is argued that, in most cases, the reason employers have been allowed to discriminate against these employees is the contentious nature of minority religious beliefs with the mainstream religious culture. Because judges view discrimination based on religious beliefs as distinct from the other reasons for discriminatory practices, such as race, sex, or national origin, it appears unlikely that adherents to minority faiths will face any abatement of discrimination in the workplace.  相似文献
