The paper analyzes the contribution of K. William Kapp, widely considered one of the founders of Ecological Economics. This paper will demonstrate how K. William Kapp developed his theory of social costs into a framework for environmental policy development, i.e. the basis for Political Ecological Economics. The latter provides the most comprehensive and non-utilitarian alternative to the main neoclassical approaches provided by Arthur Pigou and Ronald Coase. Kapp determined basic human needs to be necessary values operational for policymaking via politically derived and scientifically determined social minima (criteria) and socio-ecological indicators. This “rational humanism” was inspired by Weber's concept of substantive rationality and informed by John Dewey's pragmatic instrumentalism. The paper concludes that Kapp's contribution is important enough to cement its place in the broader school of Ecological Economics.  相似文献

This paper explicitly engages with recent debates in Ecological Economics on what mode of humanity and person the sustainability project requires (e.g. Becker, 2006; Siebenhüner, 2000) and responds to calls to widen our understanding of the human being beyond homo economicus (e.g. Bina and Guedes Vaz, 2011). Using the example of the increasing attention to well-being, both within policy and academic circles, we seek to contribute to current critical considerations of ‘the sustainable person’ (Becker, 2010, 2012). We do this by incorporating often neglected perspectives from disciplines rooted in the Arts and Humanities – specifically anthropology and philosophy – introducing to debates on sustainability the notion of ‘homo faber’. Our aim is threefold: (1) to invite creative thinking about the role that materiality and practice play in the constitution of alternative notions of ‘being’; (2) to soften the anthropocentrism of western worldviews by considering the possibility of a different mode of humanity based upon “connection rather than separation, interdependence rather than autonomy” (Gibson-Graham, 2011:2), and (3) to encourage deeper reflection about the need for, and the challenge of interdisciplinary sustainability research.  相似文献

Personalist Economics has identified a central problem in Neoclassical Economics that originates in its representation of the economic agent as homo economicus and its grounding in individualism. Both flaws are directly addressed by Personalist Economics that has a different perspective on human nature as set forth in Personalism. Our remarks are presented in three sections. In the first section we address why individualism is an unsatisfactory philosophical foundation for modern economic theory. In the second section we trace the origins of Personalist Economics to Aristotle and Aquinas. While others, such as Heinrich Pesch and Joseph Schumpeter, played important roles in the evolution of Personalist Economics, here our efforts are restricted to the contributions of Aristotle and Aquinas. In the third section we explore how, in terms of 18 tenets, Personalist Economics and a Personalist economy differ from Mainstream Economics and the individualistic market economy.  相似文献

This paper offers a detailed review of recently described single- and multi-region input-output models used to assess environmental impacts of internationally traded goods and services. It is the second part of a two-part contribution. In Part 1 [Turner, K., Lenzen, M., Wiedmann, T. and Barrett, J. in press. Examining the Global Environmental Impact of Regional Consumption Activities — Part 1: A Technical Note on Combining Input-Output and Ecological Footprint Analysis; Ecological Economics.] we describe how to enumerate the resource and pollution content of inter-regional and inter-national trade flows with the aim to illustrate an ideal accounting and modelling framework for the estimation of Ecological Footprints.A large number of such environment-economic models have been described but only in the last few years models have emerged that use a more sophisticated multi-region, multi-sector input-output framework. This has been made possible through improvements in data availability and quality as well as computability. We identify six major models that employ multi-sector, multi-region input-output analysis in order to calculate environmental impacts embodied in international trade. Results from the reviewed studies demonstrate that it is important to explicitly consider the production recipe, land and energy use as well as emissions in a multi-region, multi-sector and multi-directional trade model with global coverage and detailed sector disaggregation. Only then reliable figures for indicators of impacts embodied in trade, such as the Ecological Footprint, can be derived.  相似文献

This article illustrates how publication trends in different subject categories in economics evolved from 2007 to 2013. Using data from RePEc we show that the largest increase in the relative share was for articles published in JEL category Q (‘Agricultural and Natural Resource Economics, Environmental and Ecological Economics’) over this period. Furthermore, we provide evidence that the number of JEL categories per article increased over the last 25 years.  相似文献

The argument that kilometre-based private vehicle charging disadvantages the poor is often the core reason for opposing its introduction. An article in this journal [Steininger, K.W., Friedl, B., Gebetsroither, B., 2007. Sustainability impacts of car road pricing: a computable general equilibrium analysis for Austria. Ecological Economics 63, pp. 59–69] proved the opposite for one European country, i.e. that the rich bear most of the burden. In the present paper we use the very same model structure and apply it in a simulation to the data of another country. While macroeconomic and environmental conclusions are similar, we find a different distributional impact of car road pricing in our case. This issue is also of relevance in the analysis of the distributional implications concerning (recently significant) gasoline price increases.  相似文献

This paper takes as a starting point a combination of an input-output model with a national Ecological Footprint account for Germany in the spirit of Wiedmann et al. [Wiedmann, T., Minx, J., Barrett, J., Wackernagel, M., 2006. Allocating ecological footprints to final consumption categories with input-output analysis. Ecological Economics. 56, 28-48]. Footprint as well as Biocapacity is dealt with at the industry level. Gross output of each industry and final demand for each industry can then be split up into a share that is reconcilable with Biocapacity and another share that corresponds to the ‘Ecological Deficit’. The Ecological Footprint concept is extended in this study by introducing the additional biocapacity necessary for sustaining the given level of economic activity. It is assumed that each industry had to rent the corresponding areas and to apply a given technology in order to make this additional land biophysically productive. That results in an additional technology for each industry leading to an increase in costs and prices. The new price level is directly linked to the share of output that corresponds to Biocapacity overshooting, which is defined by the ‘Ecological Deficit’. Economic indicators can be derived by measuring the income difference brought about by the price increase. This difference corresponds to a Ricardian rent which is due to resource constraints on output growth.  相似文献

We study industrial policy and its effectiveness in a model with both market and government failures. We introduce a public agency responsible for industrial policy into the model of Hausmann and Rodrik [Hausmann, R., Rodrik, D., 2003. Development as Self-Discovery. Journal of Development Economics 72, 603–633], and we assume that this agency has limited information and political motives. In an extension, we further allow entrepreneurs to engage in rent seeking activities. We find that industrial policies are ineffective if the public agency is poorly informed, but not necessarily so if it is highly politically motivated. Given a politically motivated public agency, industrial policies are effective if and only if the institutional setting ensures that such policies are modest, e.g. by restricting the agency's budget. Moreover, our model helps us to understand why the same industrial policies that have failed elsewhere have been relatively successful in South Korea and Taiwan.  相似文献

In their article in this issue of Ecological Economics, Kuosmanen and Kuosmanen [Kuosmanen, T. and Kuosmanen, N., this issue. How Not to Measure Sustainable Value (and How One Might). Ecological Economics.] aim to criticise the measurement of Sustainable Value as proposed in our previous research. By adopting a production perspective and based on a productive efficiency analysis, they claim that the proposed way of measuring Sustainable Value represents an invalid simplification that rests on restrictive and unrealistic assumptions. Our response is to show that their argument rests on a fundamental misspecification of the Sustainable Value approach. We identify three conceptual misfits: a mismatch in the perspective of the analysis, a misspecification of opportunity costs and the irrelevance of production functions. Ultimately, Kuosmanen and Kuosmanen's train of thought rests entirely within the realm of productive efficiency analysis, whereas Sustainable Value builds on the foundations of financial economics and consequently adopts a macro rather than a firm perspective. It is thus not surprising that the findings of Kuosmanen and Kuosmanen appear to contradict the Sustainable Value approach. However, this is due to their fundamental misspecification of the Sustainable Value approach. As a result, rather than providing novel insights into how Sustainable Value might be measured in a better way, they do not measure Sustainable Value at all.  相似文献

Environmental and Resource Economics is one of the premier journals in the field of environmental economics. It was established with an aspiration to focus more on applied and policy relevant research compared to other established journals, and to establish better channels of communication and collaboration between researchers from Europe and other parts of the world. We present a text based exploratory analysis of 1630 articles published in the Journal from 1991 to 2015 that suggests the Journal has been somewhat successful in meeting both these aims. Perhaps more importantly, it shows the Journal continues to progress toward these goals. The European authors are the largest contributors to the Journal, which is in contrast to other prominent journals (such as Journal of Environmental Economics and Management and Ecological Economics). And while most of the collaboration has occurred within this geographic region (e.g., European authors collaborated with other European authors more frequently), this trend appears to be changing as the proportion of articles written by international collaborators is gradually increasing. Topic analysis reveals that almost all of the articles could be grouped under applied and/or policy relevant topics, and almost two-thirds of the articles are empirical in nature, which suggest that the journal has been able to fulfil both of its commitments. We also investigate trends in research foci over the last 25 years and what kind of research gaps can be discerned.  相似文献

Ghana’s status as a new oil producer raises questions about the developmental effects of resources, and the role of political institutions in these processes. The conundrum this paper addresses is the rather limited impact of oil exploitation in Ghana despite the country’s strong democratic record and internationally acclaimed oil governance legislation. The reasons for this lie in the nature of elite-based political coalitions and we root our analysis of Ghana’s hydrocarbons in the political settlements literature, which moves us beyond the ‘good governance’ approaches so often linked to ‘resource curse’ thinking. We also move beyond the instrumentalism of political settlements theory to examine the role political ideas play in shaping resource governance. We argue that inter-coalitional rivalry has generally undermined the benefits of Ghana’s oil but that a crude interests-based interpretation is insufficient to explain differences between these coalitions.  相似文献

In a recent paper in this journal Nuñez et al. [Nuñez, D., L. Nahuelhual, and C. Oyarzun, 2005. Forest and water: the value of native temperate forests in supplying water for human consumption. Ecological Economics 58: 606-616] presented a model to estimate the economic value of Chilean temperate forests in their function to contribute to maintain fresh water supply.
