This study aims at shedding some light on the potential impact of agricultural technology adoption on poverty alleviation strategies. It does so through an empirical investigation of the relationship between technological change, of the Green Revolution type, and wellbeing of smallholder farm households in two rural Bangladeshi regions. As technology adoption is not randomly assigned but there is ‘self-selection into treatment’, the paper tackles a methodological issue in assessing the ‘causal’ effect of technology on farm-household wellbeing through the non-parametric ‘p-score matching analysis’. It pursues a targeted evaluation of whether adopting a modern seed technology causes resource-poor farmers to improve their income and decrease the propensity to fall below the poverty line. It finds a robust and positive effect of agricultural technology adoption on farm household wellbeing suggesting that there is a large scope for enhancing the role of agricultural technology in ‘directly’ contributing to poverty alleviation.  相似文献

The adoption of modern technologies in agriculture is crucial for improving productivity of poor farmers and poverty reduction. However, the adoption of modern technology has been disappointing. The role of value chains in technology adoption has been largely ignored so far, despite the dramatic transformation and spread of modern agri-food value chains. We argue that value chain organization and innovations can have an important impact on modern technology adoption, not just by downstream companies, but also by farmers. We discuss conceptual issues and provide an empirical typology of institutional innovations through which value chains can contribute to technology transfer to agriculture in developing and emerging countries.  相似文献

Adoption of modern technologies in agriculture is crucial for improving productivity and welfare of poor farmers in developing countries. Not much is known about how value chains do (not) affect technology transfer and/or adoption in food chains in developing countries. We analyze farm-level technology adoption in the dairy chain in India, using unique survey data. The dairy chain in India is an important case because the Indian government has promoted development of the dairy sector for its potential for ‘pro-poor’ growth, and because value chain initiatives had strong effects on dairy farm technology in other countries with imperfect markets and growth in demand. We find that despite rapid growth in milk consumption and production, technology adoption in the form of better hygienic practices, better feed and improved livestock was mixed, and low for certain regions and technologies. So far, the role of value chains in the adoption of new technologies seems to be minor.  相似文献

It is often assumed that the Internet would threaten the survival of authoritarian regimes. Accordingly, most country-comparative studies have identified a democracy advantage in Internet diffusion. This paper revisits these technology-centric assumptions by conceptualizing the adoption of the Internet as a dynamic phenomenon with multiple phases that unfold differently depending on the political system. It is argued theoretically, that initially, the Internet diffuses faster in democracies because of inherent innovation advantages. However, authoritarian regimes adopt the Internet at comparable rates when the economic benefits of the technology outweigh the democratization risks. Yearly cross-sectional regressions for the years 1996–2013 show that the relationship between regime type and Internet diffusion varies temporally as authoritarian regimes have caught up considerably. Since 2013, there are no significant differences between democracies and authoritarian regimes anymore and monarchies even outperform democracies.  相似文献

We investigate the impact of maize-legume intercropping, soil and water conservation practices (SWC), organic fertilizers, inorganic fertilizers and high yielding maize varieties on maize productivity under weather shocks in Tanzania using panel data. First, we estimate the determinants of adoption by applying a multivariate panel data model capturing their complementarities and/or substitutabilities. Second, after testing for their potential endogeneity, we study the impact of these practices (and combinations of them) on maize productivity controlling for weather shocks. Finally, we disaggregate results by presence/absence of seasonal rainfall and temperature shocks to explore the heterogeneous impact of adoption under weather shocks. We find strong complementarities between agricultural practices both in terms of adoption and yield impacts. Long-run variability in rainfall decreases the adoption of organic fertilizers and increases that of improved seeds. Farmers in areas where the cropping season’s rainfall has been highly variable and temperature has been unexpectedly high have significantly lower maize yields. SWC emerges as one of the most important practices in increasing yields with significant benefits by itself, in combination with other practices, under average weather conditions as well as under rainfall and temperature shocks. Overall, increasing the adoption of SWC appears a promising policy option to buffer food security from increasingly frequent weather shocks in Tanzania.  相似文献

Technology transfer and attempts to improve farming systems in the Middle East and North Africa have not yet succeeded in significantly improving production of cereals and livestock. The authors suggest that the problem may be in the communication between expert and farmer, with the role of farmers being underestimated in the transfer process. The development and dissemination of the South Australian integrated cereal/livestock system both in South Australia and in North Africa and the Middle East as an example of how the demonstration of farming skills is ignored by policy makers.  相似文献

This article introduces a special section on impact assessment of agricultural research, institutional innovation and technology adoption. It is based on papers presented at a pre-conference workshop held at the International Conference of Agricultural Economists at Foz do Iguaçu, Brazil in August 2012. It briefly reviews the history of impact assessment of agricultural research and discusses the contributions made by each of the papers included in this section towards advancing the theory and practice of assessing the outcomes and impacts of agricultural research for development.  相似文献

This paper provides a model-based assessment of local and global climate change impacts for the case of Yemen, focusing on agricultural production, household incomes and food security. Global climate change is mainly transmitted through rising world food prices. Our simulation results suggest that climate change induced price increases for food will raise agricultural GDP while decreasing real household incomes and food security. Rural non-farm households are hit hardest as they tend to be net food consumers with high food budget shares, but farm households also experience real income losses given that many of them are net buyers of food. The impacts of local climate change are less clear given the ambiguous predictions of global climate models (GCMs) with respect to future rainfall patterns in Yemen. Local climate change impacts manifest itself in long term yield changes, which differ between two alternative climate scenarios considered. Under the MIR scenario, agricultural GDP is somewhat higher than with perfect mitigation and rural incomes rise due to higher yields and lower prices for sorghum and millet. Under the CSI scenario, positive and negative yield changes cancel each other out. As a result, agricultural GDP and household incomes hardly change compared to perfect mitigation.  相似文献

This study analyzes the efficiency and productivity change within government subsidy recipients of a national technology innovation research and development (R&D) program. We examine 6,990 government‐sponsored, completed R&D projects during the last three performance follow‐up survey years from 2010 to 2012, and present a design of the sample of panel data to cope with the typical R&D performance time lag using a set of massive observations associated with completed R&D projects for the past 7 years from 2005 to 2011. In particular, data envelopment analysis is adopted to measure the efficiency and productivity change, which is measured in the Malmquist index. Parametric and nonparametric statistical tests are carried out to check for statistically significant differences among the characteristics regarding the types of government subsidy recipients. This study's major findings are as follows. First, during the entire period analyzed (2010–2012), there was a similar yearly pattern of statistically significant differences in the government subsidy means among the recipient types. In contrast, there were no obviously equivalent differences in the efficiency and productivity change. Second, the productivity had increased year on year, but the increments were reduced from year to year. Third, the productivity change was induced mainly by the Frontier‐shift, which indicates overall technology innovation progress, compared with the Catch‐up, which only indicates a simple increase in the efficiency. In particular, in this empirical analysis, the recipient types of ‘national laboratory’ and ‘large company’ had relatively larger sizes of government subsidies per project. However, the efficiency and productivity change of these types was not better than the others. This implies, therefore, that the government should control the ratio of the subsidy to the total R&D budget with an appropriate upper limit.

This study analyzes the effect of ICT adoption on employment in developing countries. The empirical analysis covers 70 developing countries over the 1996–2017 period. To better characterize the labor market framework in developing countries, the empirical analysis incorporates the impact of ICT adoption on underemployment and labor underutilization. Using panel data techniques, the results show that ICT adoption increases employment, underemployment, and labor underutilization in developing countries. The main transmission channels identified are FDI inflows, human capital, and economic openness. As the main policy implication, policymakers in developing countries should intensify investments in the ICT sector and develop policies conducive to FDI inflows, human capital development, and economic openness to address employment issues.  相似文献

In many developing countries, the potential benefits from adopting a transgenic variety developed by a multinational corporation are limited by the crop’s small production base. This paper presents an ex-ante evaluation of the economic impact of herbicide resistant transgenic rice in a small developing country, Uruguay. To fully account for the multinational’s market power, the firm’s seed markup is assumed to affect the adoption rate for the variety. Stochastic simulation techniques are employed to understand how potential benefits may vary with changes in technology, yield, costs, and adoption parameters. The results indicate a $1.82 million mean net present value for producers from the development and utilization of transgenic rice in Uruguay and $0.55 million for the multinational. These relatively small multinational firm benefits suggest that a firm will not undertake significant efforts to develop transgenic varieties adapted to local conditions without either strategic partnerships with local institutions or access to wider regional markets.  相似文献

This article presents an analysis of UK legislation on the retention of communications data that was introduced in the aftermath of the attacks of September 11, 2001. It presents a review of the discourses surrounding this legislation in parliament, in the wider international policy arena, in business and in terms of technology. The review of these discourses demonstrates that, in understanding policies involving a significant technological component such as communications data retention, policy alternatives may be evaluated only with an appreciation of technological characteristics alongside the traditional concerns of legislators, civil society and the business community. While academia has developed many forms of analysis for political, international, and regulatory discourses, the same must be undertaken for technological discourse, i.e. the interactions between the policies in question, the actors, and the technologies. Developing forms of analysis for technological discourses will likely lead to further understanding of both the policy problem and the actors’ interests. The paper also shows how current institutions are slowly developing the necessary skills to incorporate the technological aspects of policy into political debate, and calls for a similar development for the law.  相似文献

The long-standing debate on the relationship between farm size and productivity has been generally limited by the range of farm sizes evaluated and the definition of productivity. In this paper we use data from three Brazilian agricultural censuses to address these issues. In particular, we introduce a wider distribution of farm sizes than presently available from the literature and we employ total factor productivity (TFP) as our performance measure. In doing so, we test which farm size class had the highest TFP levels in 1985 and 2006, how factor productivity growth varied within and across farm size classes between those years, and which policy or factor had the greatest productivity enhancing effect. When examining TFP growth, we move beyond the common decomposition into technical and efficiency changes by identifying the complete distribution of farm productivity performances. We find that by 2006 a U-shaped distribution of productivity over farm sizes had emerged. Considerable 1985–2006 TFP growth differences are prevalent; positive rates for the majority accompany stagnant or negative rates for some. Public education investments were associated with faster productivity growth regardless of farm size, while technical assistance’s positive effect and credit’s negative effect were associated with larger farm sizes. This paper examines how smallholders living in regions where a drought is forecasted adapt their farm practices in response to receiving seasonal forecast information. The article draws on a unique longitudinal dataset in Zambia, which collected information from farm households before and after a significant drought caused by the 2015/2016 El-Niño Southern Oscillation. It finds that farmers residing in areas forecasted to be drought-affected and receiving seasonal forecast information are significantly more likely to integrate drought tolerant crops into their cropping systems compared to similar households not receiving this information. Moreover, the probability that a farmer implements these adaptive farm management strategies in response to seasonal forecast information is found to increase substantially as the number of private grain buyers in the farmers’ village increases. This suggests that climate change adaptation and resilience strategies that integrate the generation and dissemination of weather information with agricultural market development can achieve greater impact on farmers’ adaptive responses than approaches that treat these activities in isolation.  相似文献

This paper evolves out of a consultancy that was carried out with the European Commission over a two year period between 2001 and 2003. A working group, set within the European Commission and comprising representatives from 15 member states, as well as associated and accession countries, stakeholders and social partners involved in maths, science and technology education, was formed. Its remit was to identify good practice in maths, science and technology education across Europe and to make recommendations for policy makers in the area. One important theme which emerged during the analysis of good practice was the need to develop the type of pedagogies which would encourage the active involvement of pupils in authentic and meaningful learning experiences within these subject domains. A series of questions relating specifically to this area was therefore incorporated into the second phase of the investigation and sent out to all participating countries. Qualitative analysis of these questionnaires was carried out. Using the results of these analyses, along with information from discussions, this paper considers the situation in Europe in respect of the introduction of what are essentially social constructivist pedagogies in the field of technology and science education. It explores some of the attempts which have been made to implement such pedagogies and more importantly the barriers to their introduction which have been identified in most countries across Europe. A consideration of research literature in the field is then used to promote the argument that teacher beliefs or theories are a crucial factor in preventing change. The role of these theories in presenting barriers to change are discussed and the implications for both policy makers and for initial teacher education are analysed.  相似文献

Firms have been traditionally advised to adopt information and communication technologies (ICT) to support the achievement of existing business objectives. However, entry into business-to-business e-commerce may require the concurrent adoption of new business strategies. This paper argues, therefore, that ICT analysis needs to be considered at the same time and at the same strategic level, as internal, competitor and market analysis. This is because the source of the competitive advantage brought by ICT has changed, to be largely obtained through increase in customers' perceived value. The literature presents a confused picture of the likely consequences to a firm of its adoption of e-commerce. This paper concludes that any such adoption must be evaluated in the environment of the individual firm. A multidimensional analytical framework, taking a combined informational and marketing perspective, is presented to assist with such evaluations.  相似文献

One of the rapidly growing areas in industrial marketing is the application of sales force automation (SFA) technologies to help improve the efficiency of the sales force task. What is often overlooked is that there are some potential negative effects related to SFA technologies that arise when these innovations are forcefully adopted on the individual salesperson. This study empirically examines the psychological and social antecedents of salespeople's resistance toward SFA technologies in South Korea. Unlike previous studies that only looked at adoption, this studies adds to the literature on SFA technologies by looking at resistance toward innovation in the post-adoption or intra-organizational diffusion stage. This study looks at the direct and indirect relationships between innovation resistance and some key constructs such as job satisfaction, job performance, self-efficacy, group-efficacy, innovativeness, and peer usage. This study represents also one of the very few empirical studies conducted on sales force behavior in South Korea and as such may offer some insights on sales force management in collectivist cultures.  相似文献

A classic question faced by technology suppliers and buyers is whether to compete in the product markets or to cooperate through licensing. We address this question by examining an important, demand‐side barrier to licensing—the buyers' cost of integrating a licensed technology. We argue that this cost can be affected by suppliers' knowledge transfer capabilities, buyers' absorptive capacity, and the cospecialization between R&D and downstream activities in the buyers' industries. Following this argument and a stylized bargaining model, we hypothesize that the supplier's knowledge transfer capability stimulates licensing. Moreover, the importance of this capability increases when licensing to industries where potential buyers have weak absorptive capacity or R&D and downstream activities are cospecialized.
