银行业服务供给侧结构性改革:实践、难点与对策

许多国家和经济体在需求侧刺激政策无效时,都曾通过结构性改革摆脱危机或经济滞涨,推动经济脱困发展。当前和今后一段时期,我国经济发展面临的主要问题不是需求不足,而是供给效率不高与供给结构错配,因此推进供给侧结构性改革则成为推动实体经济发展和产业转型升级的题中要义。本文从银行业的角度入手,在深入思考如何将银行业改革发展与供给侧结构性改革有机结合的基础上,系统总结了近年来银行业服务供给侧结构性改革的主要措施和成效,研究分析了当前面临的困难与挑战,并提出进一步提升银行业服务供给侧结构性改革质效的相关建议。     

关于银行业支持供给侧结构性改革的思考与实践

去产能背景下钢铁企业转型升级方向及建议——以内蒙古自治区为例

当前,我国正处与供给侧结构性改革的关键时期,去产能任务作为"三去"任务中的主线之一,正在稳步进行。其中,钢铁行业由于供需结构性失衡、产能过剩等制约因素的存在,迫切需要转型升级,才能满足我国经济稳中求进发展态势的要求。因此,加速改造传统钢铁行业、创新制度供给、防控相关风险,是钢铁企业转型升级的主要方向。本文通过对当前内蒙古自治区钢铁行业的现状分析,对钢企转型方向进行可行性研究,并提出相关制度性建议。

当前,我国钢铁企业深层次结构性矛盾突显,企业经营困难加剧,2015年以来中央提出供给侧结构性改革战略,为钢铁行业脱困发展指明了改革方向.在钢铁企业以去产能、去库存、去杠杆、降成本、补短板为主要任务的过程中,财务管理也应适应企业新时期的主要任务,加快财务管理转型,提升财务管理的价值创造,提升决策支持、财务风险防控、资本运作、成本管控、信息化建设的能力,为企业成功实施供给侧改革贡献力量.     

当前钢铁企业信贷风险的观察思考--以某钢铁股份有限公司为例

2016年中央经济工作会议提出供给侧结构性改革的战略决策,将“去产能”置于五大任务之首,产能过剩“重灾区”的钢铁行业,成为去产能的重要领域。由于前期高速扩张使钢材供大于求矛盾突出,行业景气度持续下降,伴随着经济下行,钢材需求、钢材价格的下降,钢铁行业面临巨大经营压力,相比高速扩张时期,当前钢铁企业经营环境更加恶化,亏损局面持续,负债率上升,贷款质量下降,债务违约事件时有发生,信贷资产质量面临极大风险。本文通过对吉林省某钢铁企业（以下简称A钢）去产能、生产经营及信贷资产质量等情况的分析,探讨钢铁企业在去产能的进程中面临的问题及信贷风险上升应引起关注。

A Model of an Oligopoly in an Insurance Market

This article analyzes the behavior of an oligopoly of risk-averse insurers that insure many consumers facing identical independent risks; however, the probability of a loss is ex ante not known with certainty. It is shown that there is a continuum of equilibria in the Bertrand game. The most plausible equilibrium can be obtained by requiring that all insurers are content with the number of policies they sell given the equilibrium premium.     

Extending the classroom boundaries – an evaluation of an asynchronous discussion board

Accounting educators are being challenged to revitalize the accounting curriculum and to expand methods of delivery, especially through the application of technology. Web-enhanced course delivery offers an opportunity to expand delivery techniques. This paper evaluates an asynchronous discussion board group exercise in an intermediate accounting course. Analysis of students' perceptions of the exercise indicated that they considered it had contributed to their learning. The discussion board gave them time to analyse other students' responses and to prepare their own contributions. The results show the discussion board made it easier for non-English background students and students over 30 years of age to express an opinion, and made them feel they had to contribute to the discussion. Students raised issues about the quality of the contributions, the lack of feedback from the lecturer on discussion topics, the time taken to complete the exercise and the amount of work involved for the assessment weighting.

The making of an expert

Popular lore tells us that genius is born, not made. Scientific research, on the other hand, reveals that true expertise is mainly the product of years of intense practice and dedicated coaching. Ordinary practice is not enough: To reach elite levels of performance, you need to constantly push yourself beyond your abilities and comfort level. Such discipline is the key to becoming an expert in all domains, including management and leadership. Those are the conclusions reached by Ericsson, a professor of psychology at Florida State University; Prietula, a professor at the Goizueta Business School; and Cokely, a research fellow at the Max Planck Institute for Human Development, who together studied data on the behavior of experts, gathered by more than 100 scientists. What consistently distinguished elite surgeons, chess players, writers, athletes, pianists, and other experts was the habit of engaging in "deliberate" practice--a sustained focus on tasks that they couldn't do before. Experts continually analyzed what they did wrong, adjusted their techniques, and worked arduously to correct their errors. Even such traits as charisma can be developed using this technique. Working with a drama school, the authors created a set of acting exercises for managers that remarkably enhanced executives' powers of charm and persuasion. Through deliberate practice, leaders can improve their ability to win over their employees, their peers, or their board of directors. The journey to elite performance is not for the impatient or the faint of heart. It takes at least a decade and requires the guidance of an expert teacher to provide tough, often painful feedback. It also demands would-be experts to develop their "inner coach" and eventually drive their own progress.

银行资本管理是基于风险管理、财务管理基础上的战略管理，是衡量与协调风险、收益、规模和成长性的最有效工具之一，在现代银行经营管理中作用日益重要。本文首先总结了资本管理的相关理论，阐述了以经济资本管理为主，账面资本管理和资本充足率管理为辅的现代商业银行资本管理的总体架构。在此基础上提出了以工程化方式，统筹协调、循序渐进，逐步构建现代银行资本管理体系。现代银行资本管理体系建设内容主要包括过程管理、制度体系和信息系统三方面，其中，过程管理是资本管理体系的核心；现代化银行资本管理体系实施途径主要包括组织因素和阶段因素。     

Assessing the relevance of an information source to trading from an adaptive-markets hypothesis perspective

I propose a framework motivated by the Adaptive Markets Hypothesis (AMH) to analyze the relevance of a specific information source for the trading of a given security. To illustrate the applicability and advantages of this methodology, I explore the extent to which the financial statement (FS) is relevant for Credit Default Swap (CDS) trading. Specifically, I adopt a Bayesian Model Averaging approach to examine properties of the accounting metrics that enter the implied trading heuristics of the market participants. Hypothesis-testing is conducted on various horizons around the announcement dates of corporate results. The diversity of trading rules and the shift in the heuristics mix that occurred after 2008 support the AMH perspective. Overall, results show that there is a significant component of profit-motivated trading in the CDS market that relies on financial statement information, even after controlling for information transmission from alternative trading forums. Out of sample trading strategies confirm the robustness the main findings.
