Do deeper regional trade agreements enhance international technology spillovers?

We examine whether regional trade agreements (RTAs) enhance international technology spillovers using a panel of patent citation data for 114 countries/regions for the period 1991–2007. We use patent citations as a proxy for technology spillovers. The focus of this study is on whether the depth of regional integration matters for technology spillovers among member countries/regions of RTAs. The depth of integration is measured by the extent to which an RTA includes legal obligations outside the current mandate of the World Trade Organization. We find that the depth of integration actually influences technology spillovers and that a deeper integration in a broad sense has a greater impact on technology spillovers than do technology‐related provisions.

The paper gives a broad outline of globalization, the role of technology, and examines the role that small and medium-sized enterprises play in the global economy. We focus on foreign direct investment of small technology based firms and how their innovations diffuse into the global economy.     

Technology ventures' engagement of external actors in the search for viable market applications: On the relevance of Technology Broadcasting and Systematic Validation

In order to succeed, technology ventures need to find a profitable market application for their technology. Although external market actors may provide important information for the identification and validation of potential technology-market combinations, it remains largely unclear how technology ventures can involve them in this process. Building on insights from organizational search literature, this study follows five university spin-offs trying to commercialize early-stage technologies. We find that ventures are cognitively constrained in proactively identifying and approaching external market actors. Interestingly, the better performing ventures in our sample engage in a previously undocumented market search process we label Technology Broadcasting. They communicate their technological competencies to a broad range of market actors and react to these actors' assessment and spontaneous expressions of interest, thereby overcoming their own cognitive constraints. Resource constraints require filtering these expressions of interest through Systematic Validation with additional market players. These results complement the existing insights on market search by entrepreneurial ventures and advance the literature on organizational search.

This paper examines how the firm-size distribution has shifted over the last two decades across a broad spectrum of European countries. The evidence suggests that a shift away from large firms and towards small business has taken place, particularly is the southern regions and in the high technology indutries.     

Information technology and innovation policy in the Bush era

The Bush Administration's technology policy includes a broad range of issues germane to the information technology sector of the economy, including eliminating the barriers to innovation, making the Internet a duty and tariff-free zone, and removing nontariff trade barriers. While the US Senate recently reverted to Democrat control, strong bipartisan support remains in Congress for much of the Bush agenda. Moreover, there is growing bipartisan congressional and industry support for “base-line” federal legislation to ensure the disclosure of Web site privacy policies and a choice of consumer “opt-in” or “opt-out”, with a strong likelihood of passage in the 107th Congress.
