Rethinking the Costs of Economic Growth. Association for Social Economics Presidential Address, 2008

The source of economic development and growth is specialization in the context of comparative advantage. Growth in capital and other inputs, energy use, and technological change are insufficient to explain the magnitude of growth. Earlier critics of economic growth failed to connect growth to specialization, and so were distracted by nostalgia and sentiment. The specialization process itself produces three significant problems. First, as economies become more specialized, they become less flexible. Second, diversity tends to make ecological systems more robust, while specialization weakens them. Third, specialization produces social isolation. Solutions to these problems may be found in participatory, indicative planning.

"三农"问题的根源在于城乡"二元"制度安排,其中,"一品两制"又最具典型经济分析意义.同一种公共品,在城市,基本上是由政府支付其成本,市民免费或少量交费享用;在农村,则基本上是由农民支付成本,政府只给予少量财政补贴."一品两制"不改,"减负"政策不仅不会持久有效,而且还将进一步拉大城乡居民间收入、消费、储蓄、公共福利等方面的差距,并影响社会稳定乃至整个国家城镇化、工业化和全面建设小康社会的进程.统筹城乡发展,必须从统筹城乡居民公共品成本分摊与收益分享的"二元"财政结构制度入手,在减轻"三农"公共品成本税费负担的同时,还农民公共品消费的正当权益.

改革开放30年来，中国的经济发生了巨大的变化，社会也正在发生巨大变化。在此基础上，中国政府体制也发生了巨大变化：政府组织得以越来越精简、高效；政府职能得到了迅速的转变，开始逐渐适应市场经济的需要；政府行为日益法制化，开始依靠法律规则来施政；政府权力日益分散到经济、社会和基层政治领域，自主治理的市民社会结构正在逐步发育；政府人事选拔任命和决策逐渐公开化、民主化；政府运作逐渐透明化，公民的知情权逐渐得到了认可、重视和尊重……。

Developing countries wish to achieve in a few decades what the developed countries accomplished in many centuries under conditions of relatively lesser resource constraints. Therefore, the developing countries cannot emulate the evolutionary experiences of the developed countries; they need a revolutionary approach in their development strategies. One plausible option for this revolutionary orientation could be the utilization of a technology-based strategy for national development planning. This article proposes undertaking certain measurement activities with respect to the technological system of a country, which would enable national decision makers to use technology as a strategic variable for socioeconomic development. The article briefly describes the role of technology as the master key for sustainable development, discusses the current activities related to the measurement of technology, presents a few conceptual schemes, and a framework for the assessment of national technological capabilities and needs.
