Although oil spills from tanker accidents receive the most publicity, most vessel spills are not the result of accidents but of oil transfer activities. We investigate determinants of the size of vessel oil transfer spills as well as the effectiveness of Coast Guard enforcement activities in reducing their size. Vessel out-of-water and in-water oil transfer spillage functions are estimated utilizing tobit regression and detailed data on individual vessel oil transfer spills as well as Coast Guard safety/environmental enforcement activity data for the 1991–1995 period. Our estimation results suggest that Coast Guard hull but not machinery inspections are effective in reducing both out-of-water and in-water spills; patrols by air, but not by boat, are effective in reducing out-of-water spills; but neither is effective in reducing in-water spills. The results also show that the type of vessel (oil- and non-oil-cargo), vessel characteristics, vessel operations, weather/visibility conditions, and waterway type are determinants of post OPA-90 vessel oil transfer spills.  相似文献

The 1990 Oil Pollution Act mandates double hulls for new ocean-going tankers unless the U.S. Coast Guard can find superior designs to reduce oil spill risks. This paper, based on a 1991 National Research Council (NRC) study of alternative tanker designs, examines policy implications of prescribing construction standards. Alternative construction designs for tankers, such as that of the Exxon Valdez, have markedly differing effects both on oil transport costs and on the risks of future oil spills. Annual costs of shipping oil to the United States would rise by anywhere from $462 million to $2,047 billion, depending on which of five plausible designs are selected. The chief objective of such designs is to reduce the outflow of oil occurring during groundings and collisions. Over the past decade, an average of about 7,500 tons have spilled annually from these causes in U.S. waters—representing roughly 20 percent of transportation-related maritime oil pollution in 1990. NRC-sponsored simulation research indicates that the various designs likely would prevent 2,600–5,600 tons from being spilled in a typical year. The paper presents cost-effectiveness comparisons of the alternatives, contrasting these with available information on societal benefits per ton of oil spill avoided. Costs appear substantial relative to benefits, and lawmakers' emphasis on design standards deflects attention from alternative risk reduction strategies—e.g., operation and maintenance measures—that warrant equal attention.  相似文献

In this article, I consider a model of law enforcement in which a regulatory agency faces the following problem: To induce firms which are required to adopt a certain level of environmental care, the agency can make spot checks. This monitoring, however, measures a firms degree of protection only with error. On the basis of the observed signal, the agency then has to decide whether or not to fine a firm for taking insufficient protection. If it fines a firm which has actually met the level of environmental protection, the firm has the right to lodge an appeal. To plead the cause, the agency then is required to investigate at high cost the actual degree of the firms protection.In this context we ask how the regulatory agency allocates resources between different enforcement activities. We show how the structure of the optimal enforcement policy depends on the cost of the enforcement activities, on the uncertainty of observation, on its enforcement budget and other factors.  相似文献

This article examines the effectiveness of private transnational regulation of labour standards/rights in the clothing industry. It adopts three objectives. First, the study focuses on national states in developing countries, explaining their lack of enforcement of labour law and the suppression of labour rights. Second, the article examines the effectiveness of transnational regulatory networks (TRNs) in raising labour standards/rights in producer countries. We conclude that, in a fragmented and highly competitive global industry, existing TRNs cannot ensure labour decent standards/rights. Third, we investigate the reasons for their limited effectiveness. We empirically investigate the conditions and rights of labour in the clothing industries of China and Turkey. In the case of Turkey, we are able to explain the lack of effectiveness of TRNs by drawing on interviews with a variety of actors in firms and networks.  相似文献

With global media reporting major environmental disasters, environmental damages linked to large oil spills may go well beyond the territorial limits of affected countries, particularly in the case of passive use values. In this analysis, we compare environmental damages linked a large oil spill off the coast of Spain using an online contingent valuation survey in three different European countries: Spain, UK, and Austria. Our results show that mean willingness to pay in Spain is about 124.37€/household, 80.87€/household in the UK, and 89.08€/household for Austria (expressed in 2009 prices). Conclusions and implications of our results suggest policy makers should consider the potential importance of passive use values in the compensation process of environmental damages caused by large international oil spills, especially within the European Union.  相似文献

The paper analyzes the intertemporal relationship between oil duties, taxes, government spending, and GDP in Mexico during the 1981–98 period. The results from estimating a VAR model, impulse response functions, and variance decompositions on the quarterly series of taxes, government spending, oil duties, and GDP suggest that there seems to be a substitution effect between oil duties and tax revenues, and that tax revenues are not able to absorb temporary decreases in oil duties. Also, increases in tax revenue might lead to increasing government spending, but short–run increases in government spending are not likely to lead to political pressure to reduce the expected budget deficit via increased taxation and/or oil revenues. Lastly, GDP is not stimulated in the short–run by temporary increases in government spending and, thus, stabilization measures adopted in recent years to reduce the size of the government are not likely to significantly undermine GDP growth.  相似文献

In spite of general consensus on the importance of oil prices for objective measures of economic well-being across countries, almost no research has been carried out to analyse the effects of oil prices on subjective well-being internationally. Available at www.worldvaluessurvey.org (accessed September 2010). [Google Scholar]), we help fill this gap by studying the effects of oil prices on life satisfaction for two groups of countries, oil importers and oil exporters. Although some previous studies have shown negative effects of oil prices on subjective well-being of one oil importing country the United States, since it is an outlier in terms of dependence on automobiles and in gasoline consumption per capita, these findings may not be representative of other oil importing countries. Our results show that, in fact, oil prices have quite strong negative effects on life satisfaction in a sample of over 40 oil importing countries. By contrast, for oil exporting countries for which there have been virtually no previous quantitative studies, but theoretical analyses suggest the results could be ambiguous, we find strong positive effects on life satisfaction. Hence, our results reveal quite strong asymmetries in the effects of oil prices on life satisfaction between oil importers and oil exporters.  相似文献

The paper estimates the effects of the US Environmental Protection Agency (EPA) enforcement budget upon the demand for pollution-control equipment in the private sector. There are two possible effects. A direct effect occurs when the enforcement budget is used for inspections that result in enforced compliance requiring additional pollution control equipment. A second effect is anticipatory, and arises from the private sector's objective of minimizing expected costs due to fines imposed by the EPA for infractions of pollution-control requirements. This component of demand depends, in part, on the EPA enforcement budget. We find that increases in the EPA budget increase the demand for pollution-abatement equipment. This in turn implies that increases in the EPA enforcement budget have been effective in mitigating pollution.  相似文献

The Test of Financial Literacy (TFL) was created to measure the financial knowledge of high school students. Its content is based on the standards and benchmarks stated in the National Standards for Financial Literacy (Council for Economic Education 2013 Council for Economic Education (CEE). 2013. National standards in financial literacy. New York: CEE. [Google Scholar]). The test development process involved extensive item writing and review. Test data collected from 1,218 high schools to evaluate the measure indicate that the overall test is reliable and valid, and test items contribute to the effectiveness of the instrument. Further test analysis was conducted using an item response theory (IRT) model with four parameters to estimate item discrimination, item difficulty, guessing, and inattention. The IRT results indicate that the measure is effective in assessing student financial literacy across a broad range of student abilities.  相似文献

Whereas a large number of empirical studies have been devoted to analyzing determinants of environmental compliance (EC) by firms, less attention has been paid to EC by public water systems (PWS). To address this gap in the literature, this article uses data on compliance with maximum contaminant levels (MCL) under the Safe Drinking Water Act for 971 PWS in Arizona and identifies the characteristics of PWS that are associated with violation of MCL standards. Three main findings emerge from the analysis. First, larger PWS are more likely to violate MCL standards than smaller PWS. Second, publicly owned PWS have slightly higher probability of violating MCL standards than privately owned systems. Finally, PWS serving residential areas are more likely to violate MCL standards, as opposed to PWS serving school districts or office buildings. The results suggest that for ensuring safe water for people, effectiveness of monitoring policy, and an efficient utilization of resources, the environmental agencies may focus their monitoring and enforcement efforts on these water systems.(JEL K32, Q53)  相似文献

Summary. We construct an OLG model with network effects to examine skill obsolescence when individuals can choose technological vintages. In the absence of transfer payments, some regions of the parameter space have unique stationary equilibria, others have unique cyclical equilibria, and others have multiple stationary equilibria. All equilibria are Pareto efficient. However, rat race equilibria can exist in which all agents currently alive prefer a slower rate of progress than occurs in equilibrium. When contemporaneous transfers are allowed, equilibria are unique everywhere, but a cycle still exists, and a rat race can still arise in equilibrium. Allowing intertemporal transfers (debt) ensures that all equilibria are stationary. In the relevant parameter range, the introduction of debt can eliminate cycles and increase the long-run growth rate. We study Austrian job reallocation in the period of 1978 to 1998, using a large administrative dataset where we correct for spurious entries and exits of firms. We find that on average 9 out of 100 randomly selected jobs were created within the last year, and that about 9 out of randomly selected 100 jobs were destroyed within the next year. Hence, the magnitude of Austrian job flows seems to be comparable to other countries, similar to the well-known results of Davis et al. (1996) for the United States. Job reallocation appears to be driven primarily by idiosyncratic shocks. However, job creation increases significantly during cyclical upswings whereas job destruction rises in downturns. We also find substantial persistence of job creation and destruction. The pronounced pattern of job reallocation rates falling with firm size and age continues to hold when we use a set of controls. Finally, we show that – controlling for sector and firm size composition – Austrian job reallocation rates are only half the rates for the U.S. This result is not surprising given the impact of tighter regulation and labor law in Austria.  相似文献

We analyze the work incentives and labor supply effects of the so-called mini-jobs reform (subsidies of social security contributions to people with low-earnings jobs) introduced in Germany in April 2003. The analysis is based on a structural labor supply model embedded in a detailed tax-benefit microsimulation model for which we use the German Socio-Economic Panel (GSOEP). Our simulation results show that the likely employment effects of the mini-jobs reform will be small. The small positive participation effect is outweighed by a negative hours effect among already employed workers. The fiscal effects of the reform are also likely to be negative. A two-way fixed effects Poisson model is used to investigate the impact of 43 EPA-sponsored pollution prevention (P2) practices on compliance and enforcement for a sample of facilities in the US manufacturing sector. I find that P2 adoption reduces environmental violations in three industries while increasing violations in two others. P2 adoption also spurs fewer enforcement actions in three industries. I further partition the P2 practices into three categories based on their approach to improve environmental performance. In doing so, I find that practices that involve changes in operating procedures—about a third of adopted P2 practices—such as instituting a self-inspection and monitoring program to discover spills or leak sources, improving maintenance scheduling and/or labeling procedures, are effective in reducing violations while practices that involve equipment or material changes are not. I also find that adopters of practices that require changes in either procedures or manufacturing equipment—about half of adopted practices—are rewarded with a more cooperative treatment of environmental infractions with fewer enforcement actions.  相似文献

"This paper analyzes the supply-side determinants of illegal immigration using a three-sector general equilibrium model of the source country. Agricultural liberalization raises illegal immigration while liberalization of the high tech sector reduces it. In contrast, capital mobility in the source country renders trade policy ineffective for controlling illegal immigration. Paradoxically, increased enforcement (by the host country) may raise source country unskilled wages, although illegal immigration falls. Finally, under capital mobility, a rise in the source country restrictions on capital inflow raises the level of illegal immigration and reduces the effectiveness of border enforcement efforts by the host country."  相似文献

There is a presumption in the literature that price or exchange rate uncertainty, or uncertainty in the monetary conditions underlying them, will have a negative effect on investment. Some argue that this negative effect will be extended by imperfect competition. However, models of irreversible investment show that the situation is more complicated than that. In these models, investment expenditures are affected by the scrapping price available on world markets and also by the opportunity cost of waiting rather than investing. The impact of uncertainty is therefore going to depend on the type of industry and hence on the industrial structure of the economy concerned. In addition, it may depend on the persistence of any price misalignments away from competitive equilibrium. In this paper, we put these theoretical predictions to the test. We estimate investment equations for 13 different industries using data for nine OECD countries over the period 1970–2000. We find that the impact of price uncertainty is negative or insignificant in all but one case whereas the impact of (nominal) exchange rate uncertainty is negative in only six cases, positive in four cases, and insignificant in three others. In addition, there are conflicting effects from the real exchange rate. The net effect depends on whether the source of the uncertainty is in domestic markets or in foreign markets.  相似文献

Summary We provide an alternative proof of the existence of core allocations in exchange economies with differential information and infinite dimensional commodity spaces. We also identify a critical feature of information sharing rules that ensures nonemptiness of the core. In essence, the only condition we require on the sharing rules is that profitable insider trading be prohibited. Instruments used to regulate the consumption of oil in the transport sector include fuel taxes, biofuel requirements, and fuel‐efficiency standards. However, the effects that these have on oil consumption and price vary. If market power is present in the oil market, the directions of change in consumption and price might contrast with those in a competitive market. As a result, the market structure affects not only the effectiveness of the policy instruments used to reduce oil consumption, but also the terms of trade and carbon leakage. In particular, reduced oil consumption, as a result of increased fuel‐efficiency standards, will unambiguously increase the price of oil under a monopoly.  相似文献

We examine the incentives for abuse under rate-of-return (ROR) and incremental surplus subsidy (ISS) regulation. Abuse consists of expenditures by the regulated firm that provide private benefits, but do not reduce production costs. We show that ISS regulation provides efficient incentives for owners of the regulated firm to limit abuse by subordinates. We also prove that abuse by owners of the firm will generally be greater (smaller) under ROR regulation than under ISS regulation when consumer demand for the regulated product is inelastic (elastic). Furthermore, we show that to limit abuse and improve welfare under ROR regulation, it can be advantageous to ignore available information about consumer demand.  相似文献

This paper examines the scope for firms to collude in an oligopoly supergame, when firms defect by producing a fraction of their best response outputs. Such deviations from the collusive equilibrium are termed fractional defections. We show that the joint profit maximizing output level cannot be sustained under fractional defections and identify the most collusive output level. The paper also investigates the ability of firms to collude as both demand and the number of firms in the industry vary. The results reveal that the degree of collusion is inversely related to the level of demand and that high levels of concentration may in fact be inimical to collusion.  相似文献
