就廉租住房谈住房保障

最近由五部局联合颁发的《城镇最低收入家庭廉租住房管理办法》，比较1999年建设部颁发的《城镇廉租住房管理办法》有8个鲜明的特点，构成了件的核心内容，对于发展与完善我国城镇住房供应体系具有积极的推动作用。通过进行国际比较与国内现状分析，提出落实机构，严格管理；落实资金，降低成本；完善进入退出机制；关注“夹心层”住房；强化监督机制等五方面建议。     

沈阳市启动廉租住房保障工作

沈阳市实施城镇最低收入家庭廉租住房保障的措施主要包括：享受廉租住房保障对象的条件认定、人均廉租住房保障的面积标准确定、廉租住房保障的实施方式等，解决认识、机构和资金三方面的问题是下一步做好廉租住房保障工作的关键。     

廉租住房保障资金管理办法

第一章总则第一条为规范廉租住房保障资金管理，提高廉租住房保障资金使用效益，确保廉租住房保障资金专款专用，根据《国务院关于解决城市低收入家庭住房困难的若干意见》（国发[2007]24号）的规定，制定本办法。

关于完善廉租住房保障工作的思考

2003年5月，《嘉善县城镇廉租住房管理暂行办法》施行，两年多来，嘉善县的廉租住房保障工作取得了较大的成绩，但在具体操作过程中也碰到了一些问题，需要进一步完善。     

建立廉租住房制度促进和谐社会建设

四川省宜都市在加快经济建设的同时，十分重视发展住房保障工作。该市于2000年在全省县级市中率先启动廉租住房制度建设。目前已形成租金补贴为主、实物分配为辅的廉租住房保障体系，并且在完善制度、建设政府廉租住房、发放廉租住房租金补贴及稳步推进等方面，制定了切实有效的措施，取得实质性进展。

U.S. Strategic Trade Policy and the Competitiveness of the U.S. Construction Industry in Developing Country Markets

SUMMARY

U.S. government trade policy increasingly reflects “strategic trade” beliefs that, because competition in markets is imperfect, governments can act strategically to affect trade flows and enhance national welfare. The U.S. National Export Strategy targets the infrastructure sector in twelve developing countries as a strategic opportunity for U.S. construction firms. This paper examines whether U.S. government export promotion initiatives effectively implement strategic trade policy by providing appropriate support to these firms in that target market. It concludes that, within limits, they do.

针对当前社会对高校教师工资水平的关注和意见,结合中国正在推行的事业单位收入分配制度改革,通过中美两国高校教师工资水平在各行业中的相对位置,并以GDP为介入因素进行国际比较,对中国高校教师工资的合理水平提出初步判断。     

美国次贷危机及对中国的启示

介绍了美国次级抵押贷款市场的演变,对此次次级抵押贷款市场危机爆发的诱因进行了详细探讨,同时结合中国住房抵押贷款市场的现状,对中美两国住房抵押贷款市场之间的相同及差异点进行比较分析,指出中国政府在防范住房抵押贷款风险方面应该予以重点关注的几个领域。

介绍美国主要的三类城市增长管理方法,即管理和控制城市增长区间和特点的方法;保护自然资源、环境质量和生态特征的方法;提供有效的公共基础设施的方法.分别对每一类方法进行了系统的介绍,进而指出对中国城市增长管理和土地利用管制的启示.     

英国住房规划调控研究及对我国的启示

英国自20世纪中期开始形成了一套以规划手段为基础的住房保障措施,成为西方住房规划调控的最成熟的典范之一,对我国具有重要的参考借鉴价值.以英国住房保障措施的规划调控思想发展过程为线索,重点就几种主要规划调控措施--所有权控制、使用变更控制、贡献和义务机制和规划特例机制的理念方法、经验教训等内容进行综合分析,并结合我国当前城市住房问题提出改进我国现行住房规划调控的建议,以期为我国住房研究、规划调控和政策引导提供参考.     

Explicit and implicit corporate social responsibility: Differences in the approach to stakeholder engagement activities of U.S. and Japanese companies

This study uses the theoretical frameworks of institutional theory and comparative capitalism to demonstrate how cross‐cultural differences in national institutional frameworks are related to differences in the meaning and the nature of corporate social responsibility (CSR) and, as a result, how they create different incentives and opportunities for companies to engage in stakeholder management activities. More specifically, we draw upon the framework of “explicit” and “implicit” CSRs to investigate whether and how stakeholder management practices and programs differ between the United States and Japan. We first develop and validate a Stakeholder Engagement Activities (SEAs) scale, designed assess differences in the approach (explicit or implicit) that companies use to address a variety of common SEAs. Then we analyze data and present the results of surveys collected from 227 companies in the United States and Japan. We find that although the SEAs of American companies are characterized by strong “explicit CSR,” in contrast, the SEAs of Japanese companies exhibit strong “implicit CSR.” In the discussion that follows, we attribute these distinctions in the SEAs to differences in the configuration of political, economic, and market mechanisms in each country. The findings of this study contribute to a more nuanced understanding of the differences in prevailing CSR practices of American and Japanese companies than noted by previous researchers. From a practitioner's perspective, the findings of this study reveal that despite the global nature of CSR, stakeholder management practices are both interpreted and operationalized differently due to differences in national institutional frameworks.

英国的住房政策实践及启示

介绍了英国的主要住房政策变革,归纳了住房政策运行的效果,分析了住房政策改革与实践中的经验和不足,并在此基础上阐述了英国住房政策对我国住房政策改革的启示。     

U.S.-German commodity trade and the J-curve: New evidence from asymmetry analysis

Since the introduction of the nonlinear ARDL approach and asymmetric cointegration and error-correction modeling, old relations are receiving renewed attention, and the link between the trade balance and the exchange rate is no exception. We add to this new literature by using industry-level data from 59 2-digit industries that trade between the U.S. and Germany. We find that when the old approach of the linear model was used, the real dollar-euro rate had short-run effects in 17 industries that lasted into the long run in 26 industries. However, when the nonlinear model was estimated, we found short-run asymmetric effects of exchange rate changes in 49 industries, which lasted into long-run asymmetric effects in 28 industries. The J-curve effect was supported in a total of 18 industries.
