The persistence of agricultural protectionism throughout the world is intriguing given the widely recognized benefits of free trade. The political economy literature over the last decades has considered groups’ interest, politicians’ preferences, and their interactions within domestic politics as the primary forces driving agricultural protection. Yet, a growing body of studies suggests that it would be judicious to weigh in consumers’ or taxpayers’ perspectives in deciphering the nature of agricultural protection. This study examines U.S. citizens’ preferences about government intervention in agriculture and trade. Results show that they are in strong support of agricultural protection and their perceptions of national food security, family farms, environmental sustainability, and multifunctionality of agriculture play a significant role in shaping their support/opposition toward government intervention. The conventional political economy literature theorizes that consumers or taxpayers would oppose public policies that increase their tax burden; however, in the case of the farm sector, they have little incentive to voice their objections given the costs of farm programs are spread across a large number of consumers and taxpayers. U.S. citizens’ support for government involvement in agriculture as reported in this and other prior studies does not lend support for such political economy explanation.  相似文献

We adapt a Ricardian general equilibrium model to the setting of U.S. domestic agri-food trade to assess states’ vulnerability to adverse production shocks and supply chain disruptions. To this end, we analyze how domestic crop supply chains depend on fundamental state-level comparative advantages—which reflect underlying differences in states’ cost-adjusted productivity levels—and thereby illustrate the capacity of states to adapt to and mitigate the impacts of such disruptions to the U.S. agricultural sector. Based on the theoretical framework and our estimates of the model's structural parameters obtained using data on U.S. production, consumption, and domestic trade in crops, we undertake simulations to characterize the welfare implications of counterfactual scenarios depicting disruptions to (1) states’ agricultural productive capacity, and (2) interstate supply linkages. Our results emphasize that the distributional impacts of domestic supply chain disruptions hinge on individual states’ agricultural productive capacities, and that the ability of states to mitigate the impacts of adverse production shocks through trade relies on the degree to which states are able to substitute local production shortfalls by sourcing crops from other states.  相似文献

The current study expands on previous research by examining a more comprehensive set of factors that influence consumers’ buying behavior of organic foods. This study focuses on individual and situational factors associated with attitudes and intentions to buy organic foods, which subsequently lead to organic food-buying behavior. Health and environmental consciousness were found to be individual factors that significantly influenced attitudes toward buying organic foods, whereas children’s age and perceived convenience of purchase were recognized as strong situational factors that determined intentions to buy organic foods.  相似文献

In this paper, we test whether farmland and developable land prices are governed by the same determinants (mainly urbanization). We estimate here quasi‐identical econometric equations for both agricultural and developable land markets, instead of the conventional approach of adding variables that capture the urban influence. Using data aggregated at the level of the 589 municipalities of a highly urbanized country (Belgium), we found that the same determinants enter these equations, with slight differences in parameter values: land prices decrease with distance to central business district (developable land: –2.7% per km; farmland: –2.5% per km), and increase with the population of the commune as well as with its demographic growth and with the average income of its inhabitants.  相似文献

With increased private investment in crop breeding research in the developed world, intellectual property rights have gained importance in seed sector. Trade Related Aspects of Intellectual Property Rights (TRIPS)‐plus provisions included in recent free trade agreements between the developed and developing countries show a tendency of the developed world to impose their high standards for protection of plant intellectual property on the developing world. While stronger intellectual property rights can increase international exchange in seed, market power effect can lead to a reduction in exports of seed to foreign markets. This article estimates the impact of intellectual property rights on U.S. seed exports. The estimation is performed at a crop level using Heckman selection model. The results reveal that the impact of intellectual property rights varies across different types of crops—open‐pollinated, genetically modified, and hybrid crops. While TRIPS provisions are important to facilitate transfer of genetically modified crops, they play a minor role for open‐pollinated and hybrid crops. The results also show that plant breeders’ rights envisioned by the UPOV system can be important to promote seed exchange when proper mechanisms are put in place to enforce these rights.  相似文献

New Communities are again being promoted as an alternative to sprawling urban growth. This paper uses the results of a unique survey of the real estate development communities in the U.S. and U.K. to examine the likelihood that future New Communities will provide the array of amenities necessary to create developments that provide a true alternative to sprawl. Based on an analysis of this data we conclude that while developers do envision New Communities as more amenity rich than much of the suburban master-planned communities of the last few decades, they are nonetheless still likely to produce developments that have an insufficient array of amenities to make future New Communities a strong alternative to sprawl.  相似文献

The establishment of the Economic and Monetary Union was expected to determine price convergence in the market of the European Union, leading to the equilibrium theorized by the law of one price. This article investigates prices convergence in the coffee market among European importers. Coffee is not only a tradable and traded good, but also one of the most valuable traded commodities. We account for different qualities of coffee in a hedonic regression model, which isolate and remove the effects of factors that might affect price dispersion. Adjusted import prices result to be significantly different between European Member States, and do not support the hypothesis of a deepening European market integration.  相似文献

Drought represents the main constraint on agricultural production in the Republic of Moldova indicating the need to shift from conventional agricultural practices to more sustainable ones. To provide a more comprehensive understanding of the determinants and barriers influencing the adoption of conservation agriculture practices, an analytic framework combining both binary and ordered probit models addressing the potential endogeneity of variables was applied. A survey was conducted among 234 smallholders in three districts in the Republic of Moldova from July to September 2016. The results indicated that the adoption of sustainable practices by small-scale farmers is influenced predominantly by farmer characteristics and by their perception of risk. The findings of this research confirmed that households with lower access to financial resources are less likely to adopt these practices. Consequently, the provision of alternative financing is needed in the promotion of sustainable agriculture practices.  相似文献

We estimate an aggregate model of child mortality on a panel of 40 African countries over the period 1995–2007. This model is then used to assess the impact of the 2008–2009 food and financial crises on child mortality, by comparing the number of child deaths computed under a “business-as-usual scenario” with those computed under the actual 2008–2009 “crisis scenario”. According to the simulation results, the 2008–2009 food price rise and recession caused a statistically non-significant additional 27,000 child deaths. However, if the 2008–2009 changes in other determinants of child mortality are factored in, the number of child deaths declined by 15,000. This unexpected result is explained by the fact that the effects of the rise in domestic food prices and the recession were offset in most of the region by the protective effect on the under-five mortality rate of a surge in food production, and by a rise in public expenditure on and foreign aid to the health sector.  相似文献

Previous studies of poverty in developing countries have to a great extent focussed on the characteristics of the household head and used these as proxies for the underlying ability of the household to generate income. This paper uses five rounds of panel data to investigate the persistence of poverty in urban Ethiopia, with a particular focus on the role of intra-household heterogeneity in occupations. Dynamic probit and system generalised method of moments regression results suggest that international remittances and labour market status of non-head household members are important determinants of households' poverty status. Results also show that controlling for these variables and the “initial conditions problem” encountered in nonlinear dynamic probit models reduces the magnitude of estimated poverty persistence significantly for urban Ethiopia. These findings have important implications for identifying the poor and formulating effective poverty reduction and targeting strategies.  相似文献

The U.S. dairy industry is undergoing rapid structural change, evolving from a structure including many small farmers in the Upper Midwest and Northeast to one that includes very large farms in new production regions. Small farms are struggling to retain competitiveness via improved management and low‐input systems. Using data from USDA's Agricultural Resource Management Survey, we determine the extent of U.S. conventional and pasture‐based milk production during 2003–2007, and estimate net returns, scale efficiency, and technical efficiency associated with the systems across different operation sizes. We compare the financial performance of small conventional and pasture‐based producers with one another and with large‐scale producers. A stochastic production frontier is used to analyze performance over the period for conventional and pasture technologies identified using a binomial logit model. Large conventional farms generally outperformed smaller farms using most economic measures—technical efficiency, various profitability measures, and returns to scale.  相似文献

Although meat demand is one of the most studied issues in agricultural economics, our understanding of this phenomenon has been hampered by valid concerns about model specification uncertainty. This article revisits the need for more general theories of aggregate U.S. meat demand. Using a Bayesian averaging of classical estimates approach, we draw comprehensive inferences over 1,048,576 demand systems. We find very little evidence supporting the need for more general theories that include demand determinants beyond prices and expenditures. We find strong evidence in support of symmetry and negativity, but strong evidence against homogeneity, which is consistent with other research.  相似文献

Research has examined consumers’ attitudes toward ecolabels, but there is a lack of research examining whether niche ecolabels give a competitive advantage in consumer markets. The authors aim to fill this gap by exploring the four conditions of market success (evidence of price premiums, market share, access to retailers, and elasticities) established in the literature. Three varieties of MSC-certified fish are studied. Differences are observed across the three varieties that lead to the following conclusions: MSC-labeled products do not systematically sell at a premium; price has an inelastic effect on the demand of certified national brands, but increased distribution has a very elastic effect on demand; and MSC-labeled products do not experience seasonal effects. The consumer market is responding favorably to the label, but ecolabeled fish is in an introductory stage. Price premiums vary; the retailer’s brand is playing a prominent role.  相似文献

Consumer welfare effects from policy changes are traditionally calculated using estimates of consumer preferences for the underlying goods and services affected. This conventional approach is indirect, does not consider preferences people may have for the policies themselves, and makes it difficult to easily compare relative preferability of a large set of policy options. In this paper, we use the best–worst scaling approach to determine consumers’ preferences for 13 policies. A nationwide survey of 1,056 U.S. consumers indicates the highest levels of support for investments in agricultural research and requirements of food and agricultural literacy standards in public education. Fat, calorie, and soda taxes are the least popular; fewer than one-third of respondents are in favor of these three policies.  相似文献

Obesity is a public health problem in the United States that has been linked to excess sweetener consumption. The American Heart Association (AHA) recommends no more than 6–9 teaspoons/capita/day, while the U.S. Food and Drug Administration (FDA) recommends 200 calories/capita/day of caloric sweetener consumption. Both recommendations are well below the reported 2016 sweetener consumption levels. We quantify the input tax rates needed to reduce the current excess sweetener consumption level to the AHA and FDA recommended standards. We calculate the joint tax in the United States on two major sweeteners, sugar and High Fructose Corn Syrup (HFCS), to be 31 and 24 cents per pound, respectively, based on the AHA standard, and 19 and 17 cents per pound, respectively, using the FDA standard. These taxes would be roughly the magnitude of the existing sugar and HFCS prices. In both cases, the tax incidence on producers is much smaller than on consumers. Our focus is very different from past studies in that it deals with the effect of taxes on inputs to meet the recommended target rather than a selective tax (sugar‐sweetened beverage tax). If a sweetener tax were implemented, U.S. sugar and HFCS producers would lose US$398–US$489 and US$683–US$844 million per year, respectively.  相似文献

Many financial crises during the last decade have derived more directly from political than purely economic problems. When democratic institutions, government transparency, regulatory oversight or the rule of law break down, the likelihood that politicians will implement unsustainable economic policies rises. The economics literature analyses the role of poorly functioning government institutions in allowing a nation to slip into financial crisis. However, the literature on the effectiveness of post-crisis reforms focuses almost exclusively on whether the stated post-crisis policies are appropriate from an economic viewpoint. Oddly, that literature fails to examine the status of the underlying governmental deficiencies, assuming implicitly that they have been remedied. Because economic reforms are feasible only with wide political and social consensus, two important post-crisis issues are essential to the success of such reforms; namely, the political situation and politicians' management of economic policy. Political failures are particularly relevant to the Argentine financial crisis that began in December 2001. This paper identifies those political issues, which derived from an unstable political structure characterized by corruption and fragmented power between provinces and the federal government. Critically, the rule of law had been undermined in 1991. Interestingly, these same shortcomings still pervaded Argentina in 2004. The resultant lack of political consensus continues to delay implementation of the structural reforms necessary to return to sustainable economic growth. Social confidence in the government is low; the independence of the Supreme Court has been shattered; and the rule of law continues to be eroded, as the government tramples on the property rights of private firms and public debt-holders. Because it seems unlikely that Argentina can overcome its political deficiencies in the near future, its prospects for full economic recovery are limited, regardless of which economic reforms it implements.  相似文献

This paper contributes to the discussion on food sovereignty and the state by analysing the case of Ecuador. It presents a theoretical framework and literature review focused on the question of food sovereignty, the state and agrarian political economy. The case study of Ecuador, one of a handful of countries that has attempted to institutionalize food sovereignty in state policy, examines the political processes that led to the institutionalization of food sovereignty and the rural development and agricultural policies of the ‘post‐neoliberal’ government of Rafael Correa. The analysis of the Ecuadorian case concludes that the implementation of public policies reflecting food sovereignty principles has largely proven elusive, with the exception of some institutional changes and developments at the local levels of the state.  相似文献
