On The Allocative Effects of Rent Seeking   总被引:2,自引:0,他引:2  
We consider the effects of rent-seeking activities on resource allocation. Before rent-seeking activities take place, there are prior probabilities that an object will be given to one of several agents. The posterior probability depends on prior probabilities and the expenses incurred by all agents. In the case of two agents who equally value the object, prior and posterior probabilities coincide, and thus rent seeking has no effect on resource allocation. If there are two agents with different valuations of the object or we have more than two agents, rent seeking matters and posterior probabilities reflect the valuations of the agents.  相似文献

This paper is a brief review of the literature on contests, with focus on rent-seeking. A fairly general contest model is presented. We show that the Tullock contest model and the first-prize sealed-bid auction model are obtained as special cases. Some important modifications of the basic model are reviewed: hierarchical rent-seeking, rent-seeking under risk aversion, insecure rents, sabotage in rent-seeking contests, contest design, commitment and endogenous order of moves, and dynamic rent-seeking.  相似文献

Summary Tournaments, conflict, and rent-seeking have been modelled as contests in which participants exert effort to increase their probability of winning a prize. A Contest Success Function (CSF) provides each player's probability of winning as a function of all players' efforts. In this paper the additive CSF employed in most contests is axiomatized, with an independence from irrelevant alternatives property as the key axiom. To investigate whether rent-seeking discourages productivity, we consider a third-market model, in which a domestic firm and a foreign firm engage in both Research and Development (R&D) and output competition. We show that the relationship between rent-seeking and productivity depends on two forces. On the one hand, rent-seeking increases the marginal benefit of R&D and encourages productivity. On the other hand, a lower production cost due to R&D enables the government to extract the rent from the firm to a greater extent and discourages the productivity. Which force is dominant depends on the level of corruption or, as an alternative interpretation, the weight the government attaches to political contributions. Unlike the monotonic relationship proposed by the literature, we find a non-monotonic relationship between rent-seeking and productivity.  相似文献

Using a microeconomic model and data from the Establishment Panel of the German Institute for Employment Research, we analyze the optimal establishment size against the background of rent-seeking workers and the influence of works councils. The theoretical part shows that establishment size has not only a discouragement effect on the level of individual rent seeking but also a quantity effect as the number of rent seekers increases. The interplay of both effects – together with technological considerations – determines whether the employer chooses an inefficiently small or large establishment size. Introduction of a works council restores efficient establishment size although it is purely used as rent-seeking device. Whether the employer benefits from a works council or not depends on the degree of contract incompleteness and the degree of worker coordination via a works council. The empirical part indicates dominance of the discouragement effect over the quantity effect in establishments without works council. As theoretically predicted, works councils are beneficial by disentangling rent-seeking and production issues, thus eliminating the influence of the two rent-seeking effects.  相似文献

Using an experimental design of stating equivalent probabilities for 252 stimulus lottery pairs, Chechile and Cooke (1997) alleged to have refuted generic-utility theory which itself comprises many modern utility theories. The present paper systematically investigates the feasibility of the Chechile-Cooke experimental design using numerical methods. We examine 1,277 utility setups (involving 17 parameter sets for four probability-weighting functions and 11 parameter sets for three component utility functions) which represent ten different utility theories. Our results demonstrate that on average for more than one third of all stimulus lottery pairs no equivalent probabilities exist. That is, the Chechile-Cooke experimental design prevents subjects from stating their true probability equivalents. Therefore, they cannot claim to have refuted generic-utility theory and the members of its family.This paper was submitted to theJournal of Risk and Uncertainty on January 14, 1999. In an economy with weak economic and political institutions, the major institutional choices are made strategically by oligarchs and dictators. The conventional wisdom presumes that as rent-seeking is harmful for oligarchs themselves, institutions such as property rights will emerge spontaneously. We explicitly model a dynamic game between the oligarchs and a dictator who can contain rent-seeking. The oligarchs choose either a weak dictator (who can be overthrown by an individual oligarch) or a strong dictator (who can only be replaced via a consensus of oligarchs). In equilibrium, no dictator can commit to both: (i) protecting the oligarchs' property rights from the other oligarchs and (ii) not expropriating oligarchs himself. We show that a weak dictator does not limit rent-seeking. A strong dictator does reduce rent-seeking but also expropriates individual oligarchs. We show that even though eliminating rent-seeking is Pareto optimal, weak dictators do get appointed in equilibrium and rent-seeking continues. This outcome is especially likely when economic environment is highly volatile.  相似文献

We study whether the spatial distribution of natural resources across different ethnic groups within countries causes spatial inequality and the incidence of armed conflict. By providing a theoretical rent-seeking model and analysing a set of geo-coded data for mines, night-time light emissions, local populations and ethnic homelands, we show that the spatial distribution of resources is a major driving factor of ethnic income inequality. Moreover, a spatially unequal distribution of natural resources induces rent-seeking behaviour and thus increases the risk of civil conflicts. Consequently, we extend the perspective of the resource curse to explain cross-country differences in income inequality and the onset of civil conflicts.  相似文献

When a decision process involves discretion, it may also be open to influence by various actors. If a single prize is at issue, then this influence can be modelled in the context of a rent-seeking game. However, the basic rent-seeking model needs to be extended in order to examine the amount of influence exerted when more than one prize is at stake. In this paper, we investigate the effect of several factors which may affect rent-seeking in this multi-prize framework but are not accounted for in single-prize models; examples here are the number of prizes, the division of the prize mass and the distribution mechanism which is employed.  相似文献

Incentive instruments like asset ownership and performance pay often have to strike a balance between the productive incentives and the rent-seeking incentives they provide. Standard theory predicts that these instruments become less attractive when the effectiveness of rent-seeking activities increases. In contrast, theories that emphasize the importance of reciprocity suggest that this relationship may go the other way around. In this paper we test these predictions by means of a laboratory experiment. By and large our findings confirm standard theory. Incentive instruments typically become less attractive when the scope for rent-seeking activities increases. However, reciprocity motivations do seem to mitigate the adverse effects of rent-seeking opportunities to a considerable extent.  相似文献

This paper analyzes the ability of group members to cooperate in rent-seeking activities in a context of between-group competition. For this purpose, we develop an infinitely repeated rent-seeking game between two groups of different size. We first investigate Nash reversion strategies to support cooperative behavior in both groups, before analyzing double-edge trigger strategies which support cooperation in one group only. These last strategies have the property that cheating on the agreement in the cooperative group is followed by non-cooperation in this group and cooperation in the rival group. The main conclusion is that the set of parameters for which cooperation can be sustained within the larger group as a subgame perfect outcome is as large as that for which cooperation can be sustained in the smaller group. Hence, in contrast to Olson?s (1965) celebrated thesis, but in accordance with many informal and formal observations, larger groups can be as effective as smaller groups in furthering their interests.  相似文献

The objective of this paper is to design a laboratory experiment for an infinite-horizon sequential committee search model in order to test some of the implications obtained by the model in Albrecht et al. (2010) (AAV). We find that, compared with single-agent search, the search duration is longer for committee search under the unanimity rule, but is shorter for committee search in which at least one vote is required to stop searching. In addition, according to estimates from round-based search decisions, subjects are more likely to vote to stop searching in committee search than in single-agent search. This confirms that agents are less picky in committee search. Overall, the experimental outcomes are consistent with the implications suggested by the AAV model. However, despite the prediction from the AAV model, we could not obtain a significant outcome in relation to the size order of the probabilities of voting to stop searching in committee search for the various plurality voting rules.  相似文献

This paper proposes a general modelling framework for macroeconomic dynamic behaviour of a large collection of interacting agents, and illustrates the procedure for a simple case of agents having the same binary decision set. Evolution over time of the fractions of agents using the same technology is modelled as a birth-and-death stochastic process with endogenized transition rates, and its master equation (Chapman-Kolmogorov backward equation) is expanded into power series in the total number of agents in the model. The first term of the expansion is the aggregate (macroeconomic) dynamic model. Stochastic dynamics of the proportions of agents using the same technology can exhibit multiple equilibria; this paper discusses an example with one locally unstable and two locally stable equilibria, with some simulation computer runs. There are two results of broad implication. One is the demonstration that stochastic dynamics allocates positive probabilities to all locally stable equilibria. Stochastic dynamics thus stands in sharp contrast to deterministic dynamics. In the latter, history (initial conditions) and expectations (often exogenously introduced discontinuous changes in trajectories) uniquely select the basin of attraction in which trajectories are eventually located. The second is the illustration of the usefulness of jump Markov processes in general, and birth-and-death processes in particular in economic modelling. Among several results specific to these processes, we show that the mean first passage time from one locally stable equilibrium to another is proportional to the exponential function of the height of the potential barrier separating the two basins of attraction of these two locally stable equilibria.  相似文献

We present a transfer-seeking model of political economy that links the theory of Becker (1983) with Tullock-type models of politically contestable rents. In our model the size of the transfer is determined endogenously, and over-dissipation of rents is predicted even under conditions of risk-neutrality and perfect rationality. We implement an empirical test of this model by collecting behavioral data in a laboratory experiment. We confirm the existence of behavior that leads to over-dissipation of rents in games with both symmetric and asymmetric political power. To the extent that the transfer-seeking costs are social costs, our findings imply that the total costs of running government might be greatly underestimated if the value of the rent is used as a proxy for the rent-seeking cost. Unexplored stylized facts on OECD countries suggest that plurality electoral systems are associated with higher openness to immigration. We propose an explanation based on a retrospective voting model where immigration hurts voters but benefits a rent-seeking policymaker who appropriates part of the income generated by immigrants. To be reappointed, the policymaker must distribute the compensation. With respect to proportional systems, plurality systems make it possible to compensate only a few decisive districts and leave after-compensation rents higher, therefore producing higher immigration. In our model, non-decisive districts receive no compensation at all under both electoral systems, providing a rationale for widespread anti-immigration attitudes. Notably, our results also help to explain why governments often seem more pro-immigration than do voters. Finally, our model predicts that opposition to immigration is more geographically dispersed in plurality systems. Basic evidence supports this prediction.  相似文献

寻租理论把租金的范围定义在政治领域。政府拥有某些政治特权,可以创造和保护租金,从而增加人们的决策选择。出于利益最大化的考虑,人们会选择"寻租"方式来增加收益。正是由于"寻租",遏制了市场经济发挥作用。同时,寻租活动也浪费了本应用于从事生产性活动的资源。在上述思想的指引下,寻租理论的发展出现两大分支:一是规范寻租理论,试图说明和估算寻租活动给经济带来的成本;二是实证寻租理论,试图解释社会中人为制造的租金来源。寻租被应用于很多研究领域,但是也许是由于寻租理论本身存有缺陷,或者其他原因,寻租理论在中国并没有很好地发展起来。  相似文献

We study the role of political frictions in public policy outcomes. We propose a simple model of fiscal policy that combines a lack of commitment by the government, political turnover, and another political friction that can be interpreted either as political polarization or as public rent-seeking. We show that political turnover increases public debt levels, while political polarization or public rent-seeking leads to higher public spending. We evaluate the importance of different political frictions for fiscal policy outcomes using a sample of twenty developed countries. We find that the data on political instability combined with the data on public rent-seeking explain 25% of the variation in public debt levels.  相似文献

This paper develops a Schumpeterian growth model in which institutional quality matters for inequality and growth. In particular, asymmetric information between political authorities and rent-seeking bureaucratic agencies diverts resources from innovative activities – crucial for development to take off in middle and low income countries – and unnecessarily exacerbates income inequality. The theoretical predictions not only match empirical facts on inequality, institutional quality and growth well documented in the literature, but are easily assessed in two groups of Latin American and African countries, as shown in the final calibration analysis.  相似文献

本文提出企业治理结构选择的理论模型,比较了民主与集权两种治理结构对于公司业绩的影响,认为治理结构的选择依赖于公司生命周期的发展阶段.在创业阶段,集权的治理结构更有效率,但要求兼作经理人的创业者有充足的资金.若资金不足,由于经理人控制权寻租和小股东投票权损失,公司面临较高的融资成本,作为补偿,要求经理人的商业能力要显著高于经理人市场的平均水平,即经理人能力同自有资金在一定程度上可相互替代.本文还应用指数化期权定价方法给出了小股东投票权损失估值,结果表明,经理人市场平均商业能力提高越快,投票权损失越大.  相似文献
