金融普惠可以提高减贫质量吗?——基于多维贫困的分析   总被引:1,自引:0,他引:1  
切实提高减贫质量对我国打赢打好脱贫攻坚战和守住脱贫成果至关重要。金融普惠作为当前我国金融改革和脱贫攻坚的重要举措,是否有助于提高减贫质量仍是有待回答的问题。文章基于中国家庭金融调查2015年数据,从多维贫困和多维贫困脆弱性两方面出发研究了金融普惠对我国农村减贫质量的影响。研究发现,金融普惠可以同时降低农村家庭多维贫困和多维贫困脆弱性,并且对多维贫困问题严重的农村家庭有更大的作用;区分不同贫困和不同金融服务发现,金融普惠可以显著降低收入贫困、教育贫困及生活质量贫困,对健康贫困的影响则不显著;银行营业网点与金融服务点渗透、以及储蓄、贷款、保险及数字金融服务使用可以提高减贫质量,而其他金融机构渗透、信用卡使用及银行服务评价的作用相对有限。进一步地,文章研究了金融普惠减贫质量效应的环境条件,发现村庄市场及制度环境和家庭需求环境改善有助于充分发挥金融普惠的积极作用,相反则可能构成一定的制约。最后,文章检验了金融普惠的影响机制,发现促进农村家庭人力与物质资本积累、以及地区经济发展等在其中发挥了重要的中介作用。文章结论为我国提高减贫质量提供了可靠的政策工具,同时也可促进我国全面建成小康社会和经济实现高质量发展。  相似文献

This study examines how poverty reduction has been associated with economic growth and inequality in Vietnam. It finds that although the speed of poverty reduction was lower in the 2000s than in the 1990s, economic growth was more pro‐poor in the latter period. During the 1993–98 period, expenditure inequality increased and the poverty reduction during this period was mainly caused by economic growth. During the 2004–08 period, however, expenditure inequality decreased, thereby contributing to poverty reduction. The poverty incidence declined by around 5 percentage points, of which expenditure growth and redistribution contributed 2.8 and 2.2 percentage points of poverty reduction, respectively.  相似文献

征地后农业收入及土地权益的减少会阻碍农户家庭经济水平的提高,但征地补偿的存在可以扩大农户生产经营的可选集,为持续提高农户家庭经济水平,促进农村减贫提供了必要前提。基于中国家庭收入调查中2013年的农村住户数据,文章设立了以家庭财富为基础的农户经济水平的衡量指标,并建立三元联合分布计量模型,在处理了内生性问题的基础上研究了征地和征地补偿对农户贫困的影响。研究发现,征地过程中减贫效应起主要作用,征地能够显著增加农户财富,促进农村减贫。征地的减贫效应存在异质性:征用宅基地形式下的减贫效应最为显著,征用耕地时效果则会下降;不同补偿方式下的减贫效应存在差异,资金补偿和非资金补偿组合下的征地减贫效应最强,而单独资金补偿的减贫效应最弱;征地减贫效应在东部地区、市场化水平较高的情况下及高财富农户中更加明显。处理效应结果表明资金补偿和非资金补偿的组合能够为农户带来最多的财富收益,具体为233578.8元。最后文章还检验了征地的影响机制,发现征地补偿是征地减贫效应的重要实现途径之一,但不是唯一途径,补偿在征地的减贫效应中起部分中介作用,其效应所占比重约为59.5%。文章结论表明政府征地不仅有助于国家现代化建设,还具有促进农户减贫,推动农村发展的作用。  相似文献

This paper focuses on labour market adjustment during the economic crisis of 1997–98. It shows how labour processes help explain better outcomes for the poor than were initially predicted. The Indonesian experience is viewed in a framework that contrasts two extreme models: a Keynesian world of rigid real wages, and a neoclassical situation of flexible adjustment to economic shocks. It was found that the Indonesian case is more consistent with the neoclassical than the Keynesian model, despite the tendency for greater government intervention in labour markets before the crisis. The paper also finds that the large change in relative prices from the exchange rate depreciation had a smaller effect than expected on employment structure. These conclusions are discussed in the context of major changes in labour markets prior to the economic crisis.  相似文献

This study provides evidence about changes in the distribution of living standards among Indonesian households during the economic crisis. It uses consumption expenditure data from a panel of households that were surveyed in May 1997, just before the onset of the crisis, and then again in August 1998, about a year after the crisis began. A household-specific deflator is used to make nominal consumption expenditures comparable across this period. The results suggest that there was a considerable drop in household welfare during the economic crisis. Average per capita expenditures fell significantly, and at the same time inequality increased. The poverty rate also appears to have doubled from the pre-crisis level. However, transitions into and out of poverty before and after the crisis reveal remarkable fluidity.  相似文献

Covid-19 has infected and will continue to infect millions of people all over the world. The economic impact is predicted to be large and millions of people will be pushed into poverty. In this paper, we estimate the impact of Covid-19 on poverty in Indonesia. The economic impact is expected to be severe, reducing the economic growth rate projected for 2020 from about 5% to between 4.2% and –3.5%. We find that under the best-case scenario, the poverty rate will increase from 9.2% in September 2019 to 9.7% by the end of 2020, pushing 1.3 million more people into poverty. Under the worst-case scenario, the poverty rate will increase to 16.6%, close to the level seen in 2004 when the poverty rate was 16.7%. This means that 19.7 million more people will become poor, substantially reversing Indonesia’s progress in reducing poverty. The implication is that Indonesia will need to expand its social protection programs to assist the new poor as well as the existing poor.  相似文献

This study estimates the prevalence and extent of vulnerability to poverty in the Punjab province of Pakistan. A multilevel model is used to analyze survey data of about 90,000 households distributed across 150 towns/tehsils. Empirical estimates show that the vulnerability rate is higher than the rate of poverty, and poverty-induced vulnerability is higher than risk-induced vulnerability. Moreover, idiosyncratic-vulnerability is higher than covariate-vulnerability. Unlike previous studies that find poverty to be a rural phenomenon, this research shows that poverty and vulnerability are equally high in urban areas. A high level of urban vulnerability adds urgency to anti-poverty interventions given a rapid urbanization in Pakistan.  相似文献

金融素养对家庭金融脆弱性的影响具有不确定性,既可能通过增加家庭的资产和收入,降低家庭金融脆弱性;也可能通过增加家庭的负债与支出,提升家庭金融脆弱性。本文首先从金融知识、金融行为、金融态度三个维度测算金融素养,再基于"资不抵债"、"入不敷出"两个维度量化家庭金融脆弱性,最后构建实证模型,以CFPS(2014)为样本,量化分析金融素养对家庭金融脆弱性的影响。实证研究表明:金融素养的增加显著降低家庭金融脆弱性及"资不抵债"的概率;在金融素养的三个维度中,金融知识降低金融脆弱性、缓解资不抵债的作用更为显著。  相似文献

The present paper describes the current urban poverty situation,examines the factors affecting the probability of a household being in poverty and investigates how the urban minimum living standard guarantee (dibao) program helps poor people to get out of poverty. The targeting efficiency of the urban dibao program is discussed. The present study finds that the poverty rate of households with unemployed workers is much higher than that of households without unemployed workers. The urban dibao program is helpful in reducing poverty rates,but it does not reduce poverty rates too much. The government should place emphasis on helping laid-off and unemployed workers to become reemployed. The most urgent problem for the dibao program is improving the efficiency of targeting.  相似文献

The economic crisis caused a clear deterioration in the welfare of the Indonesian people. In this paper, we examine the appropriate method to compare the change in poverty rates over time. We then piece together a consistent series of estimates of poverty rates during the crisis from various sources, covering a period from February 1996 to February 2002. The reconciliation of these various estimates paints a very reasonable picture and neatly tracks events. The poverty rate increased from the lowest point of approximately 15% at the onset of the crisis in the middle of 1997 to the highest point of approximately 33% nearing the end of 1998. This maximum increase in poverty rate during the crisis of 18 percentage points implies that approximately 36 million additional people were pushed into absolute poverty due to the crisis. After the peak point, the poverty rate started to decline again and reached the pre-crisis level of approximately 15% at the end of 1999, implying that the lost time in poverty reduction due to the crisis was approximately 2.5years. However, the poverty rate after this point appears to have fluctuated. During 2001 and early 2002, poverty was on the rise again.  相似文献

Digging deeper into the self-protection rationale for holding reserves, this paper examines the empirical link between reserve holding patterns and crisis vulnerability, comparing the pre- and post-Asian crisis periods, and across different groups of developing countries. Analyzing data for 51 developing countries during the period 1982–2004, this paper finds evidence that the elasticity of developing country reserves with respect to certain crisis vulnerability indicators like foreign debt service and total external liabilities seems to be higher in the post-Asian crisis period, suggesting that policymakers’ precautionary responsiveness by holding more reserves has increased. Grouping countries according to their type of vulnerability (commodity, debt or sudden stop related), countries prone to sudden stops in capital inflows also seem to have adjusted their policies the most towards higher precautionary reserve holding. Furthermore, from the point of view of self-protection, China's reserve holding patterns appear consistent with what developing countries more generally seem to be undertaking.  相似文献

Based on household survey datasets and the framework of pro‐poor growth, the present paper discusses how economic growth and inequality affect poverty reduction in urban China. The findings in this paper suggest that the poor benefit from economic growth through the trickle‐down effect, but that the poor benefit disproportionally less than the nonpoor in both periods, from 1988 to 1995 and from 1995 to 2002; however, in the latter period, the pro‐poorness is higher than that of the former period. Using the principle of Shapley decomposition, this paper develops an index of pro‐poor growth for each income component, and finds that the income from informal jobs is the main contributor to the pro‐poorness of growth during the period 1995 to 2002.  相似文献

The 2008 global economic crisis affected the Uruguayan economy through two main channels: collapse in global trade and drop in capital flows. In response to the crisis, the Uruguayan government increased public consumption and investment and expanded social benefits to unemployed workers. We apply a computable general equilibrium model linked to microsimulations to analyze the distributional impacts of these policies and assess their effectiveness. We find that an increase in public investment was the only policy effective in mitigating the negative impact of the crisis on extreme poverty. The other policies reinforced the negative impact of the crisis on the poor. All three policies are costly and have an important impact on macroeconomic variables and the structure of production and export, while they have only slight or negative results on poverty and household income. More focalized policies, such as direct cash transfers, might have better results in terms of cost‐benefit.  相似文献

This paper investigates the impact of the 2008 economic crisis on industries in East Asia. It attempts to identify the transmission mechanism and the magnitude of the impact of the crisis on industries in East Asia using the updated Asian international input–output table for 2008. The analyses reveal that the crisis significantly affected industrial output of the nine East Asian economies included in the present study. The economies that are deeply involved in production networks were affected most seriously. Our analyses also show that the impact was transmitted to East Asian industries through triangular trade, in which Chinese mainland imports parts and components from neighboring East Asian economies and then exports final products to the US and EU markets. Although such intricate production networks have improved the competitiveness of East Asian economies, they have also increased vulnerability to external shocks.  相似文献

文章以2003-2017年A股非金融类上市公司为研究样本,考察经济政策不确定性对企业投资趋同行为的影响。研究发现,经济政策不确定性的升高会显著增强企业投资趋同行为,该影响效应在信息优势企业有所减弱,在资产不可逆程度较高企业有所增强。分行业检验发现,在管制性行业以及景气度较低行业中,经济政策不确定性对企业投资趋同行为的影响减弱。进一步研究发现,在经济政策不确定性不断攀升的背景下,实体投资趋同性会带来更为严重的金融化,特别是在行业实体投资总体趋于放缓的情况下,企业金融化现象更加严重。该研究为宏观经济波动下企业投资趋同行为提供了经验证据。  相似文献

Abstract: In the last thirty years, remarkable achievements have been made in China's poverty reduction course. The dramatic fall in China's poor can be attributed mainly to a high rate of economic growth, government poverty reduction policies and targeted programmes and pro‐poor macroeconomic and industrial policies. This paper focuses on China's poverty reduction policies and programmes and their impact on the poor regions and poor households. Lessons are drawn for poverty reduction and economic development in African countries. The paper also explores the potential for collaboration in poverty reduction between China and African countries and recommendations are made for the governments and donor agencies.  相似文献

It is argued that without collateral the poor often face binding borrowing constraints in the formal credit market. This justifies a micro‐credit program, which is operated by the Vietnam Bank for Social Policies to provide the poor with preferential credit. The present paper examines poverty targeting and the impact of the micro‐credit program. It is found that the program is not very pro‐poor in terms of targeting. The nonpoor account for a larger proportion of the participants. The nonpoor also tend to receive larger amounts of credit compared to the poor. However, the program has reduced the poverty rate of the participants. The positive impact is found for all three Foster‐Greer‐Thorbecke poverty measures.  相似文献

在经济全球化的大背景下,金融危机严重影响部分国家甚至全球的经济运行。作为目前全球增长的最大贡献力量,以出口导向为主要特征的新兴市场国家,面临金融危机时常表现出高频性和脆弱性。文章通过引力模型的实证分析得出:危机爆发年中,货币贬值都对进口和出口产生消极影响,且对进口的影响程度大于出口;危机爆发接下来的两年期间,货币贬值促进出口增长,进口依然下降。另外,金融危机对国际贸易的冲击反应表明:总体上,危机期间,进口不断下降,而对出口的影响轨迹在1980-1995年间呈"U"型,在1996-2007年间表现为短期即刻下降,而后迅速上升,第二年后恢复并超过危机前正常水平。  相似文献

本文通过构建一个包含个体失业风险的Hank模型来分析财政政策降低不平等的影响路径与政策效果。研究发现:(1)由于储蓄规则和流动性约束作用,不平等的加剧会增加总储蓄率,不利于向以消费为主的经济结构转型;(2)降低收入所得税对减轻不平等的效果取决于其累进程度,降低比例税可降低不平等,增加一般性转移支付对改善不平等效果不显著,但增加失业和贫困补贴可显著降低不平等,并提高具有高边际消费倾向的贫困家庭的消费,可实现公平与效率的兼顾;(3)提高技能有助于抵御失业风险带来的低收入风险。本文模型不仅与已有实证结果拟合程度较好,同时也为新时代全面脱贫、降低不平等和构建新发展格局提供新思路。  相似文献
