This article examines the impact of statutory regulation on qualifications and skills in the social care sector in the UK. It draws on various sources and a set of case studies, first carried out in 2003 and replicated in 2008. The analysis shows that the advent of the statutory regime has had a positive effect on the volume of training and qualifications in the sector. However, few organizations have combined training with a broader set of human resource management practices of the kind required for the establishment of a high‐performance work system. This constitutes one of the continuing limits to further skill development. Changes in the regulatory regime risk losing benefits that have been gained.  相似文献

Training and Labour Market Flexibility: Is There a Trade-off?   总被引:1,自引:0,他引:1  
This paper explores the nexus between work-related training and labour market 'flexibility' (which we proxy by contract type, part-time employment and lack of union coverage), using the first five waves of the British Household Panel Survey (BHPS) conducted over the period 1991–5. Our results show that workers on short-term employment contracts, who are working part-time or are not covered by a union collective agreement, are significantly less likely to be involved in any work-related training to improve or increase their skills. These findings suggest that there is a trade-off between expanding the more marginal forms of employment and expanding the proportion of the work-force getting work-related training.  相似文献

This article examines the attempt to revive apprenticeship training in Britain in the 1990s in the form of the Modern Apprenticeship. Drawing on historical and comparative examples, it puts this attempt into a broader context. The design of the Modern Apprenticeship is assessed and the operation in practice is evaluated. While some optimistic conclusions are drawn, there are worries in terms of the quantity and quality of training under the initiative. The Modern Apprenticeship is seen as being probably the last opportunity in Britain to revive the employment-based route to initial training.  相似文献

Do employers recognize noncognitive skills at the beginning of a career or is there a learning process? Does learning transfer perfectly across employers or is there a degree to which learning resets as employees change jobs throughout their careers? This paper uses data from the National Longitudinal Survey of Youth, 1979 to incorporate measures of noncognitive skills into a model of symmetric employer learning described originally by Altonji and Pierret ( 2001 ) and nested in a model of asymmetric employer learning as in Schönberg ( 2007 ). I find evidence that employers reward self‐esteem, internal control, and schooling initially, while rewarding cognitive skills and motivation over time.  相似文献

There is currently a renewed surge of interest in informal entrepreneurship around the world. One of the motives stems from how such entrepreneurship shapes and influences a substantial part of the global workforce. However, we may also verify how a major proportion of the research in this field focuses on developing economies and thus justifying the application of such analytical approaches to countries with different levels of economic development as is the case with Europe. Our research objectives, on the one hand, involve analysing the impact of R&D investment on informal entrepreneurship and, on the other hand, the moderating effect of the level of economic development on their innovative capacities and informal entrepreneurship results. To this end, and in accordance with Global Entrepreneurship Monitor, we divide the countries of Europe into two stages of development and may report that the higher the level of economic development, the greater the innovative capacity and, furthermore, the lower informal entrepreneurship becomes. The same holds for R&D investment with its increase being inversely proportionate to informal entrepreneurship. We, therefore, seek to contribute toward a better understanding of the problematic framework of informal entrepreneurship, in particular in the European context.  相似文献

Using a labeling policy framework, we answer the question of whether attitude has an impact on consumers’ valuation of rBST-free and organic characteristics of milk. We utilize 2 years of consumer survey data and a hedonic model to estimate marginal effects of attitude on consumer valuation of rBST-free and organic milk. Findings indicate that in 2001 milk value was impacted by attitude, regardless of whether attitude was measured using an opinion based or behavioral construct. In 2004 the contribution of attitude to value was insignificant. Implications for labeling policy are discussed.  相似文献

Researchers have reported a positive, negative, and neutral impact of corporate social responsibility (CSR) on financial performance. This inconsistency may be due to flawed empirical analysis. In this paper, we demonstrate a particular flaw in existing econometric studies of the relationship between social and financial performance. These studies estimate the effect of CSR by regressing firm performance on corporate social performance, and several control variables. This model is misspecified because it does not control for investment in R&D, which has been shown to be an important determinant of firm performance. This misspecification results in upwardly biased estimates of the financial impact of CSR. When the model is properly specified, we find that CSR has a neutral impact on financial performance. The major finding of this study is that the private rate of return to training physician assistants, employing the most conservative projections, is approximately 20 per cent, a rate comparable to that found for physicians. This result would seem to suggest that PA training is a good investment for the individual and that future demand for training will be high. The validity of this result, however, depends on the accuracy of the earnings projections that were utilized. Although they appear reasonable, only future observations can confirm their accuracy.
The multiple regression model used to test the significance of various independent variables indicated that for the ten-year period analyzed race, sex, and years of education prior to training did not explain differences in net present values of PA training, whereas age, years of health-related experience before training, training in a specialty, and the type of medical practice employing the PA were found to be important.
Although this study's findings should be considered tentative, the major policy implication evident from this research is that increases in government support to physician assistant trainees does not appear warranted at this point.  相似文献

We provide a flexible method to test for a variety of multiproduct oligopolistic models and to estimate the relevance of entry conditions on industrial conduct. We find that for the case of the Uruguayan Banking Sector during the late 1970s, multiproduct oligopolistic interactions were present. However, the partial relaxation of legal entry barriers substantially removed the multiproduct nature of these interactions.  相似文献

Trade unions are frequently criticized for excluding women from skilled crafts by denying them training. This article examines this argument by eestimatin the retention and attrition probabilities of men and women in the joint union‐management and the unilateral employer‐sponsored apprenticeship programs. While men, on average, have higher retention and lower attrition rates than women, joint sponsorship raises women's graduation probability above (and lowers their quit probability below) those of men or women apprentices in unilateral programs.  相似文献

This article discusses the theoretical and conceptual foundations for the co-management of purchasing and marketing and thereby provides some answers to the questions, why, when and how purchasing and marketing should be co-managed. It develops a conceptual framework distinguishing between internal and external co-management of purchasing and marketing. Improving value creation and value capture is identified as a necessary “pull factor” driving the co-management of purchasing and marketing. Based on resource dependence theory (RDT), we argue that dependence on critical resources is another important “push factor” for the emergence of external co-management. We present a RDT-based typology of co-management constellations showing that co-management is not a one-size-fits-all approach and summarize our findings in five propositions on the co-management of purchasing and marketing. In sum, we conceptualize co-management of marketing and purchasing as a bridging strategy that allows a focal firm to accommodate dependence on critical upstream and/or downstream resources and improves value creation within the supply chain.  相似文献

Two models, the divergence and the convergence models, address comparisons of Canadian and American industrial relations. Most specialists support the divergence hypothesis. It asserts that the two countries' systems have produced major transnational differences in industrial relations outputs. The convergence model reassessed the assumptions, data, and conclusions of the divergent model and concluded that the two countries' systems produced very similar, although not identical, industrial relations outputs.  相似文献
