We use data from the Census of Fatal Occupational Injuries, the Survey of Occupational Injuries and Illnesses, and the 2000 U.S. decennial census to analyze how occupational risk relates to the earnings of Hispanic immigrant men. Our findings indicate that those with limited English‐language fluency received significantly higher compensating wages in unsafe jobs than their English‐fluent counterparts. The larger occupational‐risk premiums accrued by limited‐English‐proficient (LEP) foreign‐born Hispanic men also hold when further including U.S.‐born Hispanic, non‐Hispanic Black, and non‐Hispanic White men in the sample. These findings are consistent with underlying differences in preferences toward wages versus safety between LEP and English‐proficient workers and/or differences in coverage under formal workers’ compensation programs, perhaps because undocumented workers (many of whom already faced hazardous conditions when migrating illegally to work in the United States) comprise a disproportionate share of the LEP. However, our data and methodologies do not allow us to determine whether these premiums adequately compensate the LEP for the occupational risk they undertake.  相似文献

In advanced economies the ‘greening’ of the economy is widely seen as promising extensive job creation and upskilling, alongside its other benefits. In popular and policy rhetoric, the growing importance of ‘green skills’ is asserted frequently. This study critically examines these claims within the context of the electronic waste management sector in the United Kingdom. Drawing on the cases of a non‐profit organisation and a small private enterprise in North West England, we observe that despite government support for developing skills in e‐waste, both the development and utilisation of skills remain minimal. Critically, the relatively more skill‐intensive process of reuse is substantially less profitable than recycling and resource capture. The study concludes by noting that the expectations from the green economy for high‐quality jobs need to be assessed within the context of similar, misplaced celebrations of previous transformations of work to avoid recycling the same promises.  相似文献

Because of the importance of human capital, a firm's choice of diversification targets will depend on whether these targets offer opportunities for leveraging existing human resources. We propose to quantify the similarity of different industries' human capital or skill requirements, that is, the industries' skill relatedness, by using information on cross‐industry labor flows. Labor flows among industries can be used to identify skill relatedness, because individuals changing jobs will likely remain in industries that value the skills associated with their previous work. Estimates show that firms are far more likely to diversify into industries that have ties to the firms' core activities in terms of our skill‐relatedness measure than into industries without such ties or into industries that are linked by value chain linkages or by classification‐based relatedness. Research summary: Governments in emerging economies often use institutional intermediaries to promote entrepreneurship, and bridge the void between ventures and public funding. While prior literature describes what institutional intermediaries do, it leaves open how intermediaries support different types of entrepreneurs. By comparing science park and non‐science park firms in Beijing and across China, we distinguish which entrepreneurs benefit from certification versus capability‐building through the introduction of two new constructs: skill adequacy and context relevance. Broadly, our study adds insights at the nexus of emerging economies and entrepreneurship research, and to the tie formation and institutional intermediaries literatures. Managerial summary: A key dilemma facing entrepreneurs is how to finance their ventures. While entrepreneurs in developed economies can seek VC or angel investment, entrepreneurs in emerging economies often need to pursue potential government funding opportunities. Our study highlights three strategies for acquiring government funding. Well‐connected entrepreneurs can leverage their political ties to acquire such funding. Less‐connected entrepreneurs can leverage science parks that in emerging markets are designed to help governments to identify promising ventures. For returnees whose ample experience abroad may not fit with local ways of doing business, gaining science park admission can certify quality and so ease the path to government funding. For technically skilled local entrepreneurs who lack business skills, science parks can help build such skills, which then ease the path to government funding. This paper examines the determinants of occupational attainment and the impact of occupation on earning among foreign‐born men using the U.S. 2000 Census. Years of schooling and proficiency in English are the key factors determining access to high‐paying occupations among immigrants. Foreign labor market experience, however, has a negative impact on current occupational status, especially among those in high‐status jobs, due to the limited international transferability of skills acquired on the job.  相似文献

Using Programme for the International Assessment of Adult Competencies (PIAAC) data for twenty‐one countries, I study the impact of employment protection laws (EPL) on job content. I find that workers’ use of influence, reading, writing, planning, numeracy and information and computer technology skills, and their task discretion, were higher in permanent than in temporary jobs. Moreover, stricter EPL on permanent jobs raised the gap in job content for influence, reading, writing, and planning skills used in permanent jobs versus temporary jobs.  相似文献

Change by Design     
Over the course of a century of professional practice, designers have mastered a set of skills that can be productively applied to a wider range of problems than has commonly been supposed. These include complex social problems, issues of organizational management, and strategic innovation. Conversely, non‐designers—those in leadership positions in companies, governmental and non‐governmental organizations, professionals in a broad range of services and industries—can benefit from learning how to think like designers. We offer some large‐scale and more finely grained ideas about how this might happen.  相似文献

This article explores how skilled maintenance trades have fared under lean automotive manufacturing, a cohort of workers relatively neglected in the literature. Historically, such trades possessed a distinct ‘craft consciousness’ derived from apprenticed-acquired skill, autonomy in job execution, strict job boundaries and relative occupational status and prestige. The article assesses how lean has impacted this craft tradition over time, drawing on a case study of one UK car plant to assess its trajectory across three decades. Four different skilled cohorts—electrical, mechanical, control engineers and die maintenance fitters—are examined to gauge respective trends in skill, autonomy, demarcation and status. While the study finds variation in experiences across different trades, the general trend points to a deterioration in work conditions on all four benchmarks of assessment. The article concludes by inferring implications for the future trajectory of skilled trades considering recent accounts provided in Industry 4.0 narratives.  相似文献

Most Continental European labour markets and welfare states have experienced a substantial transformation. Germany is a case in point as it exhibits increasing levels of employment and a growing share of low pay and non‐standard work. The article claims that changes in labour market institutions play a major role, but changes in industrial relations at the sectoral level and individual firms' staffing practices are equally important. Regarding labour market institutions, the pattern found in Germany shows sequences of reforms addressing the margins of the labour market and contributing to a growing dualization of employment. This dualization trend was reinforced by micro‐level dynamics in industrial relations and company employment practices, where we can observe growing reliance on mechanisms of internal flexibility for the skilled core workforce and increasing use of non‐standard types of employment in less specifically skilled occupations, in particular in the private service sector. Hence, the adjustment of the German model can only be understood by taking into account the interaction of policy change and actors' adaptive behaviour.  相似文献

A large literature suggests that incentive pay and delegation of worker authority are positively related. Using data from a large cross section of British establishments, we show that the positive relationship found in the empirical literature masks a stark difference across jobs. Classifying jobs into two categories (complex jobs, including professional, technical and scientific occupations, and simple jobs, consisting of all other non‐managerial occupations) we find a positive relationship for simple jobs and a negative relationship for complex jobs. To explain this negative relationship, we develop a model where stronger incentives distort a worker's decisions towards low risk‐return tasks.  相似文献

By quantifying the various skills required for different occupations, we examine the long‐term trend in labor‐market polarization in Japan in terms of tasks from 1960 to 2005. We find that the input share of nonroutine tasks has consistently and gradually increased, while that of routine tasks has decreased. With regard to nonroutine tasks, we observe an increase in the input shares of both high‐skilled analytical and interactive tasks and low‐skilled manual tasks. While we also find that the polarization depends on the introduction of technology, the progress of polarization is slower and smaller in Japan than in other countries.  相似文献

Using data from the UK Skills Surveys 1997–2012, we show that the part‐time pay penalty (PTPP) for women within low‐ and medium‐skilled occupations has decreased significantly. The convergence in computer use and non‐routine job tasks between part‐time and full‐time workers explains a large share of the decrease in the PTPP. This convergence took place mainly within occupations, and was not driven by changes in occupational segregation between the two groups of workers. The lower PTPP is also related to changes in the returns to job tasks. Relative changes in the importance of and returns to computer use and job tasks together explain more than 50 per cent of the decrease in the PTPP.  相似文献

Drawing on workers’ surveys and workplace interviews, this article investigates the growth of temporary work in German manufacturing sectors since the 1980s. Findings partly confirm a ‘dualization’ scenario as workers without industry‐specific vocational training are more likely to be on a temporary contract than skilled workers, and the gap has widened over time. However, also skilled workers have become increasingly vulnerable to casualization due to job routine and the erosion of industrial relations. Evidence confirms the crucial role of institutions in supporting the linkage between specific skills and employment stability, and suggests that the liberalization of the employment relationship has the potential to advance also in the core of the German economy.  相似文献

This paper uses an original, nationally representative survey of manufacturing establishments to shed light on the interaction of employers with community colleges, including information on skill requirements and human resource practices. We test three hypotheses: that high‐skill employers use community colleges, that community colleges are a substitute for employer‐based training, and that community colleges are a complement to so‐called “high‐road” or “high‐commitment” human resource practices. We find limited utilization of community colleges by employers, but those that do establish a relationship are generally satisfied. Employers that demand high skills are more likely to use community colleges, as are “high‐commitment” firms.  相似文献

The relationship between union status and job satisfaction is commonly estimated without recognizing the heterogeneity of non‐union members. Many non‐union workers have experienced union jobs in the past while others have not, suggesting past estimations of the impact of unions on job satisfaction may miss a critical distinction. After separating non‐union members into those workers with and without union experience, this article shows that job satisfaction increases significantly for first‐time union workers, but decreases as workers accumulate experience in the union. Finally, after leaving the union jobs, worker job satisfaction recovers but does so only as the time since unionization grows.  相似文献

Our study provides the first national analysis of the labour market implications of workers who are licensed by any agency of the government in the USA. Using a specially designed Gallup survey of a nationally representative sample of Americans, we provide an analysis of the influence of this form of occupational regulation. We find that 29 per cent of the workforce is required to hold a licence, which is a higher percentage than that found in other studies that rely on state‐level occupational licensing data or single states. Workers who have higher levels of education are more likely to work in jobs that require a licence. Union workers and government employees are more likely to have a licence requirement than are non‐union or private sector employees. Our multivariate estimates suggest that licensing has about the same quantitative impact on wages as do unions — that is about 15 per cent — and that being both licensed and in a union can increase wages by more than 24 per cent. However, unlike unions which reduce variance in wages, licensing does not significantly reduce wage dispersion for individuals in licensed jobs.  相似文献

This article exploits cross‐state variation in minimum wages to investigate the impact of minimum wage changes on employer‐provided health insurance. In contrast to the existing empirical literature, this article considers an environment where some firms are constrained by non‐discrimination laws that govern the provision of health insurance. For these firms, minimum wage changes do not reduce the probability that workers will receive employer‐provided health insurance. For firms not covered by the non‐discrimination law, and free to tailor their fringe benefits, low‐skilled workers experience a disproportionate reduction in the availability and generosity of health insurance after a minimum wage increase.  相似文献

Contrary to the classic assumptions in the business and human resource (HR) strategy literatures, real‐world organizations often pursue multiple and potentially contradictory performance goals. They may adopt ‘hybrid’ strategies to maximize both differentiation and low cost — leading middle managers to face dilemmas in how to achieve different goals using the same HR practices. We link employee‐level surveys of HR practices to establishment‐level data on service quality, labour efficiency and profitability to examine the effects of HR practices on these outcomes. We find that establishments with greater use of high involvement practices have significantly higher service quality, which mediates the relationship between HR practices and profitability. Findings for labour efficiency are positive, but generally not significant. These findings also have implications for the quality of jobs.  相似文献

Internet non-use is increasingly concentrated in vulnerable groups of people, especially among ageing populations and those with low socio-economic status. As participation in society becomes largely dependent on use of internet-enabled technologies, internet non-users may seek alternative ways of using the internet. Proxy internet use (PIU), where internet non-users ask internet users to perform online activities on their behalf, is a strategy for obtaining (indirect) internet access. This study examines factors for engagement in PIU, focusing specifically on how non-users’ reasons for disengagement relate to their engagement in PIU. The results from multivariate analyses of survey data from a nation-wide representative sample show that 47% of internet non-users in Slovenia who report having someone available for PIU in fact engage in PIU. In analysing four types of reasons for internet non-use—those related to interest, access, costs and skills—the results show that access issues are negatively related to engagement in PIU. Conversely, reasons related to skills issues are positively related to engagement in PIU. Considering that access to online services through PIU offers an important degree of digital inclusion, the results of this study have important policy implications. Policy initiatives tackling digital inequalities should be sensible to access and skills issues resulting in disengagement. For example, policies directed at providing and maintaining internet access at a household level may result in non-users’ increased opportunities for PIU. In contrast, skills policies should be directed at creating opportunities for informal and person-centred learning of digital skills, considering that non-users who are more aware of their deficiency in skills might be more aware of online opportunities.  相似文献
