This study demonstrates that union power in municipal labor markets depends upon the form of unionization within each municipal department and on municipal bargaining policies, holding constant the legal environment. Bargaining units achieve larger increases in total compensation than unrecognized organizations, which are themselves stronger than unorganized departments. Compensation levels for unorganized and organized departments are higher in cities that bargain with other departments than in cities which do not bargain. Union wage effects understate total compensation effects regardless of the degree of unionization  相似文献

This study examines the effect of unionization on manufacturing firm profits, extending earlier research by combining industry-level and firm-level measures of unionization. Using several profit measures, we find that quasi-rents from firm investments in intangible assets are a relatively greater source of union profit effects than product market concentration and that union profit effects occur largely in the first 10 percent of firm coverage, suggesting spillover effects on nonunion employees.  相似文献

This paper studies the relationship between teacher unionization and student achievement. Generally stable patterns of teacher unionization since the 1970s have historically presented challenges in measuring the effects of unionization on educational production. However, the blossoming of the charter school sector in recent decades provides fertile ground for study because while most charters are nonunion, teachers at some charters have unionized. Using a generalized difference‐in‐difference approach combining California union certification data with student achievement data from 2003–2012, we find that, aside from a one‐year dip in achievement associated with the unionization process itself, unionization does not affect student achievement.  相似文献

In Canada, most racial minorities have lower rates of unionization than do members of the majority workforce. Data from the Survey of Labour and Income Dynamics ( N = 32,634) show that racial minority immigrants assimilate into unionization over time. However, unionization reduces net minority wage disadvantages only slightly. Union race relations policies should place more emphasis on collective bargaining as well as on unionization.  相似文献

This study explores the relationships among unionization, compensation practices, and employee attachment (quit rates and tenure) among trucking companies to assess the applicability of Freeman and Medoff's exit/voice argument. Unionization was associated with lower quit rates, higher tenure, a better compensation package, and stronger voice mechanisms. The relationship of unionization to quit rates and tenure becomes nonsignificant after accounting for compensation (pay and benefits), and voice mechanisms do not add explanatory variance.  相似文献

We show the effects of the unionization structure (viz., decentralized and centralized unions) on a firm's incentive for technology licensing and innovation. The incentive for technology licensing is stronger under decentralized unions. We identify circumstances under which the benefit from licensing creates a stronger incentive for innovation under decentralized unions. If the union's preference for employment is high, the benefit from licensing may create higher incentive for innovation under decentralized unions. However, if the union's preference for wage is high enough, the incentive for innovation is higher under a centralized union irrespective of licensing ex-post innovation. If the centralized union decides whether or not to supply workers to all firms, the possibility of higher innovation under decentralized unions increases. We further show that perfectly substitutable workers can be better off under decentralized unions if the labor productivity depends on the unionization structure, which occurs in our analysis when, e.g., licensing after innovation occurs only under decentralized unions or innovation (with no licensing) occurs only under a centralized union.  相似文献

Spain and Britain are known to have different labor market structures and degrees of employment protection. Despite such differences, they show remarkably similar associations of unionization with temporary employment and nonstandard hours of work. In particular, we find that unionization in both countries is correlated neither with overtime/long hours of work nor temporary employment. In both economies, instead, part-time work is negatively associated with unionization. These cross-national similarities warrant a rethinking of the strategies of enlargement toward flexible forms of work that unions have supposedly adopted in recent years.  相似文献

This study uses a simple model of demand for and supply of union services to analyse the effect of public sector bargaining laws on teacher unionization. Relying on a nationally representative dataset covering 2001–2018, I exploit natural experiments that occurred in several US states to identify the effect of legal and institutional changes weakening collective bargaining rights of teachers on their union membership rate. Based on both difference-in-difference estimation and synthetic control method, I find that the new legislation significantly reduces teachers’ union membership and that the impact of the anti-union bills on unionization evolves, growing in magnitude, over time. I also find that the magnitudes of the impacts are greater for female, younger and minority teachers.  相似文献

Canadian and American research finds that organized labor's engagement with race, ethnicity, gender, and sexual orientation until recently has been largely exclusionist. The Canadian labor movement emerges as having been somewhat more responsive to equity issues, particularly gender and sexual orientation, and at an earlier stage than its U.S. counterpart. The American movement, however, did create limited room for African-American issues and unionization from early this century and now shows signs of broader engagement with diversity issues in general. The literature is strong in case studies pointing to exceptional situations involving minority militancy and union acceptance and in highlighting the role of activists inside and external to the labor movement. It suffers from a lack of large-scale analysis and comparison.  相似文献

For decades, the private‐sector unionization rate in the United States has been falling. At the same time, the integration of the United States into the world economy has been rising. Many anecdotes suggest the latter has played a role in that decline, with unions feeling pressured to reduce employment and/or compensation demands in the face of rising cross‐border activity of employers. To investigate this possibility econometrically, in this paper I assembled a panel of U.S. manufacturing industries that matches union‐coverage rates with measures of global engagement such as exports, imports, tariffs, transportation costs, and foreign direct investment. The main finding is a statistically and economically significant correlation between falling union coverage and greater numbers of inward FDI transactions. Possible interpretations of this finding are then discussed. Because U.S. affiliates of foreign multinationals have higher unionization rates than U.S.‐based firms do, this correlation does not reflect just a compositional shift toward these affiliates. Instead, it may reflect pressure of international capital mobility on U.S.‐based companies, consistent with research on how rising capital mobility raises labor‐demand elasticities and alters bargaining power.  相似文献

Based on extensive field research in China during 2005–2010, this article aims to explore the determinants of unionization in the Chinese context. We find that managerial strategies toward union organizing and functioning have been critical in determining unionization outcomes in Chinese enterprises. While various environment pressures may impose critical constraints on these strategies, managerial industrial relations ideologies are central in shaping these strategies when environment pressures barely exist or are bearable by management. Our study makes the first effort in exploring industrial relations ideologies in China and contributes to better understanding of unionization in the Chinese workplace.  相似文献

This paper considers the rapid decline in unionization that has occurred in Britain since the late 1970s. The overwhelming factor underpinning falling unionization was a failure to organize new establishments set up in the last twenty years or so, thus confirming that developments since 1990 represent a continuation of the pattern revealed in earlier work for the 1980–90 period. The sharpest falls in unionization occurred in private manufacturing establishments set up after 1980. Finally, there is some evidence that it is age of workplace, rather than age of worker, that is the critical age‐based factor behind union decline.  相似文献

This study, utilizing data from the 1977 Quality of Employment Survey, finds important differences in the way labor is managed among unionized and nonunion workers, as well as among unorganized workers who are willing to vote for unionization and those who are not. Furthermore, components of "bureaucratic control" are found to inhibit unionization and the desire to unionize. The effect of these labor management mechanisms persists even in a structural model of the determinants of unionization.  相似文献

Using a unique source of data-the April 1983 Current Population Survey-this paper examines unionization behavior by nativity. The results indicate that the unionization propensity of immigrants is similar to that of natives, even when controlling for individual, regional, and industrial characteristics. The explanation lies in the lower unionization propensity of all recent entrants to the U.S. labor force, whether immigrant or native.  相似文献

Anecdotal evidence suggests that the political power of public employee unions has been a major cause of excessive growth in municipal expenditures. Previous studies, however, have not directly measured union political activities but instead have used some type of unionization or collective bargaining proxy. This paper uses unpublished data from the International City Management Association (ICMA) to develop a more direct measure of police and fire union political activity. It is found that increased union political activity leads to greater department expenditures but not necessarily to greater municipal expenditures or revenues. The results also suggest that unions increase department spending through political activity and not through the collective bargaining process itself. Further, it appears that political activity increases department spending through higher employment and not through higher compensation.  相似文献

The purpose of this study is to provide a systematic and quantitative review of the existing empirical evidence on the effects of unionization on overall job satisfaction. We conducted a meta‐regression analysis (MRA) with results from a pool of 235 estimates from 59 studies published between 1978 and 2015. The accumulated evidence indicates that unionization is negatively related to job satisfaction but is far from being conclusive. When primary studies control for endogeneity of union membership, the results of the MRA indicate that the difference in job satisfaction between unionized and non‐unionized workers disappears. These results suggest that reverse causation (i.e. dissatisfied workers are more likely to join a union) and time‐varying endogenous effects play a key role in explaining the relationship between unionization and job satisfaction.  相似文献

This paper examines how unions affect the rate of productivity change. The direction of union impact cannot be predicted from economic theory. Firms may select either more productive technologies to offset higher union wages or less productive technologies to keep union wage demands in line. Evidence from manufacturing indicates that unions have not affected productivity growth; in construction, productivity growth has been much slower where there is a high initial level of unionization or where unionization is growing.  相似文献

In this paper we compare the changing pattern of unionization in OECD countries, reviewing existing evidence and presenting new information on union-nonunion differentials in labor market outcomes in these countries. Our principal source of information are the micro data files of the International Social Survey Programme cross-country surveys of 1985–87. Our analysis shows that U.S. unions have a larger effect on wages than on other outcomes than unions in other OECD countries, and we argue that the high union premium in the United States has contributed to the decline in union density and divergence of the US. industrial relations system  相似文献

In this paper we analyze the argument—which has been used by both the National Labor Relations Board and the National Collegiate Athletic Association—that unionization and/or player pay will hurt competitive balance in college sports. We present a theoretical analysis of universities that recruit athletes and examine the assumptions that are needed for player compensation to decrease competitive balance. We also empirically illustrate the differences in balance between professional and college sports. Given the theoretical and empirical analysis, we argue that unionization and/or player pay is unlikely to hurt competitive balance.  相似文献

We examine the effect of unionization on police productivity in large U.S. metropolitan areas. We define police output in the context of a production function model that draws also on the crime literature. We estimate the resulting model using a data set that includes published and unpublished government statistics as well as our own survey of police departments. Results suggest that the effect of unions on police productivity varies according to categories of police performance. In particular, if performance is stratified according to the severity of crimes, unions seem to have an insignificant effect on police productivity with respect to serious crimes. For minor crimes, unionization alters the parameters of police production function, leading to diminished productivity.  相似文献
