土地储备与城市土地再利用

城市土地供应总量失控、规划实施的难度大、土地招标拍卖制度难以推行、国有土地资产闲置浪费和人地矛盾突出是现阶段我国城市土地再利用中存在的主要问题。为解决这些问题,我国在借鉴先进国家和地区土地储备制度的成熟经验后,在部分地区开始探索推行土地储备制度,并取得了一些成效。本概要介绍了我国推行土地储备制度的基本做法,论述了土地储备在法律法规、融资渠道、运作机制等方面存在的主要问题,提出了在借鉴先进国家和地区的成熟经验基础上,结合本地区的实际情况,采取渐进式的发展策略,和逐步推行建立土地储备制度的建议。本刊特在此刊出,以飨读。

城市土地储备制度的异化与重构

我国实行城市土地储备制度的目的在于推进城市存量土地市场化改革,保障土地资源合理利用,促进城市综合开发与均衡发展。然而,一系列制度变迁导致地方土地储备工作逐渐偏离其初衷,成为地方政府追求利益最大化的工具。只有削弱或者消除制度变迁对地方政府价值选择产生的边际影响,才能使其价值取向回归。为此,可以考虑采取加大中央财政转移支付力度、改革土地出让金缴纳方式、剥离土地储备机构开发经营职能等措施。     

经营城市中土地储备制度的再思考

制定合理城市土地储备制度是城市用地制度的再一次创新,是更进一步深化城市用地制度改革的一种客观要求。然而,在城市土地储备制度运作的实践中还存在若干需要进一步解决的问题建立和完善我国城市土地制度,关键是要构建科学合理的土地储备运行机制、建立城市土地基金、健全和完善土地市场以及城市土地储备制度的法律支持体系。

城市用地形态是城市形态研究的一个重要方面和核心内容.论文立足于我国快速城市化进程中城市用地矛盾尖锐与城市用地结构混乱等突出问题,通过对城市形态研究理论的历史过程梳理,提出了在我国开展城市用地形态研究方向的学术理论价值和现实针对性,并在人居环境科学理论的框架指导下进行了城市用地形态研究的理论建构及方法探索.     

The impacts of competition and shadow banking on profitability: Evidence from the Chinese banking industry

This paper contributes to the empirical literature on banking profitability by testing the impacts of competition and shadow banking on bank profitability using a sample of 100 Chinese commercial banks over 2003–2013 with 417 and 395 observations. The current study fills the gaps in the empirical studies by examining the competition in different banking markets (i.e. deposit market, loan market and non-interest income market) in China and further evaluating their impacts on bank profitability. The findings show that the non-interest income market has a higher level of competition compared to the deposit market and loan market. It is further reported that a lower level of competition in deposit market leads to an increase in the profitability of Chinese commercial banks. Finally, the results suggest that shadow banking improves the profitability of Chinese banks.     

Favoring the small and the plenty: Islamic banking for MSMEs

While MSMEs form the backbone of many countries, most of them suffer from limited access to finance. We extend the literature by examining whether Islamic banks, compared to their conventional peers, favor more the MSMEs credit market segment in Turkey. We do this by considering various aspects of the lending behavior towards MSMEs (total lending, foreign currency lending, loan commitments, loan quality, and revenues) across different MSMEs size categories (micro, small and medium-sized firms). Our results show that once we control for bank-specific characteristics, we find that Islamic banks are more engaged with MSME financing and generate more revenues from servicing MSMEs. Concerning the quality of the MSME lending portfolio, no distinguishable patterns were observed between Islamic and conventional banks.

The management of variable pay in European banking

Banking is a major employer in most large European countries, facing common pressures in terms of competition and technological change. Traditional pay systems have been revised in response to changing business objectives and new forms of work organisation. This paper examines variable pay schemes (VPS) in banking in four countries with very different institutional contexts: Austria, Norway, Spain, and the UK. It finds extensive use of VPS in each case and shared managerial objectives in terms of performance management and cost control. Forms of VPS vary, with Norwegian banks in particular favouring collective forms of bonus, but overall there is a common drive towards individual (merit) pay and multiple bonus arrangements providing increased scope for management discretion. In broad terms, what the case of pay-setting in banking suggests is a course of fading path dependency at national level.
