Structural Restriction in the Development of China＇s Financial Industry

After China‘s accession to the WTO, the main problem China now faces in its financial development is how to enhance international competitiveness while safeguarding financial security. Since reform and opening up, the development of China‘s financial industry has featured extensive quantitative expansion, but without sufficient consideration given to increased risk. This has led to serious defects in the financial structure, which has hampered the financial industry from further development and from improving its international competitiveness. All these have had unfavorable impacts on financial stability and security.Therefore, in developing China ‘s financial industry, the stubborn pursuit of growth in quantity is inadvisable. What is needed is to change this way of thinking and to promote reform and development of the financial industry with emphasis on structure improvement,and to seek a way of development that can raise international competitiveness, while at the same time ensuring financial security.

Restructuring in China＇s State-owned Enterprises： Evidence from the Coal Industry

Usingfirm-level data for China ＂s state-owned coal mines, this paper examines the impact of privatization, corporatization and debt restructuring of state-owned enterprises on technical efficiency. A stochastic frontier production method is applied to a panel dataset from 2000 to 2007. The simultaneous study of these three measures makes it possible to study individual effects more precisely than otherwise. The study shows that the three reform initiatives are all able to improve technical efficiency in state-owned coal mines. The finding of a significant efficiency improvement from relinquishing state ownership provides an alternative to privatization. The study of debt restructuring and technical efficiency has not been documented in the published literature.     

Analysis of the “Red Packet” Phenomenon in China＇s Medical Health Industry

“Red packet”, or the red envelope containing money as a bribe or kickback, is a kind of present. It not only reflects a relationship involving exchange of material things, but also has social and cultural implications. Seen as an element of Chinese social organizations, the red packet has multiple functions -social, economic and political. In the traditional Chinese society, the red packet had already been in existence in the medical industry. After the People‘s Republic of China was founded, the practice of giving and receiving red packet, to a large extent, disappeared because of the establishment of the planned economic system.However, since the country‘s reform and opening up began, the red packet has appeared again in the medical health industry. This reappearance is mainly because that the economic reform has been a gradual process with different emphases at different stages. Anomaly in China＇s Dollar-RMB

Newly-established data on onshore deliverable US dollar-RMB forwards and the Shanghai lnterbank Offered Rate from Oetober 2006 to April 2009 reveal significant violations of covered interest rate parity. This paper explains the cause of this anomaly. Deviations in the forward market are caused by an increase in US dollar-to-RMB conversion restrictions. Given that Chinese monetary authorities want to prevent market participants from taking advantage of the predictable appreciation of the RMB, China＇s State Administration of Foreign Exchange has to tighten up the control on US dollar-to-RMB conversions. Under the tightened conversion restrictions, similar deviations will resurface in the forward market whenever hot money inflow increases. One way to avoid covered interest rate parity violations in the forward market is to decrease hot money inflow into China by maintaining a stable and credible exchange rate policy.

Japan＇s Bubble,the USA＇s Bubble and China＇s Bubble

This paper compares the three recent episodes of boom and bust cycles in asset prices: Japan in the late 1980s to the 1990s; the USA since the mid‐1990s; and China during the past decade. Although we have not yet seen a collapse of Chinese property prices, their increases so far are comparable to those in the other two episodes and a careful comparative study is warranted. The present paper first examines the behavior of asset prices, of property prices in particular, in the three cases, and highlights some similarities. The paper emphasizes the role played by extremely easy monetary policy in generating bubble‐like asset price behavior in the three cases. The reason for easy monetary policies is investigated. In the US case, the monetary authority was concerned about the risk of deflation in the early to mid‐2000s. The experiences of Japan and China are quite similar in that the monetary authorities of both countries were seriously concerned about the possible deflationary effects of exchange rate appreciation on the economy. The implications of such a finding for the future of Chinese macroeconomic policy are discussed.     

Effect of Migration on Children＇s Self-esteem in Rural China

China＇s rapid economic growth has been facilitated by its large volume of rural to urban migration. China ＇s projected future development, especially increasing urbanization, implies that such migration will further intensify. However, migration does not come without cost. There are concerns about the potential negative impacts of migration on children＇s care, education, and, in particular, the self-esteem of children left behind in villages where one or both parents have out-migrated to cities. In this paper, we employ unique survey data collected from Shaanxi Province, where more than 4700 ninth grade students from 36 rural junior high schools in five counties were surveyed in late 2011. The results show that having both parents migrate into cities significantly reduced children ＂s self-esteem. The effects are also gender sensitive. Girls that had a father or both parents who had out-migrated were inclined to have lower self-esteem than boys. Moreover, our study findings indicate that parental migration decreased children ＂s self-esteem more for individuals with initial low self-esteem.
