The debate over the effect of human capital flight on educational attainment in immigrants' source countries has received huge theoretical propositions but a few analytical approaches. This paper examines the short‐run and long‐run impact of skilled migration rates (brain drain) on human capital formation in migrants' source developing countries. Specifically, we revisited some empirical studies that found evidence of beneficial brain drain in migrants' source countries. Our empirical result, using school enrolments does not only disagree with theirs but also presents an insight on how human capital leakages that occur through brain drain can be counterbalanced through remittances received in the immigrants' source countries.  相似文献

Despite the significant attention paid to the current consequences of globalization for migration behavior, there are few historical accounts of the effect of commodity market integration at the local level. We set our paper within the context of the first globalization era, when migration flows were largely unregulated, and highlight how exogenous shocks in agricultural commodity prices influenced international migration flows from Italian provinces between 1881 and 1912. To do this, we construct an index of global price exposure based on the initial provincial agricultural production structures. Our analysis quantifies the contribution of globalization-induced agricultural-price shocks to migration decisions, alongside more traditional explanatory factors such as migrant networks and landholding systems. We find evidence that agricultural-price shocks are positively related to the propensity to migrate, as migration tended to increase in proportion with agricultural commodity prices. This result suggests that liquidity constraints were binding until agricultural incomes reached a certain threshold. These findings can inform our understanding of present-day migration responses in developing countries in the face of even more rapid globalization but higher barriers to legal migration.  相似文献

When examining questions regarding the Lewis model, one of the most salient set of facts involves the shift of labor between agricultural and the off farm sectors. The goal of this paper is to answer several questions about the nature of this movement: How has the expansion of the economy after 2000 affected off farm labor market participation? Has off farm labor continued to rise? What is this rise being driven by—migrant wage earners or self employment opportunities? What is, in part, driving these trends? Using a national representative set of data that consists of two waves of surveys done in 2000 and 2008 in six provinces, the paper finds that off farm labor market participation has continued to rise steadily in the early 2000s. However, there has been a structural break in the trends of occupational choice before and after 2000. Unlike before 2000, after 2000 migration's growth accelerated; during this same period the self employed subsector stagnated. The number of wage earning migrants in 2008 was greater than the number of those in the self employed subsector. The data also show that the rise in wage-earning migration is mainly being driven by the younger cohorts. Our analysis also shows that the rise of migration is happening in conjunction with a rising unskilled wage.  相似文献

Indonesian microfinance is primarily operated by for-profit commercial banks, characterized by large-scale loans that require collateral. In 2003, the largest nongovernmental organization in the country introduced much smaller-scale loans without a collateral requirement. This scheme is commercialized but potentially more suited to the credit demands of the poor. Applying propensity score matching with the difference-in-difference method, this paper examines whether the emerging microcredit scheme has been successful in targeting and improving the welfare of the poor in the one year following loan disbursement. The results show that although collateral ownership is not an important determinant of participation, relatively wealthier families gain access to microcredit. The impact of microcredit on various household outcomes is generally statistically insignificant, except for sales of nonfarm enterprises for the nonpoor and schooling expenditures for the poor. This implies that the microcredit scheme under study might not have an immediate impact on poverty alleviation.  相似文献

Do remittances reduce labor supply in recipient economies? This paper addresses this question with aggregate level data for a panel of sixty‐six developing countries from the Middle East and Africa, Asia and the Pacific, and Latin America and the Caribbean over the period 1985 to 2005. The results exhibit a positive and significant relationship between remittances and aggregate labor supply. The effect is clearly driven by men in each of the three regions. Three potential explanations are put forward to explain these empirical findings: (1) non‐migrating household members are likely to increase their labor supply in order to defray migration‐related expenses; (2) neighboring households increase their labor supply to help family members migrate after they become more aware of the benefits of remittances; and (3) remittances overcome credit constraints, thus generating employment.  相似文献

The advent of microcredit financing has remarkably improved access to credit for the poor in many developing countries. Although several microcredit programs have adopted the joint liability scheme, economic theory suggests that joint liability could increase strategic default through contagion and free-riding. This paper aims at studying the extent of free-riding and contagion in joint liability lending. By using data from experimental repayment games conducted in Vietnam, with noisy signals that resemble actual microcredit programs, we found that subjects were motivated to free-ride under the joint liability scheme. While most empirical research in this area has focused on the problem of contagion, our findings point to the significance of investigating free-riding behavior under joint liability schemes. Analyses reveal that the free-riding tendency may be led by the irresponsiveness of repayment and shouldering behavior to the partner’s seemingly strategic default in the previous round.  相似文献

In this paper, we examine the role of cultural factors in attracting international students using data of 102 countries and regions from 2000 to 2015. Our results show that the export of cultural products is conducive to the increase in international students. International students choose to study in developing countries with an official language and religious beliefs that are different from their home country, but tend to choose developed countries with a common language. We also analyze the features of inbound and outbound international students specific to China. Our study indicates that “soft power,” such as a unique culture, common values and migration networks, is important for attracting foreign students.  相似文献

In 2009 the European Union (EU) adopted a new migration policy instrument – the Blue Cards (BC) – for attracting highly skilled workers to the EU. The present paper examines the potential impacts, which BC may cause on the less developed sending countries (LDC). According to the adopted framework of innovative capital, the BC will reduce human capital in LDC. In addition, BC will also have a negative impact on knowledge capital. These findings suggest that the BC is not coherent with the EU's development policy. Without appropriate policy responses, BC fade the developing country growth prospects away. In order to address the skill drain issues, we propose and examine alternative migration policy options for the LDC.  相似文献

What’s Trade Got to Do with It? Relative Demand for Skills within Swedish Manufacturing. — This paper seeks to identify the contribution of trade and technological change to the increase in inequality between skilled and unskilled workers in Sweden since the 1970s. An empirical approach is adopted which allows for the outsourcing of the low-skill parts of the production chain to low-wage locations and is applied to detailed industry and bilateral trade data, the latter distinguishing between low-wage sources of imports and OECD countries. The paper finds that, in contrast to previous studies, trade with low-wage countries may have contributed to the rise in inequality in Swedish manufacturing. The empirical results also suggest that the increased use of technology also played a role in creating greater inequality between skilled and unskilled workers in Sweden, with the magnitude of this impact increasing in the 1990s.  相似文献

Rural–urban migration flows are a crucial corollary of economic development. The adverse or beneficial effects of internal migration, for sending as well as receiving areas, and the definition of optimal migration policies, have remained much discussed issues since the seminal works of Harris and Todaro (1970). This debate is especially acute in China where the “household registration system” (hukou) acts as a strong constraint on individual migration. This paper aims to assess the consequences of hukou through a simple model of a developing dual economy with overlapping generations. Contrary to existing studies focused on the contemporaneous allocation of economic resources, it deals with the dynamic consequences of migration flows and migration policies. It shows that, in fairly general circumstances, hukou-related migration constraints can actually hasten development, understood as the transfer of the labor force to the modern sector, driven by capital accumulation. The hukou system could thus be one of the causes of the extremely high Chinese saving rate and of the high pace of Chinese development. Insights from the model are confronted with stylized facts from the Chinese development, and theoretical results are especially consistent with the effects of the 2001 “towns and small cities” reform.  相似文献

The current paper reviewed the development of the Green Revolution in Vietnam, using long‐term regional yield and modern variety adoption statistics, as well as household data collected in 1996 and 2003. The present study indicates that the Green Revolution began in irrigated favorable areas and spread to the less favorable areas in Vietnam such as in other Asian countries. What is unique in Vietnam is that although the Green Revolution ended in the mid‐1980s in the Philippines and Indonesia, it has still been sustained as of 2003. Our analyses revealed that such growth had been supported by continuous improvements of modern varieties by regional research institutes. The varieties imported from China have contributed to the Green Revolution in northern Vietnam and those developed by the International Rice Research Institute in southern Vietnam. The national agricultural research systems have also played a critically important role in developing location‐specific and appropriate technologies.  相似文献

Population aging poses a new challenge to the fiscal sustainability of social security programs around the globe. As life expectancy increases, among other reasons, many governments in developed countries have begun to reform key features of their programs, such as increasing the eligibility age for access to social benefits. However, as in the case of South Africa, some opt to decrease the eligibility age for access to such pension benefits. The South African old age pension, which is one of the most expansive cash transfers in developing countries, puts a significant monthly cash transfer in the hands of its recipients. This cash transfer is conditioned on age and a means test that is very generous to most South Africans. In this paper, we seek to understand the impact of such an increase in non‐labour income on the labour force participation of older men by exploiting a phased‐in reduction in pension eligibility age. We estimate that, at the median predicted market wage, pension age‐eligibility reduces the probability of labour force participation by approximately 9.85% points for single males and 15.45% points for married males.  相似文献

Large migration inflows increase the linguistic and cultural diversity of the place of destination, which facilitates the universal interchange of ideas and contributes to economic growth. However, the impact of language on migration is under-researched in developing countries. In this paper, we address this question in the context of China based on micro-level data and find a robust inverted U-shaped relationship between the probability of migration and the dialect distance between one's place of origin and the destination. Our identification strategy carefully addressed the selection bias and investigated different channels through which language affects the decision to migrate through imposing communication barriers, establishing social identity, and enhancing the exchange of skills. The results suggest that migration costs are mainly due to the difficulties of social integration, and the communication costs are small because of the wide use of standard Putonghua in China. In contrast, the benefits of migration increase when individuals move to a more linguistically distant place.  相似文献

Abstract: This paper develops a computational general equilibrium model for analyzing some chronic economic problems facing developing countries. We build a multi‐period model with multiple types of capital and three different financial assets. Moreover, capital is sector specific to capture the idea that many developing countries focus on a few specific industry groups. We model both rural and urban consumers with the possibility of rural‐urban migration. One further modeling feature is a partially interdependent banking sector where the performance of, say, the agricultural bank can affect the functioning of the industrial bank. The model is used to examine problems of budgetary liquidity and alternative ways of alleviating these problems. Our analysis is applied to Uganda, a country that after years of economic decline is undergoing a phase of recovery and reform. Accordingly, we develop a model that captures some of the predominant institutional features of the Ugandan economy and evaluate two realistic reform scenarios. After calibrating the model with a base case scenario we test the implications of a simultaneous tariff reduction and increase in value added taxes. Combining ethical, political and economic elements, this paper studies the relationship between American food aid and agricultural assistance and the evolution of demands made by developing countries for a new international economic order. The ethical viewpoint is based on John Rawls' theory of ‘distributive justice’ and argues that the ‘Right to Food Resolution’ does not meet the developing countries' calls for redistribution. After analysing the political and economic differences in outlook of the developed and developing countries, it is concluded that the conduct of American agricultural assistance policies towards the developing countries has failed to appreciate the needs expressed in their demands for a new order.  相似文献

This article compares the performance of selected South African microcredit non-governmental organisations (NGOs) that have a poverty-alleviation focus against various benchmarks drawn from the MicroBanking Bulletin. Donors, governments and many analysts regard sustainability as the benchmark of microfinance institutions' (MFIs) performance. However, the most relevant question is whether microcredit NGOs are doing as well as they can in their context. Of particular contextual importance is income inequality in a society. South Africa has the world's second worst income inequality, after neighbouring Botswana. This creates a situation in which microcredit NGOs must recover ‘First World’ costs, particularly salaries, from revenues based on clients who can only afford loans on a par with Third World countries. Compounding this situation are structural obstacles to microenterprise in South Africa, as well as obstacles to productivity in microcredit NGOs. Taken together, this creates a ‘salary burden’ for South African microcredit NGOs, which is the highest in the world according to relevant benchmarks. South African MFI managers face significant obstacles to improving productivity to compensate for the divergence between staff and client living levels. These include an inadequate skills base, the small scale of the market, rapid labour turnover, and limited resources for capacity development. South African MFIs face the options of moving upmarket (which many have done), adopting methodological innovation or new product development, or closure. Of these, there is a strong argument to be made for supported savings and credit approaches as an alternative to NGO-based microcredit. Such an approach has the advantages of greater voluntary input and social capital formation.  相似文献

This paper attempts a comparison of national price levels, agricultural prices and exchange rates across countries and over the years 1975 and 1980 using recently produced results from the United Nations Statistical Office and the Food and Agriculture Organization. This paper suggests that in most developing countries official exchange rates are more overvalued relative to GDP-based purchasing power parities (PPPs) but less overvalued relative to agricultural output-based PPPs. GDP-based PPPs in most developed countries, are, however, closer to official exchange rates. Hence, conventional opinion as to the existence of significantly lower agricultural output prices in most developing countries is not supported by this study. At the same time, protection afforded farmers in terms of higher agricultural output prices is indicated in many developed countries. It is also observed that in Asia agricultural output prices relative to nonagricultural prices have declined over the period 1975–1980, whereas the opposite trend seems to be the case in Africa. No distinct trend differences over the period are evident for the European experience. However, agricultural output prices in Asia, in 1980, were still higher than in Africa. A few policy implications of these observations are discussed briefly at the conclusion of the paper.  相似文献

This paper examines the factors influencing rural households’ access to credit in the Vietnamese market. Analysis confirms an interaction effect between informal and formal credit sectors in which informal credit positively influences accessibility to microcredit programs. Ignoring this interaction effect may lead to microcredit providers making loan decisions that are less than optimal. In the formal credit sector, the lowest income group faces more credit rationing than other groups, despite the fact that microcredit programs are designed to target households at the bottom of the income pyramid. Results demonstrate that land holding status, informal interest, and informal loan duration are important factors influencing access to informal credit. Factors influencing microcredit accessibility include local government employee status, credit group membership, a “poor” certificate, educational attainment, working skills and village road access. To reduce reliance on informal credit and improve microcredit accessibility, rural households should actively participate in a microcredit group.  相似文献

This paper analyses the impact of globalisation (trade and migration) on the Spanish labour market between 1880 and 1913 by examining the influence that globalisation factors had on agricultural and industrial wages. Our results show that the nineteenth century grain invasion had a negative impact on agricultural wages, whereas the fall in wheat prices did not benefit industry workers. We also found that migration pushed up real agricultural and industrial wages. As agriculture was the main sector in the economy, the final impact was a wage decrease. The negative impact of trade on agricultural and industrial labour markets partly explains the trade policy response of “integral protection”. However, other alternatives that would have been effective in raising living standards, such as migration policy, were not used.  相似文献
