Research assessment of UK universities has a history going back to at least 1986. A formal review system is operated by the Higher Education Funding Councils and their predecessors, and used to inform one stream of research funding. The current system was formalised in 1992 and continued until 2008, when a decision was taken to revise it more radically. This paper reviews the UK experience over two decades and attempts to draw some lessons from it, focusing on the area of Accounting & Finance (A&F) in particular and Business & Management (B&M) more generally. It considers the assessment process as a form of performance management, and reviews its operation from that standpoint, and also considers the proposals for change that are being considered in late 2009. The author has been a participant in all the review processes since 1992 and the paper benefits from this experience. It concludes that the process has had mainly beneficial outcomes, but is also in need of substantial redesign for the future.  相似文献

A major goal of China’s healthcare reform is to control the increasing healthcare spending, much of which can be attributed to the overuse of diagnostic tests and has been relatively less studied in the literature. This article analyzes the correlation between medical equipment expansion and the increase in diagnostic test expenditure in China, using Sichuan Province as an example. County-level data aggregated from hospitals’ annual reports in Sichuan Province from 2008 to 2012 were used. The results show a positive correlation between the expansion of medical equipment and the increase in diagnostic test expenditure. Our study provides implications on reforming China’s healthcare delivery system and medical equipment regulation policies.  相似文献

Medical labour markets are important because of their size and the importance of medical labour in the production of healthcare and in subsequent patient outcomes. We present a summary of important trends in the UK medical labour market, and we review the latest research on factors that determine medical labour supply and the impact of labour on patient outcomes. The topics examined include: the responsiveness of labour supply to changes in wages, regulation and other incentives; factors that determine the wide variation in physician practice and style; and the effect of teams and management quality on patient outcomes. This literature reveals that while labour supply is relatively unresponsive to changes in wages, medical personnel do react strongly to other incentives, even in the short run. This is likely to have consequences for the quality of care provided to patients. We set out a series of unanswered questions in the UK setting, including: the importance of non‐financial incentives in recruiting and retaining medical staff; how individuals can be incentivised to work in particular specialties and regions; and how medical teams can be best organised to improve care.  相似文献

There is a popular view of the current pattern of change in developed societies, a view typified by Daniel Bell's The Coming of Post-Industrial Society, that recent economic growth has been increasingly concentrated in the collective provision of services rather than in individual consumption of material goods, and that this change of economic focus from goods to services is a trend which will continue into the future. The author argues, using UK data, that the trend is in fact away from the expenditure on services and towards expenditure on goods. The growing employment in the tertiary sector, previously used as an indicator of the growth of the service economy, emerges here as a manifestation of the division of labour—a process which increases the efficiency of production of material goods—while the final production of services, using automatic machinery and “direct labour”, will increasingly take place in the home.  相似文献

As the UK financial services industry advances channel strategies in response to developments in regulation, technology and government policy, a number of systems are evolving. One such system is worksite distribution. The environment is set to facilitate the development of this channel and a good deal of activity is under way. Key environmental drivers include the legal obligation on UK employers regarding stakeholder pensions provision; the continuing erosion in state benefits and the recognition that individuals will almost certainly have to provide for themselves in retirement; and the culmination of IT infrastructure development. Along with a tight labour market and reduced access to financial advice for the ‘mass market’ as advisers turn their focus to high-net-worth individuals, the role of the employer and the workplace as a source of information and purchase power begins to make sense — in essence, the role of a ‘portal’. This paper takes a close look at the customer potential of worksite marketing — both employers and employees — and the technology challenge faced by providers in winning their business.Worksite distribution (also known as worksite marketing) is the latest distribution channel emerging in UK financial services. There has been much discussion over the last two years on the viability of this channel in the UK. These discussions initially focused on comparing the drivers in the UK to the different drivers behind the development of the channel in the USA. More recently, discussions have focused on UK activity and the scramble to secure (pre-register) stakeholder pension (SHP) clients. This flourish of provider activity may well account for the channel becoming a self-fulfilling prophecy, with many employers already being presented with a SHP or worksite proposition. ‘Best practice’ in this channel will be dependent on providing the best process for target customers — some lessons are learned from experience in other established markets and, importantly, from realising the inherent differences between the UK and these markets. This paper takes a deeper look at the subject and explores the worksite customer — who they are, how to win their business, and the enabling technology that will determine the outcome for financial service providers embarking on this channel.  相似文献

The strict limitations on UK public expenditure suggest a much stronger role for preventive services in the future. However, to do this, preventive services must be able to demonstrate good value for money in the use of public funds. Public agencies in the UK and elsewhere are increasingly required to set outcome targets as a strategy for improving their services. A crucial element of this ‘results orientation’ is a clear definition of the desired outcomes and a specification of appropriate performance indicators. A recent example of this policy in the UK—Local Public Service Agreements (LPSAs)—is examined in this article. The authors’ analysis of the first generation of LPSAs shows that just under half of the indicators used were measures of outcome. The authors explain the ‘wicked’ issues in outcome measurement that emerged from the research.  相似文献

We study lease accounting in an international panel data set to examine how accounting outcomes vary with two features of accounting standards: the emphasis on using professional judgement to apply principles, and the presence or absence of bright-line tests. We study four countries—Australia, Canada, the UK, and the US—and companies in two lease-intensive industries—retail and transportation. Our primary study period spans the time when Australia and the UK switched from domestic to international accounting standards, and in one test, we also consider Canada’s transition to international standards. We find that neither an explicit requirement to apply a principle nor omitting bright-line tests materially increases the use of capital lease treatment among these firms. Overall, we conclude that this financial reporting outcome is relatively insensitive to these standard-setting tools.  相似文献

The notable lack of success in UK public sector IT development projects has been recently recognised in policy making circles and considerable efforts are now being made to improve the situation. However, the lessons officially being drawn from the UK public sector's IT development failures, while eminently sensible, do appear simplistic and even superficial. The objective of this paper is to examine the role of consumer confidence on the relationship between two forms of wealth—housing and financial—and four categories of consumption expenditure, which include total consumption, service, durable goods and nondurable goods consumption. This paper uses U.S. quarterly data from 1978 to 2012 for its analysis. Applying the FMOLS estimation method, the results show that consumer confidence has a positive effect on the association between housing wealth and consumption expenditure, whereas its effect on the association between financial wealth and consumption expenditure is negative. We review the literature on financial intermediation in the process by which new medical therapeutics are financed, developed, and delivered. We discuss the contributing factors that lead to a key finding in the literature—underinvestment in biomedical R&D—and focus on the role that banks and other intermediaries can play in financing biomedical R&D and potentially closing this funding gap. We conclude with a discussion of the role of financial intermediation in the delivery of healthcare to patients.  相似文献

While participatory forms of risk assessment and management have been the focus of much conceptualisation, experimentation, and evaluation, relatively less effort has gone into understanding how so called ‘analytic‐deliberative’ processes are developing across policy‐for‐real decision contexts. This paper develops a novel typology of citizen‐science interaction as a basis for analysing the nature and extent of recent participatory risk assessment practice in the UK. It draws on the reflections of professional actors operating across the UK environmental risk domain, focusing down on practice in the area of radioactive waste between 1998 and 2003. Compared with past science‐centred approaches, analysis shows an ‘opening up’ of risk decision processes to extended actors, knowledges, and values, with particular importance placed on public involvement in front‐end framing. This is being constrained by a failure to integrate engagement throughout decision processes, the exclusion of publics from assessing/evaluating environmental risks, and the upholding of a strict separation between citizens/science. These patterns of analytic‐deliberative practice — determined by contextual influences, barriers and challenges operating across UK environmental risk issue‐areas — highlight the need for further methodological development and systematic evaluation of relations between processes and outcomes.  相似文献

Around the world there are more than 100 policy labs—multi-disciplinary government teams developing public services and policies using innovation methods to engage citizens and stakeholders. These policy labs use a range of innovation methods and approaches, including co-production, co-creation, co-design, behavioural insights, systems thinking, ethnography, data science, nudge theory and lean processes. Although the methods may vary, one element is consistent: policy labs actively, creatively and collaboratively engage the public and a wide range of stakeholders in jointly developing solutions. The Northern Ireland Public Sector Innovation Lab (iLab) is part of a growing UK and international community of policy labs using co-design to engage with users for value co-creation, aiming to improve public governance by creating a safe space to generate ideas, test prototypes and refine concepts with beneficiaries. Drawing on iLab’s experience, this paper explores three questions: What are the main determinants of effective co-design? What are the unintended consequences of co-design? And what lessons can be learned from iLab and shared with other policy labs?  相似文献

Understanding Society, the UK Household Longitudinal Study has a programme of research and development that underpins innovations in data collection methods. One of our current focuses is on using mobile applications to collect additional data that supplement data collected in annual interviews. To date, we have used mobile apps to collect data on consumer expenditure, well-being, anthropometrics and cognition. In this paper, we review the potential barriers to data collection using mobile apps and experimental evidence collected with the Understanding Society Innovation Panel, on what can be done to reduce these barriers.  相似文献

The UK Government has, from 2003/04, completed the transition from planning and controlling public expenditure in cash to the full implementation of resource budgeting. Accounting had already switched to the resource basis, with effect from 2001/02. The 2002 Spending Review was the first biennial review of future spending levels and priorities to be conducted entirely on a resource basis. This article clarifies what was involved in this transition, paying attention to how it made the 2002 Spending Review different from its predecessors. Changes in both the fiscal framework and the accounting and budgeting systems have been designed to improve decision making at departmental level, and to improve information flows to Parliament and the public.  相似文献

In this paper, we estimate the effects of the COVID-19 pandemic on mental health in the UK. We use longitudinal micro data for the UK over the period 2009–20 to control for pre-existing trends in mental health and construct individual-specific counterfactual predictions for April 2020, against which the COVID-19 mental health outcomes can be assessed. Our analysis reveals substantial effects at the population level, approximately equal in magnitude to the pre-pandemic differences between the top and bottom quintiles of the income distribution. This overall effect was not distributed equally in the population – the pandemic had much bigger effects for young adults and for women, which are groups that already had lower levels of mental health before COVID-19. Hence inequalities in mental health have been increased by the pandemic. Even larger effects are observed for measures of mental health that capture the number of problems reported or the fraction of the population reporting any frequent or severe problems, which more than doubled. Pre-existing health vulnerabilities had no predictive power for subsequent changes in mental health.  相似文献

世界各国在长期发展中形成了不同的社会保障模式,导致其社会保障支出结构及带来的社会效应均存在差异。本文选取典型模式代表国家美国、德国、瑞典的社会保障支出结构与社会效应指标,利用1995-2009年的数据,对二者之间的关系进行实证分析,发现3个国家两种指标之间的关系存在一定的相似性,大多数社会保障支出结构指标都对贫困人口率和基尼系数产生了负效应。我国可从中得到启示,进一步加大对残疾保障、住房保障、生存保障和教育支出的投入。  相似文献

This article furthers the discussion in the March 2015 (Vol. 35, No. 2) issue of Public Money &; Management on ‘Public procurement policy and practice— international lessons and debates’. In particular, it illustrates some of the major difficulties in achieving the required policy outcomes through the procurement processes. The numerous ‘failures’, particularly in the defence acquisitions area, are of ongoing concern both in terms of ‘blow-outs’ in costs and, more unfortunately, in achieving strategic defence capability and overall policy outcomes in required timeframes. Can current public sector reforms and observed better practice provide any encouragement for, discipline on, participants to achieve the required results or is it all just too difficult?  相似文献

Interactive television has arrived, thanks to substantial technology investments that have been made by Sky and others. It is growing in importance as innovative interactive applications are developed for broadcast programmes (eg the BBCi service and Big Brother), and for advertising — and will develop further when broadband deployment gets to critical mass. Readers should not expect a television-variant of the world wide web, however. This was tried during 2000–2002 in the form of web look-alike, interactive ‘walled garden’ sites, and failed to attract critical mass footfall. The model has evolved and now revolves around interactive content synchronised with broadcast, which offers financial services companies an interesting new way to increase awareness and to differentiate the service presentation. Furthermore, over the next ten years, broadband is expected to usher in a new era of personalised television — in which specialised broadcasts (such as personal pensions advice programmes) can be made available on demand. The observations in this paper are mainly drawn from the UK, where digital television penetration is high; the lessons can be applied more broadly, however, and are relevant to any organisation thinking of promoting its service through entertainment channels.  相似文献
