This paper examines how university research alliances and other cooperative links with universities contribute to startup employment growth. We argue that ‘scientific absorptive capacity’ at the startup is critical for reaping the benefits from university research alliances, but not necessarily for other university connections. We also estimate the aggregate employment contribution from startup firms and attribute those employment gains to university research alliances and other university connections. We find significant contributions to employment growth from university research alliances and other university connections, but scientific absorptive capacity is critical for university research alliances. Only 7% of the startup population maintained a university research alliance, but among these firms, 3.4% of their total jobs created were attributable to their alliances. These results suggest that university connections are quite important for job growth and university research alliances contributed substantially to job creation for those firms that had such alliances.  相似文献

We use social network analysis to evaluate ‘behavioural’ additionality aspects of public programmes supporting research and development (R&D). The paper appraises empirically the partnership and knowledge networks created around the R&D activities of the Information Society Priority of the Sixth Research Framework Programme of the European Community. These emergent, scale-free networks are found to play an important role in generating and, especially, in diffusing knowledge by attracting key industry actors and by strengthening overall network connectivity through public support. Public policy should try to facilitate the development of more European organisations that can be characterised as global network hubs, on the one hand, and to draw larger numbers of the most dynamic small and medium-sized enterprises (SMEs) into these programmes, on the other, to avoid technological lock-ins and mitigate the resistance or network reorientation toward more productive research areas.  相似文献

Strategic alliances have been regarded as a potent tool of technology policy for the advancement of research and development (R&D) in developing countries. However, the effectiveness of this ‘visible hand’ has not been dynamically understood as a useful means of building up firm capability. To see how strategic alliances help small-sized firms improve their competitive advantage, this research investigates a government-supported strategic alliance for technology development. Using a two-stage model from the network perspective and methodology, the results show that via a government-sponsored strategic alliance, the network factors embedded in the alliance significantly help the firm develop a competitive advantage by facilitating technology diffusion among alliance members and improved firm-level technology capability. Thus, technology policy in the form of strategic alliances appears to serve as a ‘visible hand’ that homogenously upgrades firm technology capability and diffuses technology.  相似文献

This paper sets out to address a gap in the empirical literature on the importance of ‘low-capability’ innovation for firms. The study is framed around discussion of the conceptual bias that remains in policy and academic literature towards a narrow subset of technological (product or process) innovation labelled ‘high-capability’ innovation in this paper. The paper argues that this bias influences the public and business community's understanding of the term ‘innovation’ and has implications for innovation measurement, research, policy and strategy. The study uses data from an economy-wide, regional innovation survey based on the Oslo manual, and includes 648 innovative firms covering all industry sectors. The paper combines elements of both subject and object approaches to innovation measurement, using data from an open-ended survey question to explore the alignment between what firms report as their ‘most important innovation’ (MII) and firm capabilities for introducing ‘high-capability’ technological innovation. Results show that a substantial share of firms report an MII that is a ‘low-capability’ innovation, including those firms with high R&D intensity, those with novel technological innovation, and firms in more innovative sectors of manufacturing and knowledge intensive business services. The paper discusses the implications of this result for future innovation measurement and research.  相似文献

This article investigates transitions at the level of societal functions (e.g. transport, communication, housing). Societal functions are fulfilled by socio-technical systems, which consist of a cluster of aligned elements, e.g. artefacts, knowledge, user practices and markets, regulation, cultural meaning, infrastructure, maintenance networks and supply networks. To understand how transitions from one socio-technical system to another come about, the article describes a conceptual multi-level perspective. The perspective is illustrated with a historical case study: the transition from horse-drawn carriages to automobiles in the USA (1860–1930). The case study shows that technological substitution approaches to this transition are too simple, because they neglect the electric tram and bicycle, which acted as important stepping stones. The case study also corrects another mistake, namely that the gasoline car won by chance from steam and electric automobiles. It will be shown that particular niches played a crucial role in this competition, as well as the wider socio-technical context. The case study deviates on three points from the multi-level perspective. These deviations are used to conceptualize a particular transition pathway, called ‘de-alignment and re-alignment’.  相似文献

ABSTRACT

The extant literature has focused mainly on how establishing alliances helps firms develop their capabilities within focal functional areas, while paying limited attention to the cross-functional effects of alliances. Drawing on the knowledge-spillover literature and resource-dependence theory, this study investigates the effects of new product development (NPD) alliances on building cross-functional capabilities, testing the influences of important organisational, strategic, and environmental contingencies. Based on survey data collected from 212 Chinese firms, the findings reveal that, for resource-abundant firms, R&D-focused NPD alliances have cross-functional fertilisation effects on marketing capabilities; whereas for resource-constrained or highly innovative firms such alliances cannibalise marketing capabilities; in dynamic markets, marketing-focused NPD alliances cross-fertilise technological capabilities, but such an effect is weaker in firms adopting a highly incremental innovation orientation. Overall, this study sheds new light on how NPD alliances affect cross-functional capabilities under important contingencies.  相似文献

This paper is based on the empirical analysis of innovation challenges to Rhône Poulenc Rorer-Gencell (RPR-Gencell) resulting from development of biotechnology in the pharmaceutical industy. These we identify as an organizational innovation involving the development of a network of partners following and/or inducing a technological innovation. RPR-Gencell represents a ‘style of innovation’ since it is based on various factors specific to the firm and corresponds to a new organizational form, the ‘tight network’ of partners. We argue that this organizational from, in the context of the development of biotechnology in the pharmaceutical industry, can be likened to an ‘organizational gamble’ associated with a ‘technological gamble’ Altogether, this ‘gamble’ dimension means that the network of partners in R&D is still a marginal organizational form. After an introduction we show that the specficities of the pharmaceutical industry especialy since the emergence of biotechnohgy have led to the emergence of a multiplicity of institutional arrangements governing cooperation in R&D. We take as a specific example that of gene therapy. Later on, we present some stylized facts to emphasize the diversity among the network organizational forms. The network of partners is an alternative to the other complex but ‘clarsical’ forms of cooperation (R&D agreements, cross-licensing, joint-ventures, mergers/acquisilions). We propose a new definition of the network based on the case of RPR-Gencell: the ‘tight network’. We distinguish between the ‘tight network’ and all the other approaches, focusing in particular on the ‘loose network’ of cooperative relationship (mostly multifirm alliances implemented with several bilateral contracts). Only two pharmaceutical companies have adopted the ‘tight network’ to govern their cooperation in R&D. We present the network ofpartners as an organizational innovation governing a technological innovation. We argue that this organizational innovation could be likened to an ‘organizational gamble’ in the case of the pharmaceutical industry. Finally, we show that the network raises several organizational issues since it short-circuits traditional strategic operations in the pharamaceutical industry. We argue that among many different reasons, RPR's technological choices (especially the priorig given to gene therapy) have influenced the creation of its network of partners. As a conclusion, we discuss the link between the organizational innovation and the technological innovation focusing on the ‘gamble’ dimension of such an innovation.  相似文献

Many firms undertake alliances as a tactic in their competitive strategy to gain technological benefits from their competitors. Little is known, however, about how simultaneous competition and cooperation between rivals (i.e. co-opetition) influence the alliance governance modes. To bridge this deficit, we integrated a variety of different theoretical perspectives into the concept of co-opetition. Based on the dynamic nature of co-opetitive relationships, we also consider the moderating effect of external technological turbulence on the choice of technology alliances. We tested our hypotheses on a sample of 405 international technology alliances in different industries. It was found that the inter-firm co-opetitive relationship results in alliance member preference to choose contractual agreements as the governance mode in new alliances. However, when external technological turbulence increases, firms tend to tighten alliance governance (i.e. through equity joint ventures) in response to the turbulence.  相似文献

A large body of literature argues that the characteristics of exports matter for economic growth and development because some goods trigger positive externalities or are subject to increasing returns. Thus, for policy purposes, it is important to know whether a country’s export basket enjoys these productive opportunities. They have been associated with technological content of exports. However, measuring them is not easy. Previous methodologies to account for exports’ technological content used either R&;D data or trade data. The former is used to account for knowledge-intensive activities during the production phase and the latter to identify levels of ‘sophistication’ of exports based on exporting countries’ characteristics. Building on these contributions, this paper combines industry-based and product-based indicators to circumvent some of the shortcomings of the received literature, including the product-industry controversy (i.e. are the actual activities during the production process or the product characteristics what better accounts exports’ technological content?). We use data from Uruguay on direct and indirect R&;D spending from public and private sources and also trade data to build the sophistication index corrected by quality. The Triple Helix thesis states that research laboratories and universities can play an enhanced role in innovation in increasingly knowledge-based societies. In fact the locus of industrial innovation is shifting towards networks focused on technological transfer from public research laboratories to firms. This scenario presents challenges for investigating the new behaviour of research laboratories and the measurement and evaluation of their scientific and technological activity. This study analyses how the variable ‘space’ affects an important activity carried out within these laboratories: the technological transfer. The purpose of this research is to: (1) construct indicators, called sensors, starting from the geographical neo-classical approach based on physical distance, for measuring and studying the spatial dynamics of technological transfer;(2) apply the metrics to case studies using data from three institutes of the Italian National Council of Research operating in an industrialised region in the north-west Italy. The sensors are useful for understanding the spatial behaviour both of the technological transfer process, and the strategy of research laboratories. In the recent literature on economic growth, four approaches compete to explain growth trends in per capita GDP of the world set of countries: (1) the Solovian approach; (2) the New Theory of Endogenous Growth; (3) the Abramovitz–Baumol ‘catching up’ approach; (4) the Kaldor approach of increasing returns and cumulative causation. Approaches (3) and (4) are formalized here in a single model and then tested against approaches (1) and (2) on a common database and sample of countries. The main conclusions are the following: that labour is not the limiting factor on growth, as implied by (1) and (2); that catching up is an important and a non-declining process; that increasing returns to output rather than to capital are very important and accelerate the catch-up with the US trend; that a lack of social capabilities and technological push may reverse catching up into falling behind with respect to the US productivity level; and that the pattern of growth changes between 1960–73 and 1973–88 because physical investment becomes less important while R&D becomes more important, and because cumulative causation through export growth ceases.  相似文献

ABSTRACT

The recent literature on the economic effects of machine learning, robotization and artificial intelligence suggests that there may be an upcoming wave of substitution of human labor by machines. We argue that these new technologies may lead to so-called perpetual growth, i.e. growth of per capita income with a non-progressing state of technology. We specify an exact parameter threshold beyond which perpetual growth emerges, and argue that ongoing technological change may bring the threshold in reach. We also show that in a state of perpetual growth, factor-eliminating technological progress reduces the role of labor in the production process and that this leads to a rising wage rate but ever-declining share of wage income. We present simulation experiments on several policy options to combat this inequality, including a universal basic income as well as an option in which workers become owners of ‘robots’.  相似文献

This paper presents the results of research undertaken between 2002 and 2004 into the impact of technological change on the UK consumer magazine industry. The findings highlight patterns of innovation, both in the range of products (most notably monthly magazine titles) and the structure of organisations and work practices, which have tended to elude much of the contemporary debate within the ‘cultural industries’ approach adopted in the media studies discipline. Instead, our analysis makes use of insights from the innovation literature to highlight the impact of technological discontinuities on the capabilities of both incumbent firms and new entrants. It also highlights the important and growing role that is being played in innovation-led industries through the adoption of organisational practices that find their origins in the traditions of project-based firms.  相似文献

This paper examines the potential impact on a regional economy of introducing flexible manufacturing techniques into the wood products sector. The first sectin of the paper discusses the notion of flexible manufacturing networks (FMN) and more broadly defined flexible manufacturing systems (FMS) in this sector. The second section reviews the technological potential, and institutional constraints on the development of networks in the region. The third section explanis how input-output analysis may be used to assess the potential impact pf a manufacturing network and describes an extended social accounts framework for the forest products industry in Western New York. Following this, two possibilities, an ’FMS route‘ and an ’FMN route‘ are compared with a continuationof the present situation—and a potential strategy sketched.  相似文献

Using a recent macroeconomic database, we empirically estimate an ‘erosion effect’: we show that Total Factor Productivity (TFP) growth decreases returns to experience. The ‘erosion effect’ is typically stronger within the rich and the most experienced countries in the world. This article complements the scarce microeconomic literature on the issue and the theoretical macroeconomic literature recently coming to the conclusion that this effect has important implications for the interaction between human capital accumulation and TFP.  相似文献

This paper explores the relationship between financial structure and industrial structure in a panel cointegration framework, using annual data for 29 countries and 28 industrial sectors for the period 1990–2001. The results indicate that financial structure is to a significant extent related to industrial structure in the long run, yet their relationship is partly consistent with the industrial sectors' technological orientation postulated by the theoretical literature. It is in line, however, with the so‐called ‘financial services view’ that stresses the importance of a well developed financial system for growth, irrespective of its structure. In addition, the results indicate that financial structure does not seem to play a role in a sector’s performance relative to GDP.  相似文献

This article discusses two approaches to the identification and measurement of regional clusters and its networks in ‘cross‐sectoral’ services which are not available through official industrial statistics. The first approach is a ‘secondary‐statistical’ one consisting of a firm‐based blending of two separate official statistical data‐sets, industrial and ‘functional’ (that is, the professions practised within firms). Thus, a service ‘cross‐sector’ is identified across manufacturing and service industries. In the matrices resulting, weights are attached in an expert survey to the numbers of employees to aggregate the ‘real’ logistics ‘cross‐sector’. This is applied to the two German port city‐states, Hamburg and Bremen. The second approach is ‘primary‐statistical’, based on a small firms survey which generated data on ‘functional’ supplier relations (the cluster) and on project‐based ‘strategic’ cooperations (the networks within that cluster). This follows a two‐stage model of emerging clusters and ‘its’ networks. This data‐set is combined with the firms’ affiliations to branches, firm size, age and sales growth classes, in order to connect information with the industry statistics. Also, the net densities and centrality structures are calculated. The combined information provides indications of the relevance of the service cluster and its networks as factors of future regional development. The latter approach is applied to the State of Bremen only. Two results appear to be transferable beyond the German cases: first, the two approaches improve the knowledge about policy‐relevant ‘cross‐sectors’, clusters and networks; and second our knowledge about service, namely logistics, clusters and networks (for which port regions are prominent nodes) is improved. Finally, some implications for regional cluster strategies are discussed.  相似文献

This paper discusses how small technology-based firms (STBFs) effectively manage vertical alliances by choosing proper alliance structures to both manage challenges and pursue higher performance. We consider the main challenges of STBFs’ vertical alliances as opportunistic risk and coordination concern between partners, and derive four types of vertical alliance portfolios with different extents of risk and return based on the relational perspective. We then examine the impact of each portfolio on performance and the moderating effect of STBFs’ age and technological capability. The results show the portfolio focusing on bilateral alliances is not helpful for STBFs, while the others are useful. The portfolio focusing on unilateral alliances promises young firms better performance, while hybrid portfolios of unilateral and bilateral alliances are more helpful for older STBFs. In hybrid portfolios, bilateral alliance in the upstream is beneficial to specific technology-focused firms, while bilateral alliance in the downstream is recommended to STBFs whose technology covers a wider range.  相似文献
