This study explores subjective measures of well-being in South Africa collected in the first two waves of the National Income Dynamics Study. These subjective measures include individual life satisfaction, current self-assessed economic rank and expected economic rank in the future. The paper describes how the distributions of these measures have changed over the course of the panel and it investigates the relationship between life satisfaction and perceived economic rank in a multivariate context, controlling for individual fixed effects. The panel data suggest a leftward shift in the distribution of life satisfaction over the two waves. Moreover, the majority of adults did not perceive their economic rank as having improved and they reported lower expectations of future upward economic mobility. Perceptions of current and future economic rank are key correlates of life satisfaction, findings that remain robust to controls for unobserved individual heterogeneity. 相似文献

Poverty, despite being a multifaceted concept, is commonly measured in either absolute or relative monetary terms. However, it can also be measured subjectively, as people form perceptions on their relative income, welfare and life satisfaction. This is the first study that uses the National Income Dynamics Study data to analyse poverty across various objective and subjective methods. The paper finds that while respondents' poverty status varies across methods, blacks remain the racial group most likely to be defined as poor by at least one method. The multivariate analysis reveals that the impact of some explanatory variables, such as experience of negative events, frequency of crime victimisation, health status and importance of religious activities, is mixed across methods. 相似文献

Unemployment in South Africa has multiple causes. This article uses a district pseudo-panel to estimate the elasticity of labour demand, labour supply and unemployment with respect to wages. We assess whether hiring decisions are more sensitive to increases in wages of low-paid workers than high-paid workers, and whether wage growth prompts entry into the labour market. These channels combine to result in the positive causal effect of wage growth on unemployment. The research investigates whether these effects are dominated by districts in which unionisation rates are high and employment is concentrated in large firms. Wage growth of middle-paid to highly paid workers – as opposed to low-paid workers – reduces local labour demand and raises local unemployment. Bargaining arrangements correspond closely to the spatial wage distribution; in turn, a large part of the impact that wage growth has on labour market outcomes is determined by these wage-setting institutions. 相似文献

This study investigates the changes in the South African labour market in the post-apartheid period. While unemployment increased over the 1995–2015 period, employment also increased. Nonetheless, the extent of employment increase is not rapid enough to absorb all net entrants into the labour force, resulting in increasing unemployment, or an employment absorption rate of 65.3%. Unemployment is concentrated in specific demographically and geographically defined groups, most notably Africans, the lowly educated and those aged below 30 years, residing in rural areas in Gauteng. Finally, four worrying findings are observed: youth jobseekers aged below 30 years struggle to find their first job; chronic unemployment is more serious for the relatively older jobseekers (aged 45 years or above) with past work experience; employees working for small, medium and micro enterprises still stagnate at approximately 3.5 million; and jobseekers from the older age cohorts are less likely to actively seek work by enquiring at workplaces and answering job advertisements. 相似文献

This paper conducts an analysis of labour market dynamics in South Africa during the initial period of lockdown, from the end of March to the end of April 2020, using the first wave of the NIDS-CRAM (2020) survey. Within our sample of over 6,000 adults aged 18 to 59, we found that there was a very large decrease in employment. The fraction of the sample that was conventionally classified as employed decreased from 57% in February to 48% in April. If we further exclude temporarily absent workers, which we term “furloughed” employees, this fraction decreases further to 38%. Thus, about one out of every three employed people in our sample either lost their job or did not work and received no wages during April. This has extremely large implications for poverty and welfare. We further analyse the labour market by comparing across demographic groups as defined by race, by gender, by age groups, by geographic areas and by education levels. The over-arching finding from this analysis is that the job losses were not uniformly distributed amongst the different groups. In particular, groups who have always been more vulnerable – such as women, African/Blacks, youth and less educated groups – have been disproportionately negatively affected. 相似文献

Many recent studies compared the 1995 October Household Survey (OHS) with the latest available Labour Force Survey (LFS) to derive the unemployment ‘trends’ in South Africa since the transition, but this approach only gives a snapshot of unemployment at two points in time. Although the better approach is to examine all available labour surveys to derive the real unemployment trends during the period, this does not mean these trends are fully reliable and comparable, as the sampling method, weighting technique, questionnaire design and labour market status derivation methodology to define the unemployed are different across the surveys. In particular, the unemployment estimates in OHS 1995–99 and during the changeover between OHS and LFS in both narrow and broad terms increased rapidly. Wage subsidies have been used in both developed and developing countries to raise employment. After a decade of deliberation, the South African Government recently announced the introduction of a wage subsidy scheme. Given the intrinsic link between unemployment and poverty in South Africa, the belief is that a wage subsidy programme sufficient in scope will also make inroads into poverty. However, the way in which jobs are distributed among poor and non-poor jobseekers is crucial. Our general equilibrium microsimulation model confirms the expectation that a higher wage elasticity of labour demand is associated with larger reductions in poverty. We also find that a greater proportion of new jobs accrue to poor jobseekers when the elasticity is high. While youth-targeting does not improve the poverty-reducing effect of the policy, sectors such as textiles, accommodation, and construction services with their pro-poor employment profiles are good candidates for targeting. 相似文献

In the late 1990s, the South African Department of Education implemented two policies that were meant to reduce the large number of over‐aged learners in the school system: schools were no longer allowed to accept students who were more than two years older than the correct grade age, and students could not be held back more than once in each of four schooling phases. Our analysis uses school administrative data and household survey data to show that these policies coincided with a decrease in school enrolment of at least 400,000 and possibly more than 900,000 learners. These policies appear to have pushed many students into the labour market at earlier ages than was observed for previous generations, which explains much of the sudden increase in labour force participation and unemployment during this period. However, since these individuals would probably have entered the labour market sooner if not for their poor employment prospects, we argue that the resulting increase in unemployment signifies a more accurate reflection of disguised unemployment that already existed in the mid‐1990s rather than a deterioration of labour market conditions. 相似文献

Aside from the very high inequality of land ownership, South Africa is characterised by a dual land tenure system comprising of private ownership and communal land ownership. Using waves 4 and 5 of the National Income Dynamics Study longitudinal data set, a set of econometric methodologies is employed to quantify the impact of ownership and tenure on an index of subjective wellbeing (SWB) constructed from eight self-reported responses covering general life satisfaction, contrast, social capital, mental health and hope for future. Controlling for the income effect and other pertinent drivers of SWB, the study highlights the non-income impact of land ownership and tenure on the subjective wellbeing of individuals. To account for possible endogeneity and self-selection, instrumental variable and matching method-based treatment effects are computed. This paper has two main findings in relation to land tenure in South Africa: (a) land owners have on average a higher index of SWB compared to those not owning land, and (b) owning land privately, compared to owning land communally, has a positive impact on subjective wellbeing within land owners. These results are consistent and statistically significant across the various estimation strategies and provide additional motivation for expediting land reforms in South Africa. 相似文献

Abstract The paper examines Danish unemployment and the employment policy in the 1930s. The unemployment data indicate that though the unemployment increased dramatically the rate of unemployment remained low. The official Danish unemployment records definitely underestimated the actual unemployment in the early 1930s, but the discrepancy was hardly as big as some scholars have suggested. The paper furthermore points out that the rather atypical rise in the Danish unemployment from the mid-1930s can be attributed to a rise in the natural rate of unemployment due to an improved unemployment insurance coverage and a more comprehensive registration of the unemployment. The second part of the paper deals with the Danish employment policy. Unemployment remained high on the political agenda, but the employment problem never became the main target for the economic policy. An active employment policy was constrained by the problems of the balance of payments and the political disagreements in parliament. While the macroeconomic policy did help to stabilize the economy and the employment, the number of measures directly targeting the labour market was small, and they seldom gave rise to much job creation. 相似文献

European settler colonies are often thought to have been characterised by a continued expansion of the landed frontier, which impacted the distribution of wealth across their settler populations. Hampered by a lack of data, few studies have been able to study this in depth. How does settlement timing affect wealth and wealth accumulation when frontier expansion is not a smooth, continuous process? Was it the case that pioneers reaped greater economic benefits from locating their farms on superior land, or would they be disadvantaged compared with later arrivals owing to limited infrastructure or greater risk of conflict with indigenous populations? In this paper, we use a unique dataset that allows us to analyse the link between time of arrival and wealth accumulation in a colonial agrarian frontier society: the Graaff-Reinet district in South Africa's Cape Colony between 1786 and 1850. We find that those who arrived early located their farms in the more climatologically suitable areas of the district and utilised their superior lands to accumulate wealth more quickly than latecomers. However, owing to institutional changes that favoured later British arrivals, we also show that the existence of an early-arrival premium did not mean persistence in land ownership. 相似文献

One of the most pressing socio-economic problems of the South African economy is high youth unemployment. Recent studies only briefly examined how youths have fared since the transition by comparing the 1995 October Household Survey with a Labour Force Survey, and hardly investigated whether the discouraged workseekers are different from the unemployed. This paper re-examined youth unemployment trends in the 2008–12 Quarterly Labour Force Surveys, before comparing the characteristics of discouraged workseekers and narrow unemployed.
