Abstract

This article analyses reforms to contracting and accountability for indigenous primary health care organizations in Canada, New Zealand, and Australia. The reforms are presented as comparative case studies, the common reform features identified and their implications analysed.

The reforms share important characteristics. Each proceeds from implicit recognition that indigenous organizations are ‘co-principals’ rather than simply agents in their relationship with government funders and regulators. There is a common tendency towards more relational forms of contracting; and tentative attempts to reconceptualize accountability. These ‘frontier’ cases have broad implications for social service contracting.  相似文献

Abstract

An integrated organization is one option for handling the provision of services in a welfare state. Australia’s welfare administration is centred on a mega department, the largest within the public service, with wide delivery responsibilities. Integration means that many welfare relationships are largely internalized, but this does not preclude the horizontal and vertical coordination problems of a large and complex organization, particularly where elements of the policy system extend outside. The research examines how to explain the use of an integrative form of coordination for service delivery, and how policy and implementation is coordinated.  相似文献

Abstract

This interview-based study explores trust in public–private co-operation by addressing the research questions: What are the main sources of distrust in public–private contracting? And why? We compare two Spanish social services subfields: one with high levels of cross-sector distrust and another one with low distrust between public and private sectors. We conclude that the sources of the identified cross-sector distrust are institutional: insufficient regulation and legislation, lack of business certification, and low local government administrative capacity. The article is a pioneering exploration of the under-researched theme of institutional distrust and its effect on public–private co-operation management.  相似文献

We consider the argument that inequality drives society to expend more resources on supervision, which imposes an extra cost on doing business – an argument advanced notably by Samuel Bowles, who framed it as a coordination failure. We propose an alternative, though not mutually exclusive, explanation in the form of government failure. We argue that the efforts of government to prohibit drugs leads to increases in violence and policing failure, which in turn force private actors to deploy resources to supervise workers and protect themselves. Our explanation complements and moderates the argument regarding the link between inequality and ‘guard labour’.  相似文献

Abstract

Coordinating organizational activity across different sectors is crucial in disaster management. We analysed the response of 291 aid workers to the Haiti earthquake in 2010 and found that common incentives and a high degree of equality among aid organizations positively affected perceived network coordination. Large and public organizations were more likely to take leadership roles and high numbers of public organizations involved in the disaster response network led to improved network coordination. These results indicate the need for mechanisms that enable smaller and non-profit organizations to participate in network coordination and leadership.  相似文献

Abstract

It is often assumed that citizens evaluate government based on service quality or outcomes (such as safe neighbourhoods or good schools), but aspects of administrative process (such as fairness and respect) are also important. Using data from two US surveys, this study examines how service quality and administrative process influence citizens’ evaluations of government. Results indicate that service quality matters most to ratings of the community; in contrast, administrative process is the dominant driver of trust; and both quality and process have large effects on judgements about government’s overall job performance. Implications for public management research and practice are discussed.  相似文献

Abstract

The aim of this article is to explore how managerial focus influences organizational ambidexterity in different organizational forms at the local government level. An entrepreneurial, leadership, or stakeholder managerial focus will each find reflection in the simultaneous pursuit of exploration and exploitation of resources, and the influence will differ with the organizational form, i.e. whether a local government administration (LGA), or a local government corporation (LGC). Hypotheses are tested on Swedish public organizations operating in the waste management and water and sewerage industries. The findings indicate that LGCs have higher levels of organizational ambidexterity, and that the determinants differ from those in LGAs.  相似文献

Abstract

This paper uses the case of the reform of the German employment administration to explore the usage of performance management approaches within multi-level governance settings. It traces the adoption and accommodation of the performance management approach to govern the joint service centres (called ‘Jobcenter’) at the local level within the multi-level administrative coordination regime in Germany’s federal system. A contribution is made to nascent debates about the potential of managerial tools in systems of negotiated decision-making. The paper shows how performance management is adapted to the institutional logic of multi-level administrative coordination and serves as a facilitator of cross-level coordination.  相似文献

The social media have been well recognized as important spaces for providing the people with government service and PR policy and they have been utilized by most of the government entities. Therefore, we try to identify whether the social media can be used as tools to enhance the reliability of the government. This study indicates Twitter is different from other conventional channels not only in the form but also in substance. ABSTRACT

Do interlocal contracts for police service seek and achieve collaborative efficiency? This research builds upon recent discussions of collaborative efficiency, including the rationale for, and consequences of, efficiency-seeking reforms in the public sector. Evaluating the experience of cities in California between 2001 and 2010, the investigation shows some cities seek budget savings through interlocal contracts, but others turn to this mechanism due to various forms of ex-ante interdependence. Through analysis of the organizational interdependence associated with interlocal contracting, this case provides evidence that interlocal contracts for police service can yield cost savings, but collaborative efficiency is not guaranteed.  相似文献

This article provides some insights into how performance contracting works in practice in a developing country context, using the case of the Ghana Water and Sewerage Corporation (GWSC). Performance contracting has been a useful instrument for restructuring the state-owned enterprises (SOE) sector in Ghana, and the GWSC has made some moderate improvements since its introduction. However, the article highlights some of the institutional constraints and capacity issues that reformers will have to pay attention to, including overstretched capacity of the monitoring agency, a weak information management system and inconsistent compliance to contract by government. The findings also highlight the difficulty of separating politics from operational/management issues, especially in politically sensitive public services, yet performance contracting relies on such separation to be effective. Also it shows how informal behaviour undermines the formality of performance contracting.  相似文献

ABSTRACT

Cloud computing is an evolutionary technology that offers on-demand resources and elastic services through the Internet. Most providers adopt fixed-price mechanisms (e.g. pay-as-you-go). However, a few providers have recently employed auction-like approaches to price cloud services. Meanwhile, cloud consumers pay more attention to Quality of Service (QoS) such as availability, which measures how well a service is performed. This paper proposes a novel auction approach that can efficiently allocate resources according to customers’ QoS preferences. The QoS-based pricing can generate more revenue than a fixed-price strategy. This research lies at the intersection of cloud computing, economics, and information systems.  相似文献

Several reputable industry sources have recognized that many organizations fail to realize the financial benefits sought with outsourcing. Further, prior research has found that outsourcing organizations struggle to estimate accurately the so called “hidden costs” associated with managing these inter-organizational relationships. This is especially true of complex, globally distributed outsourced services. In this study, we use dyadic data on 102 outsourcing relationships to investigate how dimensions of task- and location-specific complexity influence the degree of control and coordination costs incurred by the customer organization. Results from our hierarchical regression analysis demonstrate that the scale of the service and the geographic distance between the customer and provider locations are associated with higher levels of both control and coordination costs. Task breadth and geographic dispersion are significantly associated with increased control costs, but not coordination costs. Counter to our expectations, control costs decrease with the degree of service customization, whereas both control and coordination costs are negatively related to the average cultural distance between provider and customer organizations. These findings contribute unique empirical evidence to the outsourcing, offshoring, and international service operations literature.  相似文献

Abstract

The following article is aimed at analysing reforms in public service delivery and management at the local level of government in Germany and France from a cross-countries comparative perspective. Particular attention is paid to the results and effects these reform initiatives have caused with regard to the administrative organization, steering capacities, and output performance. Two major approaches of reform will be addressed: privatization, contracting-out, and ‘corporatization’ of local services on the one hand and public management reforms on the other. Proceeding from the distinct ‘starting conditions’ of reforms in the two local government systems, the question will be pursued, as to whether there has been an increasingly convergent or divergent development in French and German local service provision, and how these evolutions can be explained.  相似文献

Abstract

This study explores whether bridging and bonding social capital differ in their impacts on government performance at the local level and the extent to which these impacts vary between localities exhibiting differing socioeconomic resources. The study is based on an analysis of 256 local authorities in Israel. The findings show that bridging and bonding social capital do differ in their respective effects on government performance and that the nature of the relationship of each type of capital with government performance varies by the community's socioeconomic profile. Poor communities with high densities of bridging social capital were characterized by lower deficits as a percentage of total municipal budgets, more accurate expenditure forecasts and greater spending on services per capita.  相似文献

Abstract

Entrepreneurial brokers play a major role in governance networks in a disaster response setting. By identifying patterns of interactions between members in a network of embedded ties, we can explore the strategic use of brokers to mobilize an effective coordination system in the case of the 2013 Philippines disaster. Empirical data were gathered from reported interactions beginning 2 days after Typhoon Haiyan for the following 4 weeks. This paper concludes with practical-based recommendations for international and local agencies to enhance their organizational competencies to serve as entrepreneurial brokers in emergency management.  相似文献

ABSTRACT

This paper explores the conditions under which urban entrepreneurship can develop through art-based interventions. Drawing on two contrasting case studies (Civic City in France, Fieris Fééries in Belgium) and taking actor-network theory (ANT) as a starting analytical point, we outline the tensions involved in the implementation process of such interventions. We focus on the capacity of urban entrepreneurs to engage different relevant stakeholders (artists, local government and citizens), establish connections between disconnected worlds that are likely to challenge existing institutional structures and eventually create novelty. We identify these actors as ‘translators’. The paper shows that when urban entrepreneurs play an active translation role consistently over time, art-based interventions can have a substantial impact on urban regeneration.  相似文献

Abstract

Drawing upon interview data from three case study organizations, we examine the role of middle managers in UK public service reform. Using theory fragments from organizational ecology and role theory, we develop three role archetypes that middle managers might be enacting. We find that rather than wholesale enactment of a ‘change agent’ role, middle managers are balancing three predominant, but often conflicting, change-related roles: as ‘government agent’, ‘diplomat administrator’ and, less convincingly, ‘entrepreneurial leader’. Central government targets are becoming the main preoccupation for middle managers across many public services and they represent a dominant constraint on allowing ‘managers to manage’.  相似文献

如何实现社会经济与资源环境之间的协调发展已逐渐成为研究热点。本文选取了24个生态及环境经济指标,采用耦合模型,对吉林省资源环境和社会经济的协调性进行了分析,结果表明:1986-2008年吉林省资源环境和社会经济系统发展的耦合协调度总体呈上升趋势,从濒临失调衰退类型演变为中级协调发展类型,但协调度则呈先上升后略有下降趋势,表明近年来吉林省社会经济发展给资源环境发展带来较大压力。  相似文献

Abstract

Previous studies have investigated the relationship between the Five-Factor model of personality and creativity. As this model has been criticised for providing a limited account of an individual’s personality, this study considers additional personality traits that have recently been investigated in the literature as determinants of employee behaviour. Moreover, we also contribute to the existing body of literature by conducting this study in a service setting, for which we predict personality traits will exert differentiated effects on creativity when compared to other settings. Finally, while past research has focused on linear effects, this study examines the existence of non-linear effects between personality and creativity. The results indicate that personality traits apart from the Five-Factor model have an impact on creativity and that the effects of several personality traits on the creativity of frontline service employees differ from those obtained in other settings. Lastly, the findings also show that five of the personality traits have non-linear effects on creativity, and this may be a stimulus for a new stream of research in the human resources literature.  相似文献
