The high unemployment rate of black high school graduates can create the perception that a diploma is of little value and encourage dropping-out of school. Black youth who do drop out are less employable and further push up the black youth unemployment rate. This raises a question: Is the high dropout rate of black youth due to their high unemployment rate or is their high unemployment rate due to their high dropout rate? A study of this question using the definition of Granger-causality finds that it is the high unemployment rate which causes the high dropout rate rather than the opposite.  相似文献

This article uses data from the 1996 population census of Lesotho and the Ministry of Education's annual reports compiled during the period 1990–9 to investigate the trend of the gap between male and female enrolment in schools and higher learning institutions. The study examines various education indicators, school enrolment and dropout rates. There is no doubt that the gender gap still exists in Lesotho in favour of females. Both the cohort analysis and the analysis of dropout rates have shown that there is gender imbalance in schooling. In addition, the analysis has shown that the gender gap has recently started to narrow in primary, secondary and high schools but is widening at tertiary level. The article recommends that the government of Lesotho should look closely at the issue of the disadvantaged ‘boy child’ if it intends to eliminate gender disparities in schools.  相似文献

This paper examines the significance of public expenditure management for primary education outcomes in public schools in two South African provinces (Gauteng and North West). Using cross-sectional data from 175 public primary schools and 13 local education offices, the analysis finds that while misappropriation of education funds (leakages) is not strongly associated with poor education outcomes, delays on the part of the government in disbursing funds to schools are correlated with Grade 5 dropout rates. The paper finds no evidence that public expenditure and total resource wealth (including public and private contributions) are significantly associated with education outcomes. Increased spending on learning and teaching support materials is associated strongly with lower Grade 1 and Grade 7 repetition rates. The paper also finds that repetition rates are driven strongly by poverty indicators at the district level, while dropout rates are driven strongly by district and school inefficiency.  相似文献

Although education voucher programs for students attending private high schools have existed in Japan for decades, to date there have been no studies that examine their effectiveness. In this study, we estimate the programs’ preventative effect on dropout by using school-track level (academic or vocational) panel data covering all high schools in northern Japan. Prefectural governments have faced increasing dropout rates stemming from financial difficulties, and expanded the scope and amount of their private high school tuition support programs since the late 1990s. We use this variation to identify the effect of tuition support on students’ dropout decisions, controlling for initial academic ability of students entering the schools and unobservable school-track effects. We also apply the instrumental variable method to account for the possible endogeneity of policy changes. Our results suggest that increasing tuition support is particularly effective in preventing the dropout of private high school students on nonacademic tracks.  相似文献

This paper extends the analysis of Epple and Romano (1998a, b), who argue that vouchers encourage private schools to “skim the cream off” public schools. Because the education received by students depends on the quality of their classmates, this loss reduces the quality of education received by those remaining in the public system—the peer group effect. In our model, vouchers allow low-income students to escape the frustration of having to conform to the uniformity of the public school system. Ultimately, the size of the dropout effect relative to the peer group effect is an empirical question. Nevertheless, to the extent that voucher use reduces the student dropout rate, the peer group externality becomes insufficient in itself to prevent reconsideration of a voucher system on equity as well as efficiency grounds.  相似文献

This paper documents wage differentials between private and public school graduates in Bangladesh and Pakistan. While evidence in support of a wage advantage of private school graduates in Bangladesh is lacking, Pakistani private school graduates are found to earn more than their public school counterparts. This finding has important implications for the current debate over the effectiveness of private schools in South Asia. To the extent the wage premium arises owing to education in private schools, our result suggests relative superiority of private schools in Pakistan and are consistent with extant studies that have assessed private school quality using test scores of students. The difference in the performance of private schools in the two countries, however, remains a puzzle. This difference, we conjecture, may be partly explained by the between-country differences in public policy towards private schools and, therefore, the regulatory regime facing these schools.  相似文献

This paper investigates the effect of a new type of financial incentive in education targeted at regional authorities. Previous studies have focused on financial incentives for students, teachers or schools. We identify the effect by exploiting the gradual introduction of a new policy aimed at reducing school dropout in the Netherlands. The introduction of the policy in 14 out of 39 regions and the use of a specific selection rule for the participating regions allow us to estimate local difference-in-differences models. Using administrative data for all Dutch students in the year before and the year after the introduction of the new policy we find no effect of the financial incentive scheme on school dropout. In addition, we find suggestive evidence for manipulation of outcomes in response to the program.  相似文献

A quality promotion of neighborhood primary schools no doubt elevates nearby housing price. But which houses benefit from the public policy is important to improve educational equity. Accurate identification of such capitalization effects will help policymakers optimize the allocation of scarce public goods. Previous studies on this issue have been biased due to endogeneity and overlooking the impacts of facility quality change. Based on the Hangzhou's school district adjustment in 2012, the current work contributes to housing price effects of policies and education quality changes, rather than a static educational facility. The difference-in-differences model with quantile regression is constructed to obtain a more precise and detailed estimation among the different sub-markets. Results show that the average price effect estimated by the difference-in-differences is up to nearly 800 yuan/m2, higher than cross-sectional estimation. Only housing with better schools after reassignment witness a price premium. Low-priced and small houses earn more than 1000 yuan/m2, whereas high-priced and large houses are not significantly affected. The results demonstrate that future policies should ensure the rights of low-income groups to attend high quality primary school and guard against the gentrification of low-priced houses.  相似文献

While conventional explanations of drop-out and grade repetition acknowledge the role of socioeconomic factors, this paper uses data collected in a KwaZulu-Natal study of adolescents to investigate the explicit contribution of poverty and shocks to school disruption episodes. The asset-vulnerability framework developed by Moser and others is used to develop a poverty-based theory of school disruption. Evidence against such a theory is also put forward. The results indicate that the poverty-based theory accounts in part for school disruption. Poverty is predictive of school disruption, female adolescents are particularly vulnerable to drop-out episodes, and adolescent pregnancy emerges as an important influence. However, household shocks do not seem to predict school disruption. Programmes that offer incentives for school attendance and improving school quality are put forward as policy options for South Africa.  相似文献

The Junior Reserve Officers' Training Corps (JROTC) is a high school initiative that serves many at‐risk students. Its goals range from reducing dropout rates and improving academic achievement to preparing students for military careers. Using data from High School and Beyond (HSB) and the National Educational Longitudinal Study (NELS), we estimate average treatment effects on students attending schools that typically host JROTC. Applying a two‐stage matching technique, we find that JROTC participants have poorer academic outcomes than other students; although, a large portion of these differences is explained by their at‐risk status. In addition, program effects appear to differ by demographic group, with black participants having lower dropout rates than white participants. The program also appears to improve self‐esteem scores of females. Although the majority of JROTC participants do not join the military, we find large marginal enlistment effects.  相似文献

The training of black teachers in South Africa has greatly expanded in recent decades. The expansion resulted from a strong demand for teachers in black schools and from an even stronger and greatly unrealistic demand for places in teacher training colleges. The demand for teachers developed as a result of growing enrolment and an attempt to lower the pupil‐teacher ratios. The demand for places in teacher training colleges in turn developed only partly as a result of the demand for teachers. To a very large extent it developed also as a response to a set of social, economic and political conditions which prevailed in South Africa during the apartheid era. These conditions have influenced not only the numbers of high school graduates seeking training as teachers and the actual numbers of teachers trained, but also the quality and direction of training delivered over the years. The quality of training has been generally poor, and the choice of levels as well as teaching subjects by trainee‐teachers has not been in line with the needs of the schools. To address these three aspects of teacher training — the quantity of teachers trained, the direction in which they are trained, and the quality of their training — it will be necessary to reform the existing system.  相似文献

The emphasis placed in the existing South African school production function literature on better skilled teachers and better school management is discussed. Ordinary least squares and hierarchical linear production function models, using 2000 SACMEQ data, for the country and for a sub‐set of historically disadvantaged schools, are constructed. Ways of making the results more readable for policymakers are explored. The importance of physical infrastructure, textbook and nutrition budgets is highlighted by the models. Correct allocation of teaching and management time in schools, less learner repetition, and better teaching methodologies stand out as important school and classroom management imperatives.  相似文献

This paper attempts to identify neighborhood peer effects on children's dropout decision in rural China using the China Health and Nutrition Survey data (CHNS). Identifying peer effect is complicated by several endogenity problems including “self-selection” problem, “reflective” problem and uncontrolled “correlated effect”. By taking advantage of the special feature of “Hukou” system and “son preference” phenomenon in rural China, the endogenity issues are quite reasonably addressed. More specifically, we discover a new and valid instrumental variable for peer's dropout rate: peers' firstborn boy rate. Intuitively, the more the firstborn boy peers, the lower the peers' dropout rate because of son preference and the lower one's own dropout probability due to peer effect. It is found that as peers' dropout rates increase by one percentage point, the child dropout rate would increase by 0.393 to 0.504 percentage points, the corresponding social multiplier effects of peer dropout are from 1.647 to 2.016. It is also found that elder kids and females are more susceptible to peer pressure in dropout decisions. Many other interesting findings are documented.  相似文献

Are all Japanese youth ready for the structural reforms proposed as a supply-side policy of Abenomics? To answer this question, we assess how well Japanese youth have coped with the labor market’s long-term structural changes, induced primarily by deepening interdependence with emerging economies and rapid technological progress over the last three decades. We examine the role of educational upgrading on the labor-market outcomes of youth between the ages of 25 and 29, using six waves of micro data from the Employment Status Survey spanning from 1982 to 2007. The analysis demonstrates that the demand growth for skilled labor relative to unskilled labor has been met by the educational upgrading of youth through the expansion of tertiary education, including education in vocational schools. Youth left behind the trend of educational upgrading, however, have suffered significantly from decreasing employment opportunities and deteriorated working conditions.  相似文献

We estimate returns to school resources in the Jim Crow era, as measured by young males' 1940 wage earnings, occupational status, and cognitive aptitude scores. Results point to a 16 cent annual return on each $1 invested in public schools. To the question of whether some school inputs mattered more than others, we find comparable 25–32 cent returns per dollar invested in extended school years, teacher salaries, and smaller classes. School spending and inputs had much more bearing on labor market outcomes than aptitude scores. We document diminishing returns to school expenditures, which, in combination with segregated schools, resulted in higher returns to expenditures in black schools relative to white.  相似文献

This paper provides an overview of school education in India.First, it places India's educational achievements in internationalperspective, particularly against countries with which it isnow increasingly compared, especially China. Second, the paperexamines schooling access in terms of enrolment and school attendancerates, and schooling quality in terms of literacy rates, learningachievement levels, school resources, and teacher inputs. Third,the paper investigates the role of private schooling in India,examining the extent of growth of private schooling and surveyingevidence on the relative effectiveness and unit costs of privateand public schools. Last, the paper discusses some major publiceducation initiatives. The concluding section suggests a futureresearch agenda and appeals for rigorous evaluation of the impactsand costs of the numerous existing educational interventions,in order to learn about their relative cost-effectiveness forevidence-based policy-making.  相似文献

Schooling outcomes in South Africa are characterised by significant inequalities on the basis of race and socio-economic status. This paper reports on findings from a unique panel dataset that follows individuals who participated in the Trends in International Mathematics and Science Study in 2002 as Grade 8 students through to their secondary school-leaving examination (known as ‘matric’) in Grade 12. The paper investigates the extent to which secondary schools differ in converting Grade 8 achievement into matric outcomes. Achievement in Grade 8 is strongly predictive of survival to matric, passing matric and performance in matric. Many students had extremely weak mathematical proficiency in Grade 8 and yet decided to take matric mathematics, only to fail the subject. Increasing the number of matric mathematics passes is a strong policy imperative. Our analysis suggests that the way to achieve this is to improve mathematics learning at earlier stages of the school programme rather than through indiscriminate mathematics participation in matric.  相似文献

People who drop out of high school fare worse in many aspects of life. We analyze the relationship between dropping out of high school and the probability of contracting a sexually transmitted infection (STI). Previous studies on the relationship between dropout status and sexual outcomes have not empirically addressed unobserved heterogeneity at the individual level. Using fixed effects estimators, we find evidence supporting a positive relationship between dropping out of high school and the risk of contracting an STI for females. Furthermore, we present evidence that illustrates differences between the romantic partners of dropouts versus enrolled students. These differences suggest that female dropouts may be more susceptible to contracting STIs because they partner with significantly different types of people than do nondropouts. Our results point to a previously undocumented benefit of encouraging those at risk of dropping out to stay in school longer.  相似文献

The eighteen former apartheid education departments in South Africa now fall under the authority of a single ministry. However, the full integration of various education authorities at the district and local levels within a unified delivery system that maximises non‐racial access to rural schools, has yet to be accomplished. A study was initiated in the rural Marico and Lehurutshe regions of the North West Province to investigate how equitable access to rural schools on a non‐racial basis could be achieved, and to identify practical constraints on systems of delivery. Over 100 schools in the study area were mapped using Geographical Information Systems technology. It is clear that the characteristics of the education system inherited from the apartheid past will impede the reconstruction of rural education. In order to plan accurately for compulsory schooling, planners will need more detailed population data on out‐of‐school students. They will also have to take into account local geographical features and economic growth nodes near which schools may be placed in order to maximise efficiency and accessibility.  相似文献

This paper examines the productive efficiency of government schools in New South Wales (NSW) in Australia. The study uses a technical inefficiency effects model applied to a unique three-year panel dataset containing 1235 primary and 371 secondary schools in NSW. A stochastic frontier production function and an inefficiency effects function that control for school socioeconomic and environmental factors are estimated. The dataset contains information on various school inputs, school expenditures by major functional area, parental socioeconomic characteristics, student characteristics, and standardized test scores. We examine the degree to which school and non-school educational inputs influence student achievement scores and find that, overall, primary schools are 88.6% and secondary schools 96.4% efficient. The index describing community socio-educational advantage has the most significant influence on students’ achievement scores.  相似文献
