This article examines the involvement of civil society organizations (CSOs) in UK industrial relations. Organizations of this type, including advocacy, campaigning, identity and community organizations have attracted increasing attention from employment relations scholars in recent years. The study reported in this article demonstrates that CSOs have become increasingly active in the sphere of work and employment, partly in response to trade union decline but also owing to political opportunities, afforded by the labour market policy of the New Labour government. It is claimed that CSOs operate at multiple levels of the industrial relations system and interact with the state, employers and trade unions. They generate significant effects within UK industrial relations and can rightly be judged significant ‘new actors’ on the UK employment scene.  相似文献

The paper examines the main economic and institutional incentives which have driven major OECD food retailers in their use of private voluntary standards and discusses their growing role in shaping the agri-food system. It is based on interviews with quality and safety directors of major OECD retailers and a brief survey of retailers’ actual buyer practices. Though not all retailers are included, these firms account for over 70% of retail food sales in OECD countries. We find that the growing voice of civil society, changing legal and institutional frameworks, increased market concentration and buying power as well as their integration with financial markets has provided the setting for development of private standards. While food safety and quality standards are seen as key to maintaining and improving reputation as well as against legal liabilities, additional standards such as labour, environmental and animal welfare are also gaining ground as strategies for customer loyalty and market shares. The grass-roots retailer move in the harmonization of food safety standards is seen as an initial step towards a global approach to managing the food system, with harmonization of other standards likely in the future. Given their buyer power, these developments can be viewed as a way of governing the food system and will be important for both OECD and non-OECD food and agricultural sector evolution in the coming years.  相似文献

This article reviews developments in European Union employment policy from the perspective of reflexive governance. Reflexive governance instruments have a procedural orientation and provide a structural framework or steering mechanism to facilitate a process of self‐regulation. Recent developments in relation to the Employment Framework Directive, the European Employment Strategy and the Working Time Directive highlight some of the prospects and limitations of this reflexive approach to regulating employment relations and the potential impact on the UK labour market. These developments indicate that the hopes invested in the reflexive approach remain to be fulfilled.  相似文献

Multistakeholderism is thought to play an important role in democratizing internet governance institutions and processes by including civil society. Therefore, scholars have studied the participation of civil society organizations, from the first phase of the World Summit on the Information Society through to the most recent Internet Governance Forum, to understand how they engage in and shape internet governance. However, this category is not well defined; therefore, it is not always clear whose interests are being advanced by civil society organizations. This study evaluates representation in civil society by examining the annual RightsCon conference as an ideal site of civil society engagement in internet governance in order to evaluate the potential of multistakeholderism to achieve the goals of democratization, representation, and inclusion. Through a meso-level analysis of discursive production at RightsCon that operationalizes a critical geopolitical rubric, this study finds that organizations that represent interests from the Global North and West are highly over-represented in three ways: in leading overall discourse, in claiming authority over global issues, and in driving specific topics such as misinformation, privacy, and internet shutdowns. These findings offer an empirical evaluation of global representation in internet governance, raising the stakes for further study about why and how the category of civil society meets expectations. Finally, conceptual implications are discussed, including evaluating earlier critiques of multistakeholderism as less democratizing in reality than in theory, affirming the analytic value of civil society discourse to policy research, and opening up questions about how a more precise understanding of civil society can contribute to multistakeholderism in internet governance.  相似文献

Global value chain (GVC) governance is central to analyses of labour's strategic options. It frames the terrain on which labour campaigns and institutions — such as private social standards and international framework agreements — contribute to the social regulation of value chains. GVC concepts help to emphasize how power in the employment relationship transcends organizational boundaries, as well as how industrial power is shifting from the sphere of production to that of consumption. Based on extensive case studies of the banana and cut flower value chains, we explore the implications of GVC restructuring for the scope and form of labour rights strategies.  相似文献

Using case‐study data, the article examines the contention that protective labour market policies and trade union action are responsible for growing divisions between labour market ‘insiders and outsiders’. Case studies are reported on developments in collective bargaining in the hospitals and engineering sectors from seven western and central European countries. The article finds that managerial strategies, and interactions between management and unions, have to be considered to give a full account of the growth of precarious employment.  相似文献

To improve individuals' work–life balance, trade unions, employers' organizations, governments and the European Commission currently promote a life course perspective in activating labour market policies. In 2006, the Life Course Savings Scheme (Levensloopregeling) was introduced in the Netherlands, which aims to increase labour participation and to improve the work–life balance over the life course. What can we learn from the Dutch case? In 2006, actual participation in the scheme was with 6% much lower than expected. Participation rates were higher among males, full timers, older employees, the higher‐income groups and persons with a partner. However, our multivariate analyses of data for over 500,000 civil servants show that the higher participation rates of males, full timers and older employees are related to the higher earnings of these groups, and that after control for earnings, participation is higher among females, part timers and the young. This indicates that the scheme has a potential to contribute to the work–life balance over the life‐cycle.  相似文献

Consumers are increasingly seen as playing an important role in global labour governance through the establishment of voluntary certification programmes that promise better economic and social conditions for workers in global value chains. In the Sri Lankan tea sector, however, these private forms of governance (Rainforest Alliance (RA), UTZ Certified and the Ethical Tea Partnership (ETP)) at best have no effect and at worst are associated with indecent forms of work. Rather, conditions of work are defended by powerful trade unions that exercise structural power via their strategic position in the value chain and associational power through links with political parties and residual ethnic ties within and between nation‐states. It is evident that through close collaboration between the International Labour Organization (ILO) and the tea sector unions, workers are able to leverage institutional power through both national and international labour standards to reinforce decent work for those at the very bottom of the global value chain.  相似文献

This article examines employer organizations and labour immigration policy in Australia and the United Kingdom. Drawing on 102 elite interviews, it analyses employer organizations’ preferences and influence over recent reforms. The article builds on Culpepper's arguments relating to the significance of political salience and identifies the importance of various institutional factors, particularly social institutions, in shaping employer organizations’ decisions and engagement with the policy process. Political salience and social institutional legacies are critical for explaining why employer organizations played a central role in driving labour immigration reforms in Australia and a marginal role in the UK. Large intakes of workers from the European Union, which sustained immigration as a high salience issue and fuelled the Brexit campaign, also influenced the strategies of UK employer organizations.  相似文献

Concern over global labour standards has led to a profusion of non‐governmental forms of regulation. Systematic evaluation of these systems has been very limited to date. This article empirically explores an innovative system to regulate labour standards in the US garment industry combining public enforcement power and private monitoring, thereby drawing on different elements of global labour standards systems. We examine the impact of this system over time and in two distinct markets on employer compliance with minimum wage laws and find that these initiatives are associated with substantial reductions in minimum wage violations. The system therefore offers a useful model for international labour standards regulatory systems.  相似文献

Given the disappointing outcomes of private regulation of labour in global supply chains, worker organization is increasingly seen as the key to better working conditions. This article examines the extent to which unions impact different dimensions of labour standard compliance in Cambodia's garment export sector, where unions have grown considerably. Based on unique factory‐level data and field‐based interviews, this study shows that union presence improves factories’ compliance with wage, hours, and leave standards, although the impact is much less significant for health and safety. Moreover, having multiple unions in the workplace does not appear to improve labour conditions.  相似文献

The field of international political economy offers valuable insights into global economic integration, trade liberalization, global governance and the nature and activities of international organizations and regimes. Despite their impact on industrial relations, industrial relations theory has not wholeheartedly engaged with these phenomena or this sister field. This paper argues that the field of international political economy offers much to industrial relations, particularly in terms of understanding the nature and impact of internationalization and emerging global governance. The potential in a closer relationship between the two fields is illustrated by the example of the international labour standards regime and its principal organization, the International Labour Organisation.  相似文献

Recently, third-party certification (TPC) has emerged as a significant regulatory mechanism in the global agrifood system. It reflects a broader shift from public to private governance. Traditionally, government agencies were responsible for monitoring food safety and quality standards. However, the globalization of the agrifood system, the consolidation of the food retail industry, and the rise in private retailer standards have precipitated a shift in responsibility for this task to third-party certifiers. This development is reconfiguring social, political, and economic relations throughout the contemporary agrifood system. In discussing the rise of TPC, this paper focuses on the role and implications for three key stakeholder groups: supermarket chains, producers, and non-governmental organizations. We conclude that TPC reflects the growing power of supermarkets to regulate the global agrifood system. At the same time, TPC also offers opportunities to create alternative practices that are more socially and environmentally sustainable.  相似文献

Attempts to analyse authoritarianism in China tend towards a static focus on the state that is homogeneous across time. We argue for a more nuanced approach that captures the dynamism and contours of state–civil society relations, and state–labour relations, in particular, in authoritarian states. Taking state–labour relations as a bellweather, we conceptualize ‘shades of authoritarianism’ as a framework for better understanding the complexities and evolution of state–society relations in authoritarian states. We illustrate this through the case of China, distinguishing different shades of authoritarianism in the Hu‐Wen era (2002–2012) and in the current regime of Xi Jinping  相似文献

This article argues that the twenty‐first century US labour movement has increasingly come to resemble its counterpart in the Gilded Age 100 years ago. Starting in the 1970s, deindustrialization and deregulation have gradually undermined the New Deal labour relations system, and have led to the proliferation of precarious labour. The labour movement then began to experiment with alternative labour organizing strategies and increasingly sought out political alliances with other progressive movements, reproducing practices that were widespread among US unions prior to the New Deal era. Although many of these experiments have succeeded on a small scale, they face intransigent opposition from employers and anti‐union organizations, and whether they can be expanded enough to generate a new labour movement upsurge remains to be seen.  相似文献

Research on private regulation of labour issues in global supply chains has focused extensively on whether supplier factories comply with the codes of conduct of global companies. Less is known about how such compliance relates to the preferences and behaviours of workers at export factories. This study analyses a unique dataset of factory audits matched with a survey of worker turnover rates from 622 factories in 28 countries supplying a large global apparel retailer. The results show that violations of the retailer's codes of conduct for suppliers are generally related to turnover, but that workers ‘vote with their feet’ primarily for violations of wages and benefits, relative to violations of other code provisions such as environment protection and safety standards. This ‘means-ends’ decoupling between factory practices and worker preferences implies that global firms need to incorporate the livelihood logic that underlies workers' turnover decisions while implementing their private regulation programmes.  相似文献

The decline in the scope and power of American unions has led to a search for new strategies and new organizational forms to better succeed in representing the interests of employees in the labour market. This paper examines the role of community‐based organizations of the sort that proved so powerful during the Civil Rights Movement. The subject of the paper is a strong national network of community organizations that is neighbourhood‐based and draws heavily on churches and other community institutions. The organizations are put together in neighbourhoods, yet they also wield power at the city and state levels. The paper describes the organizations and examines and assesses their labour market policies. The second part of the paper takes up organizational issues and, in particular, describes how the structure and culture of these organizations enable them to avoid some of the organizational perils that have befallen unions and other social movement organizations. The paper concludes by comparing these organizations with traditional unions and by discussing their prospects for growth as well as their limitations.  相似文献

Most Continental European labour markets and welfare states have experienced a substantial transformation. Germany is a case in point as it exhibits increasing levels of employment and a growing share of low pay and non‐standard work. The article claims that changes in labour market institutions play a major role, but changes in industrial relations at the sectoral level and individual firms' staffing practices are equally important. Regarding labour market institutions, the pattern found in Germany shows sequences of reforms addressing the margins of the labour market and contributing to a growing dualization of employment. This dualization trend was reinforced by micro‐level dynamics in industrial relations and company employment practices, where we can observe growing reliance on mechanisms of internal flexibility for the skilled core workforce and increasing use of non‐standard types of employment in less specifically skilled occupations, in particular in the private service sector. Hence, the adjustment of the German model can only be understood by taking into account the interaction of policy change and actors' adaptive behaviour.  相似文献

In recent decades, alternative organizations and movements —‘quasi‐unions’— have emerged to fill gaps in the US system of representation caused by union decline. We examine the record of quasi‐unions and find that although they have sometimes helped workers who lack other means of representation, they have significant limitations and are unlikely to replace unions as the primary means of representation. But networks, consisting of sets of diverse actors including unions and quasi‐unions, are more promising. They have already shown power in specific campaigns, but they have yet to do so for more sustained strategies. By looking at analogous cases, we identify institutional bases for sustained networks, including shared information platforms, behavioural norms, common mission and governance mechanisms that go well beyond what now exists in labour alliances and campaigns. There are substantial resistances to these network institutions because of the history of fragmentation and autonomy among both unions and quasi‐unions; yet we also identify positive potential for network formation.  相似文献
