This paper explores the link between rising wage dispersion in Russia over the transitional period and the gender pay gap. The work of Blau and Kahn (1996) emphasized a role for 'wage structure' in the determination of the gender pay gap, although some interpretational issues concerning their methodology have been raised recently by Suen (1997). The unadjusted gender pay gap between 1992 and 1996 exhibited some degree of stability, but the analysis presented identified increased wage dispersion as a modest agent for the widening of the gap in Russia. Ordinary Least Squares (OLS) estimates for an equation pooling observations from both gender groups, registered no statistical difference in the mean ceteris paribus gender pay gap between the two years. To complement the mean regression approach, quantile regression procedures were also employed. Although the median regression provided evidence of a statistically significant temporal increase in the gender pay gap, this finding was not supported at other chosen quantiles of the wage distribution. This result was taken to highlight the possible sensitivity of the OLS procedure.

Our model captures the fact that Russia has both much human capital and an education system that produces the wrong skills for a market economy. We define a rule for the timing of educational restructuring that is Pareto optimal and that dominates all later times in a Paretian sense while simultaneously reducing inequality. We demonstrate that failure to implement restructuring early in the transition process is likely to produce a very long delay that will significantly reduce Russia's human capital. A retreat from subsidizing public education is likely to be counterproductive. We argue that early educational restructuring should be emphasized in Russia's transition strategy. J. Comp. Feminist economics has contributed to the understanding of the economic importance of care work. Most studies find a wage penalty associated with caring occupations. This study extends the feminist research on care work beyond caring occupations by identifying specific caring skills and activities derived from the 2014 O*NET job-evaluation data. Four caring skills – (1) Assisting and Caring for Others, (2) Establishing and Maintaining Interpersonal Relationships, (3) Service Orientation, and (4) Social Perceptiveness – were used in ordinary least-squares and quantile wage regressions for 623 occupations in the United States. Findings indicate that the return to caring and assisting skills results in a wage penalty for low-wage workers but a wage premium for workers in high-wage and male occupations. By identifying the impact of gender and class on the economic return to particular caring skills, the study broadens the understanding of care work, especially in relation to US wage inequality. 相似文献

The paper estimates the impact of the minimum wage on formal and informal employment in a developing country combining the use of aggregate time series data with modern time-series methods. The analysis is carried out for the case of Brazil over the period 1982–2002. The hypothesis under investigation is that minimum wage rises price workers out of the formal labour market and into the informal sector. We examine how the long-run growth performance of an economy is affected by a labor market distortion. In our model, growth occurs through skill formation, and skills are generated through schooling and training of unskilled workers. We analyze how a minimum wage legislation affects long-run growth. In general, the effects are ambiguous. The reason is that while a minimum wage discourages training, it also encourages schooling. The net effect then depends on whether training or schooling dominates the long-run increases in labor productivity.

Measuring conditional cooperation: a replication study in Russia 总被引:1,自引:0,他引:1
We replicate the strategy-method experiment by Fischbacher et al. (Econ. Lett. 71:397–404, 2001) developed to measure attitudes towards cooperation in a one-shot public goods game. We collected data from 160 students at four different universities across urban and rural Russia. Using the classification proposed by Fischbacher et al. (2001) we find that the distribution of types is very similar across the four locations. The share of conditional cooperators in our Russian subject pools is comparable to the one found by Fischbacher et al. in a Swiss subject pool. However, the distribution of the other types differs from the one found in Switzerland. 相似文献

This paper assesses the relative economic welfare of women during the transition in Poland. After providing an account of gender differences in several labour market outcomes we analyse the male‐female wage differential over the period 1993–97. We find that there is almost no change in the wage gap, that most of the explained portion of the wage gap may be attributed to industrial and occupational segregation, and that a substantial portion of the wage gap remains unexplained. We briefly discuss possible socio‐economic explanations for our findings. 相似文献

This paper examines trends in the gender wage gap observed in urban China during the post‐reform era. Using China Health and Nutrition Survey data, changes to the gap between 1989 and 2011 are analyzed using the Wellington decomposition method. While women's gains in observed characteristics have narrowed the wage gap, they are more than offset by changes in the returns to these characteristics. Men's returns to potential labour market experience have grown particularly rapidly, relative to women's, and this represents the single largest contributing factor towards the widening of the gender wage gap. Further investigation explores gender wage patterns through the dimensions of occupation, ownership sector and birth cohort. Taken together, my results raise concerns that China's urban labour market may increasingly disincentivize women's long‐term labour force attachments. 相似文献

This is the first paper to document the existence of a gender reservation wage gap in developing countries. We find a 22.6% gender reservation wage gap, a gap that is much larger than current estimates for developed countries. By mid-1996, restrictive fiscal and monetary policies have brought lower inflation and exchange rate stability to Russia. The mass privatization was an apparent success although it contributed to an unclear ownership structure and weak corporate governance. The production decline continues and the structure of the Russian economy has been deteriorating. The popular dissatisfaction with the drop in living standards is reflected by a deep split in society, despite Mr. Yeltsin's victory in the presidential elections. As in the recent past, the new government will continue with ‘stop-and-go’ reform policies, probably with a stronger accent on the protection of domestic producers, legal reforms and economic growth. Because of serious structural and institutional distortions, the Russian economy is more likely to stagnate than to grow strongly in the near future. 相似文献

This paper provides new survey evidence on managerial entrenchment and the role of outsiders in the post-privatization restructuring of Russian enterprises. The major findings are that managers are hostile towards outside ownership, and they effectively collude with other employees to preserve insider control. The paper also provides empirical evidence that the gradual accumulation of shares by managers is not based only on a profit motive, but is also driven by their efforts to preserve insider control. The issues raised have relevance to other transition economies where the privatization process has encouraged insider control, such as Ukraine and Belarus. 相似文献

In recent years more and more working time accounts (WTA) have been introduced. From a theoretical perspective both employers and employees benefit from such an instrument. Indeed, empirical studies show that life satisfaction of workers is larger under a WTA regime than under a non-WTA regime. However, more detailed investigations in this article reveal wages to be lower for men under WTA regimes. Why should men accept WTA when they earn less? Subgroup analyses show that these results are only valid for some groups of individuals. Our analysis allows us to deliver some explanations and to exclude other possible reasons. The major results are: (1) High-income workers suffer higher losses; (2) the shorter the compensation period of WTA systems the lower the wage reduction imposed by WTA; (3) the length of total working time does not seem to affect the link between WTA and wages but the length of overtime; (4) men accept wage losses from WTA if they can adjust actual to desired working hours. 相似文献

The end of the Soviet Union and communist regimes throughout Eastern Europe led to sudden increases in emigration and large changes in wage inequality. This has provided a unique opportunity to understand how these changes altered incentives to emigrate during the transition period. In this paper, I analyze immigrant selection before and after the fall of the Soviet Union within a Roy Model framework, in which the relative return to skills determines the skill composition of immigrants. Using micro-level data from Russia, Ukraine and Bulgaria, matched to Census data on immigrants from these countries in the United States, Spain and Greece in the post-Soviet period, I find evidence of positive selection of immigrants in the US, and negative selection for Greece and Spain. Using retrospective data from Ukraine during the communist period, I find that selection among Soviet men in the US was intermediate and selection among women was positive. 相似文献
