Concern over the incomes of farmers has been a fundamental but ill-defined component in the agricultural policies of the UK and many other industrialised countries. Attention is drawn to the inability of the UK's annual White Paper aggregate income figure to reveal much of the income position of farm families. Current income from farming is only a partial measure of the potential spending power of farmers: many have off-farm sources of income which must be taken into account when, for example, assessing poverty and these sources appear to be growing in relative importance. In the longer term, capital gains form part of the returns to landowning farmers but are usually ignored. The frequently-found combination of low current incomes and great wealth has prompted the use of a measure of economic status which combines the two. A prime requirement appears to be a more precise statement of the aims of income policy and the use of income measures most appropriate to the circumstances.  相似文献

Farm income trends and developments in farm structure have varied within the UK in the last decade. While Wales and Northern Ireland have similarities in form structure, agricultural production has risen to a much smaller extent, and farmers have suffered more severe net income reductions, in Scotland and Northern Ireland than in England and Wales. The net incomes of Cropping farms rose faster and, in England, have remained much higher than those of Dairy or Livestock farms. Large numbers of small farm businesses depend on beef cattle and sheep production and have limited development prospects. As most of their occupiers are unlikely to find other employment, structural problems will persist and policy adjustments are suggested to enable agriculture to contribute more to the economy in remote and depressed localities.  相似文献

The most commonly quoted information on UK farm incomes comes from the Farm Management Survey. However, this Survey does not embrace the income farmers receive from non-farm sources, and its coverage of very small farms is not good. For many income studies, an attractive alternative source of information, newly available, is the agricultural and horticultural subsets of the Survey of Personal Incomes, conducted annually by the Inland Revenue. This paper comments on the SPI results for 1978/79. While there are reservations about the classification employed and the income concept adopted, the SPI is nevertheless an important new source of data, covering income received by farming couples and individuals from self-employment, from employment and from investment. Overall, earned income constituted 83 per cent of the Total Income of farmers in 1978/79; business profits (including those of wives) formed less than two-thirds of the total, illustrating the importance of including non-farm sources in any assessment of farmers' income position. When classified by income size, agricultural incomes are seen to figure disproportionately high among the upper income groups of the community. The earnings of farmers' wives are discussed and the SPI income-distribution compared with that from the FMS. Ways of exploiting this newly-available data source are explored.  相似文献

As a multi-objective policy, the EU Common Agricultural Policy continues to secure significant income support for farmers as one of the nine specific objectives. We estimate the income transfer efficiency of a broad set of pivotal policy measures, focusing on the effects of farm structure on income transfer efficiency. We use dynamic modelling, based on a micro-data panel of Italian farms for the period 2008–2014, allowing for endogeneity, simultaneity bias, and omitted variables. In line with previous studies and economic expectations, we find that decoupled direct payments provide the highest contribution to agricultural incomes, followed by agri-environmental payments and on-farm investment subsidies. Coupled payments have no significant impacts on farmers’ income. Generally, for all analysed Common Agricultural Policy measures, large farms benefit from greater transfer efficiency levels compared with medium and small farms. These differences among instruments and across farms suggest that policy-participation costs may play a pivotal role, together with the economic structure of farms, in determining the income transfer efficiency of CAP policies.  相似文献

This study examines the exit process of Western European farmers. Using a simple theoretical model of structural change, we examine empirically the impact of farm characteristics, macroeconomic conditions and policy intervention on farm exits during the 1990s. Econometric estimates using regional data for 110 regions in Western Europe indicate that exits from farming are strongly influenced by farm characteristics and policy conditions. In particular, exit rates are higher in regions with smaller farms and are closely related to production structures. Exit rates are lower in regions with more part‐time farming, high subsidy payments and high relative price increases for agricultural outputs, indicating that off‐farm income and government intervention slow down structural change in European agriculture.  相似文献

This paper re-examines the motivation for government intervention in agriculture to support farm prices and incomes. A model is outlined in which the government has a preference for higher farm incomes but fails to provide farmers with the socially optimal level of price support, even when one accepts the government's income redistribution goals as a valid reflection of social preference. It is shown that agricultural policy has an intervention bias: government price supports generally are higher than would be socially optimal. The source of the intervention bias is a time inconsistency in optimal agricultural policy formation, caused by the government's inability to precommit to a rule for setting future price support levels. Simulation results indicate that in some circumstances the intervention bias in agricultural policy can be substantial.  相似文献

Fifty years have passed since the Journal of Agricultural Economics published an article by Ruth Gasson on the goals and values of farmers in England. Gasson's research demonstrated the complexity of motives and, in particular, the importance farmers attached to the activities of farming (their intrinsic orientation), even among the operators of larger farms. Gasson's article has been widely cited as seminal by subsequent researchers on farmer behaviour. Governments have acknowledged the importance of understanding the motives of farm decision-makers when explaining their responses to economic and policy signals and designing schemes to shape farmers' behaviour. Brexit and the creation of national agricultural policies for each constituent UK country have highlighted the need for this better understanding, though precisely how this information can be used remains difficult. The continued dominance of an intrinsic orientation is particularly important for policies encouraging retirement and for the agri-environment. Gasson's legacy is also important in the quantification of goals and values to segment, and hence model, the heterogeneity of likely farmer responses to market and policy signals.  相似文献

This paper considers how farm households in Grampians, an upland area of Scotland, are adapting to changing economic and political pressures. Most farms in the area are family farms, and such farm households are being exhorted to diversify their sources of income and to reduce their reliance on agriculture. Based on surveys in 1988 and 1989, this study finds, to the contrary, that only a small proportion of farmers has been reducing reliance on agricultural sources of income, and few anticipate a declining share of their household income to come from farming. Most farmers are loathe to undertake ancillary non-agricultural occupations because of the lower status implied; and farmers in the study area are found to have a very poor understanding of the broad policy context within which they produce. The paper also confirms the finding of other studies that off-farm employment of household members makes a significant contribution to farm household income; and the nature of such pluriactivity and of pluriactive farm households in the area is reviewed.  相似文献

The 2003 Mid‐Term Review of the CAP sought to refocus the EU's farm support policy to foster a more competitive and market‐orientated agricultural sector. The foundation of this reform comprised the introduction of decoupled payments to farmers, replacing the EU's previous system of supports that were directly linked to production of designated crops and livestock. This paper explores the effect of coupled payments and their subsequent replacement by decoupled support, on the technical efficiency of specialist beef farms in Ireland. Given the high reliance of beef farmers in Ireland on CAP payments, the decoupling of payments has been especially important for the sector. A stochastic production frontier is estimated using a panel dataset comprising detailed accountancy data for Irish beef farms between the years 2000 and 2013. Our results indicate that technical efficiency in the beef farming sector has been consistently poor, with an average efficiency score of only 0.53 during the period analysed. However, we found that direct income received in the form of coupled payments had a positive impact on farm efficiency, and that this positive effect was maintained after their replacement with decoupled income support.  相似文献

We quantitatively assess the impacts of re-allocating budgetary resources within Pillar 1 of the EU's Common Agricultural Policy (CAP) from direct income support to a direct greenhouse gas (GHG) reduction subsidy for EU farmers. The analysis is motivated by the discussion on the future CAP, with calls for both an increased ambition on climate action from the agricultural sector and for a more incentive-based delivery system of direct payments under strict budgetary restrictions. By conducting a simulation experiment with an agricultural partial equilibrium model (CAPRI), we are able to factor in farmers’ supply and technology-adjusting responses to the policy change and to estimate the potential uptake of the GHG-reduction subsidy in EU regions. We find that a budget-neutral re-allocation of financial resources towards subsidised emission savings can reduce EU agricultural non-CO2 emissions by 21% by 2030, compared to a business-as-usual baseline. Two-thirds of the emission savings are due to changes in production levels and composition, implying that a significant part of the achieved GHG reduction is offset globally by emission leakage. At the aggregated level, the emission-saving subsidy and increased producer prices compensate farmers for the foregone direct income support, but differences in regional impacts indicate accelerated structural change and heterogeneous income effects in the farm population. We conclude that the assumed regional budget-neutrality condition introduces inefficiencies in the incentive system, and the full potential of the EU farming sector for GHG emissions reduction is not reached, leaving ample room for the design of more efficient agricultural policies for climate action.  相似文献

This paper uses longitudinal information from the Scottish Farm Accounts Survey to explore the dynamics of Scottish farm incomes between 1988/89 and 1999/2000. Both the Net Farm Income and Cash Income of farms are considered. The results show high levels of income variability and income mobility within Scottish agriculture. Although exit rates from the lowest income groups remain relatively high even when spells of low income have lasted a number of years, there is evidence of farms with persistent low farm income and farms experiencing repeated spells of low‐income. Smaller farm size and having a farmer aged over 65 increase both the probability that a farm will fall into the lowest income group and the length of time spent in that income group. Further the results suggest that the impact of the post‐1997 agricultural recession on income mobility depended on the income status of the farm when the recession began.  相似文献

There is little doubt that Brexit would have significant implications for UK agriculture, a sector with strong trade links to the EU and strong reliance on CAP income support. This article reports preliminary results from employing a Computable General Equilibrium Model, a Partial Equilibrium Model and Farm Level Models to explore selected trade and domestic policy scenarios post‐Brexit. These allow for the estimation of changes in producer prices, production and farm incomes against a baseline scenario of continued EU membership. Under a Free Trade Agreement with the EU, agricultural impacts are relatively modest. By contrast, unilateral removal of import tariffs has significant negative impacts on prices, production and incomes. Adoption of the EU's WTO tariff schedule for all imports favours net importers (e.g. dairy) and harms net exporters (e.g. sheep). Given the strong dependence of most UK farms on direct payments, their removal worsens negative impacts of new trade arrangements and offsets positive impacts. Impacts vary across different types and sizes of farm, but also regionally. However, the period of adjustment to new trade and domestic policy conditions may prove very challenging for a large number of farm businesses.  相似文献

The paper begins by recording Journal articles since 1952 of relevance to farming incomes and efficiency, and follows by reviewing the literature on measuring farmers' incomes and the problems entailed, including consideration of non-farming incomes and capital gains and their relevance to agricultural policy. Definitions of ‘profit’ in selected economic texts are then compared, together with attempts to measure ‘pure profit’ from farming. Suitable charges for management and interest are then determined and estimates made of net profits and losses from different types of farming in 1986/7 and 1987/8 for both average and ‘top’ farms. Real farming incomes and capital gains from land from 1938 to 1988 are then discussed. The paper concludes by summarising why the concept of profitability from farming has now largely lost its significance—though not for all farmers.  相似文献

The recent decline in farm incomes has focused attention on farmers' uneven propensity to adjust and adapt. Changes in farm policies are slowly redirecting the support paid to farmers in Europe, and further reforms are envisaged. This paper argues that farmers in Britain are likely to pursue highly diverse strategies in this changed context, according to their individual circumstances, values and attitudes. These groups (essentially ideal types) are derived both from in‐depth qualitative interviews and from a cluster analysis of variables relating to the farm and to the farm household's socialisation and attitudes. The paper seeks to draw out the implications of divergent farm household behaviour for future structural change, and for agricultural and rural policy. Opportunities are identified for the UK government to implement the EU Rural Development Regulation in ways that would suit the varied circumstances of British farmers in the postproductivist transition.  相似文献

Using information from the Farm Business Survey for England and Wales, the paper explores the economic contribution of farm dwellings to the farm business in 1983 and 1993. Despite the stagnant property market and increasing farm incomes in the early 1990s, rent revenues rose as a proportion of net farm incomes. Including a low imputed rental value for farmhouses in farm income calculations may mean that incomes are being understated. Returns from letting property and a low imputed rent for the farmhouse help to stabilise farm incomes.  相似文献

The implication is that a positive response would lead to the conclusion that it should therefore be treated "like any other industry" rather than being accorded the special status that it has enjoyed for more than a century
We show that, as net farm incomes have declined over the past 35 years, Prairie farmers have responded by seeking other (non-farm) sources of income. At the time of the 1996 census, net farm income accounted for only 31 percent of farm family income (down from 75 percent in 1967). In today’s agriculture, farmers consider off‐farm employment and lifestyle goals in complex ways to select production enterprises. Data from USDA’s Agricultural Resource Management Survey were used to examine how off‐farm employment and ‘reasons for entering farming’ influence production enterprise selection in US agriculture. A two‐stage analysis with a multivariate tobit model was used to examine the impact of off‐farm employment as influenced by government farm programme payments, reasons for entering farming, demographics and location on production enterprise selection. Results underscore the impacts of reasons for entering farming and off‐farm employment on production enterprise choice and provide implications for policy development. The study highlights the importance of government farm programme payments in production enterprise selection by US farmers.  相似文献

The contribution which farmers' wives make to the farm business is typically overlooked and under-valued, yet the farm could not function without it. The paper describes the nature of the work done by wives on farms in the UK and Ireland as revealed by two recent postal surveys. Using data from the Farm Business Survey for England and Wales, it attempts to quantify some aspects of the work. It is suggested that farm wives may contribute 5 per cent of the manual hours worked by the regular labour force and 9–10 per cent of the total regular labour input on main holdings. Further, as hired and family labour is shed and farmers seek additional employment, the wife's labour contribution is likely to become more significant. Continued neglect of women's involvement may jeopardise the future of the family farm. The paper suggests how data collection procedures might be improved to give a more realistic picture of the wife's contribution.  相似文献

The implications of dietary changes for the environment and for human health are well documented, but the impacts on the agricultural sector are less well researched. We fill this gap by specifying scenarios in which European consumers' diets approximate the EAT-Lancet dietary recommendations to varying degrees and estimate the effects on agricultural production, incomes and emissions using an agro-economic modelling framework. The combination of different models allows for a detailed assessment of consequences for the agricultural sector from the global through European NUTS2 level to the farm level at different time scales. Shifting European consumption towards the EAT-Lancet recommendations leads to decreasing production of animal-based products, while production of fruits and vegetables increases sharply. The results indicate that the agricultural sector could benefit from a dietary shift, though the results are mixed at country, regional and farm levels. In particular, countries and regions that are highly specialised in animal farming are likely to lose income—at least in the short run—while regions with higher shares of vegetable and fruit farms can expect income gains. In Germany, pig and poultry farms may experience losses of up to 34% of their income, whereas farms with a high share of vegetables could gain more than 30% in income. Our results have implications for the policies to assist these extensive structural adjustments in response to widespread dietary changes.  相似文献
