The following note is a very concise summary of a paper2 that was presented at the 17th General Conference of the International Association for Research in Income and Wealth at Montvillargenne, August, 1981. As such it may be considered a new paper, although it contains practically all the conceptual issues of the original paper. As in the original paper its intention is only to place these issues before a wider audience, while specific solutions will have to wait for a more detailed treatment. All issues concern certain conceptual dilemmas, arising in particular in the use of national accounts when available concepts do not coincide with those for which data are sought. A decision to change the existing basic concepts would however require not only the support of the scholars in this field but also the co-operation of the users of national accounts. Due to extreme summarizing, certain statements are now fairly compact—compared with the original paper. It is nevertheless hoped that the basic problems still shine through. The following note gives instances in which the traditional national accounts, as established according to existing rules and statistics, may not suffice for actual data requirements, yielding differences in growth rates of several percentage points.  相似文献

The paper raises three questions. Firstly, is it warranted that a significant part of primary (property) income is not shown in the national accounts as being distributed to the owners of the assets to which it accrues but ends up as capital gains in the revaluation account? Secondly, why has the SNA chosen not to record reinvested earnings of corporations as flows of property income with the exception of foreign direct investment, and thirdly why the asymmetrical recording of stock investments constituting more than 10 percent of equity capital depending on whether domestic or foreign transactions are concerned? Reinvested earnings on domestic equity investment above 10 percent of a corporation are not recorded as property income in the system. The paper looks at these three questions from the perspective of the analytical uses of national accounts. The consequences for the analysis of income distribution both between nations and within nations are examined.  相似文献

This paper explains the treatment of market and non-market transactions in the national accounts. Different possibilities of defining these two types of transactions are discussed, and it becomes evident that a strong restriction of national accounts to market transactions only cannot be seriously taken into consideration. On the other hand, a system of supplementary tables is proposed which shows the market and the non-market transactions as such. Examples of tables of this kind are presented for the Federal Republic of Germany.  相似文献

The history of national accounting in Argentina is presented in brief. The use of the production method as a basis for GDP estimates is explained and sources and methods of deriving the estimates for different sectors are commented on in some detail. Next the reliability of the estimates is examined for sectoral product, national income by factor shares and the components of final expenditure in terms of the comparison of two different estimates for the period 1950–1963. The degree of accuracy is judged to be generally sufficient, but the importance of economic censuses in the process of estimation is stressed. The importance of detailed studies on several different aspects of the economic structure (input-output, personal and family income by size and regional accounts) is also stressed as a basis for improving the reliability of estimates.  相似文献

Building on the approach of Weitzman, as extended by Hartwick and Mäler, five models of national accounts in a dynamic competitive economy with pollution externalities are constructed: flow pollutants, stock pollutants, fossil fuels and CO2, living resources and acid rain, and household defensive expenditures. The results measure welfare rather than national product per se . The general conclusions are that abatement expenditures should be treated as intermediate consumption, that adjustments need to be made for both pollution emissions and natural pollution dissipation processes, that marginal social costs should be used to value emissions, and that the level of environmental services must be valued in measuring welfare. Not only should household defensive expenditures not be subtracted from the welfare measure, under plausible assumptions the adjustment to welfare (as opposed to NNP) includes a value greater than the level of household defensive expenditure.  相似文献

This document attempts to give an overall review of the present situation of national accounts in Latin America, and deals essentially with the statistical basis and procedures used in their preparation. The purpose of these comments is to place the main problems common to all countries in order of priority and, in view of the need to advance and in the face of the task of establishing the present SNA, to discuss briefly the main lines which future work might follow. The stage of development so far reached by national accounts in Latin America is unsatisfactory if compared with the former system recommended by the United Nations two decades ago, and their recent evolution indicates that the rate of progress has fallen behind the advances made in the theoretical field in this connexion, and in relation to the increasing requirements of macroeconomic information for economic planning and policy. This whole picture becomes more meaningful if the objectives, structure and content of the present SNA, that has already been in force for five years, are compared with the present state of national accounts estimates in the region, which reveals the long road that lies ahead and the magnitude of the effort required if the present situation is to show a change for the better. Clearly, little progress can be made unless the basic statistics are expanded in scope and improved. This is the crux of the problem, towards which the greatest efforts and resources should primarily be channeled. It is necessary to adopt a critical approach and concerted action with respect to four aspects which characterize the national statistical systems in Latin America:
  • (a) organizational problems and the shortage of human and financial resources;
  • (b) the lack of co-ordinated programmes of basic statistics;
  • (c) the limited use of efficient methods of collecting data; and
  • (d) the insufficient recourse to administrative records.

A well-known way of using tendency survey data is the construction of Composite Leading Indicators (CLIs). It is rather peculiar that CLIs pretend to predict macroeconomic aggregates, while their construction is not consistent with the way actual macroeconomic statistics are compiled. This paper contains preliminary results of an attempt to integrate tendency survey indicators into the framework of the Dutch Quarterly Accounts. We conclude that tendency survey indicators can contribute to an explanation of trends in "real" economic variables. Many of these indicators lead the Quarterly Accounts indicators. They can, therefore, contribute to a timely estimation of National Accounts aggregates.  相似文献

It is a truism that the national accounts have engendered their own concept of income which is different from other contexts such as business accounting, taxation or welfare analysis. Less known are the principles on which this income concept is based. This article is an attempt to specify such principles, investigating in particular the role of the transaction principle, and to derive an income concept therefrom. The crucial point of the argument is whether or not it is appropriate within the system of the national accounts to assign an income to sectors other than the households. The theory is applied to some practical questions which have been discussed in the process of the revision of the SNA.  相似文献

The paper discusses the role of prices in the framework of the new System of National Accounts (SNA) in terms of three major uses: (1) deflation, (2) price indicators, and (3) price analysis. Following a brief review of the price and quantity measures required by the new SNA with its emphasis on deflation of commodity flows and input-output accounts, in addition to the more conventional deflation of final demand categories, the paper discusses some of the conceptual, methodological and data problems involved in implementing the various uses of prices in the new SNA. Implementing the use of prices as deflators depends, in part, on the concept of output selected (national versus domestic; gross versus net), and which of six concepts of valuation, ranging from purchasers'value to true factor cost, is used. Some of the difficulties in deflating nonmarket flows (e.g., interplant transfers) and industry value added, based on the double deflation method, are discussed. In concept price deflators, which have shifting weights, cannot be used as price indicators, which should have fixed weights. In practice, this is often disregarded and the deflators are used as price indicators. The paper support the SNA recommendation for the development of price indexes with fixed weights to be used as price indicators, in addition to the implicit price deflators. Research in the United States indicates that differences in weights can result in different price measures for various subperiods, components of demand and sector output. Periodic revisions in weights to provide more current fixed weights for price and quantity indexes in each subperiod may minimize the problem but it introduces a new problem—lack of comparability with the constant price tables in the SNA which have fixed weights for the entire period. The new SNA provides a comprehensive and integrated framework for price analysis including the analysis of the structure of aggregate price changes, the industrial origin of final demand prices, and the impact of price change in one sector of the economy on the rest of the economy. Some major gaps which need to be overcome in order to implement the use of the new SNA for price analysis include the development of industry capital stock estimates, separate estimates of proprietors’income, reconciliation of value added and distribution share estimates, and the development of a wide variety of information to supplement the conventional input-output tables in the SNA. Implementing the various objectives of price measures within the framework of the accounts will require a number of improvements in existing price measures and expanding the scope of coverage. “List” prices should be superseded by “transactions” prices and better techniques and data need to be developed to provide for quality adjustment of prices. Coverage will need to be expanded to include services, freight rates, trade margins, government expenditures, and also fill in gaps for many manufactured products. Finally, where possible, use of unit values as price indexes or deflators, e.g., imports and exports, should be replaced by direct price measures.  相似文献

After an introduction setting out the general state of work on the national accounts in the Middle East the author considers the principal uses of national accounts statistics in less developed countries. The first group of uses discussed is in connexion with the measurement of growth and the making of international comparisons. The author is of the opinion that in many cases the primary statistical series are so weak that the fact they they are combined together into a series called national income or gross domestic product lends to them a significance which they do not really possess. The real problem is to improve the quality of the primary series. A second use of national accounts statistics is in connexion with fiscal and budgetary policy. In the statistically advanced countries this is one of the most important uses but in the less developed countries budgetary policy has not yet reached a level of sophistication which would call for the use of national accounts data. Moreover, the time factor involved in assembling accurate national accounts estimates militates against their effective use for short term forecasting. The author considers that the most important use for national accounts statistics is to provide a framework for development planning. The United Nations system is not altogether appropriate for this purpose. It grew up primarily as a system for recording income flows but in development planning one is concerned equally with commodity flows with a great deal of attention being focussed upon intermediate products. The proposals of the working group of African Statisticians for an adaptation of the S.N.A. to African countries represents a most important advance in this respect. In the final section of the paper the author advocates a broader definition of capital formation to include developmental expenditure which is not properly defined as fixed capital formation. Education expenditure is cited as an example. It is suggested that in the national accounts it would be desirable to operate with gross concepts. However, the growth of the capital stock is obviously important in less developed countries and it is suggested that statistical techniques be devised to measure it directly wherever possible. Finally, attention is drawn to the ambiguities and weaknesses in the concept of residence as used at present in the S.N.A.  相似文献

Framed in the context of the ongoing revision of the 1993 System of National Accounts (SNA), this note proposes a new presentation of the National Accounts. While it does not require new information, nor difficult calculations, it is suggested to be conceptually clearer and practically simpler. The changes concern the treatment of taxes and government in the national accounts which imply that: (i) GDP, measured at basic price, is now exactly the sum of all value added, which is split in the compensation of employees and an enlarged operating surplus; (ii) the two functions of government are clearly distinguished in a modified sequence of accounts, that is, as producing non-market services up to the allocation of primary income account, and then as redistributing the national income; and (iii) with a conventional allocation of government services and GDP broken down between market GDP and non-market GDP, households remain the only final consumer and the so called question of consumption subsidies is resolved.  相似文献

Constant price calculation of service production is a problematic issue in contemporary national accounts, and it is far more so in historical series. The indicator method has been suggested as one way of coming to terms with volume calculations. This method is scrutinized, and it is claimed that it does not represent the solution for historical matters. Instead, various techniques have to be used for various parts of the total. The methods of deflating service production in five countries' historical national accounts as well as the consequences of using different methods are compared. Most often, existing series are not compatible with those for goods production, which of course has repercussions on attempts to study e.g. productivity. It is concluded that much work has to be done to improve the methodology and to arrive at a common international framework for historical national accounts.  相似文献

In the past several years, efforts have been made to introduce the 1993 System of National Accounts (1993) SNA ) in most of the formerly centrally planned economies. In doing so, a number of problems have emerged, some of which are particular to the situation of these countries. Some of these problems will probably cause overestimates of national accounts variables, others will cause underestimates, and it would be purely coincidental if these effects cancel out. This paper discusses the most disconcerting issues in this situation, and possible solutions.  相似文献

In the course of the nearly two decades since the revised SNA was developed, the role of pensions and insurance in the developed western economies has been significantly altered. The United Nations System of National Accounts (SNA) is not fully consistent in its treatment of pension and insurance transactions. This paper examines whether, in view of the changed institutional context, a modification of the SNA treatment of this complex of flows would be desirable. It investigates the impact on household income and saving of adopting a somewhat more consistent transactor/transaction approach for all pension and insurance transactions. Four main topics are covered: (1) social security, (2) private pensions, (3) life insurance, and (4) casualty insurance. Each is considered in terms of the treatment of contributions, the treatment of benefits, and the handling of reserves and the income generated by them. The banking problem in the National Accounts arises because interest rates paid by banks on deposits are generally lower than the rates charged for loans and service charges levied by banks are generally less than the cost of the banking services provided. This paper offers two explanations for such observations: first there is the new neo-classical theory of private banking and central banking which suggests that they arise because of distorting “taxes” levied by regulating central banks. Second there is the Keynesian theory which accounts for the observations by the fact that the public good services of monetary stabilization supplied directly by the central banks and indirectly by private banks cannot be priced. Both theories account for the empirical observations giving rise to the banking problem. Neither theory lends support to the banking imputation currently carried out in most National Accounts.  相似文献

The development of social protection accounts is described and the relationship between social security and welfare expenditure (as recorded in social protection accounts) and expenditures in the national accounts is discussed. Proposals are put forward for achieving co-ordination between social protection expenditure and expenditure recorded in the national accounts, and these are illustrated by reference to Irish data. The future development of social protection accounts by the inclusion of fiscal benefits, which are not recorded in the national accounts, is also considered. Finally some references are made to the use of the social protection accounts and the development of data relating o the numbers of persons covered by social protection and the numbers of beneficiaries.  相似文献
