Noise is a negative byproduct of aviation operations, the effects of which can have a significant impact on human health and welfare. In this study, we model the present day noise impacts from two London airports: Heathrow and Gatwick. We monetize perceivable and attributable impacts using a willingness to pay for abatement from hedonic pricing studies, and we monetize other health impacts by combining the value of life years lost from mortalities and a cost of illness approach. We find that noise generated by operations at these two airports impacts 255,800 people, contributing to 54 myocardial infarctions and 17 premature mortalities each year. We find annual total damages of £80.3 million and £0.87 million attributable to Heathrow and Gatwick respectively. Further, we calculate expected noise impacts in 2030. Due to capacity constraints and technology improvements, noise impacts are expected to decrease to £76.5 million per annum if neither airport undergoes expansion. However, if Heathrow expands through runway extension or construction of an additional runway, total damages increase £92.5 million or £104.6 million respectively. Expanding Gatwick with a second independent runway results in total annual damages of £78.8 million.  相似文献

In a context of ongoing debate about the future UK aviation policy and its implications for regional economic development, this paper discusses the role of London Heathrow and the South East airports in providing connectivity for the UK, with particular focus on the international markets that originate from regional UK airports. Using an MIDT dataset of worldwide passenger itineraries served by the European airport network during May 2013, we first establish whether London Heathrow can currently be considered the most important hub for the UK, in terms of traffic generation, connectivity, and centrality, while also measuring the dependence of UK regions on foreign airports and airlines to remain connected with the rest of the world. Results show that, despite the competition, London Heathrow benefits from its massive traffic generation to remain the most central gateway for overall UK air transport markets. However, when only regional markets are considered, significant dependence on foreign hubs appears in many destinations, particularly to Asia–Pacific or the BRIC countries where above 80% of passengers use transfer flights. These results fit nicely with the observed trends of seat de-concentration and hub-bypassing in the airline industry. While dependence on foreign hubs can be interpreted as a sign of vulnerability, there is also the argument that bypassing Heathrow allows regional airports to develop new markets and reduce the level of congestion in the London airport system.  相似文献

The paper deals with analysing and modelling some effects of three solutions for matching the airport runway system (landing) capacity to corresponding demand. These are: i) charging congestion applied to the NY LaGuardia airport (New York, USA); ii) deployment of the innovative operational procedures supported by the new technologies developing in the scope of European SESAR (Single European Sky ATM Research) and U.S. NextGen (Next Generation) program applied to the system of two closely-spaced parallel runways at Dubai International airport (Dubai, UAE (United Arab Emirates)); and iii) building the new additional runway(s) applied to the runway system of three London airports - Heathrow, Gatwick, and Stansted (London, UK).The results have shown that each of the considered solutions can contribute to more efficient and effective matching of the airport runway (landing) capacity to the current and expected (prospectively growing) airside demand under given (specified) conditions.  相似文献

The paper examines the impact of removing the restrictions remaining in EU/US bilateral air service agreements, the major one relating to the air services between the US and the UK. These are dismantled under Stage I of the EU/US Open Skies agreement, which will automatically fall unless progress is made on the Stage II issues, especially reform of the US ownership and control rules. Previous evaluations of the likely impact of lifting these restrictions are reviewed, especially in relation to passengers and fares between the US and London. Such evaluations look optimistic given preliminary plans for the first summer season. Reasons why airlines prefer Heathrow to Gatwick are discussed before comparing US/London air service capacity for June 2008 with the previous June, with indications for a 5% increase in overall seat capacity and an 8% increase in flights. A net increase of seven daily flights is planned from Heathrow and Gatwick, not far in excess of normal market growth and no new non-stop routes will be introduced that had not already been operated from either UK airport. These changes are analysed in terms of US and UK airline responses, taking into account slot availability and cost. The seat capacity share of US carriers from both Heathrow and Gatwick advances by just over 2 percentage points to 40%.  相似文献

To mitigate air traffic demand-capacity imbalances, large European airports implement strategic flight schedules, where flights are assigned arrival/departure slots several months prior to execution. We propose a generic assessment of such strategic schedules using predictions about arrival/departure flight delays and cancellations. We demonstrate our approach for strategic flight schedules in the period 2013–2018 at London Heathrow Airport. Together with the development of dedicated strategic flight schedule optimization models, our proposed approach supports an integrated strategic flight schedule assessment, where schedules are evaluated with respect to flight delays and cancellations.  相似文献

The issue of future airport capacity in London is currently the subject of much political debate in the UK. Although realistic estimates of the effects of capacity enhancement may be desirable, such estimates are difficult. Through the use of Monte Carlo simulation, this paper quantifies and compares the relative capacity enhancements that may be afforded by the construction of a new hub airport in the Thames Estuary, additional runways at Heathrow, Gatwick and Stansted and changes to operating practices at Heathrow. The simulations show that a new hub airport would be the most effective way to increase capacity, although the reported financial and environmental costs of such a development indicate a comparatively poor rate of return. Proposed new runways at Heathrow, Gatwick and Stansted and the removal of runway alternation at Heathrow provide more modest increases in capacity.  相似文献

In this paper, we present an air transport connectivity model for air freight. For the purposes of this paper, connectivity is defined as all possible direct and indirect connections to or from an airport operated by wide-body aircraft, weighted for the quality of the connection in terms of transhipment and in-flight times. Using this model, we analyse the networks of seven European airports. Europe’s largest hub airports carry most air freight thanks to their extensive intercontinental passenger networks, while smaller airports with a strong focus on air freight carry large amounts of cargo on dedicated freighter aircraft. For air freight operations, the catchment area of an airport is much larger than it is for passenger services, as shipments are being trucked to their departure airport throughout all of mainland Europe. Since there are many airports sharing the same catchment area, potential competition for air freight is fierce. We found that well located regions between the four large European airports have access to large air freight networks, whilst regional air freight connectivity in northern and southern parts of Europe is substantially lower.  相似文献

The recent economic downturn led to a significant contraction in the global demand for air travel and cargo. In spite of that, airports’ operating costs did not mirror the traffic trends and kept increasing during the same period, showing evident signs of lack of flexibility. With this background, this paper aims at identifying the drivers of airport cost flexibility in a context of economic recession. This is done by estimating a short-run stochastic cost frontier over a balanced pool database of 194 airports worldwide between 2007 and 2009. Using the total change in cost efficiency during the sample period as a proxy for cost flexibility, the impact of variables such as ownership, outsourcing, airline dominance, low-cost traffic, and revenue diversification is tested in a second-stage regression. Contrary to the existing literature, a higher level of outsourcing is shown to reduce cost flexibility. Results also indicate that low-cost traffic, diversification, and corporatization increase the airports’ ability to control costs. The negative impact of airline dominance suggests the need for more stringent regulations on slot allocation at congested airports in order to ensure optimal infrastructure usage.  相似文献

A significant share of airport passengers are accompanied to and/or from the airport by friends and relatives to wave them off or greet them when they land. At some airports the number of these ‘meeter-greeters’ can be substantial, which can have important ground access planning, economic and environmental implications for the airport operator. Yet this group have received comparatively little attention in either the academic or industry literature. Consequently, to some extent ‘meeter-greeters’ have remained something of a ‘hidden’ element of ground access user. In an attempt to address this, the paper uses secondary data analysis of the UK CAA Passenger Survey Report to explore ‘meeter-greeters’ at five UK airports; Heathrow, Gatwick, Manchester, Stansted and Luton. Focus is given to assessing the scale of ‘meeter-greeter’ journeys and the role of a passenger's trip purpose (business/leisure) and resident status (resident/non-resident) in this process. A key finding from the analysis relates to the disproportionate impact of multi-person trips, where a number of different ‘meeter-greeters’ accompany a passenger to the airport. The implications of these findings are discussed and a number of recommendations for decision makers proposed. Namely, it is suggested that airport monitoring and assessment procedures should incorporate a measure of the additional trip generation by ‘meeter-greeters’ in order to present a more complete picture of the number of people accessing/egressing an airport.  相似文献

This paper examines the evolution of domestic origin-destination air traffic and fares at the top 200 airports in the US between 1990 and 2008, with a focus on the impacts of low-cost carrier entry and growth. By 2008, 95 of the airports had an aggregate low-cost carrier market share of domestic traffic greater than 20%, up from 27 airports in 1990. Their entry or substantial growth at US airports has had significant impacts on lowering average fares and stimulating passenger volumes. This market stimulation effect has, however, diminished in recent years, as the difference in average fares between carrier types has narrowed and as the number of additional US domestic origin-destination markets able to support their entry has dwindled.  相似文献

This paper simulates airline strategic decision making and its impact on passenger demand, flight delays and aircraft emissions. Passenger flows, aircraft operations, flight delays and aircraft emissions are simulated for 22 airports in the US, under three airport capacity scenarios. The simulation results indicate that most system-wide implications for operations and environmental impact seem to be manageable, but local impacts at congested hub airports may be significant. The response of the air transportation system to avoid airports with high delays could significantly impact passenger demand and air traffic for these and directly dependent airports. The simulations also suggest that frequency competition effects could maintain flight frequencies at high levels, preventing a significant shift toward larger aircraft, which would otherwise reduce the impact of the capacity constraints.  相似文献

Soaring air traffic, increasing urban expansion and airports operating at full capacity are reasons that have caused a discussion about improvements in airport landside access systems. One approach to better match customer demands and address airport congestion is to facilitate the intermodal integration of airports. Building on a survey on intermodal passenger air transportation, we elaborate on the current and future situation at major airports. Our findings indicate a high modal concentration and dependence on individual access modes. However, while airport managers intend to reduce the share of these modes, they plan to increase that of high-occupancy airport access modes. We analyze the underlying motives that cause airports to extend their connections to surface infrastructure. In a case study, we assess an intermodal best practice solution for the integration of air and rail.  相似文献

Many different definitions are currently used to define a design `peak’ hour at airports, such that the majority of passengers receive adequate service levels and only an acceptably small proportion experience the impact of congestion. The evaluation of level of service provision depends on this definition. Previous definitions have either used a nominal hour below the absolute peak or have taken a representative hour from the schedule of flights. This paper endeavours to define this level of traffic empirically. Data for 48 Brazilian airports covering a five-year period are analysed to develop a methodology for and determine the appropriate peak hour for design standards. This empirically derived traffic level is regressed against annual traffic levels to establish a relationship that should enable the forecast of design peak hour demand with changing annual throughputs.  相似文献

This paper uses case studies to look at the impact of low-cost airlines on two European airports. Low-cost airlines continue to exert an influence in air transport markets and small airports face pressures to compete for their business. The low-cost model motivates airlines to negotiate contracts that significantly reduce aeronautical revenues, leaving airports to compensate by seeking commercial revenues from the increase in passengers. This has consequences for the airports, their passengers and the relationship between the airport and its existing operators. It is found that it is important for airport management to see both passengers and airlines as customers and to understand the resultant revenue streams, before negotiating preferential contracts with low-cost carriers.  相似文献

An important question from the viewpoint of competition analysis in the air transport industry is the extent to which low-cost airlines operating from a secondary airport compete with full-service airlines serving a main airport in a multiple airport region. In this paper we address the issue of the competition between full-service and low-cost airlines serving adjacent airports in the Greater London using econometric estimation of demand structure (own- and cross-price elasticities). Our analysis follows the methodology in (Pels, E., Nijkamp, P., Rietveld, P., 2000. Airport and airline competition for passengers departing from a large metropolitan area. It is based on the nested logit model which we use to capture three key dimensions of passenger choice: air fare, surface-access costs and frequency. We obtained estimates of the own- and cross-price elasticities, which was the focus of our interest. This paper explores the evolution of airport passenger traffic in Greece over the period 1978–2006. The country is a member of the European Common Aviation Area, but despite air transport liberalisation, spatial concentration of traffic and asymmetry remain high and have not decreased significantly over time. Greece is still short of traffic generated by low-cost carriers especially outside the main metropolitan airports. The paper argues that further dispersion of traffic could be possible primarily in the mainland if low-cost carriers decide to dynamically enter the Greek market. Potential benefits for regional and tourism development should induce policy makers to work towards this direction.  相似文献

This paper describes a simple method for comparing airports based on their accessibility to regional, continental or global air transport networks, using a variety of different measures of traffic. The method is applied to all Irish and UK airports for the years 2000, 2003 and 2005 and compares the performance of these airports in serving the UK/Ireland, Western European, Greater European, North American and global air transport markets. The method may be generalised to assess other regional groupings of airports in differing regional contexts, in situations where very limited demographic and socio-economic data are available.  相似文献

This paper examines institutional and economic reform of the ways in which air traffic control (ATC) services are provided in the US. It also contrasts the European and US ATC systems in terms of size, scope, cost and organizational form. The paper suggests that many of the congestion and delay problems experienced in the US result from the inefficient provision and use of air traffic capacity in the airport area, and these conditions are likely to continue or worsen if economic principles are not used to organize and provide ATC services. The paper notes that, while Europe has advanced more rapidly in the organizational and economic reform of providing ATC services, other problems remain. Because most large European airports have slot controls to limit demand in the airport area, its ATC congestion is more pronounced in the en route environment.  相似文献

Around the world airports are facing capacity constraints more and more everyday, generally the runway capacities are restricted by governments and airports are unable to accept additional aircrafts. Technological improvements can decrease the necessity of policy limitations in terms of noise and air pollution. Rapidly increasing numbers of traffic developed severe scarce capacity, congestion and delay problems and the capacity that is available, needs to be allocated as efficiently as possible. Airport capacity can be allocated in different ways; administrative capacity management with slot allocation and traffic distribution rules; market-based capacity management with slot auctioning, secondary trading and peak pricing; a combination of both mechanisms; and no regulation mechanism as applied in the USA with the exceptions of busiest airports. The review contains the analysis of current state of practice and the review of relevant research on capacity and slot allocation modelling with policy and demand management perspectives. It targets identification of existing problems, inefficiencies, gaps and requirements in current practice of slot allocation mechanisms, defining options for change in policies to allocate slots more efficiently, transparent and fair by investigating market-based mechanisms. The objective of this paper is to contribute to the ongoing research for improvements to the slot allocation process that can be rationally implemented in practice in order to improve efficiency, fairness and transparency. For that purpose, based on these slot allocation approaches, we provide a critical review of status-quo, literature and current research with demand and congestion management perspectives by considering overall social welfare, airline and airport surplus, passenger welfare and explore hypothetical, computational and practical challenges that have arisen from cross-disciplinary methodologies.  相似文献

This paper analyses the effects of limited capacity on air travellers’ airport choice. The analysis is based on a market-segment specific airport choice model that accounts for limited capacities. The region of Stuttgart in Germany serves as a case study to examine the impact of limited airport capacity on air travellers’ airport choice. Air travellers’ choice depends on the supply of flights and accessibility of the airports in their choice set as well as on their preferences and willingness-to-pay. To elaborate the effects of limited airport capacity, scenarios relating to the capacity situation at airports serving the air travel demand of the Stuttgart region are analysed. This paper reveals the mutual dependence among airports. Capacity constraints at one airport cause spill-over effects and thus influence air travel demand served at other airports. In some cases this may even lead to new capacity constraints elsewhere.  相似文献
