Rationality, Ethnicity And Institutions: A Survey Of Issues And Results   总被引:1,自引:0,他引:1  
Abstract.  This paper focuses on the relationship between institutions and ethnocentrism as discussed in the rational choice literature. The institutional environment can influence both the formation and the expression of ethnic tastes by rational individuals. Ethnocentrism is likely to be mitigated by, on the one hand, a private sector characterized by a wide and competitive market with effective property right and antitrust law enforcement provided by non-ethnic institutions and, on the other hand, a public sector which is characterized by institutional restrictions on the differential fiscal or regulatory treatment on the basis of ethnicity, a redistributive system based on non-ethnic criteria and finally, the possibility for decentralized collective decision making. These insights may be of particular utility when designing the institutions of potentially divided multi-ethnic states.  相似文献

Financial sector development is a multidimensional process that plays a vital role in the economic growth and development of a country. This study investigates the effect of institutional quality on multidimensional financial sector development, and its dimensions, such as, depth, access, and efficiency. We used a panel dataset of 85 emerging and developing economies from 1996 to 2018 for analysis. Our findings based on 2SLS estimation demonstrate that institutional quality has a significant positive effect on the progress of the financial sector, especially its depth, access, and efficiency. The breakdown analysis shows that most of the key components (control of corruption, government effectiveness, regulatory quality, rule of law, and voice and accountability) of institutional quality enhance the financial sector development. Our empirical results are robust across alternative measures of institutional quality, split-sample analysis, alternative instrument, and estimator. This paper also offers useful policy implications to the stakeholders in emerging and developing economies.  相似文献

The article explores how austerity stabilised through European funds affects institutional change, work organisation and employment relations within Slovenian welfare administration and provision. It shows that increasing dependence upon European funds turns the state into an intermediary characterised by project modes of work organisation that weaken human resource and financial capacities for domestic policy development and provision. It uncovers that project modes of organising, traditionally present within non‐governmental sector, are also entering the public sector. This shift increases the vulnerability of third and public sector workforce and frustrates young and excluded workers' transition into permanent jobs.  相似文献

To advance understanding of informal sector entrepreneurship, the aim of this paper is to evaluate and explain the cross-country variations in the prevalence of informal sector competitors. To do so, World Bank Enterprise Survey (WBES) data is reported from 142 countries. This reveals that 27% of formal enterprises view competition from the informal sector as a major constraint on their operations, although this varies from 72% of formal enterprises in Chad to no formal enterprises in El Salvador. To explain these cross-country variations, four competing theories are evaluated which variously view informal sector entrepreneurship and enterprise to be more prevalent when there is either: economic under-development (modernisation theory); high taxes and state over-interference (neo-liberal theory); too little state intervention (political economy theory), or an asymmetry between the laws and regulations of formal institutions and the unwritten socially shared rules of informal institutions (institutional theory). A multilevel probit regression analysis confirms the modernisation and institutional theories, but not the neo-liberal and political theories. Beyond economic under-development, therefore, it is not too much or too little state intervention that is associated with the prevalence of informal sector competition but rather, whether the laws and regulations developed by governments are in symmetry with the norms, values and beliefs of entrepreneurs. The paper concludes by discussing the theoretical and policy implications of these findings.

Abstract

The Brazilian oil and gas (O&G) sector has experienced institutional changes that put an end to the state monopoly. The purpose of this article is to explain why Petrobras has remained dominant after the sector had been opened to competition. We consider that it is possible to explain this paradox via two ideas that emanate from North’s analysis on institutional change: first, by explaining institutional change as a continuous interrelation between formal and informal institutions and the political and economic organizations involved; second, by considering institutional change as a path-dependent process marked by a dialectic between elements of change and continuity.  相似文献

In this article the authors discuss whether it is possible to identify the existence of a European IR-system. They try to identify important phases and dynamics in the emergence of what is termed the European IR-model. This paper has two objectives. First, it provides an overview of the vast literature on fiscal competition. A major theme is that the desirability of such competition depends in important ways on one’s view of how the public sector works. This is a complex issue with some intriguing twists. Second, the paper explores the emerging structure of the public sector in the European Union in the presence of growing fiscal competition. From the perspective of traditional fiscal federalism, this structure may be ill-suited to performing two of the traditional tasks of public finance: support for the poor and macroeconomic stabilization.  相似文献

The doctrine on the management of the health-care sector has mainly considered cooperation and competition to be opposite models. However, several recent studies of the private sector have stressed the positive effects of balancing competitive and cooperative stimuli in inter-firm relationships. Since many public health-care sectors are often characterized by the presence of both cooperative and competitive forces, this explorative analysis is aimed at identifying the possible determinants of these stimuli and analyzing the likely results of the interaction between these forces within a network of health-care trusts. A better understanding of how simultaneous cooperation and competition impact one another could help regulatory bodies to avoid implementing policies that could produce inconsistent results.  相似文献

The Russian military-industrial sector, like the economy generally is undergoing a turbulent transformation. Property rights, institutional arrangements, regulatory mechanisms and procurement demand are in rapid flux. In 1992 weapons production declined drastically, variously estimated between 20 and 67 percent, but arms contracts for 1993 are reported to be double last year's volume.This essay attempts to illuminate key elements of Russia's military-industrial transition by analyzing how property rights, tax and regulatory reforms of the sorts advocated by Alexsandr Isaev and Anatoly Chubais are apt to effect efficiency and military-industrial conversion. It is shown that while collectivist ownership could enhance economic efficiency, despite the usual Ward-Domar effects, Yeltsin's market reforms may not be sufficient to foster large scale military-industrial conversion.  相似文献

Regulatory Uncertainty: A Reason to Postpone Investments? Not Necessarily   总被引:1,自引:0,他引:1  
There is a polarity in the literature as to whether companies do or do not postpone investment decisions in the light of regulatory uncertainty. In the case of flexible regulation characterized by a high degree and discontinuous resolution of uncertainty, we show that companies do not necessarily postpone investment decisions. We trace this observation back to three motivations: securing competitive resources, leveraging complementary resources, and alleviating institutional pressure. We connect these motivations to fundamental principles of the resource-based view and institutional theory and further show the existence of a regime where institutionally motivated and resource-based actions are not necessarily decoupled. We base our research on a case study covering 80 per cent of the German power generation industry which faces regulatory uncertainty from the European CO2 Emission Trading Scheme.  相似文献

The fall of socialism in 1989–1990 led to the end of the East European housing model, which was based on the limitation of property rights, extensive central planning and politically determined allocation of subsidies. This paper aims to present a clear picture of the current housing situation through a reliable information system. The major observation is that in the countries studied, the housing situation is relatively good; it is not housing shortage, but die inefficiency of the institutional system, affordability and deferred maintenance that are the main problems. Based on the idea of "enabling policies" - policies that facilitate the activities of the key stakeholders in the sector while providing an essential element of the social safety net - the paper establishes the goals and objectives that should guide the formulation of policy and institutional reforms within the sector, and defines priorities for actions to be taken by national and local governments and by international agencies in support of governments.  相似文献

We develop a model that examines the capital structure and investment decisions of regulated firms in a setting that incorporates two key institutional features of the public utilities sector in many countries: firms are partially owned by the state and regulators are not necessarily independent. Among other things, we show that regulated firms issue more debt, invest more, and enjoy higher regulated prices when they face more independent regulators, are more privatized, and when regulators are more pro‐firm. Moreover, regulatory independence, higher degree of privatization, and pro‐firm regulatory climate are associated with higher social welfare.  相似文献

Current similarities among the four southern European EU Member States—Greece, Italy, Portugal and Spain—with respect not only to labour market characteristics but also to the institutional arrangements that influence labour supply, utilisation and demand corroborate the concept of a distinctive southern European employment model. Its origins go back to common features in the pattern of socio‐economic development and the political history of these countries. In the past 20 years or so, national differences in the pace and content of institutional change have increased diversity within the model and eroded some of its components. They have not, however, destroyed its unity and distinctiveness.  相似文献

The paper deals with institutional change in Poland. The accompanying pherlomenon is an escalating wave of entrepreneurial ventures. They take on different legal forms. The most popular, limited liability companies, emerge in the private, the cooperative, and the state sectors, and often across these sectors. These developments give rise to new interest groups which generally support a market reform. The conflict between the market oriented sector and the administered sector becomes one of the main factors influencing the economic policies of the state. In the paper, the development of the private sector is analyzed with the use of measures relating to the proportion of revenues from the private sector in the total state budget revenues.  相似文献

This paper integrates two conceptual frameworks, utility maximization and institutional theory, to analyze voluntary corporate environmental management. The utility maximization or economic approach centers on motivations to decrease cost, increase revenue and improve manager utility. Institutional theory emphasizes how external pressures from market and non‐market constituents shape the firm's environmental efforts. We view the two frameworks as complementary and postulate a model that includes both types of influences. Survey data from six major industries consisting of a diverse set of facilities are used to estimate the effects of economic and institutional factors on a facility's use of environmental practices and pollution‐prevention activities. Our results support the hypothesized model, and show that cost barriers, management attitudes toward environmental stewardship, company ownership and external institutional forces, including competitiveness, investor and regulatory pressures, all affect a facility's environmental practices and pollution prevention activities. Findings suggest that a multifaceted policy strategy is needed to advance corporate environmental management across diverse firms. Within the European Union there has been a push to provide European governments and the European Central Bank with the statistics they need for monitoring the owner-occupied sector. This paper reports on the results of a project to develop a house price index for the Netherlands. From January 2008, Kadaster, the Dutch land registry office, and Statistics Netherlands began jointly publishing house price index numbers for the whole country and for some specific dwelling types and regions. A number of special institutional features of the situation in the Netherlands contributed to the choice of index construction method. The indexes are computed using the Sale Price Appraisal Ratio (SPAR) method, which utilizes the ratios of transaction prices and previous appraisal values. We describe the SPAR method, compare it with repeat sales methods and assess the reliability of the official Dutch appraisal values. Empirical results for January 1995–March 2009 are presented. The SPAR method performs well compared to repeat sales, and the results reported will be of interest to other countries that have, or could instigate, institutional arrangements similar to those in the Netherlands.  相似文献

This paper analyses the process of harmonisation of national pesticides regulations in the EC. One of the outcomes of this process was, in 1991, the adoption of an EC regulation which includes new environmental requirements for pesticides to be sold on the EC market. This regulatory process shows an example of trade-off between competition policy and environmental policy. After having described the competition in the agrochemical sector, the paper examines this trade-off in two ways. Firstly, the behaviour of industrial interest groups throughout the process and their influence in the devising of the regulation is considered. Secondly, the impact of competitive issues on the implementation of part of the 1991 regulation (i.e. the re-registration of old pesticides commercialised in the EC) is analysed. This case study confirms some general results of the regulatory capture theory but it also points out some limits of these theories: firms seemed to be much more sensitive to negative pay-offs than to positive ones when deciding to become involved in this regulatory process. A second insight brought up by this case study concerns the link between competition policy and environmental policy and its influence on the efficiency of the latter. Environment-competition trade-off in the agrochemical sector confronts the regulator, when it adopts environmental policy, with two risks: a risk of changing the structure of the industry (from a differentiated and innovative one to a commodity one) if the regulator does not provide sufficient pay-offs for environmental R&D costs, or a risk of allowing part of the industry to increase monopoly rents. Both risks would affect environmental efficiency, either by reducing the innovation in the sector or by over-protecting ‘greener’ pesticides from competition on price.  相似文献

The role of trade unions in the social shaping of digital technologies is a vital question for research, public policy and social justice. This article draws on interviews with two unions in the grocery retail sector in the United Kingdom and Norway, and examines their involvement in technology decisions, and whether they can shape better outcomes for workers. By comparing a ‘neo-liberal’ economy and a ‘Nordic welfare state’, the article considers whether stronger institutional power and regulatory supports in Norway provide for greater influence in a sector regarded as challenging for unions. The findings indicate relatively few country differences and help shed light on the factors that enable and constrain unions’ role in digitalisation.  相似文献

Abstract

This article aims at contributing to the extant literature on government make-or-buy choices building on transaction cost economics (TCE) by explicitly theorizing about transaction alignment and its relation to performance. It is argued that current theoretical and empirical models of government make-or-buy choices are not able to make predictions that corroborate theory. They are dependent upon the assumption of perfect competition that is ill-suited for the public sector setting. Instead, contingent models that take performance differences into account constitute a more valid model of TCE in this setting. In this article, theoretical models and empirical approaches for such a research agenda are developed.  相似文献

Abstract

The operations of internationally active organisations continue to encroach on hostile locations that are vulnerable to the negative consequences of crises such as political upheaval, terrorist attacks or natural disasters. Yet research into how firms ensure the physical and psychological safety and security of international staff in these locations is limited. This article reports an empirical study exploring the expatriate safety and security practices of 28 internationally active organisations from three industries that commonly operate in hostile environments. We unveil starkly different approaches across the three industries, and label these approaches ‘regulatory’ (mining and resources), ‘informal mentoring’ (news media) and ‘empowering’ (international aid and development). We use institutional theory to propose that these configurations reflect legitimacy-seeking choices that these organisations make in response to the various institutional environments that affect each sector. Our results provide a platform for initial theory building into the interrelated elements of organisations’ safety and security practices, and the institutional factors that shape the design of these.  相似文献
