中国工业化、城市化的进程中出现了一支庞大而又尴尬的群体—“农民工”,农民工既是中国二元性结构的产物,也是中国社会渐进改革的缓冲剂。随着“用工荒”的不断加剧,“农民工”问题越来越受到关注,本文以贵州省农村劳动力转移为例,着重研究农民工在地域选择时的考虑因素,从而在本质上考察农民工社会地位“二元性”形成在内在原因,最后,结合实际,指出农民工摆脱身份尴尬、待遇不公等窘境的措施对策。  相似文献

在对广州市番禺区大岗镇农民工主要居住形式--出租屋进行了实地调查的基础上,研究了农民工出租屋的发展历程、建设和配套设施情况、各相关利益主体闻的关系、出租屋市场、政府对出租屋管理服务等诸多方面.出租屋是在快速城市化进程中用市场化手段解决农民工居住问题的一种方式,存在一定的合理性,但也存在着缺乏统一规划、基础设施和公共服务配套不完善、管理法律法规不健全、联动管理机制还没有形成、存在政策性障碍等困难和问题.有关农民工出租屋的政策建议是:科学制定规划、加快集体建设用地改革、建立健全有关出租屋管理服务的法律法规、强化农民工出租屋的管理服务等.  相似文献

This paper examines various circumstances under which decentralized pollution policies can be efficient both in federal settings and in multi-region settings with labor mobility. We consider a model in which pollution control policies are set by regional governments non-cooperatively and pollution damages are borne by the residents of all regions. We characterize the efficiency of pollution policies, and of population allocation among regions, in a variety of scenarios, including when pollution policies are enacted before interregional transfers are determined by the federal government and before migration occurs; when migration decisions are taken before policy decisions; in the absence of a central government if regional governments can make voluntary interregional transfers; when decisions over pollution control policies are followed by voluntary contributions by regions to a national public good; when regions can commit to matching the abatement efforts of each other; and when regions can commit to specific levels of abatement contingent on the emissions of other regions not exceeding some maximum level.  相似文献

Previous research has indicated that female managers are still a minority among expatriate staff. As studies dealing with this topic from a European perspective are still more than rare, this study focuses on the situation of female expatriates in Austrian companies. After surveying the TOP 500 organizations and the largest banks, insurance and consulting companies in Austria, results showed that – although women are still under-represented in international management – among nearly one quarter of the respondents, women who have already succeeded in breaking through the glass ceiling of local management are also succeeding more frequently in getting postings abroad. Moreover, the limited representation of female expatriates was explained primarily by a general lack of female talent available for the functions which are relevant for international positions, second, by prejudices of host-country nationals towards female managers and, third, by a lack of interest shown by women in global assignments due to personal reasons. This paper reports on a questionnaire distributed to human resource managers and provides more insight into the subject of female expatriates. It begins by reviewing the literature dealing with women in international management before analysing the matter of under-representation of female expatriates from a different perspective and asking for the reasons why female managers are not sent abroad by Austrian companies. Then the research method is discussed before the findings are presented and their implications discussed in terms of future research.  相似文献

The international human resource management literature has a long tradition of examining the impact of institutional differences on the employment practices adopted by multinational corporations (MNCs). The question of how actors make sense of institutional differences, however, has received less research attention. This study examines the enactment of employment practices as institutional differences are translated, contextualized and deployed by managers at subsidiaries of MNCs. Based on intensive case studies at two Japanese–Chinese joint-venture manufacturing plants, the study first shows that distinctive employment practices were adopted to manage the boundaries between employee groups. These distinctions are then explained by the institutional difference between the home country (Japan) and the host country (China) as well as the way that institutional differences were represented by the managers in the process of designing, developing and executing employment practices. The study therefore argues that country differences are not only assumed spaces, but are also a reservoir of management resources that are moderated, in the case of employment practices, by actors’ strategic choices and political actions before they are enacted in the subsidiary.  相似文献

There has recently been a resurgence of interest in social and environmental reporting (SER) in both the private and the public sector; however, its meaning and application in the public sector are relatively new, and it has been little investigated. Our article is aimed at gaining a better understanding of the reasons underlying the adoption of SER by Italian local authorities by applying the concept of management fashion (Abrahamson ). Empirical analysis shows that both socio-psychological and techno-economic forces combine to shape the SER phenomenon, and a managerial fashion is currently in place among Italian local authorities. Thus, even when SER is adopted in response to ‘technical’ gaps, its label largely depends on its being driven by the need to signal that LAs are adopting a tool which is gaining momentum in academic and professional discourse. However, both forces are influenced not so much by a concern for sustainability as by the context of public-sector reform processes.  相似文献

There is a growing acknowledgement by scholars both within and outside Japan that traditional patterns of human resource management are now under structural pressures to change. The author, from a labour economics perspective, examines the dimensional shifts that are now occurring in the Japanese labour market, both empirically and in the context of Weitzman's model of the share economy. She concludes that, in HRM terms, the current situation exhibits a combination of responses to change that are characterized by both innovative and traditional practices.  相似文献

This paper introduces a new forecasting model for VIX futures returns. The model is structural in nature and parsimonious, and contains parameters that are relatively easy to estimate. The forecasts of next day VIX futures returns based on this model are superior to those produced by a linear forecasting model that uses the same set of predictors. Moreover, the profits to a market-timing model based on the proposed forecasts are statistically and economically significant, and are robust to both the method used for adjusting for risk and transaction costs (up to around 15 basis points). In contrast, the forecasts generated by the linear forecasting model are not.  相似文献

The purpose of this paper is to present a closed formula to compute the moments of a general function from the knowledge of its bivariate survival function. The result is derived by utilizing an integration by parts formula for two variables, which is not readily available in the literature. Many of the existing results are obtained as special cases. Finally, two examples are presented to illustrate the results. In both the examples, mixed moments as well as moments for the series system and parallel system are obtained. The integration by parts formula in two variables, derived here, is of interest in its own right and we hope that it will be useful in other investigations. This paper presents results from a European project on policy and migrants' entrepreneurship in Germany. It develops a concept of biographical policy evaluation by analysing the extent to which the biographical processes that have led to self-employment among migrants in individual cases correspond to those anticipated by policy. The study identifies a biographical structure composed of two phases that shape the status passage to self-employment. During these phases, personal resources are mobilized and/or attempts are made to access policy support. Self-employment policies are fragmented in that they are designed to address specific stages of the process. Migrants are often excluded from policy participation, either as a result of policy failures or through a manner of implementation that is frequently influenced by prejudices and stereotypes. Deprived of class resources and sometimes unable to utilize ethnic resources, migrant would-be entrepreneurs require public support. The ‘bridging allowance’ scheme to encourage self-employment among the unemployed currently in place in Germany (Überbrückungsgeld) could serve as a model for a more adequate support policy for non-privileged business starters that would better allow for the participation of migrants.  相似文献

The recent development of a cognitive, interpretive approach to organizational analysis has helped to increase our understanding of organizational action. This paper discusses the relationship between organizational beliefs and organizational change. Based upon a review of empirical studies of strategic reorientations, the article presents a model of factors that influence processes which lead to changes in organizational belief systems. It is argued that radical changes in organizational belief systems are influenced by organizational results, by characteristics of the organizational environment, by intra-organizational factors, and by characteristics of the current organizational belief systems. These factors are discussed and some ways to further augment our knowledge of this phenomenon are indicated.  相似文献

A general nontransferable utility (NTU) game is interpreted as a collection of pure bargaining games that can be played by individual coalitions. The threatpoints or claims points respectively, in these pure bargaining games reflect the players' opportunities outside a given coalition. We develop a solution concept for general NTU games that is consistent in the sense that the players' outside opportunities are determined by the solution to a suitably defined reduced game. For any general NTU game the solution predicts which coalitions are formed and how the payoffs are distributed among the players.  相似文献
