This article reviews the past and potential future roles of land tenure reforms and land markets in Sub-Saharan Africa (SSA) as responses to population growth in the process of land use intensification and livelihood transformation. The farm size distribution and the existence of an inverse relationship (IR) between farm size and land productivity in SSA and the implications of this relationship for efficiency and equity are investigated. More secure property rights and removal of restrictions on land markets have the potential to create both efficiency and equity benefits, but there are high risks of elite capture of large land areas with inefficient and inequitable outcomes. This situation is the case not only in land-abundant areas but also in urban and peri-urban areas where increasingly larger proportions of people will make their living. Increasing population pressure in densely populated rural areas contributes to more rapid rural–urban migration, and creating alternative livelihood opportunities for the migrating youth population is essential to achieving economic development with social stability. 相似文献

The paper analyses agricultural risks and risk management in selected Small Island Developing States which are part of the African Caribbean Pacific country group. Focus is on the value chains of fruits, vegetables and spices. A survey was conducted in Grenada, Jamaica, Fiji and Vanuatu, aimed at identifying sources of risk which are most important to value chain stakeholders; the nature and quality of existing and potential risk management mechanisms; and the possibility of enhancing them in view of improving the functioning of the value chains. The sample included farmers, processors, traders, retailers, extension agents, Government officials and private services providers. Results reveal limited ability to handle price and production variability, due to lack of both horizontal and vertical co-ordination along value chains, reduced use of support services, notably credit and underinvestment in equipment. In addition, lack of demand contributes to make insurance markets incomplete and characterised by undersupply or lack of customised products. Promoting light forms of vertical and horizontal co-ordination, such as production contracts and producers’ associations, as well as value chain-based credit and finance may address some of the issues highlighted. 相似文献

Beyond concerns about agricultural productivity growth, issues of land governance have attracted global interest as demand for land acquisition by outsiders has increased rapidly but most of the transfers failed to live up to expectations and instead disrupted local livelihoods. We use the land governance assessment framework to identify key conceptual issues and identify how land governance in 10 African countries compares to global good practice. Results point towards weak protection of rights in practice, large gaps in female land access, and limited outreach and effectiveness of institutions to record rights and adjudicate disputes. We note that programs to improve performance along these lines had significant impact in other contexts, suggesting that efforts to improve land governance will be warranted and should be closely monitored and evaluated in an effort to identify models suited to African conditions and assess their impact and interaction with other factor markets. 相似文献

Targeting agricultural research and extension for food security and poverty alleviation: A case study of fish farming in Central Cameroon 总被引:2,自引:0,他引:2
Over 5 years of participatory on-farm research, market access, profitability, farming systems productivity and economic sustainability were compared on 100 small-scale farms in Central Cameroon. Integration technology based on the use of agricultural by-products as fishpond inputs was the driver for intensification. Over all farms, fishpond productivity increased from 498 kg to 1609 kg fish/ha (2145 kg/ha/yr). During the project period, the number of active fish farmers increased from 15 to 192 (including 55 farms which participated only through information exchange). Over all farms, net returns from aquaculture increased by 5 times over pre-project levels. Productivity, intensity and profitability increased more significantly in periurban areas with good market access, compared to rural areas. Among farmers with good market access, average net income from the aquaculture enterprise rose from $118 up to $1485. Research-Extension Team (RET) support cost an average of $61,300 per year. Over 5 years, rural farmers recaptured 23% of the relevant RET investment compared to 442% by periurban farmers. Likewise, increase in production attributable to RET intervention was higher for periurban (253%) compared to rural (11.3%) fish farmers. Within 3 years of the end of extension support, rural farmers had returned to pre-project production levels, whereas periurban farms had better maintained their productivity and profitability. Findings indicate that, in areas with little or no access to markets, the number of fishponds and fish farmers can be increased and yields improved, increasing local food supplies, but sustainability in the absence of extension subsidies is questionable. To achieve either of the two principal goals for the sector, food security and/or poverty alleviation, investments need to be made in improving the availability of quality technical assistance to targeted farmers and finding means of reducing social conflict arising from perceived inequalities in the accrual of the benefits of development. 相似文献

This article questions the effectiveness and viability of rural Tax-for-Fee reform (Fei Gai Shui) on water resources and agriculture production, taking the Zhanghe Irrigation System of China as a case study example. The Fei Gai Shui reform has been heralded as a possible solution for reducing the excessive fiscal burden on peasants. While the reform may achieve in relieving peasant burdens significantly, the initial impact of Fei Gai Shui on water resources and agricultural production indicate least satisfactory trends. The policy shows significant impact on rice yield and area. It might also have profound impact on cropping pattern but it has yet to be seen. Dependence on local water resources such as ponds show significant increase after Fei Gai Shui as it discouraged farmers to rely on regional water sources. Although the lower regional water use under Fei Gai Shui reduced the water charges paid by farmers, the savings were mostly offset by increasing pumping costs in accessing water from local ponds. Without any adjustments, the Fei Gai Shui is likely to cause serious predicament in agricultural sector. It is visioned that local water resources such as water ponds will continue to play an important role in sustaining agricultural production. 相似文献

The 2003 reform of the European Union’s (EU) Common Agricultural Policy introduced a decoupled income support for farmers called the Single Farm Payment (SFP). Concerns were raised about possible future land use and production changes and their impact on rural communities. Here, such concerns are considered against the workings of the SFP in three EU Member States. Various quantitative studies that have determined the likely impact of the SFP within the EU and the study countries are reviewed. We present the results of a farm survey conducted in the study countries in which farmers’ responses to a decoupling scenario similar to the SFP were sought. We found that little short-term change was proposed in the three, rather different, study countries with only 30% of the farmers stating that they would alter their mix of farm activities. Furthermore, less than 30% of all respondents in each country would idle any land under decoupling. Of those who would adopt a new activity, the most popular choices were forestry, woodland and non-food crops. 相似文献

This article discusses issues that arise when service providers place network equipment on publicly owned lands in the United States. Based on land use policy at the Federal Communications Commission, this paper theorizes that the use of public lands for 5G network development will create a moral hazard, as service providers may be tempted to take risks in the way they use public lands. Per economic theory the firm could behave recklessly when knowing that the costs will be borne by someone else – in this case local citizens. Rural ICT centers are the initiative of the third millennium and widen the accessibility horizons of information and Communication Technology among disadvantaged groups of societies, and play a significant role in rural development processes. Adoption of new technology in rural Iran has been the main challenge and focal point of all agricultural extension activities since the modernization era of the 1950s. Consequently the rapidly growing gap between urban and rural economy has reinforced the critical role of ICT in creating an equal society. Identifying the factors which foster adoption of ICT is among the important challenges of alleviating digital divide. ICT centers attract different groups within rural communities and create a forum for unprivileged rural settlers to learn about and to use computer and internet. This paper attempts to identify the factors influencing the adoption of ICT in rural Gharn Abad's ICT center of Golestan Province. The sample included 218 individuals, who were selected by stratified random sampling method. Survey method was used, and data was analyzed by correlation as well as multiple regression techniques. Based on the results, the existence of ICT center itself, with various funding sources, reinforced the adoption regardless of the users' economic status. At the same time, the other factors such as individual, social, the households' informative & communicative, as well as the innovation related factors were found influential. This case study could be used as a sample for planning, establishing, and developing the ICT centers in the other similar situations. 相似文献

This paper considers farmer intentions following the implementation of the 2003 CAP reforms, identifies the extent to which these plans have been influenced by the introduction of the Single Payment Scheme (SPS) in 2005 and considers the implications in terms of likely structural change (i.e. changes in the deployment of land, labour and capital). The analysis uses data from a large sample survey of farmers in South West England and the results indicate that CAP reform is not stimulating rapid agricultural restructuring, rather it appears to be reinforcing many existing trends towards diversification and an increasing polarisation between the largest and smallest farms. CAP reform is impacting unevenly on the farm community and different farming situations are associated with different types of reaction. Market signals may become a more powerful driver of farmer behaviour, in which case the 2003 reforms will have proved successful in providing farmers the freedom to farm without coupled subsidies. On the basis of the results presented in this paper though, only a minority of farmers seem both well placed and well disposed to exploit such opportunities. 相似文献

This paper investigates whether the Broadband Initiatives Program (BIP), implemented as part of the American Recovery and Reinvestment Act of 2009 (ARRA) had a positive impact on farm productivity, defined as farm sales per farm employment, in the counties that received any BIP funding. The effect of BIP on the growth of farm sales was examined for the 2008–2010, 2008–2011, 2008–2012 and 2008–2013 periods. The selection bias (the probability that a county received BIP funding) was accounted for using the inverse probability weighting regression method (IPW). The findings suggest that BIP funding had a significant but short-term impact on per employment farm sales. 相似文献

Students in developed countries preparing for overseas careers in agricultural development may not appreciate the value of studying their own country's agricultural system, especially its history. Three topics chosen from the agricultural development of the USA show the relevance of such studies: disposition of the public lands, programmes to help sharecroppers in the cotton-producing South in the 1930s, and interagency conflicts and institutional factors in the overall agricultural programme of the 1930s. This paper critically reviews the ‘participation society’ inspired policy measures of two Dutch provinces (Drenthe and Groningen) for providing rural broadband. Based on a database with broadband initiatives, interviews with stakeholders, focus groups and document analysis, it analyzes how rural broadband initiatives and regional governments interact in their ventures to provide superfast broadband to rural communities. Essential in this is that in the Dutch participation society concept, citizens' initiatives are seen as an important actor to deal with failing service delivery by market players in rural areas. The relation between regional governments and citizens' initiatives, however, is troublesome, resulting in inadequate policies. Key findings are that even when governments come up with supportive policies for citizens' initiatives, initiatives still experience governmental efforts as constraining factors. Regional governments apply ‘old style’ governance and construct generic policy instruments, forcing initiatives to put a lot of effort in complying with generic policy requirements or political goals. Overall, solving a national market problem at the regional level proves to be problematic. More national guidance is needed to solve the rural broadband gap. 相似文献

This paper examines the political economy of food subsidy reform efforts in Egypt. Egypt provides a case of a country with a large food subsidy program that has been relatively effective as a social safety net, but a program that is also expensive and poorly targeted to the needy. Policy discussions about strategies to improve the system’s performance run into the extreme political sensitivity of the issue of food subsidies in Egypt. Food subsidies are perceived to be important in promoting political stability and providing some legitimacy to a political system where civil liberties are limited. Egypt therefore illustrates the dilemmas facing policymakers and others contemplating food subsidy reform in developing countries where there are concerns that reform may spark political unrest. This paper argues that even in cases where food subsidy reform is a highly politicized issue, there are still a number of pragmatic policy steps that can be taken that meet the twin goals of reforming the system in ways that better target the poor while functioning more efficiently. 相似文献

This paper reviews the Turkish case of telecommunications reform with reference to the evidence from the sequencing literature. Turkey’s progress is in line with the proper sequencing of reform suggested by the literature. Accordingly, Turkey has pursued a gradualist approach by restructuring its public utility, the Posts, Telegraph and Telephone Company, and creating Turk Telecom in 1994; establishing the sector regulator, the Turkish Telecommunications Authority, in 2000; and liberalising the sector in 2003 before selling 55% of Turk Telecom to Oger Telecom, a private company, in 2005. Although the proper sequencing of reform was implemented, the Turkish telecommunications sector has not been functioning satisfactorily as yet, as indicated in the recent progress report of the European Union about Turkey’s accession and as revealed by the performance indicators analysed in this paper. The prevailing information, incentive and commitment problems require a close cooperation by the government with the regulators so as to ensure and reinforce the autonomy of the Telecommunications Authority and to establish a more transparent decision-making process. 相似文献

This paper examines how the interaction of social trust and institutions, such as land administration, affects household economic decisions in Viet Nam. Using a panel dataset of rural households from 2008 to 2014, we show that negative consequences of the duration of land administration on agricultural investment have been lower in rural households with higher level of trust. Higher-trust households, when facing higher barrier from land administration, tend to invest more on agricultural land compared to low-trust households where household heads are male. We also find that high-trust households enhance land property rights when facing obstacles from land administration. 相似文献

Broadband network deployment plays an important part in the strategic policies in Europe to promote growth and innovation in all sectors of the economy in addition to social and territorial cohesion. In compliance with existing community policies, Romanian strategies in this field seek to provide the necessary support for broadband connectivity in rural areas. The goal of this study is to define a rural end-user profile to plan the most appropriate broadband service strategy from both a technical and a marketing perspective. Our empirical research involves an exploratory survey conducted in rural areas in northwestern Romania (n=1040 respondents). The findings reveal low levels of customer satisfaction and users more interested in data transfer than voice or video applications. Given this rural user profile, simulations of network traffic were conducted. The simulation results suggest that WLANs are the most suitable solution for the “last mile” broadband segment. 相似文献
