Within the last few years videotex has attracted considerable attention. Unfortunately, but as frequently is the case with novel services that are still evolving, a precise definition of videotex is somewhat difficult to obtain. To some people the term videotex applies to a wide variety of time-shared computer services for the home and business market, while to others, the term videotex is very specific perhaps best exemplified by the UK Prestel service. In its most narrow and specific meaning, videotex is a subset of online, time-shared computer services. It utilizes the home TV set for display to access a large, central database of frames of general information in colour with graphics. The database is organized in a tree fashion, and the main target is the home market.  相似文献

The authors report on an evaluation of Green Thumb, a videotex experiment carried out by the Cooperative Extension Service and the US Department of Agriculture. Green Thumb provided marketing, weather and other information to 200 farm families in Kentucky. The experiment was a successful demonstration of the concept of providing farming information via new communication technologies, but the specific configuration and organizational arrangements will have to be improved in future systems. Policy issues concerning the role of USDA in future agricultural systems are discussed.  相似文献

Prospects for videotex in general and for business videotex applications in particular, are still highly controversial and speculative. There is growing agreement, however, that the future of videotex as a mass medium may hinge on its initial acceptance as a business tool. The secondary use of vacant television channels (TV white spaces) and the reallocation of the digital dividend to provide wireless broadband services are in the final stages of implementation in some countries. Originally seen as a once in a generation opportunity to better allocate UHF spectrum, further digital dividends are now underway as regulators and industry strive to meet exponential increases in demand for mobile data services. Concurrent developments suggest that TV white spaces may be rapidly exploited by global networks with billions of supported devices. The potential for sub-optimal outcomes is identified if the prospect of further digital dividends is not taken into account as technical and regulatory arrangements are put in place to allow productive use of TV white spaces. The importance of considering the potential interaction between further digital dividends and the use of TV white spaces is discussed and technical and regulatory approaches to support optimal outcomes are identified.  相似文献

This article begins by restating some familiar tenets of information processing and telecommunications theory: that our emerging post-industrial economy is becoming increasingly service-oriented with a corresponding emphasis being placed upon information-intensive activities;1 that technical improvements in telecommunications systems are forthcoming at an almost exponential rate of increase;2 that a wide array of developed or developing telecommunications systems (including computer-based word processing, cable/satellite TV, interactive video, videotext, etc) are being considered for possible application in varied settings (ranging from the home to the office to the delivery of governmental services).  相似文献

Our study addresses the limited attention paid to the role of indigenous institutional environments in framing the legitimate forms of governance used to shape buyer-supplier exchanges. Drawing on institutional theory and marketing channel literature, the study suggests that the emphasis in buyer-supplier exchanges on communication modalities and norms has much to do with the effectiveness of legal systems in a buyer's country. Three contexts for legitimacy are conceptualized from an examination of exchanges in developed economies with strong formal institutions and transitioning economies with underdeveloped institutions. Using surveys of US buyers to represent strong formal institutional environments, we conclude that buyers heavily influenced by regulative enforcement place a relatively greater emphasis on formal information sharing in their partnership efforts to build trust and enhance supplier performance. From surveys of buyers in India and China, we conclude that buyers place a relatively greater emphasis on informal information sharing when their legitimacy derives from the endogenously enforced moral codes of their private networks. Finally, surveys administered in Brazil and Russia revealed that buyers in environments pressured by the familial loyalty practices of their private networks place a relatively greater emphasis on the norm of solidarity to build trust in their suppliers.  相似文献

This paper examines the impact of asymmetric information on incumbent firms' propensity to engage in limit pricing when faced with threat of entry. I draw from information economics to argue that incumbents will use price to respond ex ante to entry in situations characterized by asymmetric information. I suggest two situations in which asymmetric information can arise: when potential entrants are from outside the primary industry and when incumbent firms are members of R&D consortia. I then study pricing in the U.S. cable TV industry to show that pricing patterns of incumbent cable TV systems are consistent with limit pricing when the relationship between the incumbent and potential entrant is characterized by asymmetric information. Television (TV) stations forego millions of dollars of advertising revenues by airing tune-ins (preview advertisements) for their upcoming programs. In this paper, I analyze the equilibrium as well as welfare properties of tune-ins in a duopolistic TV market that lasts for two periods. Importantly, each TV station is fully informed about its own as well as its rival's program. Viewers receive information via tune-ins, if any, or alternatively by sampling a program for a few minutes (and switching across stations). I find that equilibrium tune-in decisions do not necessarily depend on TV stations' knowledge of their rival's program. In this case, the opportunity costs of tune-ins could be so high that a regime without any tune-ins may be socially better. However, when tune-ins depend on both of the upcoming programs, it is possible that they enhance welfare by helping viewers avoid some of the inefficient program sampling they would otherwise do in a regime without any tune-ins.  相似文献

“Open access” would allow ISPs to use a cable operator's broadband connection under regulated terms and conditions. Advocates stress the desirability of an “end-to-end” architecture for the Internet and the danger that cable operators will use their control over the last mile to limit consumer choice and stifle innovation. Opponents contend that wholesale price controls and other regulatory burdens under what they term “forced access” would in fact slow down the deployment of broadband, stifle innovation and harm consumers. The fears of “open access” advocates seem largely speculative at this point. Evidence from related policies also favors the opponents. “Closed” cable systems are beating their “open” DSL competitors in the market place; analogous regulation of cable TV did not serve consumers well; and forced “unbundling” of local service has been controversial and largely ineffective. In addition, relevant technology stocks declined in price with political and legal victories for “open access” and increased when it suffered setbacks.  相似文献

Although still dominated by standard television, the online TV industry is growing rapidly. Entrants employ a range of business models, and we identify a prevalent tendency for leading providers to aggregate programming from a variety of different content owners. We focus on one form of content aggregation by multi-channel programming distributors (MPVDs) widely known as “TV Everywhere (TVE).” Following a brief taxonomy of TVE systems, we develop an economic model to show how this “free-with-authentication” (of MVPD subscribership) bundling practice can be explained as a price discrimination device intended to slow MVPD disconnections. We show that TVE bundling could also deter entry into the online TV market. We discuss the potential roles of horizontal and vertical integration of MVPDs and ISPs in online TV industry development, again focusing on TVE, and conclude with policy implications.  相似文献

The distinction between carriage and content has been offered as a conceptual means for distinguishing between new telecommunications activities which should be subject to regulation and those which should be unregulated. The author explores aspects of the limitations of that distinction and examines how a carrier can affect the content of the message, as well as who the message bearers and receivers will be. It is suggested that the most significant regulatory problems are at the boundary between carriage and content and that the carriage-content distinction should not be extended beyond its useful role (ie where the communications channel is effectively infinite). Throughout this article, reference is made to emerging issues of videotex regulation.  相似文献

This article surveys how convergence is dealt with in the main areas of EC competition law. First, under Article 90 EC Treaty, the Commission has not yet reached a solution to the problems of TOs holding exclusive rights over cable TV networks or providing broadcasting services over their telecommunications networks. Secondly, while the Commission has largely upheld certain policy lines in individual decisions, it has reached markedly different outcomes in the broadcasting and telecommunications sectors. The Commission has not been able successfully to integrate non-economic factors in its competition law analysis. Third, State aid problems are likely to arise in relation with production subsidies and compulsory broadcasting fees. In the end, competition law must still evolve to deal with convergence, but in doing so it is likely to pre-empt regulatory options.  相似文献

While about 20% of all private households in the US had access to the Internet in 1997, the Internet penetration in Western Europe was significantly lower with little more than 5%. A key factor to explain the different penetration levels in the US and Western Europe is the pricing policy. In the US the pricing is heavily influenced by regulation. The flat rate pricing for local service stimulated rapid growth of the Internet. However, the regulatory regime that helped the Internet to succeed is now threatened by the same success. A comparison of the Internet in the US and the videotex systems deployed in France and Germany in the 1980s reveals an astonishing number of similarities. But there remains one significant difference, the pricing policy. Today, the telephony access network is perceived as a bottleneck by Internet users. Users demand more speed. Given the expected growth of the Internet and the demand for speed, the US telecommunications industry invests heavily in the local loop and sets up another four national long-distance networks. These investors do believe that demand for capacity will make a quantum leap.  相似文献

As social systems based on computer networks are more complicated, the optimization problems in network systems have been drawing the attention of many related researchers. Recently, genetic algorithms (GAs) have achieved a great advancement in related research fields, such as combinatorial optimization, multiobjective optimization, and so on. In this paper, we consider hybrid GAs (called spanning tree-based GAs) for difficult-to-solve network design problems inherent in industrial engineering and computer communication networks, such as degree-constrained minimum spanning tree problems, capacitated minimum spanning tree problems, fixed charge transportation problems, network topological design problems, and so on.  相似文献

Product development literature strongly emphasizes the need for open communication between suppliers and Original Equipment Manufacturers (OEMs). There is a widespread expectation that computer-aided communication networks will enable organizational members to work more flexibly, to share knowledge and competencies, and to span functional and company boundaries. However, few studies merge the possibilities of new information technologies and the operational needs of specific groups of users, for example product development engineers. The research reported in this paper aims to fill that gap. Through in-depth case studies of two development projects involving one auto OEM, one of its systems suppliers (working directly with the OEM) and five medium-sized expert suppliers (working either directly with the OEM or through the systems supplier), we identify three groups of user needs that are not currently satisfied by existing information system solutions: improvement of coordination and communication; enhancement of the access to new technological information; and support for the development of an organizational memory. We then explore what kind of information systems might help satisfy the above-mentioned needs. Potential barriers to efficient implementation of information systems in terms of the motivation of people using the systems, the reliability of the information, and the willingness to render information more transparent are discussed. It is concluded that when implementing information systems to support operational development work, it is essential to ground the system specification in clearly identified user needs that reflect the double nature of product engineering, namely the continuous interplay between routines and cognitive processes.  相似文献

An empirical comparison of user response to two information services offered by a prototype videotex system indicated that the business (ie farm market data) service was rated as more efficient and that users browsed more in that service than in the consumer (ie news) service. Further, both efficiency ratings and amount of browsing were more strongly correlated with amount of service use, ratings of service value and ratings of dependence upon the service for the business service than for the consumer service. Browsing thus seems to be a utitarian surveillance behaviour rather than a communication play behaviour in this setting.  相似文献

Technological systems are included as a component of national technology curricula and standards for primary and secondary education as well as corresponding teacher education around the world. Little is known, however, of how pupils, students, and teachers conceive of technological systems. In this article we report on a study investigating Swedish technology student teachers’ conceptions of technological systems. The following research question is posed: How do Swedish technology student teachers conceive of technological systems? Data was collected through in-depth qualitative surveys with 26 Swedish technology student teachers. The data was analysed using a hermeneutic method, aided by a theoretical synthesis of established system theories (system significants). The main results of the study are that the technology student teachers expressed diverse conceptions of technological systems, but that on average almost half of them provided answers that were considered as undefined. The parts of the systems that the students understood were mostly the visible parts, either components, devices, or products such as buttons, power lines, hydroelectric plants, or the interface with the software inside a mobile phone. However, the ‘invisible’ or abstract aspects of the technological systems, such as flows of information, energy or matter, or control operations were difficult to understand for the majority of the students. The flow of information was particularly challenging in this regard. The students could identify the input and often the output of the systems, that is, what systems or components do, but the processes that take place within the systems were elusive. Comparing between technological systems also proved difficult for many students. The role of humans was considered important but it was mostly humans as users not as actors on a more systemic level, for example, as system owners, innovators, or politicians. This study confirms previous research in that the students had a basic understanding of structure, input and output of a technological system. Thus, the adult students in this study did not seem to have better understanding of technological systems than school pupils and teachers in previous studies, although this is in line with previous investigations on the general system thinking capabilities of children and adults. The most important implication of this study is that students need to be trained in systems thinking, particularly regarding how components work and connect to each other, flows (especially of information), system dependency, and the human role in technological systems.  相似文献

In recent years, the Brazilian cable TV industry has experienced a sharp downturn. In parallel, the over-the-top platform Netflix gained popularity and Brazil has become one of its biggest markets. The objective of this paper is to investigate the competitive effects of Netflix's entry on the incumbent cable TV industry. We explore the regional variability of Netflix's popularity (measured by Google Trends) and combined this information with official data of the cable TV market. Using a two-way fixed effects estimator with state-month observations (covering the period of 2012–2019), we showed that the increase in one standard deviation in Netflix popularity is associated with a 3.62% reduction in the density of cable TV subscribers and with a 19.69% reduction in the number of small firms that operate cable TV.  相似文献
