To allow society to treat unequal alternatives distinctly we propose a natural extension of Approval Voting by relaxing the assumption of neutrality. According to this extension, every alternative receives ex-ante a strictly positive and finite weight. These weights may differ across alternatives. Given the voting decisions of every individual (individuals are allowed to vote for, or approve of, as many alternatives as they wish to), society elects the alternative for which the product of total number of votes times exogenous weight is maximal. If the product is maximal for more than one alternative, a pre-specified tie-breaking rule is applied. Our main result is an axiomatic characterization of this family of voting procedures.   相似文献

We propose a new class of voting procedures, called Size Approval Voting, according to which, the effective weight of a vote from a given individual depends on how many other candidates that individual votes for. In particular, weights are assumed to be non-negative and weakly decreasing in the number of approved candidates. Then, for a given profile of individual votes, all candidates with the maximal sum of weighted votes are elected. We show in our axiomatic analysis that the family of all Size Approval Voting procedures is characterized by a set of natural properties.  相似文献

This paper presents a large-scale experiment on the Approval Voting rule that took place during the 2002 French presidential election. We describe the experiment and its main results. The findings are as follows: (i) Such an experiment is feasible, and very well accepted by voters. (ii) The principle of approval voting is easily understood and accepted. (iii) Within the observed political context, compared to the official first-round vote, approval voting modifies the overall ranking of candidates. (iv) The candidates Le Pen and Chirac, more than the others, were able to convert approval votes into official first-round votes. JEL Classification C93, D70, D72  相似文献

A core allocation of a complete information economy can be characterized as one that would not be unanimously rejected in favor of another feasible alternative by any coalition. We use this test of coalitional voting in an incomplete information environment to formalize a notion of resilience. Since information transmission is implicit in the Bayesian equilibria of such voting games, this approach makes it possible to derive core concepts in which the transmission of information among members of a coalition is endogenous. Our results lend support to the credible core of Dutta and Vohra [Incomplete information, credibility and the core, Math. Soc. Sci. 50 (2005) 148-165] and the core proposed by Myerson [Virtual utility and the core for games with incomplete information, Mimeo, University of Chicago, 2005] as two that can be justified in terms of coalitional voting.  相似文献

We formulate and study a general finite-horizon bargaining game with simultaneous moves and a disagreement outcome that need not be the worst possible result for the agents. Conditions are identified under which the game is dominance solvable in the sense that iterative deletion of weakly dominated strategies selects a unique outcome. Our analysis uses a backward induction procedure to pinpoint the latest moment at which a coalition can be found with both an incentive and the authority to force one of the available alternatives. Iterative dominance then implies that the alternative characterized in this way will be agreed upon at the outset—or, if a suitable coalition is never found, that no agreement will be reached.  相似文献

This paper investigates optimal play in coordination games in which cognition plays an important role. In our game logically omniscient players would be able to identify a distinct coordination opportunity from other obvious facts. Real players may be unable to make the required inference. Our main experimental results are that in a coordination task with a cognitive component (1) players play differently when playing against themselves rather than against another player, and (2) given the opportunity, players signal cognition by choosing the coordination task over an outside option, a phenomenon which we refer to as cognitive forward induction.  相似文献

This paper studies the welfare consequences of strategic behaviour under approval and plurality voting by comparing the utilitarian efficiencies obtained in simulated voting under two behavioural assumptions: expected utility-maximising behaviour and sincere behaviour. Under approval voting utilitarian efficiency is relatively high irrespective of the behavioural assumption, and under the plurality rule strategic voting significantly increases utilitarian efficiency.  相似文献

Symmetric (3,2) simple games serve as models for anonymous voting systems in which each voter may vote “yes,” abstain, or vote “no,” the outcome is “yes” or “no,” and all voters play interchangeable roles. The extension to symmetric (j,2) simple games, in which each voter chooses from among j ordered levels of approval, also models some natural decision rules, such as pass–fail grading systems. Each such game is determined by the set of (anonymous) minimal winning profiles. This makes it possible to count the possible systems, and the counts suggest some interesting patterns. In the (3,2) case, the approach yields a version of May's Theorem, classifying all possible anonymous voting rules with abstention in terms of quota functions. In contrast to the situation for ordinary simple games these results reveal that the class of simple games with 3 or more levels of approval remains large and varied, even after the imposition of symmetry.  相似文献

We extend Condorcet’s Jury Theorem (Essai sur l’application de l’analyse à la probabilité des décisions rendues à la pluralité des voix. De l’imprimerie royale, 1785) to weighted voting games with voters of two kinds: a fixed (possibly empty) set of ‘major’ voters with fixed weights, and an ever-increasing number of ‘minor’ voters, whose total weight is also fixed, but where each individual’s weight becomes negligible. As our main result, we obtain the limiting probability that the jury will arrive at the correct decision as a function of the competence of the few major players. The necessary and sufficient conditions for a single rational voter to reveal a sophisticated preference ordering under the Borda and Kemeny voting functions are presented. Algorithms for determining the dominant strategic ballot are given for a key voter having perfect information regarding the true preference orderings of the other voters. Standard theory assumes that voters’ preferences over actions (voting) are induced by their preferences over electoral outcomes (policies, candidates). But voters may also have non-consequentialist (NC) motivations: they may care about how they vote even if it does not affect the outcome. When the likelihood of being pivotal is small, NC motivations can dominate voting behavior. To examine the prevalence of NC motivations, we design an experiment that exogenously varies the probability of being pivotal yet holds constant other features of the decision environment. We find a significant effect, consistent with at least 12.5 percent of subjects being motivated by NC concerns.  相似文献

We analyze a model of jury decision making in which jurors deliberate before casting their votes. We consider a wide range of voting institutions and show that deliberations render these equivalent with respect to the sequential equilibrium outcomes they generate. In particular, in the context of a jury setup, all voting rules excluding the two types of unanimity rules (one requiring a unanimous consensus to acquit, one requiring a unanimous consensus to convict) induce the same set of equilibria outcomes. We show the robustness of our results with respect to several restrictions on communication protocols and jurors’ strategies. Furthermore, we demonstrate that our observations extend to practically all of the voting structures commonly studied in the voting literature. The paper suggests the importance of accounting for communication in models of collective choice.  相似文献

Summary. The merit of approval voting has been widely discussed in the past 25 years. The distinct property of this rule is the extent of flexibility it allows; any voter can approve as many alternatives/candidates as he wishes. Nevertheless, this advantage is the very reason for two drawbacks of approval voting: its extreme vulnerability to majority decisiveness (Theorem 1) and its extreme vulnerability to erosion of the majority principle (Theorem 2). On the one hand, under some feasible voting strategies any majority of more than 1/2 of the voters can guarantee the selection of its most favorable candidate, regardless of the preferences of the other voters. On the other hand, under alternative voting strategies even the largest majority cannot impose its common most preferred candidate. A simultaneous resolution of the two problems is possible by restricted approval voting (RAV), a voting rule that allows partial voter flexibility by restricting the minimal and maximal number of candidates that can be approved. Our main result (Theorem 3) clarifies how the foregone flexibility in voters sovereignty mitigates the above mentioned drawbacks under sincere and insincere coordinated voting. Our findings suggest a new possible justification of a particular voting rule which is based on the significance assigned to three considerations: the advantages of voters flexibility, immunity to majority decisiveness and immunity to erosion of the majority principle. In a general social choice framework where the requirement of strategy-proofness may not be sensible, we call a social choice rule fully sincere if it never gives any individual an incentive to vote for a less-preferred alternative over a more-preferred one and provides an incentive to vote for an alternative if and only if it is preferred to the default option that would result from abstaining. If the social choice rule can depend only on the number of votes that each alternative receives, those rules satisfying full sincerity are convex combinations of the rule that chooses each alternative with probability equal to the proportion of the vote it receives and an arbitrary rule that ignores voters' preferences. We note a sense in which the natural probabilistic analog of approval voting is the fully sincere rule that allows voters maximal flexibility in expressing their preferences and gives these preferences maximal weight.  相似文献

In this paper we present a two-period model where a left-wing and a right-wing political party are solely interested in the policies they pursue. We assume that voters display reciprocal behavior. By contrast, political parties are not motivated by reciprocity. We show that reciprocity may have dramatic consequences for models of voting behavior. The incentive to be kind to the median voter may ensure that a position closer to the median voter's position is adopted even if political parties are not directly interested in being elected and cannot commit to a political stance during an election campaign. Moreover, reciprocity increases incumbency advantages.  相似文献
