Many Western scholars have regarded union democracy and elections as affairs that are internal to trade unions and unconnected with outside forces. Going beyond the mainstream union‐centred approach, this study critically assesses one significant type of union election that has been emerging in China since 2010 and that has been driven by different forces from previous elections. Previous workplace union elections had been ‘top‐down’ — initiated by the party‐state or its apparatuses, or else transnational corporation‐induced — but this newer type of election has been driven by workers' strikes. This study illustrates how the dynamics among the quadripartite actors — party‐state, higher‐level trade unions, capital and labour — have shaped these strike‐driven elections. Contrary to the claim that these elections have been ‘direct’ and ‘democratic’, our case studies show that they have been indirect and quasi‐democratic in nature.  相似文献

The role of election delay in union organizing campaigns has become a key policy issue in several countries. Previous studies have documented a negative correlation between delay and union success. However, elections are generally not randomly delayed; in particular, election delay is correlated with various “hard‐to‐observe” union and employer strategies. This article exploits several exogenous sources of variation in election delay to estimate a causal model. The results indicate that two‐stage least squares estimates of the causal effect of election delay on union success are twice the magnitude of standard OLS estimates.  相似文献

Union representation elections are associated with significant declines in firm profitability. In addition to the significant mean effect of union elections on the equity value of firms, there exists substantial variation in the magnitude of equity losses across individual election events. Cross-sectional variation in shareholder equity losses can be explained by the labor intensity of the firm, the size of the union wage premium and fraction of workers organized in "the firm's industry,." the presence or absencse of right-to-work lows in the state where the election is held, the member of workers covered in the representaion election, and the number of previous union representation election in the firm. The empirical results indiacte the equity losses are the greatest in industries where union wage gain are the highest and unionization rates are the largest, and in the most labor-intensive firms, independent of the size of the bargaining unit involved in the election. The latter result indicates the presence of union spillover effects.  相似文献

This paper explores the hypothesis that the declining strength of labor unions underlies the moderation of labor cost inflation in the 1980s, which is not explained by standard Phillips curve equations. Data on union density, union certification and decertification election results, and work stoppages are used as proxies for union strength. No support is found for the declining union strength hypothesis at either the aggregate level (using economywide or union-sector labor cost series) or the industry level.  相似文献

Voter mobilization by unions has garnered some attention from scholars, and is seen as an important political tool. Unions often mobilize voters repeatedly across several campaigns; however, the literature treats mobilization as a singular event. This paper empirically analyzes turnout of 85,064 registered voters over 14 months at five election intervals in Los Angeles, exploring whether union‐led mobilization is subject to diminishing returns across multiple elections. Results indicate that diminishing returns occur; three or more contacts are no more beneficial than one or two. Contact in recent elections is more effective than distant contact, and results differ slightly by contact type.  相似文献

Bargaining unit, union, industry, and geographic correlates of union support in NLRB certification and decertification elections for the period 1977 to 1979 are analyzed using similar regression specifications. Several relationships are found to be significant; however, an examination of the magnitude of the estimated coefficients suggests only unit size and union organizing effort affect outcomes in more than a small percentage of all certification elections.  相似文献

This study assesses the effects of employer and union organizing tactics on union election wins versus losses, the percentage of votes, and the time between election and first contract signing. The data were obtained from the organizing staff of a large international union. The results showed that some tactics resulted in expected election outcomes, but others resulted in unexpected outcomes.  相似文献

This article analyses the condition of the labour alliance of the Labour Party and its affiliated unions in the light of a recent typology of union–party links, and of Lewis Minkin's seminal study of the British union–party link. We conclude that, while the link appeared to have stabilized before the general election in 2001, it has become much more volatile since, although the new group of more left‐wing leaders of major unions remains determined to reassert the union position inside the party rather than radically change the union–Labour relationship.  相似文献

In this paper we analyse data from the 1980—4 WIRS panel for the light they can shed on the causes of the decline in aggregate trade union density in the UK. We argue that, contrary to conventional wisdom, intra-establishment union density did, on average, decline between 1980 and 1984. This suggests that a traditional compositional change story is untenable. We proceed to investigate the correlation of intra-establishment change with variables suggested by the various hypotheses advanced to explain declining density over the period. We find some evidence for an influence of intra-establishment compositional changes, but the most statistically significant variables are wages and unemployment. These take the wrong sign, however, to support the business cycle interpretation of falling aggregate union density.  相似文献

This study examines the exit-voice hypothesis by applying event-history analysis to data from a sample of 674 unionized public school teachers from 405 schools. Union participation (i.e., voice) and job satisfaction had significant negative main effects on turnover. In contrast to the original formulation of the exit-voice hypothesis, a test for interaction revealed that union participation had significant negative effects on quit behavior for members displaying both low and high satisfaction.
  The existing conclusions regarding the role of unions in reducing employee quits by providing voice mechanisms implicitly assume that union members actually use these mechanisms. Mechanisms such as attending union meetings and serving on a committee provide opportunities for members to express how they feel about their wages and working conditions. In this article we examine the influences of union participation and job satisfaction on individuals' decisions to quit working for an organization using event-history analysis. Unlike existing research, the present study focuses on member participation in a range of union activities (i.e., voting in union elections, attending union meetings, serving in a union office or on a committee, and seeking assistance from the union) to analyze the effect of union voice on employee quits. 1 We further investigate how union participation and job satisfaction may interact to influence employee turnover over time, controlling for demographic, job-related, environmental, and contextual variables across 405 research sites.  相似文献

Employing a regression discontinuity (RD) approach on gubernatorial elections in the United States over the last three decades, this paper investigates the causal effects of governors' party affiliation (Democrat versus Republican) on unionization of workers, and unionized workers' working hours and earnings. Surprisingly, we find no significant impact from the party affiliation of governors on union membership and union workers' labor‐market outcomes.  相似文献

This paper examines the effects of information technology (IT) on organizing and union effectiveness in US national unions. Original survey data and data from government and independent sources are combined to model outcomes including membership growth, success in representation elections, and union leaders' assessments of effectiveness as a product of environmental and organizational characteristics. The results suggest that the practical impact of IT use on organizing outcomes can be quite important. Evidence regarding the impact of IT on overall effectiveness (i.e. organizational or union effectiveness) is more mixed.  相似文献

Labor's participation in politics requires money. Within legal restrictions, unions use compulsory dues to pay for much of their involvement. Such usage has continually raised controversy, leading to a host of U.S. Supreme Court decisions to give nonmember dues-payers the right to object to union political spending. We examine the current legal framework and are the first to report comprehensive data on union political spending financed from dues. We estimate the potential impact of a national "worker paycheck protection" law on labor's political spending. With the potential to reduce money available to finance union involvement in politics, such a law may lessen the ability of labor to have its voice heard by lawmakers, especially in the face of shrinking density in the workforce. The importance of this is demonstrated by the large role unions played in the 2008 congressional and presidential elections. Despite Democratic victories in that historic year, "paycheck protection" is likely to loom large, fueled by efforts to enact the Employee Free Choice Act.  相似文献

Unions fail to secure a first contract after winning a representation election in approximately one out of four campaigns. This paper extends the limited research on first-contract determinants by developing and testing a model that incorporates the role of the union organizer. Although union organizers typically do not negotiate first contracts, the empirical results suggest that the organizer's personality and actions during a campaign are important determinants of first contracts.  相似文献

Union density declined in Finland by more than 10 percentage points in less than 10 years. This paper analyses the reasons behind the decline, using micro data from the 1990s. According to our results, the changes in the composition of the labour force and the changes in the labour market explain only about a quarter of this decline. The main reason for the decline appears to be the erosion of the Ghent system, due to the emergence of an independent unemployment insurance fund that provides unemployment insurance without requiring union membership. We also find that the decline in the union density can be attributed to the declining inclination of the cohorts born after the early 1960s to become union members.  相似文献

This study considers how union performance in terms of organizing, bargaining, and political activity are related to severely declining union density (the percentage of the workforce in unions) in the United States and the higher and stable union density in Canada. Canadian unions have remained active in recruiting new members and assign a high priority to organizing, while American unions have shown diminished organizing effort and ability. Canadian unions have demonstrated superior performance in collective bargaining as measured by resistance to concession bargaining and negotiated wage gains, among other factors. Finally, although Canadian unions experienced some political setbacks, they wielded more political influence than their American counterparts in promoting union-specific as well as broad social legislation. Density is examined as both a consequence and determinant of the divergence in union performance.  相似文献

Using newly available data from the Conference Board on employer human resource policies, certification election outcomes, and union organization of new company facilities, we find that the logic of "union substitution" efforts by employers is supported: Companies having or encouraging employee communication and participation programs, including nonunion grievance procedures, are more successful in maintaining nonunion status than are companies without such programs. However, certain human resource policies, such as work sharing (as an alternative to layoffs), may actually enhance chances of union success.  相似文献

Regression analyses based on a sample of 3372 nonunionized and unionized employees showed that, while the desire to join a union is associated with a wide range of work attitudes, perceived company performance, and facets of satisfaction, one's desire to leave one's union is associated with a narrow range of economic concerns. Implications of the findings are discussed in light of the declining unionization rate in the United States.  相似文献

This study examines the effect of several corporate characteristics on union organizing success, using NLRB representation election data matched to the Industrial Comp stat. The results show that, within a corporation's primary (two-digit) industry, union success is influenced positively by firm size, capital intensity, the ratio of labor costs to total cost, and by either very low or very high profits. Outside a corporation's primary industry, unions are most successful organizing large, unprofitable firms.  相似文献

Thanks to direct access to union databases, this note can answer two new questions in industrial relations: how long union membership lasts and what are the determinants of its duration within an open‐shop context. This also allows for conceptualizing union membership as a much more dynamic phenomenon than in previous studies, where it was considered a static condition whose causes or effects were to be investigated. Regression analysis applied to a sample of 29,035 Italian workers highlights that union membership duration is a positive but declining function of age. Furthermore, women, flexible workers, foreign ones, and those working in cities tend to show less attachment to union membership than the other workers.  相似文献
