南宁市户外广告浅析

随着近年来城市经济的迅猛发展,广西南宁市的城市建设发生了翻天覆地的变化,旧的户外广告专项规划已不能指导南宁市的户外广告建设,需要制定更高品位的规划来指导南宁市的户外广告建设。文章对城市户外广告的范围及其发展趋势进行概述,并分析了南宁市户外广告发展历史及未来的发展方向,对南宁市户外广告未来的规划目标、方向提出建议,以实现南宁市户外广告的规划提升,更好地为东南亚的经济、文化交流服务。     

文化规划主导下的西方城市旧工业区的复兴

针对城市旧工业区更新发展中存在的物质环境更新与经济社会发展不平衡、局部地区更新与地区整体发展不平衡的问题,结合当前文化需求不断提高的国民经济发展阶段,探讨了文化规划的内涵及其对旧工业区再生的意义,提出以文化规划为主导进行旧工业区再开发的主张,并结合实例分析了文化规划主导下的以发展文化产业为特征的经济目标引导型、以引入文化事件塑造城市品牌为特征的社会发展引导型和以建设标志性文化设施为特征的物质环境目标引导型三种旧工业区的再生类型。     

Assessing the effects of power grid expansion on human health externalities

Generation expansion planning is the framework under which power grid capacity expansions are made. Under this framework, mathematical optimization tools are used to determine the type of generation technology to invest in, and when and where these investments should be made in order to minimize market costs such as investment costs, fixed and variable operating & maintenance costs, and fuel costs over a long term planning horizon. Given the current infrastructure and policies, fossil fuels (such as coal, oil, and natural gas) are among the most economical sources of electricity. Thus, under these assumptions, these energy sources dominate the resulting expansion plans. However, fossil fuel combustion creates by-products contributing to ground-level ozone, particulates, and acid rain, which have harmful health implications such as premature death, respiratory-related illnesses, cardiovascular injuries, pulmonary disorders, and autism leading to lost days at school or work on a daily basis. In this research, we formulate a linear program to solve a multi-period generation expansion planning problem minimizing market costs for a centrally dispatched power system. We can then assess the human health externalities of the resulting expansion plan by studying the model output with an Environmental Protection Agency (EPA) screening tool that determines the human health externalities from the electricity sector. Results with and without emission limits and other policies can then be evaluated and compared based on predicted societal costs including human health externalities. This research enables policy makers to directly assess the health implications of power grid expansion decisions by explicitly estimating the total societal costs by quantifying externalities as part of the investment strategy.     

Don't Plan! The Use of the Notion of ‘Culture’ in Transforming Obsolete Industrial Space

How is the notion of ‘culture’ understood and used in planning the transformation of obsolete industrial space? This article analyses the evidence from a current planning project in Suvilahti, Helsinki. It shows that ‘culture’ is imagined and employed as an instrument capable of producing difference in urban space. The transformation of the Cable Factory in Helsinki and the subsequent consensus on the importance of ‘culture’ are shown to have influenced the planning of Suvilahti. On the one hand, planning is being carried out with a deliberate minimization of planning interventions and the promotion of the spontaneous, non‐planned practices of cultural producers: the future Suvilahti is imagined as a ‘cultural enclave’ and its community is characterized as a ‘living organism’. On the other, ‘culture’ is planned in terms of its supposedly positive effects on urban space. Planners do not want to interfere with the non‐planned character of ‘cultural production’, yet at the same time they express certainty about cultural production's positive spatial and socioeconomic effects. The transformation of Suvilahti is playing an important part in the large‐scale planning project to redevelop the old industrial harbour in Kalasatama, Helsinki. The changes in the nature of planning are analysed under the concept of cultural governmentality.     

Assessing the impacts of traditional school year calendar start dates

The importance of education is undeniable. With considerable investment by the public in education, effectiveness and mechanisms for delivery must continually be monitored and evaluated. Proposals to alter the school calendar year therefore merit serious consideration if this translates to better management of scarce resources. Among those facets of school level costs that offer an opportunity for significant savings are plant operations. Any savings that enable resources to be focused more centrally on delivery and support of the educational mission are clearly worthy of exploration. At issue is the variability of school beginning and ending dates across the United States. It is hypothesized that strategic planning of break periods can lead to decreases in energy costs, and usage. For example, in the southwest United States, hot summer conditions can lead to significant spikes in energy consumption at times of the year when energy prices are at their highest. An approach for evaluating energy usage patterns relative to school calendars is developed, where usage and climate conditions are sought to be better understood. An optimization model is structured, formulated and applied capable of identifying ideal school start/end dates with plant operation costs in mind. Application results for a school are presented, with findings discussed within the context of proposed state-level public policy.

Justice As Subject and Object of Planning

Considerations of justice have moved to a central place in planning theory following Susan Fainstein's (2010) eloquent plea to elevate justice to the principal criterion for the evaluation of planning practice. Justice based on this understanding is the object of planning—the normative end that planning practice should strive to achieve. In this essay I explore the implications for planning theory and practice of making justice the subject rather than the object of planning. This formulation places justice at the center of rather than regarding it as the outcome of practice: what is of concern here is planning as the practice of justice rather than the justice of planning practice. The question for planning in this mode shifts from ‘Is this a just outcome?' to ‘What is justice in this situation?'. Based on John Dewey's pragmatist philosophy, this question transcends the dualisms between subject and object, and process and outcome, by understanding outcomes as already formulated (what Dewey called ends‐in‐view) in the process of their production. A planning process that takes justice as its subject is anti‐foundational and contextual rather than universal, anticipatory rather than retrospective, generative of solutions rather than evaluative of outcomes, culturally encompassing rather than project‐delimited, and inclusively democratic rather than expert‐driven. Examples from a variety of sources illustrate the practice of justice as the subject of planning.
