The Pareto-Scorza Polemic on Collective Economic Welfare

This paper reviews the 1902–03 polemic between Vilfredo Pareto and Gaetano Scorza, an Italian mathematician, on the validity of what is now referred to as the first law of welfare economics – i.e. the proposition that a point of equilibrium determined under conditions of free competition is Pareto optimal. It establishes that, contrary to the received view, Pareto did not write at cross-purposes to Scorza and his work published after the polemic does not suggest that Pareto eventually sided with Scorza on the issue of collective economic welfare.

Behind rising inequality and falling growth

This paper investigates why the upsurge of top income shares has coincided with economic slowdowns in the US since the late 1970s. I argue that a fast-growing unearned income from ‘wealth residual’ – the unexplained increase in wealth that is not accompanied by any increase in real output – lies behind them. To support this hypothesis, I measure wealth residual from the national accounts and associated statistics, and then perform a set of panel regressions using a comprehensive panel dataset of the US at the state level. The estimation results demonstrate that the rapid growth of wealth residual during the last four decades has contributed to a co-evolution of fast-growing inequality and falling growth.     

Apportionment Behind the Veil of Uncertainty

Apportionment of representatives is a basic rule of everyday politics. By definition, this basic rule is a constitutional stage problem and should be decided behind the veil of uncertainty. To bring apportionment closer to quotas, we introduce f‐divergence for utilitarianism and Bregman divergence for consistent optimization. Even in our less restricted condition, we find that we must use α‐divergence for optimization and show that the minimization of α‐divergence induces the same divisor methods that correspond to the maximization of the Kolm–Atkinson social welfare function (or the expected utility function), which is bounded by constant relative risk aversion.

在利益的驱动下。目前有一些乡镇煤矿，特别是私人煤矿，以大量破坏资源、损害生态环境、减少安全生产投入、压低工人工资为代价去谋取暴利。如果把治理污染、保护资源、修复生态的费用计算在内。这些小煤窑对经济增长的贡献很可能是负数。
