20年代80年代以来,我国对原有的社会保障制度进行改革,并在总结经验和借鉴国外的成功做法的基础上,确立了建立多层次养老保障制度的目标。企业年金作为我国社会保障制度的重要组成部分,一直都处在探索阶段。本文通过对安徽省部分大中型企业的调查研究,分析了我国当前建立企业年金制度存在的问题,并提出了一些建议,希望能进一步促进社会保障制度的改革。  相似文献

This paper examines stochastic or ‘value based’ generational accounting as a method to assess the intergenerational redistributive impact of pension reform. The Dutch mandatory pension system consists of two parts: a public pay-as-you-go part that provides a minimum income to all Dutch inhabitants over age 64 and an occupation-specific capital-funded part that provides supplementary retirement income. The goal of this paper is to test for the effect of mandatory pensions on discretionary household savings. The data are drawn from the CentER Savings Survey. A result of the empirical analysis is that the impact of the public part of the Dutch pension system is not well identified. The occupational pensions have a significant negative impact on savings motives with respect to old age. The evidence on the effect on household wealth is mixed.  相似文献

This study combines a traditional hypothetical worker approach with the techniques of stochastic forecasting to provide a better sense about the suitability of the pension system for formal sector private workers in Thailand. With regard to the proposed defined‐contribution pension, we find that workers with a 40‐year career can only expect a median replacement rate of approximately 13–14 percent of their final 5 years of income. Most of the pension benefits will still likely come from the unsustainable defined‐benefit pension system and further reforms will be needed to maintain suitable pensions.  相似文献

Employers and employees have no incentive to include pensionsas part of employment contracts unless the pension completesa missing market, or ameliorates an imperfection in existingcapital or labour markets. We examine the influence on the choiceand design of occupational pensions of capital- and labour-marketimperfections. In capital markets, we focus on basis risks,taxation, employer default risks, transactions costs, portfoliorestrictions, and liquidity constraints. Aspects of labour marketsaffecting occupational pensions may be the presence of firm-specifichuman capital, asymmetric information between firms and potentialhires, the presence of moral hazard, and internal labour marketsin firms which cause employers to attempt to control the retirementbehaviour of workers. The Netherlands has a relatively generous social security system and a wide coverage of individuals by private (occupational) pension schemes. Total household savings are rather high and fairly stable, although the amount of contractual savings apears to be going up at the expense of non-contractual (free) savings. Using an approach originally pioneered by Feldstein (1974) we employ microdata to investigate the displacement effect of security and pension wealth on free household savings. It turns out that the data available are too noisy to make precise statements about the displacement effects. Our results do suggest, however, that a one-for-one displacement of free savings by social security is consistent with the data. For pensions such a complete offset is less likely. This suggests that increase of coverage by private pensions is an effective way of raising savings.  相似文献

Higher education plays an important role in determining lifetimeearnings. In turn, the decision to become educated depends toa large extent on family characteristics, such as wealth andeducation. In this paper, we focus on the interaction betweenfiscal policies and educational choices when parental educationmatters. We derive optimality conditions for a linear incometax and a lump-sum subsidy for education in a dynamic frameworkin which generations are linked by educational background. Race and sex differentials in labor market outcomes in Brazil appear substantial, phenomena often tied to occupational segregation. This paper presents an array of Duncan indices of dissimilarity to investigate the magnitude and contours of occupational differentiation in Brazil, as well as changes in the recent past, constructed from Pesquisa Nacional por Amostra de Domicilios (PNAD) microdata for 1989 and 2001. Findings include the facts that measurable occupational differentation by sex is over twice as high as that by race and that differentiation on both counts is highest among people 35 and older and outside the Northeastern region. Occupational differentiation by race appears comparable among women and men, but may be higher among women if accurately measured. Racial differentiation grows with education, while sexual segregation declines. Differentiation has declined modestly since 1989 in almost all categories except by race among younger people, men and the most educated.

Many countries have tax facilities for pension savings. These facilities are often associated with the application of the cash-flow treatment of pensions: pension contributions are tax-exempt, capital income of pension funds is tax-exempt, and pension benefits are taxed, but usually at a relatively low rate. This paper investigates the revenue effects of a cash-flow tax regime for pension savings by full present-value calculations. A comprehensive income tax system is used as a benchmark. We present an empirical analysis for the Netherlands as a typical example of a country with funded pensions. Our calculations show that current taxation of pensions implies a major tax revenue loss. For the year 2003, we estimate a fiscal pension subsidy of 1.4% to 1.5% of Gross Domestic Product (GDP).

Over the next 50 years, China will face an increase of its old-age population by approximately three times. Such a demographic change may result in a large increase of pension payments, which would require a significant rise in the pension contribution rate. This also implies important intergenerational redistribution issues and may even harm living standards as a whole. This paper analyses for China the economic impact of an ageing population by means of a computable dynamic general equilibrium model with an overlapping generations structure. The paper explores the effect on the social security system and economic development of China under alternative scenarios for the benefit rates on pensions, retirement age and technological progress. Our research indicates that a pension reform plus positive technological progress can compensate for the menace of a decline in living standards for both seniors and working generations.  相似文献

In this study, we assess the human capital of Roman legionaries, officers and the civilian population born between the first century BCE and the third century CE in Pannonia (today’s West Hungary). Age-heaping techniques allow the measurement of human capital for this early period, although we need to discuss intensively potential selectivity. We find that the Roman military benefited strongly from occupational choice selectivity: those social groups who decided for a military career had better numeracy values than the remainder of the population. This applied especially to the first centuries BCE and CE. Over time, however, the civilian population converged to the military occupational groups. This ‘military bias’ analysis also contributes to the debate about long-term growth determinants: in some societies, the most educated parts of the elites selected a military career, rather than opting for entreprenuerial activities which might have impacted more positively on macroeconomic growth.  相似文献

Many European Union states have adjusted pension benefits or reformed the pension system in reaction to the recent economic crisis, while other member states have postponed this type of adjustments. In this paper we study to what extent countries that responded quickly to the crisis are harmed by the lingering in other member states via international spillover effects caused by factor mobility and trade. We show that this depends crucially on the degree of labour mobility in the short run. In fact, countries with more flexible pensions can benefit from the inflexibility of pensions in other countries if they can temporarily limit immigration.  相似文献

International comparisons of national social policy rely overwhelminglyon programme spending ratios. However, there are widespreadproblems with this type of data as an indicator of trends insocieties' commitments to social protection. This paper suggestsan alternative approach to understanding social commitmentsand introduces a new international data set of social insuranceprogrammes that is comprised of important characteristics ofthree types of public insurance: unemployment, sick pay, andpublic pensions. The data are available annually from the 1970sfor 18 OECD countries. Looking more closely at trends in twoprogramme characteristics, income replacement rates and programmecoverage, we develop an indicator of expected benefits. Accordingto this indicator, there is considerably more evidence of welfarestate retrenchment in recent years than most analyses of publicspending have suggested. The most populous country in the world, China faces immense socio-economic challenges providing adequate pensions to its growing elderly population. In that country, pensions available to older people vary considerably across the country's various pension schemes. This paper calculates the fairness coefficients of these pensions based on pension income, contributions, demand, and generational gap. The analysis shows that the pension fairness coefficients are 0.53, 0.38, 0.95, and 0.82, respectively. Synthesizing pension income, contributions, demand, and generational gap, the paper suggests that, in China, old-age pensions across different schemes are absolutely unfair. Finally, it analyzes the superficial and deeper factors behind pension unfairness in China before providing policy recommendations for improving the fairness of the country's pension system.  相似文献

Although the optimal public policy under an endogenous number of children has been widely studied, the optimal public intervention under an endogenous timing of births has remained largely unexplored. This paper examines the optimal family policy when the timing of births is chosen by individuals who differ as to how early fertility weakens future earnings. We analyze the design of a policy of family allowances and of public pensions in such a setting, under distinct informational environments. Endogenous childbearing ages is shown to affect the optimal policy through the redistribution across the earnings dimension and the internalization of fertility externalities. Contrary to common practice, children benefits differentiated according to the age of parents can be part of the optimal family policy. Our results are robust to introducing: (i) children as durable “goods”; (ii) education choices; (iii) varying total fertility.  相似文献

The EU enlargements of 2004 led to a redirection of Structural and Cohesion Funds expenditures from EU-15 to new EU members as did those of 2007. This redistribution of funds makes the accession countries even more attractive as a location of FDI. Using a logistic regressions approach, this paper shows that a reallocation of structural funds as outlined in Agenda (For a stronger and wider union, COM(97) 2000 final, 2000) and successive revisions of the financial perspectives for an enlarged union leads to a redistribution of FDI by approximately 4−8 percentage points from the current EU members to the accession countries (2004 scenario) and 7−10 percentage points (2007 scenario), respectively.  相似文献

In the absence of historical income or education data, the change in occupations over time can be used as a measure of mobility. This paper investigates intergenerational occupational mobility using a novel genealogical dataset for settler South Africa, spanning its transition from an agricultural to an early industrialised society (1800‐1909). We identify fathers and sons for whom we have complete information on occupational attainment. We follow a two‐generation discrete approach to measure changes in both absolute and relative mobility over time. Consistent with qualitative evidence of a shift away from agriculture as the economy's dominant sector, we see the farming class shrinking and the skilled and professional classes growing. Controlling for changes in the structure of the labour market over time, we find increasing mobility, becoming significant after the discovery of minerals in 1868. We find this mobility particularly for semi‐skilled workers but virtually no improved mobility for sons of farmers. We also test hypotheses related to the mobility prospects for first‐born sons and sons of immigrants.  相似文献

At independence, Tajikistan inherited an extensive social protection system that included a range of cash and non-cash benefits. While the economy is well into its transition from a centrally planned to a market-oriented economy, its social welfare policies still adhere to the methods and approaches of the Soviet period. This is true for social protection, which has both social insurance and social assistance components, and for which benefits are effectively non-contributory in nature in that no contributions are collected from employees. In this paper, we examine the performance of the country's social protection system—essentially public transfers for the elderly and disabled—in terms of reducing poverty, with the aim of identifying its key problems. Since the government provides such public transfers mainly as pensions (i.e., old-age pension, disabled pension, and survivors pension), it merits an in-depth analysis of whether or not these transfer programs reach the intended beneficiaries; that is, how well do they target the intended beneficiaries? Using data from the Living Standards Measurement Survey conducted in 2007, we find that only 43% of poor households are receiving transfers from the government, while 33% of non-poor households receive transfers. This study argues for applying a targeted approach to public transfer programs, including non-contributory pension schemes aimed at the most vulnerable populations.  相似文献

We assess whether occupational segregation in metropolitan labor markets is associated with the wages of, and contributes to racial/ethnic wage disparities among, less-educated men. To measure occupational segregation in metropolitan low wage markets, we create a segregation index measuring segregation between white, black, and Latino male high school-only educated workers and high school dropouts in 95 metropolitan labor markets utilizing a unique dataset of the structural characteristics of the ninety-five largest US metropolitan labor markets. We use regression, fixed effects, and generalized least squares estimation techniques to test whether this index is associated with wages and racial wage inequality among these men. The analyses reveal that in metropolitan labor markets characterized by more racial and ethnic segmentation in the low wage market, wages are lower among black and Latino men in particular, and racial-ethnic wage disparities among similarly less-educated white, black, and Latino men are higher.  相似文献
